Desk of the City Manager

The City Manager's Office handles the general administration of the City of Temple and executes the policies and objectives of the City Council. The City Manager is directly responsible to the Mayor and City Council and oversees the day-to-day operations of the City by coordinating all City departments activities and functions, including the development of the Strategic Plan. The City Manager's Office also leads the financial and budget management process for the City and directs the City's efforts to plan for the future.

Celebrating the Holiday Season in Temple

As we step into December, I want to extend my warmest wishes to you and your loved ones for a joyful holiday season. This is a time when Temple truly comes alive Our community’s spirit, generosity, and togetherness make this season one of the most meaningful times of the year.

This month, we continue the celebrations of Holly Jolly, our annual citywide holiday experience filled with festive events for all to enjoy. We kicked off the season with Christmas at the Plaza, where families gathered under the lights to enjoy the market, entertainment, and our spectacular Tree Lighting Show The festivities continue throughout December, culminating in Temple’s 79th Annual Christmas Parade on Monday, December 1. This year’s theme, “A Lone Star Christmas,” celebrates the traditions and pride that make our Texas community so special. We hope you’ll join us along the parade route for one of Temple’s most cherished holiday traditions.

One of the most exciting additions to this year’s Holly Jolly lineup is Rink on the Rails, Temple’s first-ever outdoor ice rink. Located in the heart of Downtown Temple, this new attraction brings a magical winter experience right to our city. Rink on the Rails not only provides families with a unique holiday activity, but it also helps position Temple as a destination that people want to visit during the season. Whether you’re skating with loved ones, enjoying the festive atmosphere, or simply taking in the sights, this new experience adds something truly special to our community offerings. We are proud to bring this attraction to Temple on December 12 and look forward to the memories it will create for everyone!

As we celebrate the season, I want to express deep appreciation for our dedicated city staff public safety teams, and employees working throughout the holidays. Their commitment ensures that our community remains safe, welcoming, and vibrant during this special tim of year.

Development Updates

Recognition

The City of Temple honored the Planning & Development Department for earning the 2025 Richard R. Lillie Program for Planning Excellence Award, recognizing the City’s commitment to high standards in planning and development. This achievement highlights the City of Temple’s dedication to thoughtful growth, strong community engagement, and long-term planning practices that help create a more vibrant and sustainable community.

Public Safety & Facilities

Council approved a contract for the construction of new Police Training Classroom and Range Buildings, marking a major step forward in the City of Temple’s Public Safety Training Campus. This investment will provide officers with a modern, dedicated environment to strengthen their skills, enhance readiness, and ultimately support a safer community for all residents.

Infrastructure & Growth

City Council approved contracts for significant water and wastewater system improvements, including the South Temple Transmission Main A Project and the Northwest 36-inch Water Transmission Main. These upgrades will strengthen infrastructure and enhance service reliability for residents across the city, supporting Temple’s continued growth and long-term utility needs.

Community Happenings

Our community plays a vital role in the fabric of the City of Temple, such as sustaining its growth and prosperity. Through active engagement and collaboration, community members contribute to the overall well-being of the city, whether it's through volunteering, supporting local businesses, or participating in civic initiatives. 4th Annual Merry & Bright Holiday Lights Tour & Contest

The City of Temple’s 4th Annual Merry & Bright Holiday Lights Tour & Contest is back, and we’re on the lookout for the most dazzling holiday displays! Entries are now open and will be accepted through Friday, December 5.

Starting Monday, December 8, all entries will be featured on our interactive map for the community to vote for their favorite festive setup. Voting will run through Monday, December 15.

The winner will receive a special award from Mayor Tim Davis at the City Council meeting on Thursday, December 18. Enter now and check out the rules at templetx.gov/holidaylights

GARBAGE & RECYCLING Collection Schedule

Christmas Holiday Collection

Collections scheduled for Christmas Eve (Wednesday, December 24) will run as scheduled. There will be no collections on Christmas Day (Thursday, December 25). Thursday routes will be collected on Friday, December 26, and Friday routes will be collected on Saturday, December 27. The landfill will be closed on December 25.

New Year’s Day Holiday Collection

Collections scheduled for New Year’s Eve (Wednesday, December 31) will run as planned. There will be no collections on New Year’s Day, Thursday, January 1, 2026. Thursday routes will be collected on Friday, January 2, and Friday routes will be collected on Saturday, January 3. The landfill will also be closed on Thursday, January 1.

Please place all items at the curb by 7 a.m. on your collection day. While crews work hard to stay on schedule, some delays may occur. We appreciate your patience as our team enjoys the holidays with their families. For updates on collection delays, visit templetx.gov/solidwaste.

City Office Holiday Schedule

City offices will be closed on Wednesday, December 24, and Thursday, December, 25 for the holiday and will reopen on Friday, December 26.

Additionally, offices will be closed on Thursday, January 1 and will reopen on Friday, January 2

Downtown Temple stands as a dynamic hub, contributing to the community's enrichment in variety of ways. Its array of restaurants draws both locals and visitors, while the district hosts a plethora of events, from festivals to parades, throughout the year. Jingle Jam

Friday, December 12 from 5 to 8 p.m.

Celebrate the season with Jingle Jam, a FREE Christmas Concert! Enjoy a festive evening of food, shopping, and family fun in Downtown Temple! Visit food trucks, artisan and craft vendors, kids’ activities, a bounce house, and hands-on play from the Temple Children’s Museum.

Stroll the decorated, twinkling streets as you enjoy the new Christmas décor for the perfect photo op!

Kringle Krawl

Friday, December 5

Get ready for a merry night out! Kringle Krawl brings festive fun to Downtown Temple! Visit 15 participating businesses offering holiday snacks, sips, and mini experiences, collecting a stamp or sticker at each stop along the trail.

Finish at The Lawn at Bird Creek Brewing, where completed cards can be entered to win a Downtown Temple Goodie Basket filled with local treats.

It’s the perfect way to explore downtown, support small businesses, and soak up the holiday spirit.

Temple Railroad & Heritage Museum

Santa at the Depot

Saturday, December 6

Celebrate the holiday season at the Temple Railroad & Heritage Museum’s popular Santa at the Depot from 10 a.m. to 3 p.m. While tickets for photos with Santa have sold out, everyone is still invited to enjoy one of the most magical moments of the day Santa’s arrival by train at 9:30 a.m., which is free and open to the public.

Families can watch Santa pull into the station before enjoying festive activities, including crafts, games, and holiday fun for all ages.

Collaboration: Railroad, Graffiti, Photography, and Design

November 7, 2025 - March 7, 2026

This exhibition showcases the unexpected collaboration between corporate railroad signage and graffiti artists, as captured through the layered lens of artist Steve Oleson. Over time, industrial logos and stenciled text meant to show control are transformed by graffiti, weather, and age into something entirely new.

The result is a moving canvas of pop art that blends design, street art, and cultural storytelling, turning ordinary freight trains into powerful works of visual expression.

Parks & Recreation

Parks and Recreation plays a vital role in fostering vibrant and thriving communities. By providing accessible and well-maintained parks, recreational facilities, and programs, they create spaces for individuals of all ages to engage in physical activity, socialize, and connect with nature. 25th Annual Senior Christmas Dinner

Tuesday, December 9 from 6 to 8:30 p.m.

Presented by Temple Rehabilitation Hospital, the 25th Annual Senior Christmas Dinner invites you to enjoy a festive evening at the Frank W. Mayborn Civic & Convention Center on Tuesday, December 9. Guests will enjoy a delicious holiday meal with all the trimmings, followed by an evening of dancing and celebration.

The Big Catch

Saturday, December 20 from 9 a.m. to 12 p.m.

“Reel” in the holidays at The Big Catch! This free trout derby is open to kids 16 and under and takes place Saturday, December 20, at Lions Park Pond.

Kids can try their luck catching trout and compete for prizes for the most and largest fish. There will also be games and activities for the whole family to enjoy.

Winter Cornhole League Swim Lessons at Sammons Indoor Pool

Our Winter Cornhole League invites players of all skill levels to enjoy friendly competition all season long at Clarence Martin Gym. Both our Doubles and Singles leagues offer a 10-game season followed by a double-elimination tournament, giving you plenty of opportunities to play, improve, and connect with others in the community. Registration for both leagues is open until January 9. Doubles teams can join for $50 per team, while individual players can participate in the Singles league for $50 per person, with all games played on Tuesday evenings.

Swim lessons are back at Sammons Park Indoor Pool, offering convenient options for families looking to keep their kids active and safe in the water! Choose from Monday & Wednesday evening classes, which run for two weeks (four sessions total), or Saturday morning classes, held once per week for four weeks (four sessions total).

The City of Temple invites residents to help shape the future of James B. Wilson Park by participating in an online community survey. Feedback collected will guide the development of a new master plan, evaluating current amenities, exploring opportunities for enhancements, and considering new recreational features that reflect community priorities. Looking to Make a Difference

The Temple Police Department and Temple Fire and Rescue have some wonderful opportunities to make an impact in the community this holiday season.

Blue Santa is accepting new, unwrapped books and toys, which can be dropped off in the designated donation box inside the Police Department lobby, or you can stop by the annual Blue Santa Toy Drive on Friday, December 5, from 7 to 9 a.m. at Bella Blue Café, located at 1323 S. 57th St.

Temple Fire & Rescue’s Rescue Elves program is no longer accepting child sponsorships, but you can still help by donating new, unwrapped toys at any Temple Fire Station. For monetary donations, you can stop by Central Fire Station, mail a check, or make a Venmo donation at @rescueelves.

Celebrate the holiday season with A Christmas Carol on December 4, presented by Uncommon Characters, Temple’s local youth drama group. Follow Ebenezer Scrooge as he encounters the Ghosts of Christmas Past, Present, and Yet to Come in this timeless story of generosity, redemption, and holiday spirit. With festive music and talented young performers, this family-friendly production is a heartwarming way to kick off a new holiday tradition. Showtimes are at 9:30 a.m. and 5:30 p.m. at the Temple Public Library.

Imagine a world where pirates travel across time, explorers save dinosaurs, and superheroes ride unicorns into battle. This cooperative role-playing experience invites young adventurers to embrace their creativity through whimsical, story-driven challenges that build teamwork, problemsolving, and critical thinking. Crafternoons

Celebrate the holiday season with creativity and charm! Join us for a festive hands-on workshop led by our resident artist, Mark Jetton, and learn how to craft your very own miniature book–filled ornament. Mark will guide you step by step through the process of assembling and decorating your ornament, using a variety of tiny book covers and materials to make each one unique.

Kick off the Winter Reading Program on Friday, December 5 from 4 to 6 p.m. with a festive evening of family fun at the Winter Reading Light Up For Literacy event! From roads and bridges to water supply systems and parks, public works departments are responsible for managing and enhancing these essential elements of a community. Their efforts contribute to the safety, accessibility, and overall quality of life within the community.

Christmas Tree Recycling

December 26 to January 9

The City is excited to bring Christmas tree recycling back this year, giving residents an easy, eco-friendly way to wrap up the holiday season. Free Christmas tree recycling will be available from December 26 to January 9.

Christmas Trees can be dropped off anytime, at 602 Jack Baskin Drive.

Monthly Dumpster Drop

We understand how important it is to keep our neighborhoods clean and safe for everyone. That’s why the City of Temple is committed to continuing our Dumpster Drop program. We hope this initiative helps reduce illegal trash and tire dumping, making our community a better place for all of us!

What we provide:

A large container placed monthly in different parts of town

A separate trailer for the disposal of tires

Rakes, shovels, and other tools available through the Temple Tool Library

This month will include one drop: December 19 - 22 in the Crestview District at 710 S Knob Street.

Dispose of Holiday Cooking Grease Properly

The City of Temple will be collecting used cooking oil following the Christmas and New Year’s holidays. Holiday grease collection will take place from Friday, December 26 through Friday, January 2.

Residents can bring their used cooking oil to the locations listed below during these dates.

Annual Veterans Day 2025 Ceremony

On Monday, November 10th, the City of Temple hosted the Annual Veterans Day Ceremony, bringing the community together to honor the service and sacrifices of our veterans The event featured remarks from city leaders, community members, and this year’s keynote speaker, retired veteran and active community volunteer Clifford Shufford.

Thank you to everyone who joined us in celebrating our veterans, and a special thank you to the Temple High School Choir and the Betty Martin Chapter for helping make the ceremony so meaningful This annual ceremony is just one of the ways the city shows appreciation for our veterans.
