Dog park plan moves ahead By Ashley Kus Citizen staff

Residents are a step closer to having a dog park on Norton Place Extension after the Town Council recently referred the proposal to the Planning and Zoning Commission for consideration. “This site is an excellent location as a dog park,” said Dan Ciesielski, chair of the dog park committee.

He said the area has access to water and electricity, along with plenty of trees for shade. Only one house will soon remain at the corner of Norton Place Extension and Robert Street Extension as part of the federal Hazard Mitigation Grant Program. The neighborhood flooded in 2011 and most of the houses were purchased and demolished by the federal government. Norton Place Extension, a dead end, will eventually be empty, See Park, A14

“It’s a double edged sword,” said Dr. William Petit. Next month, July 23, will mark 10 years since his wife Jennifer Hawke-Petit, and daughters Hayley Elizabeth Petit and Michaela Rose Petit, were killed in a home invasion.

This year, the race will be held Sunday, Aug. 6, as opposed to the usual date in July due to heat concerns. The new location for the race will be Plainville High School instead of the former GE parking lot. The event will be set up in the grass area of See Petit, A14

In August, the community will come together for the 10th year to walk and race through town to benefit the Petit Family Foundation.

The road race, formerly sponsored by General Electric (GE), has been held for the last decade in the family’s memory. Through proceeds from the race, the Petit Family Foundation has awarded over $2 million in grants to programs all over the state and across the country.

Bail reform, other new laws take effect By Mike Savino Record-Journal staff

Several new laws went into effect July 1, including one requiring that judges make certain findings before they can set monetary bail for defendants charged with misdemeanors.

The new law requires that defendants held on misdemeanor charges get a bail review hearing 14 days after their arraignment. The previous time frame was 30 days.

Gov. Dannel P. Malloy, who proposed the bail reform bill as part of his “Second Chance Society” initiative, said the changes are needed to transform a criminal justice practice that has disproportionately affected lower income residents.

It also calls for a study, to be completed by Jan. 1, on the feasibility of a state-operated “bail fund” for low-income residents.

Malloy has said keeping people in jail solely because they can’t afford bail affects their ability to recover from “The system of pretrial justice an arrest, as even a few days that we have been operatin prison can mean the loss ing under for many decades of employment, housing, and has resulted in many unineven contact with friends tended consequences that and family. often have adverse effects on public safety,” Malloy said of He also said the reforms will lead to budget savings. Malloy’s budget proposal assumes $15 million in savings this fiscal year from the closure of a prison. Other new laws that took effect Saturday include a change that allows registered nurses employed by home health care agencies to destroy and dispose of prescription painkillers. The law, another of Malloy’s proposals, is aimed at limiting the availability of unused opioid painkillers, a problem that has been tied to the spike in addiction to heroin. Merrill won’t release data to voter fraud panel By Mike Savino Record-Journal staff

Secretary of the State Denise W. Merrill has joined the growing list of election officials around the country who are balking at the request for data from President Donald Trump’s voter fraud commission. Merrill, in a letter released to reporters Monday, said it is “not in the best interest of Connecticut residents” to comply with an “overly broad” request seeking personal information for a “vague purpose.” Election officials from more than 20 states have said publicly that they won’t comply with the order from the Presidential Advisory Commission on Voter Integrity. Commission Vice Chairman Kris Kobach, Kansas’ secretary of the state and operational leader of the board, sent letters last week seeking any “publicly available” voter data. Kobach is among those who have said their state can’t fully comply with the request because any portion of a Kansas voters’ Social Security number is not publicly available under state law.

Merrill raised concerns that Kobach’s letter gave no indication of how the commission would protect that information, including complying with some states’ protections for police officers, domestic violence victims, or other groups granted some level of confidentiality. “Your request fails to outline any legal authority of the commission and lacks the detailed assurances necessary regarding how to safeguard the personally identifiable information you are attempting to obtain,” she wrote. Merrill’s letter is a reversal from a statement she put out last week stating she intended to comply despite her concerns. Trump formed the commission to investigate voter fraud and his claim that between 3 million and 5 million votes were cast illegally last November. Election officials and experts have dismissed the claim. Trump took to Twitter Saturday to question states refusing to comply with his “very

COMMENTARY

First visit to nature park was long overdue By Olivia L. Lawrence Citizen staff

If you ever long for a bit of peace and quiet and don’t want to travel or spend money, look no further than the Tomasso Nature Park in Plainville. Often called a hidden gem, an unlikely oasis, the park has gotten a lot of press over the years. Somehow I’d never gotten around to checking it out until a couple of weeks ago when I finally made my way down Granger Lane (off Route 177), towards the town’s public works and animal control property, and located the gate to this (almost) secret wildlife and nature preserve.

rediscovered arts) of walking meditation and forest bathing – that is, really attending to your natural environment, each step mindful as you take in your surroundings. A nice easy terrain and wellmarked paths help make these contemplative experiences all the better – and the 11-acres of Tomasso park offers this and more. As many visiting journalists have noted, getting to the site is a little odd. While well-groomed, the entrance through a working maintenance facility can be a little confusing.

Once you find the gate, the early steps on a paved path wind through an area that warns of hazardous waste I discovered the perfect place disposal. (It’s well fenced off, for practicing the current don’t worry.) trends (or, more accurately, But when you push through

the turnstyle at the second entrance, the outside world drops away with a rush of bird chatter and little else except the tranquility of pretty scenes and protected habitat. Established in 1989, the park began as a mitigation area for the wetland lost in the reconstruction and expansion of Robertson Airport, with the property donated by the Tomasso Brothers. The plentiful wildlife that live here probably don’t care about the backstory. But it is interesting to note, as explained on the town website, that wetland vegetation, animals and soils were removed from the construction site and meticulously relocated by light machine and hand to their current location in the park. Today the place unfolds

as a casually landscaped property, with ponds, foot bridges, loads of benches with well-designed vistas and informational kiosks to help with identifying trails, fish, bird and plant life. On my first visit, I encountered several turtle nests in one sandy bank, either recently hatched or perhaps unearthed by a predator, the leathery shells littering the deserted mounds where they’d been laid. The park is home to both painted and snapping turtles.

During my initial visit, in the evening, I had the place to myself. I returned the next day with a friend and we only encountered a couple of other parties. That’s right, I visited two days in a row and plan to stop in again soon. The park is now open for the season, from dawn to dusk, until Nov. 15.

Weekly narrated tour information and individuals with special needs and group tours may be arranged by calling Art Marinio at I enjoyed the tree ID signs 860-628-1386. Volunteers which pointed out several to perform maintenance unexpected species, such and upkeep, or those needas sassafras and spotted lots ing general information, of bird varieties – including plenty of red-wing blackbirds should contact the Plainville Recreation Department at in the four-acres of marsh. 860-747-6022. One species that I didn’t see too many of was humans.

Game Recap by Cody Jennette The final week of the first half of the 2017 regular season for the Bees started off with a 4 game series in Lancaster and ended with a weekend series against Bridgeport at home. It was a memorable week for the team as well as its fans. Berlin, CT’s own Anthony Marzi had his contract purchased by the Minnesota Twins on Friday. He’ll report to Single-A Cedar Rapids. On Monday in Lancaster, Michael Crouse scaled the center field wall to make a catch and rob a home run, which grasped the attention of national sports media outlets. In game 2 of the doubleheader on Sunday, Craig Maddox recorded his 700th career hit, and James Skelton played in his 1,000th career game. The Bees will celebrate the holiday by hosting Somerset for 3 games this week. On Tuesday, New Britain residents get a ticket to the game for free as part of the celebration of New Britain Day. The home stand will conclude on July 5th, a YMCA Fun “4” Everyone Day. This weekend the team will go back on the road to face Bridgeport.

More than 1,000 racers from 10 states and even another country participated in the event last year. Children ages eight and under also enjoy the race with a kids fun run a half-hour before the 5K race. Petit said over 200 volunteers are responsible for making the event a success each year, along with the support of the town. “It’s been incredibly heartwarming,” Petit said. “It shows a lot of good in the community.” More information can be found at http://www.petitroadrace.com/index.shtml

Later this summer, the zoning commission will determine whether the construction of a dog park on town owned land is consistent with the town’s Plan of Conservation and Development.
