Scubasurero, self discipline, cooperation = Best Siquijor Island

(CVISNET) introduced the Barangay e-System and Tools (BeST) to participants of the six Municipal Local Government Units (MLGUs) in the province of Siquijor and of representatives from Provincial Planning and Development Office and Department of the Interior and Local Government. The DOST, Department of Information and Communications Technology (DICT) and CVISNET are encouraging the use of e-governance systems to improve the local government services in the Philippines. The BeST was developed by CVISNET exclusively to address the information and communicaitons technology (ICT) gap among the officials of the barangays. This Free-To-Use e-governance solution is an on-premise and Internet based e-governance solution for

the barangays that provides public service transparency and systematic approach towards e-governance. BeST comprises of Residents Profile Management, Judicial Management System, Disaster Risk Reduction Information; Initiatives – consisting of barangay clearance issuance, barangay permits barangay IDs and other related certifications which can be good sources to enhance revenues and sustainability to the community.” The collective sentiment among the participants is that this e-tool will revolutionize the capacity of Barangay Local Government Units (BLGUs), MLGUs, and Provincial Local Government Unit (PLGU) in processing data gathering, issuance of licenses and permits, and promoting transparency in their transactions. The CVISNET team is composed of Director Jeffrey N. Llanto, Kenneth Santiañez, Glyndell Monterde, and Elsa Odron. This is also the goal of other concerned groups and individuals to sustain the beauty and cleanliness of the Island. “Yong ginagawa nating paglilinis sa dagat, babalik at babalik tayo doon kung hindi tayo magdidisiplina sa sarili (Our clean-up drive becomes a vicious cycle if we don’t discipline ourselves). Kailangan natin tulungan ang Siquijor na maging (we need to help Siquijor become a) zero-waste province,” Paglinawan said. He said that if people continue to throw garbage anywhere everyday, all of them will go to the ocean. He asked everyone to avoid using plastic as he reiterated the compliance of the “No Single-Use Plastic” ordinance of the provincial government to make the program successful. The “Scubasurero” that was conducted earlier was the initiative of the Siquijor Police Provincial Office (SPPO), in partnership with the Kabataan Kontra Droga ug Terorismo (KKDAT), Youth for Peace, Philippine Army (PA), Philippine Coast Guard (PCG), Philippine Information Agency (PIA) and other gover nment and non - gover nment agencies and stakeholders from different dive shops. It was also part of the SPPO’s 27th Polic e Communit y Relations (PCR) Month celebration with a theme, “ Ugnayang Pulisya sa Komunidad Tungo sa Mapayapa at Maunlad na Pamayanan.” SPPO Provincial Director PCol. Robert Lingbawan said it is the SPPO’s contribution for the protection of fisheries, marine life and other aquatic resources, as well as for the maintenance of the seawaters and coral reefs to keep the beauty of Siquijor not only for locals but also for tourists. “It hopes to increase the level of awareness on how

to protect the underwater beauty of the majestic island of Siquijor,” said Deputy Provincial Director for Administration, PLt. Col Reynante Pitpitan, in his Opening Message. He said the undertaking is given priority by the SPPO provincial director as part of his mandate, considering that Siquijor is one of the prominent tourism destinations in the country. “We will support our local chief executive and the rest of the local government units to improve and maintain peace and order, as well as cleanliness of Siquijor, and become one of the most disciplined province in the country,” he added, as he hopes to replicate the undertaking in all the six municipalities, specifically getting police personnel involved and trained on Scuba Diving through the help of foreign dive enthusiasts. During the activity, the SPPO also turned over to the barangay captain sets of buoy, solar light, and panel for the Candanay Norte fisherfolks. Taking advantage of the opportunity, Brgy. Capt. Lennie Lyn Cabanlit shared the barangay folks’ dream for Candanay Norte. “Kami dinhi sa Candanay Norte, ang amo gyung gipangandoy nga mabalik tong kaniadto nga kabaybayonan nga ang mga dumuduong modiretso na nga dili madisturbo sa mga seawall ilabi na kadtong mga senior citizens (We dreamt of bringing back our shoreline to its original state so that tourists, especially the senior citizens, can directly enjoy the shorelines without being hindered by the seawall),” Cabanlit said. Paglinawan said he sees the potential of the Candanay Norte shore to become the prime tourist and only eco-

Following the clean-up drive, the SPPO, through the Siquijor Provincial Mobile Force Platoon (SPMFP) also concluded the five-day Water Search, Rescue and Retrieval (WASARR) Training on the same day, where Platoon Leader PLt. Col. Jacinto Mandal Jr. presented the 19 SPMFP personnel who successfully completed the training and was accepted and declared graduates by Provincial Director Lingbawan. Each received a Certificate of Completion. Overwhelmed with joy over the success of the activity, the Provincial Tourism and Environment Officer thanked all the participants for chipping in their time, efforts and other resources to the endeavour. After the giving of impression from one of the participants who said that Candanay Norte sea is clean, the day’s activity was capped with a “boodle fight” with the barangay officials and fisherfolks. Indeed, it is inspiring to see how folks of different ages, culture, and economic status work together to keep Siquijor a better, if not best place for everyone to live, enjoy and experience. DOST expands CEST peanut production in Maria

By Jose Aldous Rubi Arbon II After a successful demonstration of the Bitaug Small Coconut Farmers Association (BISMACOFA) in Bitaug, Enrique Villanueva with peanut production in 2021, the Department of Science and Technology (DOST) expanded its Community and Empowerment thru Science and Technology or CEST project in Maria, Siquijor. With a grant of P1-M, the LiloanSaguing Farmers and Fishers Association (LISAFFA) became another beneficiary of the DOST project. On July 26-27, 2022, the members of LISAFFA underwent a training on Peanut Production with Siquijor State College as the initiator being the implementing agency of such project. Representatives from Provincial Local Government Unit (PLGU) Office of the Provincial Agriculturist (OPA), Technical Education and Skills Development Authority (TESDA),

DOST Siquijor Provincial Science and Technology Center (PSTC), Municipal Local Govenment Unit (MLGU)and Municipal Agriculturist Office (MAO) of Maria, Barangay Local Government Unit (BLGU) of Saguing, Maria, Siquijor were present during the training. Dr. Philna Palongpalong, the project leader from SSC said: “I am priviliged to continue as an agent of DOST for giving a livelihood starter for farmers and fishers alike. It is with great hope that we could duplicate what has been a successful pursuit on peanut production in Bitaug, Enrique Villanueva, Siquijor.” DOST-Siquijor Provincial Director Engr. Mario de la Peña noted that “what DOST is doing in Siquijor is to come up with a major commodity to focus on – which is peanut production. The vision is to create a value chain on peanuts which will be sustained through the informed application of science and technology.” Currently, the members of

PSA Siquijor holds training, development sessions The local office of the Philippine Statistics Authority (PSA) conducted a reecho training on Gender and Development (GAD) concepts, Sexual Orientation, Gender Identity and Sex Characteristics (SOCIESC), Basic Microsoft Excel, and the 2022 Mid-Year Development Review Sessions. The activity was spearheaded by Chief Statistical Specialist, Aurelia M. Canda who delivered her message and stressed the importance of re-echo trainings and review sessions in the realization of PSA’s plans and objectives. Registration Officer II Rizalyn Postrado laid out the overview and objectives of the training and review session which is to be able to review and appreciate the PSA Accomplishments for the 1st semester 2022. On the first day, Accountant I Lorlyn Angot, discussed the Gender and Development (GAD) Concepts and SOGIESC. She mentioned the history of GAD, its different concepts and the different SOGIESC in our current environment. The second speaker for the morning session is CSS Canda, she presented the Review of the 2022 Targets against 1st semester 2022 Accomplishment (OPCR). In the afternoon session, Philsys Focal Person COSW John Claude Dag-uman presented the Review of the Targets against 1st Semester 2022 Work

Program. He mentioned the different projects, its date of submission and some reasons as to why deadlines were not met for some projects. On the other hand, Admistrative Aide VI Jhon Lloyd Dagohoy and Statistical Analyst Betsy Pearl Achay, presented the Revised 2nd Semester 2022 Work Program and the Updated second semester 2022 Workload Analysis, respectively. Regional Director Ariel E. Florendo delivered his message during the second day of the activity. He encouraged everyone of purpose of working as a public servant. He also reiterated the importance of statistical data as this would help in achieving the goal of improving the quality of life of all Filipinos. The second day is jam-packed with activities. First of the many activities is the Re-echo training on the Basic Microsoft Excel. The training was conducted by Philsys ISA I COSW Dean Alester Malolot. He gave detailed steps on the basic excel formulas that are useful but haven’t normally use by some end users. He also showed an actual example of these formulas as part of the training workshop. The 2nd activity is the presentation of QMS Processes Organizational Opportunity and Action Plan (ORAP) and RRAP which was discussed by SuSS Maghanoy. He mentioned the different classification of risk that can be found in the office and

actions that should be taken to prevent such risk to happen. In the afternoon session, Statistical Specialist II Eric Balios discussed the Field Awards Manual for Statistical Operations. He mentioned the corresponding points for every statistical data submitted ahead of time, on time and delayed submission with its required attachments. Meanwhile, presentation/ identification and documentation of Best Practices and Innovations was presented by Registration Officer I Anthony Ontolan. In addition, Assistant Statistician Jay Cabaron discussed the List of Identified Challenges/Setbacks/Issues per Activity and Suggested Solutions. He mentioned the different challenges that were faced during the 1st semester of 2022 and the suggested solution to prevent these problems to occur in the future. To wrap the session, an awarding ceremony was held. Statistical Specialist II (SS II) Jill Bernadette Abing, ISA I COSW Jerlyn Macalisang and SA Betsy Pearl Achay was awarded for their commendable deed for no tardiness, undertime, half-day absences and leave for the period January to March 2022. The workshop ended with a short message and a closing remark by SSII Jill Bernadette Abing. She thanked everyone for their participation for the success of the activity and encouraged to stay safe in the face of challenges. (RSSO07 PSA)
