ANNUAL MEETING

The 2023 Annual Meeting of the Palmetto Dunes Property Owners Association, Inc. will be held on Saturday, October 14 at the Omni Resort.

This year owners can check-in to the meeting and enjoy a continental breakfast buffet while visiting with neighbors from 7:45-9am. The meeting will start promptly at 9am. Please register to attend the meeting in-person or via Zoom at pdpoa.org/annualmeeting.

Annual Meeting Proxy Cards

All proxy cards are being handled by a third-party vendor, Vote-Now. Owners who have not opted in to receive electronic communications have been mailed a Directed Proxy packet, which also includes the proposed bylaw amendments. The Directed Proxy packets were also emailed to all owners on August 1.

Please return either the paper or online directed proxy promptly so we can achieve a quorum prior to the meeting. Proxies are due 15 business days before the Annual Meeting.

PROPOSED BYLAW AMENDMENTS

In 2022, five member-proposed bylaw amendments that were presented to the owners for their consideration at the Annual Meeting were not approved. At that time, the amendments as written were not supported by the Board. However, the Board believed that several of the proposed amendments had merit and agreed to revisit them. With support from legal counsel, six new bylaw amendments were drafted for Board consideration.

At July’s special board meeting, the board unanimously endorsed six bylaw amendments for member consideration. The proposed bylaw amendments will be presented to the membership at this year’s Annual Meeting in October for a member vote. To read the proposed bylaw amendments, visit: pdpoa.org/bylaws.

PROPERTY OWNER ID CARDS & OFFERS

The Association is excited to roll out Property Owner ID Cards! Like the key cards that were used in the past, the Property Owner ID cards will provide owners with discounts on resort dining and services, as well as offers at other local businesses that include dining, shopping, and fitness. These new cards are more secure and will include the photo of the owner, as well as their property address, to ensure that it is being used appropriately. Only properties located within Palmetto Dunes are eligible to receive an owner's ID card. Cards are not available for properties located in Shelter Cove or Leamington.

Please stop in the Administrative Office with your driver’s license during office hours, Monday-Friday, to obtain your Property Owner ID Card and start receiving local discounts! To view current participating business discounts, visit: pdpoa.org/community/ amenities.

Chairman's Report

What a summer it has been here in beautiful Palmetto Dunes: Warm temperatures, fun on the gorgeous beaches and lagoon system, happy families walking or riding their bicycles together, and sunshine like you can only find in the South Carolina low country.

How did we ever get so lucky?

The HHI Chamber of Commerce reports that rentals have been down 10-12 percent this year compared to 2022, but you would hardly know that here in PD. So many families have been enjoying their visits here, joining the ever-growing pool of potential future buyers of PD single-family homes and townhomes—keeping our property values high.

Personally, I have been really enjoying my role on the Board of Directors. For one thing, I get the opportunity to work with our terrific employees and the dedicated current and former Board members who have been so helpful with their ideas and so generous with their time.

At the same time, because of my position, I get to see the many things that our fellow owners do to make life better in PD. Several days a week I see our neighbor Jerry Smith taking his morning walk, always carrying with him a trash bag to pick up the bottles, cans and wrappers that have gotten dropped along the way. Nobody asked Jerry to do that job, but day after day he makes that quiet contribution to the rest of us, making everyone’s lives here that much sweeter. Thank you, Jerry.

Again, because of my position, I’m lucky enough to receive emails from

owners on a daily basis. The vast majority of those emails contain well-intentioned advice or questions from neighbors who only want the best for our community. Thank you all for sharing them.

We on the Board have been busy this year, working with the management team on a number of initiatives. One of those initiatives is a group of proposed Bylaw Amendments that we on the Board are recommending that owners vote for this Fall. The proposed amendments will be included in the Annual Meeting packet.

Briefly, those amendments include a provision that would allow the owners association’s Annual Meetings beginning in 2024 to be held both in-person and electronically, so that every owner can participate fully in those meetings regardless of where that owner is— whether here on the island or back home, wherever that may be. Another proposed amendment would further limit the power of the Board’s Executive Committee so that every elected Director has the maximum input on the issues that face us. A third proposed amendment would enable owners beginning in 2024 to vote for future proposed bylaw amendments at an Annual or Special meeting either in person, by proxy or by electronic means.

You will see the specific language when you receive the materials for this year’s Annual Meeting. In short, though, the idea behind them is to try to make the Board as open, accessible and

responsive as possible to the concerns of our owners.

By the way, we want to thank the Nominating Committee for doing the hard work of meeting with candidates for Director. Board Members Dan DeMichele and Erin Gaian received a huge amount of help from Mark O’Neil, Dacia Allen and Carol Schembra, and we are grateful to them for their dedication to PD.

We are working on a variety of other projects as well, including the Mooring Buoy corridor improvements, the Dunes House parking lot renovation, whether or not to undertake a second Mariners entrance and/or exit point, and continuing to search for a place for PD owners to gather.

For all these initiatives, we are trying to listen as best we can to the questions and comments from all of you. Please continue to let all of us on the Board know what is on your mind, and please consider running for a seat on the Board one of these days. As our challenges here continue to grow, we need all the help we can get!

Many thanks to this year's Nominating Commitee members Dan DeMichele, Erin Gaian, Dacia Allen, Mark O'Neil and Carol Schembra for their time and effort interviewing and selecting our nominees. We are pleased to present the following candidates for your 2023-2026 Board of Directors. *

Alice Bettencourt 714 QUEENS GRANT

Alice moved permanently to Palmetto Dunes in 2022 after retiring from a federal career serving at the U. S. Department of Health and Services and has owned since 2011. She had a varied career in budget, technology, policy and programs, and was responsible for budgets ranging from thousands to billions of dollars. Alice has extensive experience developing, executing, and monitoring budgets, including developing and testing internal controls, implementing programs, developing policy, managing IT, and overseeing grants and contracts.

Alice has volunteered for over 30 years serving those experiencing food insecurity. She volunteers at Deep Well’s food pantry and on the Food Committee, advising the pantry director.

In Virginia, she was very active in her condominium community for over 20 years. As the second owner to move in, Alice worked to establish a strong sense of community with clear and sensible rules and policies. She was elected to the Board of Directors, including one year as Vice President and as Board Liaison to the Architecture and Covenants Committee, and served on multiple committees.

Why do you want to serve on the PDPOA Board of Directors? Is there anything in particular you would like to accomplish?

Serving on the PD Strategic Planning team provided me insight into issues facing PD and led me to join the Finance and “Partnership” committees. Through this work and talking to fellow owners, I believe we can continue to improve trust and transparency within PD. I have analyzed PDPOA documents, including transition documents from Greenwood, and see many areas where the PDPOA was not well-positioned to operate effectively. I have already begun through my committee work to improve this and hope to have a greater impact as a Board member to make PD an even better place to live and invest.

What do you see as the most important challenges facing Palmetto Dunes in the next 5 years?

We are financially sound, yet inflation and specific rising costs pose threats. We need to find creative solutions to position us to successfully face these challenges. These include improving our budget analysis and formulation to ensure we are wisely spending funds in accordance with PDPOA priorities; reviewing management practices to ensure standard operating procedures are efficient, effective, and well-documented; and improve our ability to operate while overcoming disadvantages posed by the transition documents.

We need to this while pursuing activities, events, and amenities that continue to develop a sense of community within PD and between PD and the HHI community.

Ed and his wife raised their three kids for 20 years in Atlanta, Georgia. After 5 years of vacationing in Palmetto Dunes, they sought to purchase a property to rent part-time to pursue a dream of moving to the community. During that search, they realized we didn’t want to wait. The Garinos moved to Hilton Head in 2015 and finished raising 2 of their 3 children here. Palmetto Dunes is their home. In their short time here, they have made friends and grown roots. Ed's wife works locally and their youngest will be a senior in high school. Ed has experienced PD as a vacationer, resident, neighbor, and parent.

Ed has been working for the federal government for over 25 years. His career is built around solving problems by engaging diverse viewpoints and implementing solutions successfully. The solutions required consideration of national policy, economic costs, the limitations on government, and the impact on regulated entities. Ed's hope is that he can use these skills to help the owners.

Why do you want to serve on the PDPOA Board of Directors?

I want to serve because we are a part of the community. However, the community is unlike any community, with a mixture of full-time residents, part-time residents, renters and purely property owners. Unfortunately, our experience over more than a decade is that PD, although great,

does not seem as wonderful as it used to be. I believe I have the skillset to help address the issues of PD while respecting the diversity of the owners. I also want to be a part of the board because I wish to serve the community, not to explore a personal agenda.

What do you see as the most important challenges facing Palmetto Dunes in the next 5 years?

I believe we need to evaluate the impact of population growth on the sense of community, security, infrastructure, and property values. We also need to clarify the relationship with Greenwood, as well as increase the effectiveness and responsiveness of the POA. Although these are broad objectives, if we can implement small changes in these areas, combined they will result in measurable improvements. Finally, because of the diversity of ownership, it is difficult to get collective support and implement positive change. Consequently, we need to improve the sense of community within PD to accomplish any goals.

Doug and his wife

Thea raised their two sons and lived on the western north shore of Long Island for almost 30 years after meeting at Queens College where Doug earned a BS in physics and MS in science education. In his “first life” he taught high school physics for seven years. After his teaching career he ran his family's heating and air conditioning business for the next 27 years as his “second life.” Three years after selling the business they relocated to their current Mariners Palmetto Dunes home to be near their son’s family and grandkids.

You can usually find Doug on the tennis court, biking with his two golden doodles, or working on some project at his house (very hands-on). He is currently on the Lake and Lagoon committee and took the Certified Pond Manager course from Clemson to learn about pond, lake and lagoon management. He previously served on the Association's Board of Directors from 2017-2019 and believes his subsequent experience on many other boards will be invaluable in serving the community to help make it the best residential beach resort community possible.

Why do you want to serve on the PDPOA Board of Directors? Is there anything in particular you would like to accomplish?

I feel that my prior service on the board was not enough time to accomplish my goal of solving some of the many chronic problems such as horrendous traffic around the gates and circle, numerous bicyclists and the safety issues they present, short term rental abuses, amenities for property owners (and the lack thereof), and misinformation abundant throughout the community. I hope that I can continue to promote the board transparency endorsed by the current board and continue on-going communications with the property owners that will allow us to meet our mission statement of being the best. The PDPOA has developed an extremely sound fiscal management system and my current experience as the treasurer of a large non-profit can insure this continues and gets even better.

What do you see as the most important challenges facing Palmetto Dunes in the next 5 years?

We are a residential resort community. The POA is responsible for meeting the needs of the full time residents, part time residents who occasionally rent their homes as well as the investment owners who only rent their properties and don’t

live here. There is a delicate balance needed to insure that the needs of the people who actually live here the majority of the time are met, and not secondary to the needs of Greenwood and those who rent. If the number of full time residents decreases below a critical number, primarily because they can no longer deal with ever-increasing traffic, next door homes that advertise “sleeps 30”, etc. Myrtle Beach here we become. I will work as hard as I can to insure that people really do want to live here and maintain a balance between the needs of all people who live, invest, work, and play in Palmetto Dunes.

Voting

Election of Directors voting will be open from September 1st through October 1st. Voting instructions have been mailed out and emailed. Owners will be able to vote by paper ballot or online.

Each residential lot and multi-family unit property is entitled to one vote. If you own more than one property, you will receive the appropriate number of ballots per property ownership (or the appropriate number of codes to vote electronically.) Once cast, your vote may not be changed or withdrawn.

Voting for candidates will be confidential and handled by a third-party vendor, Vote-Now. The results of the election will be announced at the Annual Meeting on October 14.

Sustainability in Palmetto Dunes: Creating a Greener Future

As the world faces challenges related to the potential consequences of climate change, people are becoming more aware of the need to care for our environment. Our community is no exception, and the Association continues to explore ways to reduce our carbon footprint and promote sustainability.

Sustainability means developing and maintaining practices over time without compromising the ability of future generations to do the same. In Palmetto Dunes, this can take many forms, from reducing energy consumption to promoting eco-friendly recycling initiatives. In 2023, the Projects & Facilities Team implemented an internal Carbon Footprint Reduction Sustainability Plan. The objective of this plan is to fully eliminate the use of gaspowered maintenance equipment and tools, with the goal of carbon neutrality, to create an environment of net-zero carbon dioxide emissions. As an example, for a commercial leaf blower, one hour of operation emits smog-forming pollution comparable to driving a new light-duty passenger car about 1,100 miles – approximately the distance from Los Angeles to Denver, which equates to over 15 hours of driving. Replacing our gas-powered equipment with the electric equivalents not only eliminates carbon emissions, but the electric-powered equipment generates much less noise, which contributes to the peaceful enjoyment of our community.

To further promote sustainability in our community, we encourage very simple energy conservation practices such as turning off lights when leaving a room or house, the use

of programmable thermostats, and installing energy-efficient appliances and light bulbs. When possible, choose window treatments that allow the use of natural light while reducing heat loss or gain. Using natural light from the sun is free, while also naturally reducing stress and lowering your energy consumption.

The integration of green spaces is another method to foster sustainability within our community. They provide a way to connect with nature and promote biodiversity while also improving air quality. The Association has adopted a design standard for our large-scale redevelopment projects, which includes the strategic incorporation of green spaces adjacent to our leisure pathways. As we continue to implement new green spaces throughout Palmetto Dunes, we look for opportunities to expand the initiative and provide a greater positive environmental impact.

Waste reduction and recycling are critical components of sustainability. This year, in recognition of Earth Day, the Association started an initiative to promote recycling by providing recycling bins for old cell phones, used batteries, and compact fluorescent light bulbs. The bins, which are in the lobby of the 16 Queen’s Folly Administration Building, allow for homeowners and employees to dispose of these items in a very convenient manner. To further promote waste reduction, the Association hosts paper shredding events and has installed a water bottle fill station at the Administration Building to reduce the volume of plastic bottles that ultimately end up our landfills.

Water conservation is another important aspect of sustainability. This year, the Facilities Team installed low-volume flush valves in the

restrooms at 16 Queen’s Folly, which greatly reduces the volume of water used each time a toilet is flushed. As we look to bolster these conservation initiatives, the Association is exploring the use of greywater and smart controls for landscaping irrigation systems. Regarding landscaping-related sustainability initiatives, we strongly encourage our homeowners to explore these and other options, such as xeriscaping, which is landscaping that requires minimal watering, providing that the use of such materials meet our ARB guidelines. Homeowners can also conserve water by changing their watering schedule. Watering early in the morning reduces water consumption by up to 40% versus watering midday.

Overall, sustainability in Palmetto Dunes is an important issue that requires a multifaceted approach. By promoting renewable energy sources, energy conservation, eco-friendly transportation, green spaces, waste reduction and recycling, water conservation, and community involvement, we can collaboratively create a greener future for all.

To further promote our sustainability, energy conservation, and recycling initiatives, the Association is hosting an Open House on September 28th, during which the Projects & Facilities Team will offer a free Rechargeable LED Emergency Light Bulb for owners who bring in a CFL bulb for recycling. We encourage owners to bring any unused cell phones and old batteries (AA, AAA, C, D, and 9 volt) for recycling. Treasurer's Report

This will be the last article I write for the Palmetto Perspective as it has been nearly three years since I joined the Board of Directors and my second and final year as Treasurer. I wanted reflect back on the last three years.

I am currently on three different boards and have served on several others in the last 10 years. This is by far the hardest I have worked on a board or committee and by far the most difficult assignment. I am not looking for sympathy, but simply highlighting how challenging it is to balance the different needs and views of owners, investors and visitors in our community. I know that everyone will not ever have the same views or agree with all decisions made, but know that behind each one is a lot of hard work and analysis and at the end of the day always done with best outcome to the community in mind.

I am appreciative and grateful for the opportunity to serve on the Board of Directors and as Treasurer the past few years. I have been able to work with so many talented people, learn from them, and learn about our community. It also gave me the opportunity to meet talented and smart people from our community both on boards and various committees I have served on. The diverse backgrounds and talents of our community are amazing. While it is a healthy time commitment to serve on a board or volunteer on a committee, I encourage everyone in the community to do so. You will not regret it! Different perspectives of individuals that volunteer are critical to continue to make Palmetto Dunes better.

Lastly, the time I served enabled to meet and get to know our talented administrative team. We have a talented group of people making this a great place day-today. I encourage everyone to get to know them. They have a lot of knowledge on

the history of our community, and in their various areas of expertise. We are in great hands with the team that has been assembled.

The financial position of the Association continues to be strong. The latest financials available are through July. Income statement highlights are as follows:

• Total revenue budgeted through July was $5,788,265 vs actual revenue earned of $5,970,215. A positive variance of $181,950. This was primarily due to a favorable variance in Investment Income.

• Year-to-Date operating expenses total $3,639,310, 2.2% less than budget, or a positive variance of $81,384.

• Community Enhancement Fund (CEF) revenue was $411,212 compared to budget of $481,250, an unfavorable variance of $70,038. This is due to closings being down year over year.

Balance Sheet statement highlights are as follows:

Total assets of $47,783,193 are virtually flat to last year’s balance of $47,627,780, up slightly from an unrealized gain on investments.

Cash and Investment Breakdown is as follows:

• Operating Fund, $1,691,059

• Repair and Replacement Fund, $10,225,084

• Storm Reserve Fund, $3,042,879

• Community Enhancement Fund: $3,550,037

• General Fund, $4,288,224

• ARB Fund, $1,100,844

Once again, it was a pleasure serving the community both as a Board member and Treasurer and hope to see everyone at the Annual Meeting October 14th at the Omni. On behalf of the Finance Committee, I wish everyone a happy and healthy balance of 2023!

Neighborhood Block Party

Residents of Promontory Court celebrated Independence Day with another Block Party. About fifty residents attended the event, bringing foods to grill, side dishes and desserts. Neighbors would like to thank all who contributed and especially to the Van Ooyens and Beckleys for putting the event together.

This event will be held in the Administrative and Security Parking Lot, 16 Queens Folly Rd, and is free to residents. Please bring a box or two of confidential papers that need to be securely destroyed. This event is open to all property owners on a first-come, first-serve basis. Please review the following:

to get in line. If you need assistance, please park your car and an attendant will come over.

• Please be prepared with your documents ahead of time. Staples and paper clips may remain on your documents; the documents must be removed from binders.

Designated Parking Areas

In Palmetto Dunes, parking is only allowed in spaces clearly designated for parking. There is a sign in the Queens Folly corridor to remind everyone in the community of this rule.

Parking is not allowed on the street, grass, pine straw, white or yellow line, or at beach access pathways. When parking at a residence, all vehicles must be parked in the driveway. This also applies to contractors and vendors.

Also, please remember that a guest pass is only good for the address on that pass and for commercial and public areas. If a vehicle is parked at an address different from what is printed on the pass, it is subject to a citation. While this has not been an issue at single family homes, it has been an issue

within private regimes, where visitors park in these communities as a matter of convenience (for instance, to gain access to the beach).

The association's security patrols are familiar with these rules and may issue citations to vehicles in violation. Please make sure you and your guests are aware of these rules.

Beach Parking

Beach parking is available at the Disney Beach House (uncovered area) or at the Dunes House. You may also call the Dunes Buggy daily through Labor Day 8am-9pm at 843-689-4222 for free rides.

Parking for the beach is not available in any of the adjacent multifamily complexes.

Home of the Quarter

The PDPOA is pleased to bring back the Home of the Quarter award program. We want to show our appreciation and to recognize those homeowners who demonstrate superior effort in maintaining their property, and who, as a result, positively contribute to the overall appearance of Palmetto Dunes.

Fall 2023 Home of the Quarter

Owners: Marc & Barbara Levy

Marc and Barbara Levy have been vacationing on Hilton Head Island for 20 years, but first fell in love with Palmetto Dunes when they visited during the pandemic and decided it was where they wanted to buy their retirement home. They decided on Palmetto Dunes because of its natural look, large lots, unique architecture, amenities (golf, pickle ball, lagoon), and convenient midisland location.

The Levys purchased their home on Rum Row in May 2021 and spent the next 14 months renovating the property inside and out. They currently have their home on the short-term rental market, but also use the home as frequently as possible. Their favorite part of the community is the incredible tree canopy that lines the streets, and also enjoy the sunsets over the lagoon in their backyard.

Marc and Barb are currently living and working in Maryland, outside of Washington, DC, and plan to retire to their Palmetto Dunes home in a few years.

Exterior Home Improvements Include:

• New roof and skylights

• Replaced rotten cypress siding and facia boards around the permitter of the house

• Power washed, caulked and painted the entire exterior

• Installed gutter system

• Replaced rotting rear wood deck with com¬posite flooring and an aluminum rail system

• Replaced rusting front entrance rails with aluminum rails

• Expanded the back screened-in porch

• Built a new pool/spa in the backyard & added new elevated landscaping beds to shield the pool from the lagoon

• Built new service yard and added stepping stones on side of house between front and back yards

• Replaced much of the landscape, trimmed the tree canopy that was overhanging the house to let more sun in, added new beds and mulched around the house, added sod to the front yard (had none, was just natural/leaves) and repaired the sod in the back yard

• Power-washed driveway

Fall Music & Taste on the Harbour at Shelter Cove Harbour & Marina

This outdoor seasonal event at Shelter Cove Harbour & Marina’s Neptune Statue combines local bands with delicious food and drinks. Each week two featured Shelter Cove Harbour restaurants will set up offering light appetizers, wine, beer and cocktails for purchase. Limited seating is provided so you are encouraged to bring your own chairs. October 12 – 14, 2023

Palmetto Dunes Pickleball Center will be hosting the 2023 South Carolina Special Olympics Pickleball Championship, happening this October 12 - 14.
