the Hartford Courant. Later, he updated his page writing, “If every day is like this, it’ll be the best job ever.” Even more controversy came the first day on site when he posted, “My first day on site involved counseling an administrator to retire or face termination. :)” Telesca has since been placed on administrative leave after the “inappropriate” comments came out, though the Windsor Locks Board of Education has no social networking policy. Similarly, Plainville also does not have a social networking policy to deal directly with the social sites. Superintendent of Schools Kathleen Binkowski, however, said she feels the Plainville Board of Education has policies in place that would deal with social networking, should there become a problem. “We feel strongly that (social networking) is covered,” she said. “The acceptable use policy has worked well in the past and we feel the issue would be covered by the acceptable use policy.” The acceptable use policy for personnel covers the network of computers owned by the board of education. Under the policy, employees are requried to “utilize the district computers, networks and Internet services for school-related purposes and performance of job duties.” Should an issue such as Telesca’s come up in which his initial post came from his home, the policy does not state what can and cannot be done or said through personal computers. Should the employee make a post through a computer owned by the board from an employee’s home, the policy would cover the issue. Binkowski said the board has discussed in the past whetheror not to institute a policy dealing specifically with social networking. “We had talked about it last year,” she said. “At the time, we didn’t need it. Typically, policies cover issues that we might come across such as discipline or ethical issues.”

Binkowski added that the employees of the Plainville Board of Education are also made aware of the issues that could come along with “irresponsible” social networking. “We have addressed the issues during the work day and given instructional information to teach teachers,” she said. “The matters have been discussed during professional development days and shared the adverse effects (of social networking).” The school system also has rules in place for innappropriate use of e-mail and the e-mail addresses given out to staff members. It includes only “conducting the business of the school system” as well as being “not intended for personal use.” The misuse of the e-mail system, as well as the network computers could result in disciplinary action up to discharge the policies warn and illegal will result in refferal to law enforcement authorities. Binkowski said the board does have legal authoritiy to deal with employees and the issues that may arise. Board Chairman Becky Tyrrell and Vice Chairwoman Lorri Goldsmith did not return telephone messages requesting comment.
