RDC tackles Siquijor power problem, urges DOE for immediate solutions By Rizalie Anding Calibo SIQUIJOR, June 21 (PIA)--The Regional Development Council in Central Visayas (RDC 7) tackled in its Second Quarter Full Council Meeting today at the Coco Grove Beach Resort in San Juan, Siquijor the recurring power problem of the province and called for immediate actions from the Department of Energy (DOE) and other service providers. National Economic Development Authority (NEDA-7) Regional Director and RDC-7 Vice Chair Efren B. Carreon said the problem calls for immediate action especially that they are positioning Siquijor to become a major tourist destination and that major infrastructure would already be in place in a matter of more or less two years. Siquijor Governor Zaldy S. Villa said he had been requesting for emergency genset and additonal standby power and this time, urged the DOE anew to act on the issue that he claimed as “political problem.” Department of Energy (DOE-7) OIC-Regional Director Saul S. Gonzales said the province is currently being supplied by the Siquijor Island Power Corporation (SIPCOR) through the power plants in two locations in Candanay and Lazi with a total capacity of 6.5 MW against the province’s total demand of 5.9 MW. This would mean a reserve of only 600-kilowatt for Siquijor province during the peak hours, Gonzales said. He said the province is currently experiencing low power supply because one unit of the power plant was under the Preventive Maintenance Schedule (PMS) from June 15 to 17 and another unit from June 18 until today, June 21. Hopefully, we expect operation of the four engines in the following days, but also said that the two other units will have another PMS in August. Backing the Siquijor Governor, Negros Oriental Governor Roel Degamo put into motion, resolutions demanding for immediate installation of additional

The RDC approved the motion. “If there is power barge supply available somewhere in the Visayas that we can move to Siquijor, let’s do it the soonest,” he said. But Gonzales said the nearest power barges are in Camiguin and Bohol which are also being used. But he assured that he will discuss the matter with the service providers and look into the possiblity of deploying to Siquijor the Power Barge 101 0r 102 from Iloilo. Meanwhile, the Province of Siquijor Electric Cooperative (PROSIELCO) earlier announced that it has requested the Siquijor Island Power Corporation (SIPCOR) to finish its PMS at the soonest possible time by having its men work 24/7 so that the people in the island and the member-consumer-owners

will not suffer power outages for a longer period. According to PROSIELCO, the supposed June 15 to July 9 load shedding schedule that was previously disseminated will be shortened as SIPCOR has finished the PMS of the first genset. The company conducted a test run of said genset last June 18 and is set to start today with load shedding to resume at 9:00 AM to 9:00 PM. The PMS is expected to be completed by the end of the week, instead of July 9 as previously disseminated, authorities shared. There would be changes on the affected areas per request of SIPCOR in order to prevent a similar occurrence of the last Saturday. Last Saturday, power interruption lasted longer than scheduled. It might be extended or shortened anytime depending on the daily peak load demand, PROSIELCO said. (rac/PIA7-Siquijor)

boost to the business and tourism sector not only in Lazi but the province as well since the port now caters to GP Shipping Lines which plies the Cebu-Lazi-Plaridel route and vice versa once a week. The town is known for its major tourists destinations in the island including the Enchanted Balete Tree, Cambugahay Falls, Lazi Convent, and Lazi Church, which is currently being rehabilitated. He added the morning arrival in Lazi is favorable to tourists since they can relax during their trip from Cebu and start the island tour as soon as they arrive in the morning. Monte expects new accommodations, restaurants, bike rentals, and other businesses to open. Because of the new sea trip, products to and from Lazi will also be easier to transport, he added. Philippine Ports Authority (PPA) has allocated funds of P25 Million for the Lazi port rehabilitation and development project. Nileto Opinion, Acting Division Manager of the PPA Terminal Management Office (TMO)-Larena, said the project covers port extension of roll on-roll off (RORO) ramp, repair of pier deck, fendering system, and electrical system. Implementation is expected to start within this year under the repair and maintenance (RM) projects of PPA which are expected to be released soon. Opinion also identified another PPA fund, namely the capital expenditure fund (CAPEX), which will take three to four years to be approved. He said the PPA fund is not dependent on General Appropriations Act (GAA) and that the bidding and other processes for its release are undertaken by the PPA head office in Manila. Allocation of funds to all ports nationwide is done on a priority basis during the annual planning, he said. Meanwhile, the municipality of Lazi has crafted a resolution to finalize the port zone delineation with PPA, inking a Memorandum of Agreement and also crafting a resolution for the project. A sketch plan for the covered area to be delineated has been prepared. Areas subjected for delineation will be the coverage for the port development project which include the coast way and the port structure. Opinion also plans to seek additional fund for the repair and improvement of the Lazi Passenger Terminal Building (PTB) which, for the meantime, has three functional comfort rooms.(rac/PIA7-Siqujor)
