This year's Boat Parade will be held on Monday, July 3rd at 6pm. All participating boaters and kayakers are invited to decorate their craft and line-up at Bird Island at 5:30pm. The boats will navigate south to the Queens Folly bridges, then east behind the corridor ending at the PD Club. If you aren’t participating by boat, you can watch the parade from one of the following bridges: Queens Folly, Haul Away, Sea Lane & Port Tack.
On Tuesday, July 4th, take a moment to bring your friends, families, and guests to our Annual Flag Raising Ceremony at 9am in the center of the Queens Folly Circle. You won't want to miss this special event unique to Palmetto Dunes featuring the Pledge of Allegiance, the singing of the National Anthem, the raising of the flag, and a guest speaker. The ceremony is brief—about 15 minutes—but is an important part of the day's celebrations.
Kathleen Ryan has joined the association as the Administrative Coordinator. She will be managing the front desk, as well as assisting with communications and events.
Kathleen recently moved to the area from New York and has served in various administrative roles including as an Executive Assistant for the President of the Uniformed Firefighters Association. She has a Bachelor’s degree and a Master’s degree in Psychology.
The 2023 Annual Meeting of the Palmetto Dunes Property Owners Association, Inc. will be held on Saturday, October 14 at 9am. We will be mailing and emailing owners proxy cards and Election of Directors voting materials in August. Our lagoon system is periodically lowered to promote the health of the waterway. Please note that dates are always subject to change/cancelation.
Earlier this year, the Association adopted the 2023-2027 Strategic Plan. The plan has four key focus areas:
• Build a strong engaged community
• Modernize infrastructure and enhance accessibility and safety across the community
• Achieve mutually beneficial relationships with community partners to optimize the PD experience
• Enhance stewardship to increase sustainability.
The goal is to create a committee of representatives from the strategic planning team and other community members for each of the four focus areas.
At its May meeting, the Board established the remaining committees. Parallel, management took the initiative to start implementing some tactical action under each strategic goal. Some examples include: installation of the MOBIMAT beach mat at the Dunes House, purchasing and putting into service our first all-electric maintenance utility vehicle, celebrating Earth Day by planting six trees in the Queens Folly corridor and Security deploying bicycles and electric Segways, thus offsetting the use of gaspowered vehicles.
The Association hosted a robust schedule of community events to build a strong engaged community. Over 1,200 members attended 30 social events during the first half of 2023. We hosted the 2nd Annual Spring BBQ at the newly renovated Arthur Hills clubhouse, and we continued to offer monthly First Friday Food Trucks and arts and craft classes that have been popular with owners. This Spring, events offering were expanded to include Arts Center Backstage Tour, Lagoon Kayak Tour, Sunset Cruise and Lincoln and South Brewery Social to name a few.
Survey results from attendees provided some valuable feedback that will assist with planning events for the fall and winter months. When asked the question, “On a scale of 1 to 10, how enjoyable was the event?” the average score was slightly over 9. The most popular events were the Sunset Cruise, Sea Lane Bridge opening and miniature golf. We hope to see you at a future community social!
As we look to modernize the infrastructure and enhance accessibility and safety, the Association has a busy infrastructure project schedule for the upcoming offseason to include Mooring Buoy Phase II, Dunes House Lane and parking redevelopment and the conversion of two beach accesses. The beach crossover boardwalks at Brigantine/Cat Boat and Flotilla/Galleon are scheduled to be converted from stairs to ramps during the month of September. Based on the overwhelmingly positive feedback from the recent MOBI-MAT installed at the Dunes House, the team continues to explore options for the next location for another mat.
Design and planning of the Mooring Buoy redevelopment project continues. It entails the stretch of Mooring Buoy from the three way-stop at Seal Lane to the Port Tack intersection. The scope of this project, which is scheduled to commence in September, will include the installation of new stormwater drainage infrastructure, roadway paving and leisure pathway realignment.
The Association has commenced the design phase for the redevelopment of Dunes House Lane and adjacent parking areas, with construction anticipated to begin in November 2023 and last approximately 90 days. Dunes House Lane will be reconfigured during this project to improve pedestrian safety and allow for a better flow of traffic. The existing parking areas will be reimagined for improved delineation. Special parking accommodation will be made for handicapped spaces, bicycles,
and the Dunes Buggy as well as improved accessibility for emergency vehicles.
It will continue to be a struggle to accomplish many of these initiatives and projects without staffing. Between the Association, the Resort and the two hotels, the Marriott and the Omni, there are over 1,000+ employees working in Palmetto Dunes. This does not include the numerous employees that service the residential properties throughout the community. Palmetto Dunes plays an integral role in the Island’s economy, specifically tourism. It takes well over a thousand people to service the needs of our owners, guests and visitors that live, invest, and play here. The nature of tourism brings many challenges to attracting and retaining quality employees – among them affordable housing and commuting.
Over the past 5 years, the POA has strived to be an Employer of Choice
• #1 and most importantly – keep the employees we have.
• #2 attract quality candidates.
As a result, we have offered significant changes to our compensation and benefits offerings to offset the challenges of recruiting and retaining quality employees, but it is still not enough. While these efforts are appreciated, attracting employees to work on the Island remains a challenge. One of the primary barriers is the less-than-desirable commute onto the island. We are optimistic that the 278-corridor project will move forward in a timely manner to help alleviate traffic.
We look to continue to enhance the quality of life, strive to protect the natural environment and improve the resources of our community for all those who live, invest, work, and play here. During this summer season, remember to welcome our guests and families vacationing here in Palmetto Dunes. I am proud to share it with them and I know you are too.

During the first half of 2023, management and the Finance Committee have been busy monitoring the capital budget, reviewing the revenue and expenses from operations, updating the Association’s Fund Statement, and reviewing the Association’s pass fees compared to neighboring communities.
Management and the Finance Committee must decide “how much savings is enough for the Association.” The Association has six funds, and each fund has a different objective which drives the fund balance: Operating, Storm, Repair & Replacement, General, ARB, and CEF. In this article, I will discuss the CEF and Repair and Replacement funds.
The CEF Fund and Repair & Replacement Fund acts as a savings account.
The CEF Fund was established through a 2006 covenant amendment. The amendment granted the Association the authority to assess a transfer fee on all property sales within Palmetto Dunes. The Community Enhancement Fee shall not exceed 0.5% of the gross selling price. Currently, the Board has in place a 0.5% Community Enhancement Fee. This fee is intended to address major new improvements which would enhance the overall appearance, safety, and functionality of Palmetto Dunes. Transfer fees from the sale of a property and investment income fund the CEF Fund. Prior enhancements from the CEF Fund have included landscape enhancements, kayak and fishing docks, leisure paths, signage and the acquisition of 7 Lee Shore. The purpose of this reserve is to retain adequate assets for any special projects that may occur or opportunities for community improvement that the Board deems advisable.
The Repair and Replacement Fund collects monies to be used for the repair and replacement of specific common area components identified in the reserve study. Common property within our community includes roads, buildings, drainage systems, and bridges.
To help manage the Repair & Replacement Fund, the Association updates the reserve study on an annual basis. The reserve study evaluates the condition of major assets and amenities, estimates when they will need to be repaired or replaced, and how much that will cost.
Our reserve study identifies all common area components that have a useful life of 3 to 30 plus years that are the Association’s responsibility to repair and replace. Ideally, a homeowners’ association wants to have a 100% funded repair and replacement fund. This means the homeowners’ association has enough money to cover all anticipated costs. However, industry experts state that having at least 60% to 70% funded is sufficient. Since the Association cannot special access the members, management and the Finance Committee set a goal of reaching 70% by 2035.
Based on this goal, management recommends an annual transfer from the Operating Fund to the Repair and Replacement Fund.
An association’s annual percent funded is a moving target and will change each year as the reserve balance changes and each component’s useful life, remaining useful life, and current replacement cost are updated. While there is no single correct percent funded amount that applies equally to all associations, it is generally understood that maintaining a lower percent funded increases the likelihood of needing a special assessment to fund asset replacements.
For 2023, $2,100,000 was contributed to the Repair & Replacement Fund. In conclusion, over the next twelve years, management, the Finance Committee, and the Board have a plan to repair or replace the aging roadways and drainage within Palmetto Dunes while growing the percent funded to 70% and grow a savings account for future enhancements.

As our team continues to progress with the design and planning of the Mooring Buoy Redevelopment Project, we look to provide a detailed update for our homeowners and stakeholders. The scope of this project, which is scheduled to commence in September 2023, will include the installation of new stormwater drainage infrastructure, roadway paving, and leisure pathway reconfiguration and realignment. The Broad Creek Public Service District (BCPSD) will also coordinate domestic waterline replacement during the project. Our objective is to modernize the infrastructure, improve safety and accessibility, and enhance the overall experience for those who live within and visit our coastal resort community. The project is targeted for completion in April 2024.
Like other large-scale infrastructure projects within Palmetto Dunes, the road will be reconstructed after the underground infrastructure work is complete. This project is nearly identical in scope to the redevelopment of Sea Lane, which took place in 2021. Although no physical work will be performed on the T-streets during this project, residents on these streets (Dinghy, East Wind, Flotilla, Galleon, High Rigger, Iron Clad, Junket) will also be impacted by the construction work. Residents along Sea Lane and Port Tack can expect a higher-than-normal traffic volume, as vehicular and pedestrian redirection will occur.
If you reside in or rent a home on Mooring Buoy or the adjacent T-streets, there may be temporary accessibility disruption to your driveway and/or mailbox at certain times during the project. All homeowners within the direct construction zone can expect their driveway apron to be reconstructed as a result of the new pathway
and road alignment.
We recommend not scheduling any residential construction projects during this timeframe. If your property is on the rental market, please notify guests that parking may be an issue and that entering or exiting your property could be challenging at times. There will also be a considerable amount of underground utility work that could cause a disruption of service in a worst-case scenario. In cases where disruptions are experienced, our project manager will directly contact the impacted homeowners.
The project manager will likely make daily adjustments to the schedule based on weather and utility conflicts. Unlike a new construction project, the contractor will likely encounter several unanticipated challenges. For example, if the pipe crew discovers unmarked utilities, they may have to remobilize to a different area until the conflict has been resolved by the utility crews.
The Association is progressing through the design phase for the redevelopment of Dune House Lane and adjacent parking areas. We have coordinated with the Town of Hilton Head to review the preliminary design and provide applicable comments. The comments are currently under review and the design is being modified accordingly.
The project is scheduled to commence in the November timeframe, and we anticipate the project to last approximately 90 days. Dune House Lane will be reconfigured and repaved during this project to improve pedestrian safety and allow for a better flow of traffic. In addition to Dunes House Lane, the existing parking areas will be reimagined, reconstructed, and restriped for an improved delineation of parking spaces. Special parking accommodations will be made for handicapped spaces, bicycles, and the Dunes Buggy.
The redesign will create 16 additional parking spaces, help reduce congestion for residents and visitors who enjoy this amenity, and also improve accessibility for emergency vehicles, as the Dunes House beach walk is a critical access point for emergency responders.
Moorings and Beach Villas residents and guests will have access to their respective parking areas during construction. Additionally, beach access will remain open throughout the duration of the project. Despite the open accessibility for residents and visitors, ingress and egress to

The two mailboxes adjacent to 6 Trent Jones (in front of the Tennis Courts) have been relocated to improve safety along the Queens Folly corridor. The United States Postal Service (USPS) mailbox is located in the General Store parking lot and Broad Creek’s was moved to the 16 Queens Folly administration building parking lot.

As the summer season is in full swing, we at Palmetto Dunes Cares wanted to share with you the many accomplishments your charitable organization has accomplished since this time last year! We started out this past July forging ahead with our sharpened focus on two main causes; the natural environment and our youth.
First, our GRANT COMMITTEE worked diligently toward that focus and awarded $61,350.00 to programs supporting those endeavors! This resulted in 100 percent of our grants this year going to organizations that serve local youth, given that even the environmental agencies who received grant money are ones serving our local youth. In toll, the needs unveiled in this process showed that hunger, safety, safe sleep, and mental health needs are vast with children in our area. The awarding of these Palmetto Dunes Cares grants has been highlighted in the local CH2 magazine. Second, part of our new initiatives this year included the inauguration of an educational scholarship fund to support a local Hilton Head Island rising high school senior. Our goal was to help a young person from Hilton Head Island attend a South Carolina public university or technical school. The SCHOLARSHIP COMMITTEE worked diligently in reviewing applications and interviewing local students. We are happy to announce that we awarded scholarships to not one, but two outstanding young Hilton Head Seniors! Yes,
these two students have exceptional grades and are extremely motivated to go to college. Beyond that however, both of them have not only focused on excelling in their educational endeavors, but have also already committed to serving their community, and have overcome both financial and health adversities. Their names are Mr. Benjamin Robert Lewis and Ms. Lea Maria Sheeran. Be on the lookout for further media coverage and stories regarding the awarding of our scholarships to these amazing local young students.
Speaking of media, our MARKETING & COMMUNICATIONS COMMITTEE has developed several marketing tools including new logos and social media templates. This has resulted in Palmetto Dunes Cares entry onto the social media scene! Please check us out and follow us at facebook.com/PalmettoDunesCares on Facebook and at palmettodunes_cares on Instagram. New announcements come out nearly every week on these platforms.
Also, with the help of Elizabeth Simpson, Director of Communications for PDPOA, we have been able to make some major changes to our web page and will be adding a new “Catch Our Latest News” section soon! This section will hold our “Palmetto Dunes Cor-
ner Stories” and feature historical stories as well as present and future events of special interest in Palmetto Dunes. Please check out our website at palmettodunescares.org.
With regard to our Environmental Stewardship goals, we have been sharing a series of social media posts highlighting the unique wildlife entering our beach ecosystem with the onset of warm weather, and sharing how visitors can help us protect even our small Ghost Crabs that skitter across the beach. Their presence (or absence) tells us how healthy our beach is!! As we all know, everyone who lives, works or visits Palmetto Dunes values the condition of our beautiful natural environment. Our goal is that our work will build community and camaraderie among our full-time residents, investment property owners, visitors, and commercial businesses to protect and preserve the island’s natural habitat. This kind of environmental stewardship begins with us!
Working to protect the island’s natural habitat not only keeps our property values up but also ensures many future generations will continue to enjoy the beauty of Palmetto Dunes for years to come. To that end, we are working on several new Eco-tourism educational outreach programs in addition to Tur-
tle Talks. These include Palmetto Dunes Lagoon Tours and a Lagoon Clean-up Day and more! Watch for further announcements on social media and our website about these new offerings!
The overarching message from Palmetto Dunes Cares is that Palmetto Dunes is more than just a resort and vacation place, it is a community of many who live here and many who have been visiting here for decades with their families. It is a community where we must work to help each other, our youth and preserve our beautiful natural environment!

With the summer beach season in full-swing, we want to remind owners that beach access within the resort is available at the Disney Beach House, the Dunes House, or any of the beach access paths along Mooring Buoy or Ocean Lane.
Parking is available at the Disney Beach House (uncovered area) or at the Dunes House. You may also call the Dunes Buggy daily through Labor Day 8am9pm at 843-689-4222 for free rides.
Parking for the beach is not available in any of the adjacent multifamily complexes.
The six-month Atlantic Hurricane Season officially began June 1st and runs through November 30th.
NOAA forecasters with the Climate Prediction Center, a division of the National Weather Service, predict near-normal hurricane activity in the Atlantic this year. NOAA’s outlook for the 2023 Atlantic hurricane season predicts a 40% chance of a near-normal season, a 30% chance of an above-normal season and a 30% chance of a below-normal season.
NOAA is forecasting a range of 12 to 17 total named storms (winds of 39 mph or higher). Of those, 5 to 9 could become hurricanes (winds of 74 mph or higher), including 1 to 4 major hurricanes (category 3, 4 or 5; with winds of 111 mph
or higher). NOAA has a 70% confidence in these ranges.
It is important to prepare each year, regardless of the activity predicted. In the event of a storm, information specific to Palmetto Dunes will be sent via text alerts, the Tidings enews, and will also be posted on our website.
The 34th Anniversary of HarbourFest, HHI’s largest multi-week summertime event, is back with Shannon Tanner, Cappy the Clown, Tuesday night fireworks and family fun at Shelter Cove Harbour & Marina. See the largest fireworks display Tuesday, July 4th featuring Shannon Tanner’s special patriotic family show at 6:30 & 8 p.m. along with kids activities with Cappy the Clown as well as bounce houses and train rides around the marina from 6 – 9 p.m.! Enjoy Thursday nights with Shannon Tanner & the Oyster Reefers playing the best island music covers and Jimmy Buffett classics starting at 7 p.m.

The Turtle Trackers of Hilton Head Island will have a learning station set up at the Palmetto Dunes General Store every Monday this summer (through August 14) from 9 a.m. - 11 a.m. to provide educational displays about sea turtles and beach etiquette.
