FROM THE Desk of the City Manager

The City Manager's Office handles the general administration of the City of Temple and executes the policies and objectives of the City Council. The City Manager is directly responsible to the Mayor and City Council and oversees the day-to-day operations of the City by coordinating all City department activities and functions, including the development of the Strategic Plan. The City Manager's Office also leads the financial and budget management process for the City and directs the City's efforts to plan for the future.

As more people choose Temple as their home, we see greater demand for things like police and fire protection, safe and reliable water, strong infrastructure, and community amenities such as parks. This year’s budget makes strategic investments in these areas to ensure we can continue to provide services that directly impact daily life, whether that’s responding quickly to an emergency, ensuring clean water flows when you turn on the tap, or creating spaces for families to gather and enjoy.

One important thing to understand is that the city’s property tax rate plays a major role in funding the budget. For FY 2026, the property tax rate is set at $0 6999 per $100 of valuation While this represents an increase, it helps generate the revenue needed to meet the demands of our growing community. We know tax increases can be a concern, but this step ensures Temple is prepared for the future and avoids even higher costs down the road. Every dollar collected is directed back into services, projects, and improvements that benefit residents today and set the foundation for tomorrow

So, how does this budget benefit you? Some of the investments this year include new public safety tools such as drones and warning sirens to keep our neighborhoods safe, and park improvements like upgrades to amenities at Lions Junction Water Park. These are real, tangible projects that residents will see and feel across the city.

The FY 2026 Budget is not just about numbers; it’s about people. It’s about ensuring that Temple remains a place where families feel safe, businesses thrive, and opportunities continue to grow. By making these investments now, we are working to protect the quality of life that makes Temple special and to prepare our community for the future.

Colquitt Park Reopened

The wait is over! Colquitt Park, located at 3501 Hickory Rd, is officially open to the public. After months of construction and improvements, the park has been revitalized with brand-new playground equipment and pouredin-place rubber surfacing designed to create a safer, more accessible, and enjoyable space for children and families.

These upgrades are part of the City of Temple’s ongoing commitment to enhancing parks and recreation amenities throughout the community With its new features, Colquitt Park is better equipped than ever to serve as a gathering place for families, friends, and neighbors to enjoy time outdoors, stay active, and make lasting memories.

City Council August Highlights

Big things are happening in Temple as City Council continues to shape the future of our community. Midway Drive to Thornton Lane Corridor

The City Council approved a professional services agreement with Kasberg, Patrick & Associates, LP of Temple for the 30% design of the Midway Drive to Thornton Lane Corridor. This agreement marks an important step in advancing improvements to a key roadway that will support safety and mobility for residents.

Brush & Bulky Item Collection Update

In August, City Council approved an ordinance amending Chapter 15 of the Code of Ordinances to allow monthly brush and bulky item collection by request, rather than quarterly. This update provides residents with more frequent and convenient options for disposing of large items.

Lions Park Playground Improvements

City Council approved the purchase and installation of new playground equipment for Lions Park from GameTime of Fort Payne, Alabama, in the estimated amount of $467,397.59. This project will provide modern, safe, and engaging play spaces for families to enjoy for years to come.

City Office Holiday & Trash Pick Up Schedule

City offices will be closed on Monday, September 1, in observance of Labor Day, and will reopen on Tuesday, September 2.

Solid Waste will run a normal collection schedule on Monday, September 1. Please have your bins at the curb by 7 a.m.

Recycling Tip: Be mindful of what is being placed in your recycle bin. Please do not place items that are contaminated with food in them as they can contaminate the load. Also, be mindful of other nonrecyclable items such as plastic bags and styrofoam as these items should be left out of the recycling stream.

New Brush & Bulky Item Collection Process

To better serve our community, brush and bulky item pickups are now scheduled by request

Residents may call 254-298-5000 during regular business hours, Monday through Friday from 8 a.m. to 5 p.m., download the TTX Connect App, or use the online chat feature at templetx.gov to schedule a pickup. Each residence will receive one free brush and one free bulky item pickup per month.

Residents may continue to drop off brush at the Solid Waste Complex during normal business hours and once per month at the landfill at no additional cost by presenting a current utility bill. For more information and a full list of guidelines, visit templetx.gov/solidwaste.

Clean and Safe

At the City of Temple, we’re committed to ensuring our neighborhoods remain places where residents can feel proud to live, work, and play As we roll out new sanitation services and continue to improve our community spaces, we’d like to share some important updates and reminders about alley maintenance, trash collection, and neighborhood cleanups.

Alley Maintenance Information

Have you ever wondered whose responsibility it is to maintain your alleyway? According to City Code, property owners are responsible for maintaining the portion of the alley from their property line to the middle of the shared alley. This means any downed limbs, litter, or overgrowth in your section of the alley is your responsibility to maintain.

But don’t worry, resources are available to help! The Temple Tool Library allows residents to check out tools and equipment to beautify their homes, and the Team Up to Clean Up program equips volunteer groups with the tools and support they need to host successful neighborhood clean-up events.

Illegal Dumping & Trash Overflows

We know some areas continue to face ongoing dumping and trash overflow challenges. To discourage repeat issues, the City will be increasing monitoring in high-problem zones and working toward faster cleanups. Your reports are essential to helping us identify and resolve these issues quickly.

Hazardous Area Cleanups

We are aware that certain hazardous materials and debris have remained uncleared for an extended period of time. Because these sites require specialized handling and protective equipment, they can take longer to resolve. However, the City is preparing an action plan and timeline to address overdue cleanups, ensuring the safety and wellbeing of residents and visitors.

Neighborhood Coalitions

The purpose of a Neighborhood Coalition is to bring neighbors together to create long-term sustainable solutions for a healthy, safe and vibrant place to live, while establishing pride. The ultimate goal of the Neighborhood Coalition is to make each neighborhood better, depending on the resident’s needs, concerns, and established priorities.

National Clean Up Day

Join the City in a virtual celebration of National Clean Up Day on September 20, 2025.

Register online and participate by cleaning up at your home, around your neighborhood, or with a group of friends at your favorite spot. Submit pictures and collection totals at the end to show your contribution to keeping Temple beautiful. The City will provide trash bags and gloves to registered participants. Registration is open now through Saturday, September 20th.

City of Temple Hiring Event

Wednesday, September 17 from 10 a.m. - 2 p.m.

The City of Temple is hosting its second Hiring Event of the year, on Wednesday, September 17, at the Frank W. Mayborn Civic & Convention Center.

Various departments will be set up from 10 a.m. - 2 p.m. to discuss your career goals and available job opportunities with the City of Temple! Grab your updated resume and be ready for potential on-the-spot interviews. There is an opportunity for you to leave with a conditional offer on the day of the event

Lunch at the Airport

Saturday, September 20 from 11 a.m. - 2 p.m.

Get ready for good food and high-flying fun! Chock Full of Cheese will be serving up delicious meals from their food truck at Draughon-Miller Central Texas Regional Airport on Saturday, September 20, from 11 a.m. to 2 p.m. Enjoy a tasty lunch while taking part in exciting aviation activities such as airplane rides (available for ages 5 and up with adult supervision), flight school information sessions, and aircraft tours that offer a closer look at impressive planes. Indoor seating is available, and the event is open to the public.

Calling all witches, wizards, and curious Muggles! On Saturday, September 6, step through Platform 9¾ and into a magical world inside the Santa Fe Depot. For just $10 admission, guests can explore Diagon Alley, pass by the Whomping Willow, and even learn spells in a wand class. Kids can enjoy enchanting crafts like Patronus bracelets and sensory potion bottles, along with magical games such as the Free Dobby Sock Toss. Costumes are encouraged!

Springer Archives Spotlight: Rare Images of 1920s Temple

September 21 - October 25

Travel back to 1920s Temple with this striking exhibition of photographs printed from rare negatives produced by the Santa Fe Railroad as part of early valuation surveys an archival glimpse that feels like a vintage version of Google Earth. Preserved in the Fred M. and Dale M. Springer Archives, these images capture the city’s rapid growth, from new depots and rail lines to the rise of downtown landmarks.

Parks & Recreation

Parks and Recreation plays a vital role in fostering vibrant and thriving communities. By providing accessible and well-maintained parks, recreational facilities, and programs, they create spaces for individuals of all ages to engage in physical activity, socialize, and connect with nature. As well as organizing community events, sports leagues, and cultural activities, promoting a sense of unity and belonging among residents.

Dunkin' Doggies at Lions Junction Water Park

Saturday, September 6 from 10 a.m. - 2 p.m.

We’re transforming Lions Junction Water Park into a doggy paradise on Saturday, September 6! Bring your furry friend for a splash-tastic day filled with wagging tails and wet noses. Admission is just $5 per pup, and thanks to our friends at Loop 363 Animal Hospital, the first 50 dogs get in free!

Each dog must be accompanied by a human companion age 18 or older. For everyone’s safety, please bring proof of current vaccinations. Our “doggy lifeguards” will be on duty to help ensure a safe and fun-filled experience for all.

Grab your beach towels, leash up your pups, and join us and Loop 363 Animal Hospital for a tail-wagging good time at Dunkin' Doggies!

Fall Cornhole League Registration

Registration for the City of Temple’s Fall Cornhole League closes this month! The league will run from October 7 through December 2, with games played on Tuesday evenings Each team will play a 10-game season followed by a postseason tournament. Both doubles and singles divisions are available, and the cost is $50 per team. Please note that players must register as a team, as individual placement is not offered.

The registration deadline is September 26, and teams can sign up online, by completing and emailing the registration form to aarguelles@templetx.gov, or by calling 254-298-5588 for assistance. Cornhole rules are available online for review. The Parks and Recreation Department is proud to provide opportunities like this league to help adults stay active, build teamwork, and enjoy a fun, social environment throughout the season.

Sammons Community Center remains temporarily closed due to significant structural damage sustained during the May 2024 windstorm, which compromised the roof framing system An engineering assessment revealed the need for major repairs, including partial roof replacement and updates to mechanical systems. The City of Temple is currently working to evaluate repair options and determine the best path forward. Due to the complexity of the project, a reopening date has not yet been set.

During this time, all programs and events will be relocated to Gober Party House, Wilson Park Recreation Center, Summit Recreation Center, and the Sunglo Building While Sammons is closed, Sammons memberships will be honored at the Summit Recreation Center and Wilson Park Recreation Center for the duration of the closure, this includes the use of the fitness centers. Additionally, those interested in playing billiards can do so at Wilson Park Recreation Center.

Temple Fire & Rescue 9/11 Remembrance Ceremony

Temple Fire & Rescue invites the community to honor the lives lost on September 11, 2001. A remembrance ceremony will be held on Thursday, September 11, beginning at 8:30 a.m. at Central Fire Station. This solemn event will include opening remarks and the ringing of the bell to commemorate those who made the ultimate sacrifice, as well as mark the moments the South and North towers of the World Trade Center fell.

Public Works

Public Works plays a vital role in enhancing the quality of life for community members. Their primary objective is to ensure the maintenance, development, and improvement of public infrastructure and services. From roads and bridges to water supply systems and parks, public works departments are responsible for managing and enhancing these essential elements of a community. Their efforts contribute to the safety, accessibility, and overall quality of life within the community.

Trash & Recycling Route Updates

Just a reminder: Garbage and recycling are now picked up on the same day, once a week, by two separate trucks. This change is part of our effort to simplify service and improve convenience for residents. We're also operating on a five-day collection schedule, so your pickup day may have changed.

Pool Draining & Water Conservation

As summer winds down, it’s important to prepare your residential pool for the end of the season. When draining, remember to follow local guidelines to ensure safe drainage and protect our environment. Proper pool maintenance not only keeps our community healthy but also helps us use water responsibly.

At the same time, with high temperatures still upon us, conserving water remains a priority for our community. Please incorporate water conservation practices into your daily routine, such as watering twice a week on designated days before 10 a.m. or after 8 p.m., running full loads in the dishwasher or washing machine, turning off faucets when not in use, and repairing leaks promptly.

Monthly Dumpster Drop

We understand how important it is to keep our neighborhoods clean and safe for everyone. That’s why the City of Temple is committed to continuing our Dumpster Drop program. We hope this initiative helps reduce illegal trash and tire dumping, making our community a better place for all of us!

What we provide:

A large container is placed monthly in different parts of town

A separate trailer for the disposal of tires

Rakes, shovels, and other tools are available through the Temple Tool Library

This month will include one drop: September 19-22 in the Central District at 300 S 27th StFred W Edwards Academy.

In August, our community came together in a big way for the $5 Clear the Shelter event at Heart to Home. Thanks to the generosity, compassion, and support of residents, both cats and dogs found their forever homes! From playful pups to cuddly cats, each adoption marked the start of a new chapter filled with love and companionship.
