PRESIDENT’S CORNER Doug Bolton, Board President

Calling All Landowners – Requesting Your Opinions . . . A Planning Survey form was sent to every Landowner in the Plantation on July 10, with a request to submit responses by August 19. The purpose of this survey is to give your Board of Directors and staff guidance in maintaining and improving Port Royal Plantation. Previous surveys have led to great improvements in our community. Participation in the survey has been impressive. To date, we have received 418 responses. However, we would love to hear from ALL Landowners. There is one survey per property and a link to the survey document was sent to the primary owner on record. If you have not yet completed your survey, please take time to share your opinions and let your voice be heard! If you can’t locate your survey form, contact the Administration office to get a replacement. Again, one survey response should be submitted for each property, and the deadline for responses is August 19. Your input is very important to us. You have 12 Directors that work diligently as a Board to guide the future of our private oceanfront community for 1,000 residences. We get to hear resident’s opinions when they attend board meetings or the monthly Link Up with Lance events. But this is a small sample of all our residents. That is why the Landowner Planning Survey is so important. Our employees are also being interviewed for their feedback on working here, as well as their suggestions for the future. When we get all these responses back we can formulate a plan for the future of our community. The Planning Task Force will analyze the survey results and report the findings to the Board and Landowners in the fourth quarter of this year. We hope to have this work completed for the Annual Meeting in November. Thank you in advance for your participation and interest in the success of our Plantation! Beach House Expenses A report was given at the July Board meeting on the final costs and revenue used to build the Beach House. The Beach House project began when Landowners approved a special assessment in early 2016. The project got more complicated after Hurricane Matthew due to extensive damage to the bath house and the escalation in building costs. The Board worked for over 18 months to keep the project moving forward without imposing an additional assessment. The Board evaluated all options and available cash to ensure the project could be completed with the available funds and without affecting the day-to-day or long term operations of the Association. A complete financial breakdown is available on the website or click here. The major sources of revenue required a combination of the following: �� The Special Assessment (approved in 2016), along with interest being paid by those who opted for the 10-year payment plan, �� Asset replacement funds that were designated for the old beach house and bath house, �� Asset replacement funds designated for the old pool equipment, �� Positive excess operating revenue over expenses from 2017 and 2018, �� �he weather casualty line of credit to help repair the damage done by hurricane Matthew (now being paid off with revenues from the transfer fee). Over the years the Association has managed to reduce operating expenses and increase revenue to have a positive cash flow in the operating accounts. Following a review of the excess cash, it was determined that some of this could be used to offset Beach House costs while maintaining approximately two months of operating cash flow to cover expenses. The major expenses are a combination of the following: �� Court Atkins architectural fees, �� Graves Construction contract costs, split into Bath House and Beach House, �� Contract modifications or upgrades made during the construction process (concrete over pump room, decking materials on the front, elevator adjustments, ice and water shield on the roof, etc.) , �� Non-budget items: those removed from the original contract prices to be managed in house by staff, including insurance, utility requirements, impact fees, IT, additional audio controls, irrigation and landscaping, signage, access control, storage (lockers and cabinets), benches, trash cans, etc. , �� Appliances and furniture. It is important to note that the breakdown of revenue and expenses also includes the interest for the $1,309,000 loan (not a mortgage) since some Landowners opted for the 10-year payment plan. We will continue to evaluate the loan and payments to minimize the interest impact over the life of the loan by paying down as much as possible annually, while coordinating the monthly payments based on Landowners who are still making payments. The summary breakdown includes both the revenue and loan payback. While it appears somewhat complicated, the Board was challenged to make difficult decisions to keep the project moving forward, but I think you will agree that the end results speak for themselves. SECURITY REPORT Rob Wilkinson, Director of Security

Dog Laws Beaufort County has new rules for animal owners that have been adopted by the Town of Hilton Head Island and the other municipalities in the County. The new rules will result in fines for repeat violators without going to court. Under the new rules, animal owners will receive a warning on the first offense. After the warning, the first infraction will be fined $100 and increase to $200 for a second violation of the same rule within 12 months. Each citation after will result in a $500 fine. The new fines are applied to the following rules: �� Failing to register and license a dog. �� Failing to vaccinate an animal for rabies. �� Allowing an animal to run free. �� Not adhering to mandatory spay or neuter requirements for pit bulls. �� Not controlling a noisy public nuisance animal. If you do not have your dog or cat registered and licensed with County, please click on the link below www.beaufortcountysc.gov/animal-services or sms.petpoint.com/OnlineLicensing In a discussion with the Beaufort County Animal Control, I was informed that it is now a law that all dogs must be registered, licensed, and have a microchip. The registration fee is $5.00 and the Microchip fee is $25.00. The microchip process can only be done at the Beaufort County Animal Control office at 10 Pritcher Point, Okatie, SC. 29909, Monday through Saturday - 9 am to 1 pm and 2pm to 4 pm. If you need more information you can call them at 843-255-5010. I would also recommend that you review the Town of Hilton Head Island’s law for animals on the beach: Except as provided herein, no person shall bring or allow any dog, or any other animal on the beach that is not at all times on a leash between the hours of 10:00 am and 5:00 pm from April 1st through the Thursday before Memorial Day weekend, and from the Tuesday after Labor Day weekend through September 30th. No person shall bring or allow any dog, or any other animal, on the beach between the hours of 10:00 am and 5:00 pm from the Friday before Memorial Day weekend through the Monday of Labor Day weekend. No person shall bring or allow any dog or any other animal on the beach that is not on a leash or under positive voice control of the responsible person between 5:00 pm and 10:00 am from April 1st through September 30th. No person shall bring or allow any dog or any other animal on the beach that is not on a leash or under positive voice control at any hour from October 1st through March 31st. Any violation of the provisions hereof may result in the owner of the animal being charged with a misdemeanor and the animal being seized by the appropriate animal control officer or law enforcement officer. No person shall permit any excrement from any animal under that person's control to remain on the beach but shall dispose of same in a sanitary manner. From April 1st through the Thursday before Memorial Day weekend and from the Tuesday after Labor Day weekend through September 30th of each year, dogs or any other animal, other than seeing-eye dogs, shall not be allowed in any designated swimming area unless on a leash and walking through the area between 10:00 am and 5:00 pm.

PAB Guideline Changes and Reminders We know that reading through the PAB Guidelines isn’t a favorite pastime for most people! So I thought I would just point out some things of which you may not be aware. Did you know… 1. New water wells for irrigation are not allowed. 2. Decorative gravel or stone in your landscape or yard is not allowed. 3. Landscape lighting in your yard must be approved by the PAB. 4. For additions, an As-Built Survey must be submitted with the application. 5. Play equipment, in natural colors (wood or simulated wood) must be approved by the PAB. 6. Solar energy systems are allowed, with certain requirements. 7. Hurricane shutters are allowed, with certain requirements. 8. Detached structures on a property are not allowed. 9. There is no deed restriction that guarantees views of golf course, lagoons, beach or marsh. 10. Repaint applications must be submitted with color samples, approximately 6” x 6” in size. In addition, there has been a recent change to the PAB guidelines. Section 2.10 Landscaping E. Ground cover by gravel, stones, or similar material is not permitted unless approved by the PAB. PAB approval will only be given for non-decorative functions such as erosion control, storm water management, etc. and will include the color and size of the stone as well as the specific site location(s) of the allowed stone. The purpose of the change is to allow for limited use of stone ground coverage in cases of areas experiencing water issues subject to PAB approval of color, size and location of the stone. The PAB recently approved the use of stone at the Beach House to prevent the washout of mulch and dirt into the elevator area during heavy rains. The PAB feels this would be an appropriate change to allow Landowners to address erosion and other water related issues. MAINTENANCE CONNECTION Scott Kunkle, Director of Maintenance

Maintenance Updates Last month the paving of Ft. Walker, Suttlers Row, Robbers Row, Hartford, Everglade and Steam Gun was completed. Although it was at times congested for travel, the contractors finished the project in good time. We would like to thank everyone for their patience during this project. The contractors will be back in September to pave the Beach House parking lot and the road leading into it from South Port Royal. Some restoration still needs to take place along some of the edges of the roadway. If you spend any time outside, you may have noticed that the mosquitoes were quite bad for a while, especially after we had the week or two of heavy rains a little over a month ago. We are having our contractor spray each week as needed and I contacted Beaufort County for some help. They made an extra application by truck and an aerial application by helicopter along the dunes and beach paths where there was standing water. Landowners can purchase sprays and foggers that can be applied around your property to help with the mosquito populations in that area. Residents can also contact Beaufort County to report larger than normal mosquito populations from an app on your phone, or on the Beaufort County website. The Beaufort County Mosquito Control app can be used to access mosquito control information, and you have the ability to submit a request for service or inspection, as well as information on recognizing mosquito breeding sources on your property. Staff has been doing some work in the Arboretum, cutting down and mowing the larger weeds in an attempt to keep this area more manageable. They will also be mulching areas to help control the growth of weeds. The wooden deck that was located by the lagoon near the beach access path at the end of Coggins Point Road was recently removed by Ocean Point Management because of deterioration and safety and they chose not to replace the deck. We worked with them to help repair the sinkhole that was present so we could get the beach path opened again. That work has been completed and the path has been reopened. As many of you who use the Beach House deck have noticed, there have been some ant infestations. We are working with our pest control service to eradicate them. There are so many ants in the sand and around that area that it makes it very difficult to control them. We will continue to monitor them and take appropriate actions. Finally, numerous pool users have had glass bottles in the pool area. Glass containers are STRICTLY PROHIBITED in this area. If a bottle breaks on the deck and the glass gets in the pool, it will need to be shut down and thoroughly cleaned and possibly drained, which means it would be closed for over a week. Broken glass in the pool poses the risk of injuring swimmers by causing severe cuts on bare feet and other body parts that may come in contact with the sharp glass debris. We ask that you please read and follow all of the pool rules and safety regulations that are posted. They are there for a reason. OUR COMMUNITY Arboretum Restoration Campaign

As announced in the last Trident, a committee has been formed to accelerate the restoration of the Arboretum by three to five years versus the timeline possible under current budget constraints. The aim is to raise funds before the end of this year to achieve an aggressive goal of purchasing and planting, maturing trees and shrubs and re-establishing the unique amenity for all property owners to enjoy. If successful, next spring we will once again enjoy strolling along Azalea Alley, Royal Fern Path and Sparkleberry Way, while watching the tree canopy gradually come back. In early August you will receive a letter from the restoration committee asking you to support this effort with a generous donation. Please give all that you can to help remove this last reminder of the devastation that hurricane Matthew brought to our community. Our Arboretum was once an admired amenity unique on the island.
