He said, awards and recognition are just a bonuses, what is important is the impact it leaves to Talingtinganons. -oo0oo--oo0ooAmong all LGUs in Central Visayas, the local government unit of Larena was awarded 4th Best Performing Municipal AntiDrug Abuse Council (ADAC) in Region VII, garnering 87 percent average score from year 2017-2020 for its exemplary performance of its duties in complementing the national government’s anti-illegal drug campaign. LGU Larena, headed by now outgoing Mayor Dean S. Villa, also received two seals and a plaque of recognition from the Department of Interior and Local Government last Wednesday, June 15, 2022, months after passing the ADAC performance audit for CY 2019 and 2020. Larena garnered 90 points or “high functional” adjectival rating and 100 points for the assessment score in the ADAC 2019 performance audit conducted by DILG Philippines. Moreover, Larena received a perfect rating for both adjectival and assessment scores in the 2020 performance audit, respectively. Local government units are assessed based on the functionality and effectiveness of their local ADAC through existing issuances, policies, endorsed innovations, and best practices at all levels. -oo0oo--oo0ooAnother award was received by LGU Larena for passing the Child-Friendly Local Governance Audit (CFLGA) 2019. For consecutive years, the municipality of Larena under the leadership of now outgoing Mayor Dean S. Villa, has been a recipient of DILG’s Seal of Child-Friendly Local Governance, an award that is given to LGUs with exemplary performance in delivering child-friendly local policies, programs, and services. Larena is one of the 12 LGUs adjudged as childfriendly in Central Visayas and is the only municipality in the province of Siquijor who was conferred with the award. The DILG assessment criteria used “benchmarks and a scaling system in measuring the LGUs’ results and performance, consistent with national standards, averages or targets.”

By Mary Jane Banglos The Province of Siquijor has a new Agricultural Program Coordinating Officer (APCO) as the former APCO retires from government service. D r. J u l i u s G a l v a n , a veterinarian of DA7, was designated as the OIC-APCO of Siquijor with the recent retirement of Gregolito Bunado. Galvan was with Siquijor since 1997 to 2016, before his reassignment to the Regional Animal Disease Diagnostic Laboratory (RADDL) in Cebu City. “Lipay kaayo ko nga nabalik ko diri (I’m so happy to be back here in Siquijor),” Galvan said, as he officially assumed office on July 1. ((DA-PATCO) As he assumed as Siquijor’s APCO, he attended the presentation of the FY 2023 Programs, Activities, and Projects held at Dapdap Sunset Grill in the municipliaty of Siquijor. The activity was participated in by the provincial and municipal agriculturist, agricultural officers and technicians. In the presentation, Siquijor’s proposed budget amounted to P64.7 million with the Special Area for Agricultural Development (SAAD) having the biggest proposal of P29.9 million for projects on food production and livelihood interventions.

Other programs on rice, corn and cassava, high value crops, livestock and organic agriculture have proposed a budget of P34.7 million for interventions on seed inputs, fertilizer subsidies, agricultural machineries and equipment, production facilities establishment, and extension support services. The proposal will be subjected for review in the regional and national level. After the presentation, a tribute was given to Bunado for his 36 years of service with the DA. Bunado thanked the agri stakeholders of Siquijor for their continuous support to DA’s program and projects during his stint with the agency. He urged them to give their all-out support to Galvan as the new APCO. Galvan is hopeful that the same support will be extended to him and to the various programs and projects of the department. By Mary Jane Banglos To establish the Farm and Fisheries Clustering and Consolidation program (F2C2) in the Province of Siquijor, the Department of Agriculture 7, through Dr. Gerry Avila, chief of Field Operations Division, held an orientation on the salient features of the program recently at Dongsan, Pulangyuta, Siquijor. The activity was attended by the agri-extension workers from the provincial and municipal offices with 36 farmer associations and cooperatives. According to Avila, the F2C2 program aims to modify the value chain, enable consolidated farms to benefit from economies of scale, ensure better access to markets, financing, and investments for crops, livestock, and fisheries ventures and development, and accelerate the over-all growth and development of the agri-sector. Big Brother-Small Brother active partnerships and joint ventures will be established, with Big Brother as the major provider of support and expertise in production, processing, and storage technologies and equipment, transport and logistics, and access to finance and marketing networks to small brother associations. Under F2C2, Avila stressed

the importance of adoption of modern agricultural practices and industrialization to establish empowered and competitive farm and fishing communities. “As I have observed, Siquijor’s agri sector is very promising, one of the best in Central Visayas,” said Avila. “As compared to other provinces, yield in palay and cassava alone is very high. Palay at 4-5 mt/ha and cassava at 60-70 mt/ha pero ubos ug (low) volume because of your area,” added Avila. However, Avila said, with the establishment of F2C2, production volume is expected to increase. “Our end goal is food security, increase income and productivity, and we can only do that if we work as a group,” he added. Provincial Agriculturist Emigdio Coritico echoed Avila, saying that the clustering program will ensure food sufficiency in the province and pave the way for the establishment of community business enterprise. Newly-elected and incumbent Gov. Jake Vincent Villa, in his message, said he has high hopes that F2C2 will bring equal access to assets, resources, and services. “I believe in the potential of our farmers, and hopefully with this program, we can also inspire new

generation of farmer entrepreneurs,” he said. With F2C2, crops and plantbased products shall conform to combined land resources and minimum product arrangements. For rice, fruit trees and perennials, and fiber crops, the minimum requirement is 100 hectares, 75 hectares for corn and other grain crops, and 50 hectares for high value vegetable crops. In the case of livestock production, the F2C2 program shall adopt the farm systems approach through feedmill-centered-livestock production ecosystem, agro-pasture approach, and well-delineated community growing territories or farm areas. In the case of fisheries and aquaculture, producer communities may adopt community marine and fishery production zones or area-based production enterprises within municipal waters, community fishery fleet, and community fishpond leases. The program shall encourage and assist the cluster’s agriculture production, processing, storage, marketing and other relevant communitybased producer groups, provided that 75% of the cluster members are registered in the Registry System for Basic Sector in Agriculture. To k i c k s t a r t t h e F 2 C 2 implementation in Siquijor, various t r a i n i n g s o n f i n a n c i a l l i t e r a c y, organizational management, marketing, value orientation, and social preparation will be conducted to better prepare big brother and small brother associations for the transformation in the agri-sector. Avila encouraged the farmer associations to avail of loan programs of the Department of Agriculture to finance mechanization and industrialization. Moreover, he said with the high prices of fertilizers in the market, farmers should adopt balanced fertilization and Bio-N to lessen production cost.
