MINUTES - STATED CONGREGATIONAL MEETING

Sunday May 1, 2022

Rev. Matthew Drumheller, Interim Pastor and Moderator

A meeting of the Congregation was called to order at 11:05 a.m. and opened with prayer by Pastor Drumheller. The meeting was held in the Sanctuary before the end of worship.

Pastor Drumheller, acting as moderator, declared a quorum was present. The docket was approved as presented.

The purpose of the meeting was to: l) elect officers for the Congregation; 2) to present the annual report, and (3) to hold the Annual Meeting of the Corporation.

Members were encouraged to review the materials provided in the annual report, outlining the many activities and efforts underway at Pine Street.

Pastor Drumheller then recognized Elder Nathan Garman, Chair of the Nominating Committee. Elder Garman presented the proposed slate of officers:

There were no nominations from the floor. After each slate of officers were presented, a motion was made, seconded, and passed to elect by acclamation.

Pastor Drumheller then recessed the Congregational Meeting.

MEETING OF THE CORPORATION

The meeting of the corporation was called to order by Trustee Joan Hays, President, Board of Trustees. Trustee Hays reported that financial statements and the 2022 budget were included in the annual report, and asked for any questions or comments. Hearing none, she then adjourned the meeting of the corporation.

RECONVENE MEETING OF THE CONGREGATION

Pastor Drumheller reconvened the meeting of the Congregation and asked if there was any old business or new business to be brought from the floor. Hearing none, he asked for a motion to adjourn.

A motion to adjourn the meeting with prayer was made and seconded. Pastor Drumheller then ended the meeting with prayer at 11:15 a.m., and continued with the remainder of the worship service.

Congregational Nominating Committee Representative: Pam Bauer

A called meeting of the Congregation was called to order at 11:05 A.M. and opened with prayer by Reverend Drumheller. The meeting was held in the sanctuary at the end of the worship service.

Reverend Drumheller presented the purpose of the meeting:

“This congregational meeting has been called by the Session for the purpose of hearing and acting upon a slate of candidates for the Pastoral Nominating Committee presented by the Congregational Nominating Committee.”

Reverend Drumheller, as moderator, then declared a quorum and appointed Assistant Clerk of Session, Amy Chick, to act as the recording secretary for the meeting. Reverend Drumheller then introduced Pam Bauer, a member of the Congregational Nominating Committee, to present the candidates.

Pam Bauer presented the following slate of candidates: “The Congregational Nominating Committee presents the following slate of candidates for the Pastoral Nominating Committee. They are in alphabetical order: Amy Chick, David Colestock, Jennifer Garman, Jay Himes, George Kunkle, Elyse Rogers and Isaiah Shu.”

Reverend Drumheller asked for nominations from the floor. There were none.

Reverend Drumheller then called for a vote. The slate of candidates was elected unanimously as indicated by voice vote.

A motion to adjourn the meeting with prayer was made and seconded. Reverend Drumheller then ended the meeting with prayer at 11:10 a.m.

ANNUAL REPORTS OF PROGRAM STAFF

Dear Members of Pine Street:

Grace and peace to you in the name of our Lord Jesus Christ!

By the grace of God and with the support of members and friends of Pine Street, I have had the opportunity to serve as your interim pastor for the last year and 5 months. In joys and sorrows, through births and deaths, for moments of celebration and moments of grief, we have walked this section of our journeys together. As I reflect upon our time together I am overwhelmed with gratitude.

I am grateful for God’s provision for the Harrisburg community and the world through the ministry of Pine Street Presbyterian Church. By contributing to many community partners through the monthly collection barrel, you have given of your resources. By continuing to support the incredible 40-year mission of Downtown Daily Bread, you have served your neighbors in need. Preparations are under way to provide meals throughout the summer for children in our community who do not receive school meals throughout the summer. Members of Pine Street glorify God through their service to the world.

I am grateful for God’s provision for the members and friends of Pine Street through the ministries of fellowship and compassion that radiate from the church. In cooperation with the Deacons and Stephen Ministers of Pine Street, I have seen so many moments of compassion and care. Each Sunday those who gather within the walls of Pine Street spend important moments engaged in conversation with one another, lending words and acts of support. Prayers are constantly prayed by our prayer team for those within and outside of our community in need. Members of Pine Street glorify God through their fellowship.

I am grateful fort God’s provision for all of us through worship that is engaging and meaningful. Every Sunday I am thankful for the overwhelming music that pours forth from our organ and the lungs of our choir. Joseph Garrison, Minister of Music and Worship, has been given incredible gifts from God, and he uses them to enliven our worship. The hours spent by volunteers in the choir, Deacons, lectors, liturgists, acolytes, and many others enliven our weekly worship. Members of Pine Street glorify God through their worship.

Finally, I am grateful for God’s provision for my life through you, the members of Pine Street. I have witnessed in you a deep conviction in and passion for the church’s mission: to be a welcoming community, glorifying God through worship, fellowship, and service in the world. Witnessing y’all’s faithful practice of discipleship has been a blessing to me. I pray that God will continue to bless us as we strive to most faithfully follow Christ. In Christ,

The music ministry exists to serve and enhance the worship life of Pine Street Presbyterian Church. The volunteers and staff of the Music Ministry work to integrate diverse and wellperformed music into Pine Street’s worship services, to help each member worship God more profoundly.

Covid restrictions were eased in 2022 but still brought limitations and protocols to worship and its music. The Chancel Choir offered their leadership in worship from the Nave rather than the Choir Loft offering a more open space to help protect the singers. Rehearsals were limited for most of the year. A significant highlight from the year was the dedication of the Italian handmade Fazioli concert grand piano in March. Guest artist Dr. Eric Fung played music by Bach, Scriabin, Chopin, and Schubert. His gifts and talents were greatly appreciated as we dedicated this instrument to the glory of God.

Music at Pine Street (MAPS) offered five concerts for the 2022-2023 season, including:

I am thankful for the dedication of those who participate in our musical ensembles, The Chancel Choir, The Pine Street Quartet, The Handbell Choir, and our Children’s Choir. The support of our Worship Committee, the MAPS Committee, and all those who work behind the scenes to facilitate worship and MAPS concerts is invaluable. Your support of MAPS is also much appreciated and is a note-worthy gift to the church and the greater Harrisburg community.

ANNUAL REPORTS OF COMMITTEES AND ORGANIZATIONS

Mission Committee

Mission Committee activities this past year included:

• Giving Barrel - beginning with June, we collected items for DDB, Joshua House, Bethesda Women’s Shelter, Camp Curtin Academy, Humane Society, Hansel & Gretel Daycare, DDB, Ecumenical Food Pantry, Mission Central, T.U.R.F., and Ukrainian refugees

• Giving Tree - gifts to 12 Camp Curtin Academy children; boxes of books for adults to Bethesda

Women and Children’s Mission; many dozens of cookies to residents of Presbyterian Apartments and DDB clients; ISC - $1,055 in checks and $565 in Giant gift cards; HELP fuel oil assistance - $645

• Camp Curtin - helped set up a Parents Center with a generous monetary donation as well as furniture/accessory donations

• Ongoing collections - Caps for Krislund (plastic bottle caps) and plastic bags for the Lions Club, both of which will be used to make benches; children/youth books and previously read magazines for the Camp Curtin Parents Center

• Afghan Placement assistance - supported two Afghan families by arranging for and donating material goods, helping to find housing and assisting with the move, arranging for ESL training, providing transportation, and providing resume writing assistance.

• Peace and Global Witness offering total $1,875, with $468.50 of that going to the International Service Center (ISC)

• Presbyterian Apartments - summer ice cream social

• Harrisburg Litter Cleanup - three Pine Streeters and one friend participated

• The Bridge gardening project - two Pine Streeters participated

• Thriving Together: Congregations for Racial Justice - Audrey Light and Elyse Rogers completed the Messiah University sponsored program.

Worship Committee

The Worship Committee began its August meeting with a discussion facilitated by Matt Drumheller, our Interim Pastor, in which members of the committee responded to the prompt to identify our “Why.” A rich conversation followed in which we reflected on part of the Mission Statement for Pine Street which states that we “glorify God through worship.” In essence, the Worship Committee works to create a worship space touched by God where we nurture our collective and individual relationships with God and encourage each other to go out to be the hands and feet of God.

In addition to the many responsibilities that the Worship Committee members oversee before, during, and after services each week, there were a number of activities that were highlights for the team this past year. The Communion Prep Team and Communion Servers moved from prepackaged communion elements to coming forward to the chancel to receive communion. During the season of Advent, the committee purchased new blue paraments for the communion table and flower stands and blue candles for the advent wreath. Another addition to the Advent and Christmas season was beautiful Chrismons for the sanctuary Christmas trees created by members of the Craft Group. Photography was used throughout the season of Lent to reflect Reverend Drumheller’s Wilderness sermon series. With Session and Trustee approval, the committee made two changes in the sanctuary; the first was to install railings on the chancel steps and the second was to move pews in the nave to allow for room for the baptismal font in the center aisle. Lastly, the committee began to raise music enhancement funds to purchase the Glory to God hymnal and ensure there would be funds for necessary organ maintenance. The members of the Worship Committee listed below represent a small number of the many members and friends that assisted in preparing for worship at Pine Street during the past year:

Education Committee

We are grateful for our teachers: Marna Holt (Adult Bible Study and Café Conversations); Devona and Deanna Van Nest and Lisa Milletics( Children and Youth) and volunteers for Wonder Of Worship( WOW) Lisa Milletics, Jennifer Garman and Deanna Van Nest. Rev Heather Sigler (Honorably Retired )for designing and leading Vacation Bible School.

June 2022 hiatus

July Christian Ed Mini Retreat: an exploration of Scriptural guidance for Christian Education and Spiritual Formation led by Matt Drumheller as well as an exploration of what format of Adult Ed has worked in the past but no longer is working. We gathered information from the CAT survey responses as well as through observations, conversations and prayer. Many folks who typically would like to attend Adult Sunday School are wonderfully engaged in the life of the church with pre worship and worship responsibilities (e.g. Deacons, Communion Preparation, Choir, Bells, Liturgists ) which made it difficult to fully participate in 8:45am classes. This resulted in an experiment of altering the times and formats of Adult Ed offerings.

We have a Sunday 9am Café Conversations and Bible Study led by Marna Holt. It is open to all. This includes discussion of devotional books, including handouts and daily verses and questions for individual use throughout the week.

Adult Forums now alternate in 2 month cycles between: Sundays after worship 11:30am12:30pm in person / hybrid (generally with a ZOOM option) and Wed Evenings 7:30 pm ZOOM. Topics and speakers vary. We have rich resources and relationships with outside speakers as well as staff gifted in enhancing our learning.

Women's Retreat at Camp Hebron: Theme: God as the Master Gardener facilitated by Rev. Nancy Reinert. 34 women attended 4 of whom were first timers! (committee: Marna Holt, Dana Deegan, Linda McKillop, Lisa Milletics)

Children and Youth: Sunday School 8:45 am: curriculum Growing in Grace and Gratitude. Teachers Devona, Deanna, and Lisa and parents have fostered our young members. The children have sung in our worship services, made special cards for our Very Important Presbyterians(VIPs) and participated in the Mission Giving Barrel.

August 2022: Vacation Bible School: Building Together. Adapted, organized, and facilitated by Rev Heather Sigler. This occurred on a Fri Eve, Sat Morning, and a portion of Sunday worship. 9 children participated. 7 adults participated in Adult a bible study/conversation and 24 adults participated in some degree/ role of preparation, obtaining supplies, guiding students, teaching and playing music.

Last day of Children’s Sunday School: Sun May 21st. Resume with attending Rally Day Sept 10th with families and Resume classes Sept 17th

We look back at the year with gratitude. As we look to the summer and a new program year in the Fall we lean in with hope, curiosity, and imagination…where will the Spirit lead us? How will we be transformed?

Engaging Our Neighbors Core Team

The Committee has been engaged in the following Activities:

Personnel Committee

Members of the Personnel Committee are Judy Himes, elder and chair, Sally Songy, elder, Nathan Garman, elder, Betty Rader, deacon, Leslie Leciew, trustee and Matthew Drumheller, interim pastor.

The committee completed annual evaluations for all employees. Annual goals were established with Reverend Drumheller. Recommendations for salary and benefit changes for calendar year 2023 were established. An exit interview was completed with John Karl. When necessary, performance improvement conversations and documentation occurred. Members of the committee participated in the hiring of the new facilities manager, Michael Waldvogel. Several actions were taken to assist employees in meeting both personal and professional goals. Agreements were made to share employees, Michelle Ortega and Michael Waldvogel with Downtown Daily Bread.

Stewardship Committee

Summary of 2022-2023 Stewardship Campaign

● Stewardship Goal: $350,000.00 (budgeted deficit $92,000.00)

● Commitments (as of 01/20/2023): $313,711.00 or 89.6% of goal

● 70 of 145 pledging units made a pledge or 48.3% of all units

● 21 pledging units increased their pledge compared to 2022

● 5 new pledging units made a pledge in 2023

As of March 31st, we were more than $20,000 behind our budgeted pledged income year-todate. Please try to stay current with your pledge payments as we enter the second half of 2023.

Additional Activities

● Solicited congregation to help offset Pine Street’s 2023 Per Capita Payment

● Partnered with Worship Committee on Glory to God hymnal fundraising campaign and Music Enhancement Fund

Nominating Committee

Pine Street Presbyterian Church as a PC (U.S.A.) church is required by the Constitution to have a representative committee to make nominations of church members to fill the roles of elder, deacon and trustee. Presbyterian policy provides church members this right to choose their church leaders.

The Nominating Committee is formed by representatives from Session, the Board of Deacons, the Board of Trustees and representatives of the congregation. Throughout the year the committee worked diligently to fill all vacancies on Session, the Board of Deacons and the Board of Trustees. This past year the committee was also charged with nominating members for the Pastoral Nominating Committee (PNC),

We were able to fill the open positions on Session and the Board of Deacons. At this time we are still looking for a member for the Board of Trustees.

Pastor Nominating Committee

The following checklist and narrative descriptors offer a summary of the activities of the PNC during the past year.

1. Interim Pastor called.

After the recommendation of the Interim Pastor Search Committee and the approval of Session, Matt Drumheller began his term as Interim Pastor in January, 2022

2. The Presbytery’s COM approves the formation of the PNC.

In May, 2022, members of the Presbytery’s COM met with Pine Street Session and Transition Team to discern our readiness to form a PNC. The COM approved the formation of the PNC.

3. The Nominating Committee selects a PNC which is approved by the congregation.

In the summer of 2022, the Nominating Committee requested that members of Pine Street nominate individuals to serve on the PNC. The Nominating Committee presented their recommendations to the congregation for approval in September, 2022.

4. A COM Liaison conducts orientation/training of the PNC.

The new PNC participated in orientation with Cheryl Galen and Kristal Smith in October, 2022.

5. The PNC creates a MIF.

Throughout the month of November and into December, the PNC met weekly to write the Ministry Information Form (MIF) which prospective pastors view to get a narrative picture of the mission and ministry of Pine Street. Information that was gathered by the Holy Cow CAT survey, the work of the Transition Team, and meetings with congregation and leadership teams is important in developing the MIF narrative.

6. The MIF is approved by the Session of the church and the COM to determine that it accurately reflects who the congregation is and the nature of the call.

In the process of presenting the MIF to Session and the COM, the MIF was revised and approved by Session in December, 2022 and by the COM in January, 2023.

7. The MIF is posted on the PC(USA) Church Leadership Connection. Pine Street’s MIF was posted in Church Leadership Connection in January, 2023 and the first query drew a list of potential candidates for review.

ANNUAL REPORT OF THE BOARD OF DEACONS

In the past year, the Board of Deacons have assisted the church with relinquishing Covid precautions during our church services and supported the move toward returning toward how we worshipped prior to the pandemic. We continue to serve communion with the congregation coming forward to the front of the sanctuary to receive the elements. The bread is served with tongs and juice cups are spaced widely in trays to reduce possibility of contamination. Deacons serve communion individually to others in the pews with prepackaged elements or individual servings. This process allows others the comfort level of having less contact with others because of health concerns for themselves. Hand sanitizers, sanitary wipes and masks are available upon request. Individual drinking cups remain available at the water fountain. Deacons are aware many of these practices will remain in place indefinitely and are overall good health practices.

On Sundays, holidays and for funerals, Deacons are dedicated to preparing the church for worship, greeting and assisting our congregation and visitors and then returning the sanctuary and other areas of the church to their pre-worship state to be ready for the next time we gather together. Deacons are formed into two teams that each operate on an every-other- week basis. Protocol is in place to weekly address Sunday worship functions from start to the finish of where assignments are given; forms are filled out and returned to the church office along with pew pad attendance sheets; and offering is collected and taken to the office’s safe. Deacons monitor for visitors and make certain visitors receive a Pine Street Welcome Bag with loaf of bread. On most Sundays, a Deacon will deliver the sanctuary flowers to a VIP or another church member.

Besides Sunday duties, Deacons are assigned VIPs who they call, visit and/or send cards to ensure these members remain connected with the church spiritually as many of them are not able to attend church regularly or at all. Twice a year, Deacons deliver home communion to VIPs along with a potted flower. Deacons provide birthday cake celebrations after church in the Gathering Place for members who are 90 and 95 years young. If these individuals are not able to celebrate in person, a cake is delivered to them. Flowers are sent to members who have been hospitalized. Meals are coordinated to be delivered to those who are ill or in need of this support. Breads are baked, wrapped and stored to be handed out to our visitors. The Christmas Eve individual candles are prepared and then packed away afterwards by Deacons. Each Deacon is also assigned to be a member of another committee within the church for that upcoming year. This June, Deacons will attend a retreat where they receive spiritual guidance and training for the new church year.

ANNUAL REPORT OF THE TRUSTEES

The Board of Trustees recognizes that the maintenance of the physical plant of the church and the Boyd building is a prime responsibility. Projects that originated in the Property Committee this year include the following:

• Addition of electrical outlet to space on Third Street behind the fence to increase use options.

• Repair of hole and relining of pipes for water and sewer line under church foundation to avoid water backup and additional damage to the foundation of the church. Repair work was completed by David Leroy Plumbing for a cost less than the estimate.

• Refurbishment of Board Room.

• Ongoing church cleanup work to complete the projects identified.

• Installation of Keyless Entry System, Control Panel and Burglar Alarm by Knights Security.

• Planting of ‘streetscaping’ using pots and shrubbery.

• Opening of insurance claim as a result of a water flooding issue and damage to Boyd building lower level. Negotiations with claim adjuster and continuing with restoration company to resolve work estimate discrepancies.

• Repair of a major leak in the roof of the tower by the parking garage including repair of an 8’ square section of the ceiling that collapsed on the third floor due to that leak.

• Installed hand railings by Kaufman Iron Works on the sanctuary stairs leading to the chancel.

• Repointed parapet on the roof of the education building to prevent further leaks.

• Repaired a hole in the ceiling in the women’s rest room on the main level of Boyd Building.

• Repair of thermostats in several rooms in church by NRG energy.

The Board of Trustees reviewed the financial reports monthly on church accounting and budget execution as well as the Bryn Mawr Trust Company (BMTC) PSPC portfolio. The Trustees received the annual briefing by the BMTC managers about the PSPC portfolio.

Dauphin County reviewed non-profit properties for tax status qualification and the approval of the non-profit tax exemption status for PSPC. It is renewed.

Decision made to market the property at 224 Pine Street for rent due to expectation for post COVID-19 interest. In late April an unexpected offer to purchase was received and considered due to lack of renter interest and property being on market for rent for nine months. Approval of purchase is in process through required board, congregation and Presbytery approval process.
