Since 1935, Planned Parenthood has been a trusted resource for sexual and reproductive healthcare and education in communities across Texas. Texans count on Planned Parenthood and our shared vision — a world where everyone can access quality healthcare and information to live their lives fully, without judgement. Despite Texas’ extreme abortion ban blocking our health centers from providing abortions, we are providing much-needed healthcare for more patients than ever.
Planned Parenthood clinicians provided 21% more patient appointments last year compared to 2022. Expanded access to healthcare appointments is made possible by our health centers’ expanded evening and weekend hours, telehealth and, most importantly, donor support for our Health Equity Fund subsidizing costs of care for uninsured and low-income patients.
Texas’ abortion ban and other sexual and reproductive health barriers disproportionately impact minors, communities of color, rural, low-income, LGBTQIA+ and undocumented Texans. Texas’ maternal mortality rates highlight devastating health outcomes, especially for Black women. Texas has the highest rate of uninsured residents in the U.S. yet failed to expand Medicaid coverage to provide healthcare for the state’s most vulnerable populations. For more than a decade, Texas’ statewide elected officials have systematically blocked patients who count on public health programs from accessing healthcare at Planned Parenthood.
Texas’ controversial public health policies make our mission more timely and important than ever.
As this report outlines, we provided more than 113,000 essential healthcare appointments through telemedicine and health centers in Austin, Dallas, Denton, El Paso, Fort Worth, Lubbock, Paris, Plano, Waco, Tyler and surrounding communities in 2023. We reached more than 17,000 youth and adults with essential sex education while engaging the next generation of reproductive rights advocates through trainings and leadership programs for students and young adults.

Planned Parenthood of Greater Texas is guided by a Strategic Plan built on four key pillars outlined below: Care, Culture, Community, and Sustainability. This strategic plan was developed though a year-long process implemented by the Planned Parenthood of Greater Texas Board of Directors with input from patients, volunteers, community partners, board members, staff and donors.

Reaching More Texans in 2023:

Despite Texas’ extreme abortion ban in place, Planned Parenthood of Greater Texas expanded access to essential sexual and reproductive healthcare, including birth control.

With Texas’ rising rate of sexually transmitted infections (STIs) in Lubbock, Tarrant and other counties, our health centers expanded access to STI testing and treatment services.
28% more telemedicine appointments
To expand access to healthcare, we expanded telemedicine by launching the Greater Texas Virtual Heath Center and promoting the Planned Parenthood Direct app.

With many LBGTQIA+ Texans fearful of negative interactions with the healthcare system due to discrimination and transphobia, our health centers expanded access to gender affirming healthcare, including hormone therapy for Texans age 18 and older.
Healthcare and health education directly in the hands of Texans
Planned Parenthood is committed to expanding access to healthcare and education. Digital and virtual options allow patients to access healthcare, education and other essential services directly from their home.
In 2023, we launched the Greater Texas Virtual Health Center. This virtual health center allows patients to connect with clinicians for gender affirming hormone therapy, birth control consultations and more. Other digital resources include the Spot On period and birth control tracking app, Planned Parenthood Direct app for birth control, emergency contraception and UTI treatment, and the chat/text program that answers sexual health questions 6 days a week with professional health educators.

Trusted, Expert Healthcare
Planned Parenthood of Greater Texas is a public health provider that receives little-to-no public funding due to Texas’ political climate and ideologically driven policies that exclude Planned Parenthood from most government-funded programs. With generous donor and community support, and federal Title X funding at four health centers, Planned Parenthood is an essential part of Texas’ medical safety net.
Patients with and without health insurance choose Planned Parenthood for convenient, expert sexual and reproductive healthcare services provided in a shame-free, compassionate environment. All are welcome at Planned Parenthood health centers regardless of insurance or documentation status, income level, or who they love.
Planned Parenthood’s clinical expertise includes physicians, women’s healthcare nurse practitioners, family nurse practitioners, certified nurse midwives, physician assistants and other advanced levels of certification and licensure.
Planned Parenthood is among the most trusted reproductive healthcare providers in the U.S. 1 in 5 American women relies on Planned Parenthood at some point in her life.

Healthcare Disparities and Maternal Mortality Crisis
Texas is in a public health crisis as highlighted by Texas’ maternal mortality and unintended pregnancy rates. In Texas, Black women died at more than twice the rate of white women following pregnancy¹ and 54% of pregnancies in Texas are unintended², more than the national average of 45%.3 Unintended pregnancies increase the likelihood of negative health outcomes including delayed prenatal care, premature birth, and other health complications.4 Many Texans face barriers to healthcare access that further deepen health disparities. These disparities disproportionately impact uninsured, low-income, and undocumented Texans, communities of color, and LGBTQIA+ Texans.
Planned Parenthood health centers provide essential healthcare services that support sexual and reproductive health and include screenings for hypertension, anemia, intimate partner violence (IPV), and postpartum contraception.

Community Health Education
Texas has the ninth highest rate1 of teen births and the second highest rate of repeat teen births2 in the United States.
Planned Parenthood’s three-part approach to community health education engages parents, educators, and peers to reduce the rates of unintended pregnancy and sexually transmitted infections in Texas. Our signature education programs provide the skills and support individuals need to make well-informed decisions about relationships and sexual health.
Community health education programs are donor- and grant-funded, and available at no cost as a community resource for young people and adults.
Regardless of where young people live, they can access medically-accurate information about their health from professional education staff six days a week via the Planned Parenthood Chat/Text Program.

Parents
Teens who talk about sex with their parent(s) or another trusted adult are more likely to postpone having sex and make healthier decisions about sexual behavior. We get the conversation started through Talk First! or ¡Hable Primero! workshops.
Educators
Planned Parenthood's community health educators are trained to implement effective sex education interventions tailored to each group of adolescents or adults. Lessons and curriculums are selected to meet the needs of youth and adults in after-school programs, schools, community partnerships, detention programs, shelters, foster homes and other community settings.
Peers
The Teen Advocacy Board (TAB) is a program that empowers teens in Austin, Dallas, and Fort Worth to advocate for and educate their communities about sexual health. TeenAge Communication Theatre (TACT) is an award-winning health education program featuring high school volunteers performing interactive theater for other teens in the Dallas area to promote discussion and communication on sexual health issues. In 2024 TACT celebrates 40 years of providing peer education!

Advocacy for Sexual and Reproductive Healthcare
Planned Parenthood Public Affairs staff engage Texans through events, trainings, and volunteer opportunities to develop and strengthen their advocacy skills, while advocating for sexual and reproductive healthcare, sex education, and restoring access to abortion in Texas.
Through Lobby Day at the Texas Capitol, regional book clubs and movie screenings, PRIDE, MLK and Juneteenth events, workshops on advocating for sexual and reproductive healthcare, and more, over 15,500 Texans connected with Planned Parenthood through nearly 400 community events in 2023
Supporters contributed more than 1,500 volunteer hours hosting community events, and assembling period and emergency contraception kits for local shelters and college campuses.

Investing in the Next Generation
Planned Parenthood of Greater Texas gave thousands of people the chance to learn, connect and engage on reproductive health, education and advocacy issues every day online. In 2023, Planned Parenthood sponsored 17 student leaders in Austin, Dallas, El Paso, Fort Worth, Lubbock and Waco. Each student leader conducted a “capstone” project by developing and hosting a community event of their own.
Planned Parenthood of Greater Texas digital spaces give thousands of people the opportunity to learn, connect and engage on reproductive health, education and advocacy issues every day. Partnering with our youth leaders to create content allows them to engage online with their peers to grow the next generation of advocates. Last year the Planned Parenthood of Greater Texas website received more than one million visits while thousands engaged with us daily on Facebook, Instagram, X, Threads, YouTube, and other digital spaces.
