The Friends of The Mining & Rollo Jamison Museums invite all to get into the Valentine’s Day spirit early by registering for the Miners Ball, which will take place Saturday, February 17, 2024. Go back in time, dress to the nines, and join this Platteville tradition full of food, cocktails, and big band music to dance to! The Miners Ball began with the glitz and glamour of the roaring twenties in 1926 in a time when galas like this were the height of social events and quickly rose to prominence among college students in Platteville, who attracted headlining bands from Chicago such as Lawrence Welk and Perry Como. The Miners Ball was so big that, after World War II, it was held the same night that the giant “M” on the Platte Mound would be illuminated with torches, after having been whitewashed on the Thursday before. Tickets were diffi2
cult to come by, and fun-loving engineering students would outdo one another over the generations with designs for ever-more elaborate crystal or mirrored balls to ornament the hall. Now once a year we bring that magic back for a spectacular fundraising gala benefiting The Mining & Rollo Jamison Museums. Historically held during Homecoming for an invited few, but now timed around Valentine’s Day and open for all to enjoy, this romantic event is held in February for the perfect enchanting Valentine’s date. Area residents, students, staff, and alumni can come to reconnect with Driftless Area arts, and culture while benefiting the Museum — which serves as institutional memory for the identity that made Wisconsin the Badger State, and gave Platteville the world’s largest letter “M.” The music will be provided by the Ken Kilian Classic Big Band orchestra — a true Big Band with five
saxophones, six to eight brass, a full rhythm section, and a featured vocalist. This remarkable group delivers the fullness and swinging sound that the music of the Big Band era so rightfully deserves. A cash bar and multi-course banquet will be offered by UW-Platteville Catering Services. Besides food, drink, and music, part of the fun of the evening is bidding on dozens of wonderful items in the silent auction. The Ball will be held at Robert I. Velzy Commons, UW-Platteville’s premier multipurpose banqueting facility, in Ullsvik Hall. The event begins with a social at 5:00 p.m., followed by dinner at 6:00 p.m. and the dance at 7:00 p.m. Tickets are $50 each for the dinner and dance, or $10 for the dance only. What traditions conjure holiday magic for you? The winter season can bring the magical reunions of family and friends, magical music and culinary traditions, magical outdoor spaces aglow with winter lights, and deep meaning rooted in nature and world religions. Holiday magic is the Platteville community partners’ holiday theme this year and The Mining & Rollo Jamison Museums are ready to be a part of Platteville’s Hometown Holidays again in 2023, with Holiday HorseDrawn Carriage Rides the first three Fridays of December, December 1, 8 and 15, from 4:00-8:00 p.m. All are invited to delight in the holiday magic with guided horse-drawn carriage rides through downtown Platteville! Each carriage is reserved for a single party of up to 10 special people of your choosing. Enjoy the scenery and holiday lights to the rhythmic cadence of hooves and jingle bells while learning about local
architectural landmarks. Rides featuring the sights and sounds of a beautiful team of draft horses and an interpretive guide depart from the Museum regularly between 4:00 p.m. and 8:30 p.m. Shop in the Museum Store before or after your ride. Cost is $120 per Carriage (up to 10 people per carriage). An Early Bird special rate of $100 is offered for the first two tours of each day (4:00 p.m. and 4:15 p.m.). The carriage rides are a complement to a variety of holiday offerings made by many Platteville organizations and businesses — including Katie’s Winter Wonderland on Dec. 1 and Hometown Friday Night on Dec. 15. Illuminations that add interest to the carriage rides include a festive City Park with the gazebo and evergreen tree decorated with lights, the park’s memorial statues lit by the Veterans
Honor Roll Committee, and lights trimming City Hall. PLATTEVILLE FIRE FACILITY CONCEPT AND LOCATION DETERMINED With guidance and support from the Platteville Fire Chief, contracted architect, contracted construction manager, fire district township-partners, fund raising support team, and our facility guidance team, the City of Platteville has decided on a concept and location for the new Platteville Fire Facility.

Our current fire station has served the community well for six decades, but lacks many modern safety features and the size necessary to house larger emergency responder vehicles. Over the decades, our volunteer firefighters have dedicated themselves to protecting our community, often working with exacerbated challenges due to the limitations of our aging station. The lack of decontamination facilities, proper air ventilation and ample off-street responder parking are a few of the current added dangers impacting our fire-fighters and their families.

This journey of arriving at a new facility comes with many challenges. The community has brought forward many thoughtful opinions, preferences, ideas, suggestions, and visions regarding the concept and location of the facility. Many of our community members have devoted countless hours in plan support and several have invested significant monetary contributions in paying for preliminary studies. The common themes that have been observed through these conversations are: 1) Safety of our firefighters is paramount, 2) Response times are key, 3) Aesthetics show community pride, and 4) A desire for a solution that will serve the community for many decades to come. Unfortunately, all of these very important themes must match with limited financial resources.

Finding that balance is what Platteville City Manager Clinton Langreck hoped would be accomplished through a very deliberate decision process, stretching over several months.
at an anticipated expense between $14-$14.5 million, placed on the site of the decommissioned O.E. Gray School. This option was heavily recommended by fire district partners and fire fighting professionals.
In our pursuit of improving our facilities, we have explored various options. Extensive research, community input and expert input laid the foundation for our decision-making process. The options that have been explored range from renovating the existing facility, to renovating the former O.E. Gray school, to constructing a new state-of-the-art fire facility (with multiple sites considered along the way).
With the concept and location decided, the City Manager, Fire Chief and facility guidance team will begin working with the architect and construction manager on schematic design, design development, and construction documents to release for bidding. There are many more decision points to cross and many more obstacles to overcome. As we move through this process, we hope to do our best to make the information available for community feedback and support. This project is a community investment, providing our firefighters with the resources they need and demonstrating our commitment to their mission of protecting lives and property.
The City of Platteville, and supporting partners, have carefully weighed the pros and cons of each concept and location, considering factors such as cost, efficiency, and the ability to meet future demands. On October 10, 2023, the Platteville City Council took action to move forward with a single-story concept,

This Volunteer recognition feature shines a quarterly spotlight upon a dedicated individual or organization that has made great volunteer contributions and efforts in the community.

Arriving in the 'nick of time', UW-Platteville student Nick Helms started as a new volunteer at the Platteville Public Library this fall. He's been busy helping us by dusting shelves and organizing, which seem to be never-ending tasks! We appreciate the energy and good spirit he brings to the library!
Dr. Elizabeth Gates
Elizabeth has been a key factor behind-the-scenes for the Platteville Family Aquatic Center these last few seasons. She has taken the lead in all recent fundraising opportunities for the Platteville Family Aquatic Center and also volunteers/manages the concession stand for the Tom Caccia Invitational that our Summer Recreation Swim Team hosts every summer.
Additionally, Elizabeth has been working tirelessly with the local schools to potentially offer physical education credits for lifeguards and guards in training. So, the guards would be working to earn money while also earning physical education credit for school. (A Spectacular idea!) Elizabeth has been the pillar of the fundraising, PFAC/ PHS Co-op, and overall help in staff recruitment. The Platteville Family Aquatic Center cannot thank Elizabeth and her family enough for all the hard work and dedication they have shown to our community pool. 6
Kaleb Osborne contacted the Platteville Parks & Recreation department in hopes to help. He saw that the signage and posts at West View Disc Course were in need of an upgrade. So, for Kaleb’s Eagle Scout project, he raised funds to replace the posts and signage for the park. In doing so, Kaleb teamed up with Marc and Britt Wasicek, owners of the local disc shop, The Underground, to not only improve the signage, but to install brand new tee boxes at the park as well. He Kaleb Osborne raised enough money to finish the project and donate back almost $900.00 to the West View Disc Golf fund. Thank you Kaleb on the great job!
Members of UW-P Sigma Tau Gamma Fraternity
Thank you to the 14 UW-Platteville Sigma Tau Gamma brothers who invested five hours on Saturday, November 23, to volunteer at The Mining & Rollo Jamison Museums. They worked on improving environmental conditions and organization for artifacts stored in a variety of behind-thescenes spaces across the 3-acre Museum campus. Highlights included moving the WWI German mortar to the East Gallery, moving several wood stoves to the attic, millstones to the tennis court and carrying many heavy objects up and down the stairs to the Museum archives. We appreciate partnering with them and other University of Wisconsin-Platteville organizations on a variety of volunteer project throughout the year. Have a great semester, Sigma Tau Gamma, and to see you in the spring for our next workday!
CITY MIL RATE EXPECTED TO DECREASE 2.76% The proposed budget for 2024 is projected to result in a reduction of the City’s portion of the assessed mil rate from $7.27 to an estimated $7.04, a

that city property owners will see a decreased assessed tax rate for the second year in a row. With this reduction in the assessed tax rate, there is also an anticipated reduction in levy for 2024. The city is anticipating a total $5,015,684 levy in 2024. This is a 2.79% reduction from the $5,159,644 levy in 2023. It is important to note that a large portion of the increased revenues are also funding the many other expenses not depicted in the significant expenditure chart. Many line-item increases appearing in the budget reflect inflationary impacts on because of increased costs associated with materials, utilities, and contracts. “The City of Platteville 2024 Operating Budget is intended to accomplish many goals: 1) acknowledging the efforts of our state legislators in providing more aid to local government, 2) updating our compensation policy in efforts of supporting recruitment and retention, and 3) providing $90,710 of additional staffing and wage allocations to the Police Department, Parks and Rec, the Pool and, Maintenance for City Hall/Senior Center. However, this budget falls short of making significant gains on our extended street maintenance life cycle, meeting all our capital infrastructure needs, and leaves many departments stretched thin in maintaining current service levels. This in turn, limits many departments' ability to grow new services without the reduction of existing services. I am hoping that through a strategic planning initiative in 2024 that the city can identify, prioritize, and plan a financially feasible roadmap to continue our high level of service delivery and help shape the future vision of Platteville. Many thanks to our City Directors and staff in preparing this year’s budget and to our elected officials for their many volunteered hours of research and scrutiny in the budgeting process.” - City Manager, Clint Langreck The City Council is expected to vote on the proposed budget in late November. 7

Photo identification is required to vote! City polling places are open from 7:00 a.m. to 8:00 p.m. on Election Day. The City has two polling locations, Broske Center at Legion Park, 400 Pitt St. and on campus in Ullsvik Hall at 30 S. Hickory Street. A voter can only vote at the polling location that is designated for his/her address. To find your voting location visit MyVote.wi.gov. ABSENTEE BALLOT REQUESTS
Each voter, unless the voter identifies as an indefinitely confined voter, must reapply each calendar year if you would like to receive an absentee ballot. These requests can be made online using the www.MyVote. wi.gov website. Or you can mail in an absentee ballot request form. 8

RUN FOR COMMON COUNCIL
If you are interested in serving on the Common Council, there will be three local offices up for election in 2024: District 3, District 4, and At-Large. You must be at least 18 years of age and live within the City boundaries. The first day to circulate nomination papers is Friday, December 1, 2023, and the final day for filing nomination papers is Tuesday, January 2, 2024 (papers must be turned in by 5:00p.m.) in the office of the City Clerk. The Spring Election will be held April 2, 2024 – with a Primary Election on February 20, 2024 if needed.

The City of Platteville Street Department will be picking up Christmas trees (weather permitting) on the following Mondays: January 8, 15, 22, and 29, 2024. Trees should be placed at curbside for pickup. Residents may also dispose of holiday trees at the City of Platteville compost site, located at 1670 Stumptown Road. Please note that the compost site is for use of city residents. Please pile trees in an orderly fashion with other trees and refrain from leaving bags or garbage at the site.
CITY OF PLATTEVILLE PROPERTY TAXES City of Platteville tax payments can be made at City Hall in the Finance office, or online at www.platteville.org through our partner, Point and Pay. While we do not have an exact date, the goal is to have tax bills mailed out to homeowners before December 20, 2023. The Point and Pay portal will be available for payments after December 25, 2023. Payment options include - cash, check and money order. All payment options can be dropped in the silver drop box in front of City Hall or paid in person. If you wish to pay by credit card or electronic check, payments can be made through our partner, Point and Pay online. The City of Platteville does not have the ability to accept credit cards or electronic checks in the Finance office at this time. Please note that additional fees are applied when making credit card and electronic check payments. City Hall Address: 75 N Bonson St, PO Box 780, Platteville WI 53818. Real estate property taxes can be paid in full on or before January 31, 2024. Taxpayers may also use the installment method with the first installment due on or before January 31, 2024. Reminder that any payment made on or before January 31, 2024 is to be made to the City of Platteville. The second installment must be paid on or before July 31, 2024 and should be sent to the Grant County Treasurer. Personal property taxes are due in full to the City of Platteville by January 31, 2024. Please note that City Hall will be closed on December 25 and December 26, 2023, in addition to January 1, 2024, in observance of the Christmas and New Year's holidays. Unfortunately, we cannot accept payment for other services in the same check as the tax payment. If you have a real estate tax bill and Personal Property tax bill, those can be included together. Any water and sewer bills, fire inspection invoices and dog license payments should be kept separate from any tax payments.
PARKING From November 15th to April 1st between 2 a.m. and 6 a.m., winter parking regulations are enforced. Some streets are considered emergency routes and are listed as no-parking, and other streets are listed as alternate side parking. Cul-de-sac parking is also restricted. If you have questions about the specific streets involved, visit platteville.org/parking or call the Platteville Police Department at (608) 348-2313.
HOUSING AUTHORITY SEEKS LANDLORDS TO PARTICIPATE IN HOUSING CHOICE VOUCHER PROGRAM The Platteville Housing Authority is looking for landlords to participate in the Section 8 HCV (Housing Choice Voucher) program. Seize the opportunity to help Platteville’s low-income elderly, disabled and veteran households, as well as families with children by providing affordable housing. The HCV program is a federal program for assisting the very low-income afford decent, safe, and sanitary housing in the private market. A housing subsidy is paid directly to the landlord by the PHA (Public Housing Authority) on behalf of the participant family. The landlord will receive timely and dependable payments from the PHA, which will guarantee your income. Register online by following the ActiveNet link at www.platteville.org/recreation. If this is your first time using ActiveNet, you will need to create an account. Once your account has been approved, you will receive a confirmation email providing instructions on activating your account. Please allow at least one business day for this to occur. Once activated, you may register for programming online using a credit card. Transaction fees are collected by ActiveNet for all online payments. We can also assist with the registration process in the Recreation Office on the second floor of City Hall at 75 N. Bonson Street, Platteville, WI 53818. Our office is open Monday - Friday, 8:00 a.m. to 4:30 p.m. We can help create an account, register for programs, and collect payments in the form of cash, check or credit card. Age Guidelines When registering for youth programming, use the current school grade. When between grades in the summer, use the grade the participant will be entering in the fall. Programming listed as Pre-K is open to children age 3 and 4. Children must be toilet trained or in pull-ups. If a child is in pull-ups, the parent or caregiver must stay at the location for the duration of the program. Residency Requirement RESIDENT (R): A resident resides within the City of Platteville and pays property tax to the City of Platteville. NON-RESIDENT (Non): A non-resident resides outside the City of Platteville and/or does not pay property tax to the City of Platteville. Non-residents can include residents living in the Township of Platteville and Platteville School District. Refund Policy All fees are due at the time of registration. No refunds are issued unless a program is completely canceled. The Recreation Department will make a reasonable effort to reschedule make-up programming; however, this may not always be possible. No partial refunds will be issued. 23
