Memorial Day parade delights crowd By Ken Liebeskind The Plainville Citizen

The Plainville Memorial Day parade proceeded smoothly Monday, with residents lining the streets to watch the marchers, before a concluding ceremony took place at Veterans Memorial Park. Before the parade started, members of the Holy Trinity Anglican Church on East Main Street gave out free coffee and donuts to veterans. The parade kicked off at 9 a.m. on Broad Street and encircled downtown Plainville on Washington, West Main, Crown and Maple streets before reaching the park. Plainville celebrates National Trails Day on Saturday, June 6, with a rock climbing event at Pinnacle Rock from 10 a.m. to 4 p.m. Pinnacle Rock, which occupies the high point of a one-mile mountain ridge that rises above the Quinnipiac River Valley and Farmington River Valley, offers extensive views over the valley toward the Berkshire Mountains. The Trails Day event starts at the Cracked Wall area of Pinnacle Rock and proceeds to the summit. June 6 is the first day of Trails Weekend in Connecticut, with 225 free trail events in 132 towns sponsored by the Connecticut Forest & Park Association, which claims the array of events from Salisbury to Stonington is the largest celebration of trails events in the nation. It is part of the 23rd annual National Trails Day celebration that has been run by the American Hiking

by the Town Council, Board of Education, police and fire departments. Next up was the Middle School of Plainville Marching Band, a large ensemble that featured horns and drums. The Girl Scouts and Brownies followed, with the Plainville Little League, Sandy’s Baton Twirlers, the PHS Marching Band and the Plainville Soccer Club rounding out the parade. Many marchers threw candy into the crowd as they paraded down the route, and youngsters eagerly snatched up the pieces. Meghan Hurley Mitchell, parade chairwoman, hosted the post-parade ceremony. She honored Ruth Hummel, the parade grand marshal, who died April 4 after a long illness. The chairwoman

lauded Hummel for her role as town historian and said, “She wants each of you to make history in Plainville.” State Sen. Henri Martin was welcomed to the stage. Two students on MSP’s Minionizers team, Ella Schwartz and Emma Lopez, competed at the world championship in Kentucky. Technology education teacher Camille Westfall said, “There were teams from all over the world and they had to overcome language barriers to work with other teams. Teams worked together to score points and the experience helped students learn how to strategize, communicate and make adjustments with five minutes to spare.” Prior to the world champi-

onship, the MSP robotics team competed in competitions in West Hartford, Danbury, Mansfield and Manchester and placed within the top three in all events, which earned the team a spot in the world championships. Team members explained the competition at the Town Council meeting, with details on the robot they designed and the computer programming and research it entailed. Westfall said all the work involved was performed by the students. “Adults can guide, but can’t build the robots. It’s all about student learning,” she said.

Schools Plainville community schools preschool program expanding

HONORS CHOIR Twelve fifth-grade students from Linden, Toffolon, and Wheeler elementary schools participated in the Connecticut Music Educators Association Honors Choir recently. The choir included singers in fourth through sixth grade from across the state. Participants attended a full day of rehearsals at the CT Convention Center in Hartford. The Honors Choir was part of a statewide music educators’ conference. Family Fest is on Saturday, May 30 The Plainville Family Resource Network, Plainville Early Learning Center, and Family Fest Committee has scheduled the second annual Plainville Family Fest for Saturday, May 30, 10 a.m. to 3 p.m., outside Plainville High School. The Town of Plainville is proposing to submit an application requesting funding for a town-wide Housing Rehabilitation Loan Program. The town’s housing rehab program is intended to assist low to moderate income

homeowners to address safety and public health code violations, as well as necessary house repairs. If approved, the funding would be received through a Community Development Block Grant from the U.S. Depart-

$5M road bond to be voted on June 16 The following was submitted by the Town Manager’s office: On Tuesday, June 16, Plainville residents will have the opportunity to vote on a $5 million bond appropriation to repair various streets in town. If approved, the plan is to spend approximately $1 million over the next five years to repave local streets. In a meeting held on May 5, Director of Technical Services John Bossi, Director of Physical Services Carmen Matteo and Roadways Superintendent Dominick Moschini advised the Town Council with a paving strategy that will be used if the Road Bond is approved on June 16. Town staff has reviewed the paving and repair history of all of the streets in Plainville and considered when they were last paved as well as the condition of the roadway pavement. It was noted that a good number of local roads are in poor condition with cracks covering more than 50 percent of the roadways. This

winter season was a particularly rough season for the roads with the extreme low temperature and the amount of frost conditions that occurred. They explained that the cracks allow for water to get under the road causing further deterioration with the freeze/thaw cycles. Many roads have not been paved in over 30 years. They went on to further explain that each street will be evaluated for the best level of paving criteria. Some may require crack filling, crack and joint sealing, while others may require more extensive repairs and improvements including milling, drainage, utilities and curbing. Due to budget constraints, spending on town roads has been very limited over the last 15 years. The plan proposed by town staff would attempt to re-pave local roads at least once every 25 years. “Past budgeted amounts would come way short of that goal and some type of catch-up is needed before the roads fall completely apart

and major reconstruction would be needed,” remarked Robert Lee, Town Manager. He went on to state that “this is a very opportune time to approve a Road Bond as our current debt service schedule will be significantly decreasing over the next six years as several major projects are being retired.” Over the next six years, the annual debt service payments will decrease by over $1.5 million. This is roughly equivalent to over $18 million of new bonding at the current interest rates. “What this means is that the Road Bond can be absorbed within the town budget in future years without increasing the debt service line item,” explained Lee. Town Council members unanimously voted to recommend the Road Bond referendum and encouraged every

resident to approve same. Katherine Pugliese, Town Council Chairman remarked, “It is time to address our local roads. Based on our debt service schedule, this can be started with minimal impact on future budgets. If the roads are allowed to further deteriorate, they will become significantly more expensive to repair. I urge all Plainville residents to vote yes on June 16.” The referendum will be

Plainville cheerleader reaches great heights Plainville High School senior Isabella Donahue has been selected as a member of the University of Alabama cheerleading team, where she will be a freshman this fall. Donahue was one of 160 applicants. Just 28 girls were selected. The Lady Blue Devil was required to attend cheer clinics before the actual four-round tryout process even began. The tryout consisted of stunting, jumps, tumbling, cheers and an interview. Donahue will be cheering on the sidelines and competing with the all-girl squad at Alabama. Donahue was a varsity cheerleader all four years at PHS, and served as a captain her senior year.

The Lady Blue Devils fell in their matchup with Newington, 203-228, in a home bout at Tunxis Plantation. Plainville junior Taylor Rogers took home medalist honors, finishing with a score of 45. Plainville ended its week with a strong 222-247 victory over Middletown at Tunxis. The girls’ score of 222 set a new best for the team, usurping the 223 recorded against New Britain earlier this year for the season’s best mark. Boys golf A difficult week for the Blue Devils, 0-2, saw the team drop to 6-8 on the year. The Blue Devils began play with a 171-188 loss at the hands of Platt at Hunter Golf Course in Meriden. The losses dropped Plainville to 1-2 against the Panthers and 0-2 against the Spartans for the year. The Wheeler art show is a school-wide event By Ken Liebeskind The Plainville Citizen

There are 315 students at Frank T. Wheeler Elementary School and all created original works of art put on display in the school auditorium May 21. “It’s the first time we’ve done this,” said Principal Andrew Batchelder. “Students, parents and teachers wanted to display a piece of art and the PTO art committee formed.” Samantha Miller, who chaired the PTO committee, attended the event with her daughter Madyson, a third grade student.

“It started in December and kids had to do something that was special to them, so they drew 6-inch by 6-inch squares that we put together into quilts,” she said. Th e q u i l t s fe at u re d squares of original pieces of art that were arranged by grade, from pre-K to fifth grade. Fifth graders also created paper mache vases that were displayed on separate tables. Art teacher Linda Helming has taught at Wheeler for more than 20 years. She said, “Kids came up with symbols of what represented them – butterflies,

giraffes. They personalized it. The kids loved it. They didn’t lose interest and really enjoyed it.” Parents and their children attended the event and snapped pictures of the original art work displayed on the quilts. “It’s students, teachers and parents working together as a team,” Helming said. “Wheeler School is a community and this event is good community outreach.” Miller said the quilts will be cut at the end of the school year so students can bring their original works home.

Events include river cleanups, Nature Park cleanup and Annual Kid’s Fishing Derby, Economic Development Agency – concerned with the promotion and development of the economic resources of the town. Inland Wetlands Commission – protects the wetlands and watercourses within the Town of Plainville. Plainville Area Cable Television Advisory Council (PACTAC) – advises the cable com-

pany on all matters, including rates, program schedules and selections, local public, education and governmental access, etc. Planning & Zoning Commission – hears land use applications for residential, recreational, commercial and industrial purposes. Amends and adopts the town’s Plan of Conservation and Development. Responsible for the establishment and administration of the town’s zoning regulations. Hears, decides, reviews and conducts hearings for special exceptions and site plan reviews. Recycling & Solid Waste Commission – assists the town in its discharge of obligations to the state concerning the collection, disposal, and recycling of solid waste and other refuse. Zoning Board of Appeals – varies the zoning regulations where, due to specific hardship, a resident seeks relief from zoning standards. The board is also charged with reviewing applications for the suitability of locations of gas stations and auto repairers and dealers, as well as hearing appeals from the orders of the Zoning Enforcement Officer.
