BEACH ACCESS REMINDER

With the summer beach season in full-swing, we want to remind owners that beach access within the resort is available at the Disney Beach House, the Dunes House, or any of the beach access paths along Mooring Buoy or Ocean Lane. There are 18 beach accesses for those walking or riding a bike.

Parking is available at the Disney Beach House (uncovered area) or at the Dunes House.

Please do not park along the beach accesses, in driveways that do not belong to you, or along the roadways. You will be subject to ticketing.

Parking for the beach is also not available in any of the adjacent multifamily complexes.

BIKE SAFETY

Please use caution when driving (or biking!) to keep Palmetto Dunes safe for residents and visitors to enjoy.

• Bikes/e-bikes always stop for cars

• Bikes/e-bikes ride right, pass left

• Always use bike paths

• Always use bike lights at night

• Electric vehicles like skateboards, scooters, OneWheels, hoverboards, Segways, and similar devices are not allowed on any pathways or roads in the common areas of Palmetto Dunes POA.

POST-VACATION FOOD DONATION

Second Helpings is bringing back its tourist food rescue program - Post-Vacation Food Donation – for a third summer. This year, it has a fresh new look and an even easier way for tourists and locals to donate. Specially-marked donation bins are being placed at convenient places around Hilton Head Island, including Palmetto Dunes, making it simple to drop off unopened, nonperishable groceries at any time.

Our community's bin is located at the Palmetto Dunes Pass Office at 16 Queens Folly Rd. Unopened foods that do not require refrigeration can be dropped off in the bin. Foods that can be donated include: canned goods, snack foods, dried pasta and rice, cereal, coffee beverages, condiments and sauces, as well as unopened cleaning supplies and personal care items.

Please help spread the word to your short-term rental guests!

CEO's Report

The Palmetto Dunes Property Owners Association (PDPOA) has implemented a revised schedule of fines for violations of community regulations, rules and PP&Gs, reflecting a significant shift toward a more balanced, education-first approach to compliance. The updated schedule aims to encourage personal accountability while preserving the peaceful enjoyment and high standards that make Palmetto Dunes such a special place to live, visit, and vacation.

The new structure introduces clearer definitions and categorization of violations, organized into sections such as Road Use, Covenant Violations, Lagoon and Lake Regulations, ARB Compliance, and more. Fines are tiered based on severity and recurrence, with multiple offenses and uncorrected issues resulting in escalating penalties. However, many first-time or minor offenses now begin with a warning or modest fine, allowing residents or guests an opportunity to remedy the issue before more serious consequences apply. All violations will be associated to the unit where the wrongdoer is residing, staying or visiting.

For instance, a renter has forgotten to place the PD yellow pass on their dash. Their vehicle information is recorded along with any unit identifying information. They will receive a warning and will have an opportunity to present the pass to the pass office to have the warning removed. However, if the vehicle ne-

glects to display the pass again, a $100 fine is issued. More serious offenses—such as unpermitted tree removal or unauthorized event hosting—carry fines of $1,000 to $5,000, reinforcing the importance of preserving community aesthetics and safety.

The revised fine schedule is a product of PDPOA’s efforts to modernize enforcement while improving community relations. It focuses on consistency, clarity, and fairness, ensuring that homeowners, renters, contractors, and visitors are treated equitably. To that end, the PDPOA has emphasized the importance of uniform enforcement, meaning that rules apply equally across all regimes and neighborhoods within Palmetto Dunes.

The updates also help clarify expectations for property use, access, and maintenance. Examples include regulations on wildlife interaction, contractor access, event registration, and prohibitions on lagoons and

lakes. Each violation is now linked directly to its corresponding regulation, making the enforcement process more transparent and justifiable.

In addition to revising fines, the PDPOA has retained enforcement tools such as pass restrictions and access revocation for unresolved violations. These actions, however, are framed as a last resort following appropriate notice and opportunity for corrective action. The goal is to encourage voluntary compliance through communication and accountability—not simply to penalize.

Palmetto Dunes POA Mailbox Policy Update: Promoting Equity in Maintenance Across the Community

The Palmetto Dunes Property Owners Association has updated its mailbox policy for single-family homes in the Mariners and Inverness sections. Effective immediately, the POA will no longer provide free mailbox repairs, cleaning, or replacements in these areas. This change is part of a broader effort to create consistency and fairness across all residential property types in the community, including condominiums and villas, which have always been responsible for their own mailbox upkeep.

The original policy, adopted in 2009 and revised in 2017, allowed the POA to maintain and replace mailboxes at no cost to homeowners in certain cases. While intended to promote uniformity, it created an imbalance by offering services to single-family homes that were not extended to multifamily properties. Condo and villa regimes manage their own mailbox infrastructure without POA support,

prompting leadership to reassess the approach.

Going forward, individual homeowners in Mariners and Inverness will be responsible for maintaining their own mailboxes. They must still follow the standard design and may purchase replacements directly from the POA for a fee or through the approved vendor, Special-Lite Products. Installation by the POA will also be available for a set fee.

This policy shift supports equitable treatment of all property types and helps reduce ongoing maintenance costs for the Association. Funds saved from this change can now be allocated to other community priorities like infrastructure improvements, pathway repairs, and security enhancements. The POA will continue to provide mailbox specifications and ensure compliance with design standards to maintain the neighborhood’s visual appeal.

Annual Meeting: October 25

As the Palmetto Dunes Property Owners Association gears up for its Annual Meeting on October 25, 2025, administrative and procedural guidelines have been put in place to facilitate an effective meeting and maximize member participation.

Once again, the Association has partnered with GetQuorum, a leading technology platform, to streamline the proxy card solicitation process and enhance remote participation options for members.

Starting in July, GetQuorum will initiate communication with all members via email, inviting them to opt-in for electronic proxy cards and remote meeting attendance. Opting in is necessary for submitting electronic proxy cards and

participating remotely in the Annual Meeting.

Proxy cards for the Annual Meeting must be submitted by October 3, 2025, ensuring ample time for processing and verification.

Both in-person and remote attendees will have the opportunity to engage during member comments and exercise their voting rights during the meeting.

To ensure seamless communication and participation, it's crucial for the Association to have members opt-in to receiving materials via email. Members are encouraged to update their contact information and verify to receive electronic notices at pdpoa.org/electronic.

Controller's Report: Dunes Buggy

Palmetto Dunes, “Where visitors become locals.” This is our community’s tag line. As residents, each of you are a testament to why great people want to live in our community; our beaches, our miles of leisure paths, the unique lagoon, amazing golf courses, fine dining, and so much more that make Palmetto Dunes a neighborhood destination. With over half of our homeowners registering their home for short-term rentals, Palmetto Dunes annually welcomes thousands of guests to our community.

Established in 2012, the PD Dunes Buggy offers guests of our property owners courtesy transportation within the community and ease of access to Shelter Cove Harbour, Shelter Cove Towne Center and the Plaza at Shelter Cove. From anywhere in our neighborhood, guests can reach beach access, enjoy the weekly fireworks, visit the Shelter Cove shops and restaurants, all without the need to start their automobile.

The PD Dunes Buggy operates seasonally from mid-March through mid-September. The transportation service is on demand from 8:00 a.m. through 9:00 p.m. The Association outsources operations of the PD Dunes Buggy to Island Buggy for a set fee per rider and dispatch call. Island Buggy is responsible for employees, vehicles, management, insurance and any relevant and associated expenses. The Association’s agreement with Island Buggy indemnifies and holds the association harmless from any claims or damages associated with the operation of these transportation services.

We have seven corporate sponsors who will contribute $51,600 this year towards the costs of Dunes Buggy operations. We are grateful to our partners in this venture; Disney’s HH Resort, Greenwood Communities & Resorts, Leamington POA, Marriott Harbour/Sunset Pointe, Palmetto Dunes Resort, Palmetto Dunes General Store, and Plaza at Shelter Cove.

In addition, each property registered as a short-term rental pays an annual $150 fee to support this transportation service for their guests. The Association invoices the annual transportation either to the rental management company a homeowner has on file with the Association or directly to the homeowner if you have chosen to self-manage your short-term rentals.

We are currently completing the process of invoicing 2025 transportation fees. For accurate invoicing of this transportation fee and guest pass rental fees, it is important that homeowners provide us with the name of their current rental management company. Should you change your rental management company, please take a moment to update us.

During the 2024 season, our PD Dunes Buggy transported more than 50,000 guests! That is an average of 250 people per day. Current statistics indicate 2025 ridership will exceed our 2024 numbers. When you see the Dunes Buggy driving by or a guest waiting at one of our Dunes Buggy stops, give a welcoming wave! We never know which one of these thousands of people will become our newest Palmetto Dunes homeowner and your neighbor, because we are “Where visitors become neighbors”!

RAIN SENSORS

If you’re installing a new irrigation system at your home or business, you’ll need to include a rain sensor. It’s not just a good idea—it’s the law.

According to the Town of Hilton Head Municipal Code (Section 17, Chapter 10), all new exterior landscape irrigation systems installed after March 16, 1992, must have a rain sensor. These sensors help conserve water by shutting off irrigation systems during or after rainfall. It’s a small addition that can make a big difference, especially in a community that prioritizes environmental stewardship.

In addition to the rain sensor requirement, the code also restricts landscape irrigation to specific days based on property type and address:

• Single-family homes with even-numbered addresses may irrigate only on Tuesdays and Saturdays.

• Single-family homes with odd-numbered addresses may irrigate only on Wednesdays and Sundays.

• Commercial, office, institutional properties, hotels, and motels may irrigate only on Mondays and Thursdays.

• Common areas or properties with no street address also follow the Monday and Thursday schedule.

• Watering outside of these designated days is a violation of town ordinance.

For residents and property owners in Palmetto Dunes and across Hilton Head Island, this is a good time to double-check that your irrigation systems meet current requirements— and to make sure you're sticking to the correct watering schedule. These measures are in place to support water conservation efforts and help keep Hilton Head’s natural beauty thriving.

Palmetto Dunes Cares

Supporting Our Community in 2025 and Beyond

Palmetto Dunes Cares continues to enhance its impact across the greater Hilton Head area through grants, scholarships, partnerships, and community initiatives. In 2025, we are proud to announce that we have awarded $70,000 in grants and scholarships, supporting individuals and organizations that are making a difference in our community. Since our initial grants in 2019, we have donated over $375,000 in grants and scholarships to our community.

This year’s funding includes two new academic scholarships and two continuing scholarships for students pursuing higher education. These awards reflect our commitment to investing in the future of our youth and supporting their academic and professional aspirations.

In addition to scholarships, this year’s contributions provided grants to several essential nonprofit organizations, including Sea Turtle Patrol, Turtle Trackers, Leo’s Helping Hands, Second Helpings, Bluffton Soup Kitchen, Outside Foundation, and The Hunger Coalition. Each of these organizations plays a unique and valuable role in addressing food and housing insecurity, environmental education, and social support. We are honored to support their missions and help amplify their impact.

We’re also excited to announce that Palmetto Dunes Cares has launched a new partnership with the Hilton Hotel to host our popular weekly Turtle Talks. This collaboration provides an ideal venue, allowing us to expand the program to 40 participants, which features a poolside gathering area and sheltered space for rainy days. This new setting enhances the attendee experience and enables us to continue educating residents and visitors about the importance of sea turtle conservation.

Our memorial bricks project has also moved forward this year. We have identified a suitable space and a vendor and are currently working with the Palmetto Dunes POA to finalize the details. This project will offer community members and visitors a unique opportunity to memorialize their stay at Palmetto Dunes while supporting our charitable endeavors.

Looking ahead, Palmetto Dunes Cares will sponsor a food drive and a toy drive later this year. These efforts will address critical seasonal needs for families in our community. More information will be shared soon, and we hope you will join us in making these initiatives successful.

Our success depends on the generous spirit of our volunteers. Whether you have time to

lend a hand at an event, assist with planning, or offer professional expertise, your involvement makes a difference. If you are looking for a meaningful way to give back, we warmly welcome your participation.

Finally, we’d like to revisit one of our proudest contributions from a few years ago—a donation to the Sandbox Children’s Museum, located in Celebration Park near Coligny Square. Our gift helped fund the Gullah exhibit, which features a stunning mural painted by local artist Amos Hummel. A portion of the mural is shown in the attached photo. The artwork honors Gullah history in the Lowcountry, preserving a vital cultural legacy while serving as an enriching educational resource for all generations. If you haven’t visited the Sandbox recently, consider making a trip—whether it’s with your grandchildren or to reconnect with your sense of wonder.

Turtle Trot 5ks

The Association is once again hosting the annual Turtle Trot 5K Summer Series! Races began May 28 and will continue every Wednesday through August 13.

The family-friendly Turtle Trot is a weekly 5 kilometer run/walk on the beach in beautiful Palmetto Dunes Resort. Each week the event hosts 200-400 runners.

Turtle Talks

Turtle Talks are held on Wednesdays through August 13 at 7pm at the Hilton Beachfront Resort's Pool Deck.

Palmetto Dunes Cares invites you to Turtle Talk, a weekly program led by a member of Hilton Head’s Sea Turtle Patrol. These Wednesday evening sessions offer a fun, educational look at our nesting beaches and the incredible sea turtles that call them home.

Curious how you can help protect these endangered creatures? Join us on the pool deck at the Hil-

$35 day of the race. Kids under 12 run for $15. Registration includes a t-shirt. All races begin at 8am.

Race proceeds benefit the Palmetto Dunes Cares Fund, a charitable organization whose motto is: giving back while building community. Their mission is to support local youth and enhance the natural environment in the greater Hilton Head Island area through grants and scholarships.

FOURTH OF JULY FESTIVITIES

BOAT PARADE

This year's Boat Parade will be held on Thursday, July 3rd at 6pm. Participating boaters and kayakers are invited to decorate their craft and line-up at Bird Island at 5:30pm. The boats will navigate south to the Queens Folly bridges, then east behind the corridor ending at the PD Club. If you would like to participate by boat or kayak, please email Elizabeth Simpson at esimpson@pdpoa.org so we know how many boats to expect.

If you aren’t participating by boat, you can watch the parade from one of the following bridges: Queens Folly, Haul Away, Sea Lane & Port Tack (West).

FLAG RAISING CEREMONY

ton Beachfront Resort in Palmetto Dunes to learn about nesting season, hatchling survival, and simple ways you can make a difference.

Tickets are $25 and include two drinks (beer, wine, or soda) from the Hilton’s pool bar during or after the talk. This event is best for adults and kids ages 8 and up. All children over age 2 must have a ticket.

On Friday, July 4th, take a moment to bring your friends, families, and guests to our Annual Flag Raising Ceremony at 9am in the center of the Queens Folly Circle. You won't want to miss this special event unique to Palmetto Dunes featuring the Pledge of Allegiance, the singing of the National Anthem, the raising of the flag, and a guest speaker. The ceremony is brief—about 15 minutes—but is an important part of the day's celebrations.

FIREWORKS

Celebrate Independence Day at Shelter Cove Harbour & Marina on Friday, July 4, 2025, with a festive evening capped off by a stunning fireworks display over the water.

The fireworks will begin as soon as the sky is dark— typically around 9 p.m.—so plan to arrive early and find your viewing spot. All guests walking/biking to Shelter Cove Harbour & Marina must use the pedestrian/bike underpass under 278. Travelling across Hwy 278 will not be allowed. Palmetto Dunes Shuttle Map for 4th of July is on page 11.

The 36th Anniversary of HarbourFest, HHI’s largest multiweek summertime event, is back with Shannon Tanner, Cappy the Clown, Tuesday night fireworks and family fun at Shelter Cove Harbour & Marina. See the largest fireworks display Friday, July 4th featuring Shannon Tanner’s special patriotic family show at 6:30 p.m. & 8:00 p.m. through the fireworks. Enjoy kids activities with Cappy the Clown as well as bounce houses and train rides around the marina from 6 – 9 p.m. at an additional cost. (Please note there is no fireworks show on Tuesday, July 1). Enjoy Thursday nights with Shannon Tanner & the Oyster Reefers playing the best island music covers and Jimmy Buffett classics starting at 7 p.m.
