You can apply even if the landlord has not given a notice to quit, complaint for eviction, or demand for possession. Most agencies combating homelessness and evictions use the HMIS system that records confidential data as a coordinated entry form. There is a scale that this database uses to determine how high of a risk and what interventions are needed to obtain housing. The least serious level of homelessness includes being at risk of becoming homeless, a medium score would indicate a need for a rapid rehousing that would quickly get a homeless
