Precinct 4 celebrates grand opening and dedication of the Alfonso Flores All Star Park
On December 9, 2023, Hidalgo County Precinct 4 unveiled the highly anticipated Alfonso Flores All Star Park. Boasting an array of enhanced facilities, the park now features an inclusive playground, a refreshing splash pad, and a wheelchair-accessible exercise station. Sports enthusiasts can delight in the addition of baseball and soccer fields, along with a basketball court, while families can enjoy gatherings under the pavilion and much more!
The grand opening celebration saw a vibrant gathering of Hidalgo County Precinct 4 residents, alongside fellow county entities, departments, local community organizations, and businesses, all eager to partake in the festivities. Attendees were treated to a variety of engaging activities, including free soccer, basketball, and softball clinics, as well as complimentary refreshments, food and produce courtesy of the RGV Food Bank. The air was filled with music, excitement, and the chance to win prizes through raffles.
Dedicated to the memory of Mr. Alfonso Flores, a distinguished veteran of the U.S. Army, the park stands as a testament to his exemplary service. Having served with honor during the Vietnam War, Mr. Flores returned to the Valley and emerged as a prominent business leader in the San Carlos community. His unwavering commitment to both military duty and community betterment rightfully earned him the title of an “All Star” citizen.
“The decision to name this park in honor of a local veteran is rooted in our deep respect for the individuals who have dedicated their lives to serving our country and our community,” said Commissioner Ellie Torres.
Whole Life Complex is named after San Carlos exemplary public servant, Lydia Maldonado
In honor and recognition of the outstanding commitment and distinguished service, Precinct 4 dedicated the San Carlos complex in gratitude to Mrs. Lydia Maldonado for her exemplary public service, commitment and dedication to the residents of San Carlos, Texas.
On September 26, 2023, the Hidalgo County Commissioner’s Court approved a resolution naming an area of the Precinct 4 facilities as the Lydia Maldonado Precinct 4 Whole Life Complex, which offers residents access to healthcare and educational services. This complex is home to the UT Health Rio Grande Valley
Area Health Education Center (AHEC), Hidalgo County Head Start Center, Nuestra Clinica del Valle, and WIC.
At the same time, Precinct 4 celebrated the Ribbon Cutting Ceremony for the new playground system that the Hidalgo County Head Start in San Carlos installed via grant funding.
“It was a day of celebration!” said Commissioner Ellie Torres. “Mrs. Maldonado’s unwavering dedication, time and affection for the San Carlos community deserves recognition. It is a privilege to name a complex in her honor.”
Arrest for illegal dumping and animal cruelty
The Precinct 4 Illegal Dumping Program cameras discovered an individual callously abandoning an injured dog and her puppies in a rural county road. Law enforcement was promptly notified, an investigation was opened and an arrest was made. Illegal dumping and animal cruelty will not be tolerated in our community. Such actions are not only inhumane but also a violation of the law, and every avenue will be persued to ensure accountability.
We urge every member of our community to remain vigilant and report any instances of illegal dumping or animal cruelty to law enforcement immediately. This is the second arrest made through the Illegal Dumping Program.
TxDOT Project under construction
Precinct 4, in collaboration with the Texas Department of Transportation, is working to improve roadways within Hidalgo County. Monte Cristo Road from Alamo Road through Sharp Road will be under construction until December 2025.

Pet disaster preparedness
Hurricane season is between June 1st and November 30th. We urge residents to stay prepared, that includes having a plan for pets.
Pet safety during storms is a concern. Pets should not be left behind if a family evacuates. “Animals are often left behind when families evacuate. Pets face extreme danger and they can get lost, injured or even killed,” said Chief Saldaña, Hidalgo County Emergency Management Coordinator.
Ensure your pets are microchipped and wearing collars with up-to-date identification tags that include your cellphone number. It is important that your pets are current on their vaccines. There are shelters that will allow families to bring their pets but vaccination records are required.
Just like a disaster kit needs to be prepared for you and your family, pet owners must prepare a disaster kit for pets. This kit may include: food and water for at least five days, medications, medical records, pet first aid kit, cat litter box, poop bags, sturdy leashes, harness and transport carriers. Don’t forget their favorite toy for comfort and blankets for warmth.
After a disaster do not allow your pets to roam loose. Check your home and yard for wild animals or possible dangers.
Any place can f lood. Do you have f lood insurance?
Flooding remains the country’s number one disaster and can affect everyone and every property. Your homeowner or renter’s policy does not cover flood damage. That is why it is important to purchase flood insurance.
The National Flood Insurance Program (NFIP) is managed by FEMA and is delivered to the public by a network of more than 50 insurance companies and the NFIP directly. It does not matter if your home or business is in a no flooding zone. Floods can happen anywhere. Just one inch of floodwater can cause damages of up to $25,000, according to FEMA. Flood insurance is a separate policy that can cover buildings, contents in the building, or both, so it is important to protect your home, your business, and your possessions.
NFIP’s rating methodology has not been updated in 40 years and FEMA’s rates have been insufficient to cover actual cost of flood claims. This has resulted in a massive debt. To address the debt and inaccuracy of insurance rates, FEMA has made changes to insurance rates and how they are calculated. FEMA no longer uses flood zones to calculate flood insurance rates. Instead, each property is individually accessed, taking into consideration the foundation type, elevation, structure replacement cost, frequency of variety of flood types and the distance to water.
Talk to your agent or look online to get a flood insurance policy. There is a 30-day waiting period before it’s active, so do not wait until a storm is threatening. Flood insurance cannot be sold if there is a watch or warning for a tropical depression, tropical storm, or hurricane. Binding restrictions stay in place until after these pass and watch or warning is lifted.

Illegal dumping program success : Two arrests made for breaking the law
With the continuous issues of illegal dumping that occur around Hidalgo County, Precinct 4 has taken steps to work with local law enforcement and the Precinct 4 Justice of the Peace offices to curtail the issue.
“I have dedicated much effort and attention to widening and improving our drainage systems; however, if illegal dumping continues to be an issue, the same solid waste that is illegally dumped will make its way to clog our systems, thus causing the systems to fail,” said Commissioner Ellie Torres.
In 2021, the precinct engaged in a pilot monitoring and surveillance program by placing cameras within the precinct and signage. The pilot program proved to be successful, thus the precinct continues with the Precinct 4 Illegal Dumping Program and has seen
a decrease in illegal dumping activities in areas tagged as “hot spots” for illegal dumping. The program has allowed for the arrests and citations of individuals from illegal dumping to animal cruelty. Illegal dumping has been a yearround issue and those caught will face serious consequences.

Expanding permit options to include double-axle trailers
In addition to purchasing a solid waste disposal trash/brush permit, county residents can now purchase a permit for double-axle trailers. All vehicles entering the collection station/ recovery center with a double-axle trailer must display a valid double-axle trailer permit issued to that specific vehicle and vehicle owner.

Double-axle trailer permit applications may be obtained at the Precinct 4 Permit Sales Office. The collection/recovery center station double-axle trailer permit is not transferable. A double-axle trailer permit will cost $50 and will be good for ninety (90) days from the date of purchase. The use of

In 2021, Hidalgo County made changes to the rules and regulations in the Solid Waste Program to better serve constituents’ needs. Double-axle trailers are now allowed (some limitations and rules apply) and a one-time use permit is now available. Please contact your Precinct for any questions or concerns.

Shedding light on progress: How community collaboration brought drainage and illumination to our streets

Hidalgo County Precinct 4 is pleased to announce the successful completion of the Rincon De Encinos Subdivision No. 3 infrastructure improvements project.
“We are proud to announce the successful completion of another streetlight project” stated Ellie Torres, Hidalgo County Precinct 4 Commissioner. “This is the third subdivision that we lit up this year. Improving the safety and security of residents that live in subdivisions where street lights were not installed is important to us.” The purpose of the Unincorporated Subdivision Street Light Program is to benefit subdivisions built prior
One of the primary focuses of this initiative was to address the pressing need for adequate lighting within the Rincon De Encinos subdivision. As a result, the project has successfully installed eight new streetlights, significantly improving visibility and safety for residents.
The Rincon De Encinos Subdivision No. 3 project is a testament to the commitment of Hidalgo County Precinct 4 and Hidalgo County Drainage District No.1 in prioritizing infrastructure improvements for the benefit of residents. The
installation of a new pipe network and strategic re-grading of swales will significantly enhance stormwater management capabilities, mitigating flooding risks and safeguarding residential properties.
Mr. Pequeno, Rincon de Encinos resident, initially brought attention to the drainage challenge. His advocacy played a pivotal role in initiating the project. His dedication is duly acknowledged and appreciated. Hidalgo County Precinct 4 extends its gratitude to the residents of Rincon De Encinos for their patience and cooperation throughout the duration of the projects.
12 American Rescue Plan Stormwater Projects
The 12 ARPA Stormwater Projects consisted on the enhancement of stormwater infrastructures that will manage and reduce stormwater in the area. Improvements included: pipe network, connectivity, ditch grading, and widening of ditches and main drains.

25th Annual Fun Fly Kite Festival at the
Alfonso Flores All Star Park
Under the blue sky, the Annual Fun Fly Kite Festival painted joy in vibrant hues. Celebrating 25 years, Mr. Juan Reyes and partners orchestrated magic in San Carlos.
Over 300 community members attended the well-known annual event. The Alfonso Flores All Star Park was full of laughter, music and great times. Families enjoyed a morning filled with fun flying kites, games, information booths, winning prizes and enjoyed great food.
Memories were made at the Kite Fun Fly Festival in San Carlos. Thank you to all of the partners who were present and made the day a memorable one.
Linn San Manuel Veterans Park Gala
The Linn-San Manuel Veterans Park lent itself to a beautiful evening under the stars for the 41st annual Linn-San Manuel Community Improvement Corporation Gala. The event brings in enthusiasts that support the rural community’s educational, religious and fire department initiatives through its proceeds. The event promotes good-will for an evening of delicious home-cooked food and dancing.

The Linn-San Manuel Veterans Park received a colorful facelift with the addition of three beautifully designed murals which were donated by the Edinburg Consolidated Independent School District as part of a park beautification project with Brewster School. The mural was designed by Adam Cantu, an art teacher at Brewster School and the Brewster Art Club students. The design depicts fun and colorful images for children and adults alike to take “selfies”. It also honors veterans with the silhouette of a soldier and the colors of the United States of America and Texas flag. The tagline on the mural “Pride in the Country” reflects the pride of the small community located in the most northern part of Precinct 4. Over the course of three months participants have free access to gyms, exercise classes, health screenings, cooking classes and fun run/walks.
This year’s theme was “interconnectedness”. It was important to emphasize so-
cial support overcoming obstacles and bringing mental health awareness.
The Challenge-RGV usually takes place in Brownsville but this year there was a partnership with the City of Edinburg. This collaboration brought an additional kickoff event, additional gym locations, participants and more opportunities to win.
“It was very exciting to know that the city of Edinburg was going to host the event,”
said Erica Parra, Community Health Worker. “This gave me the opportunity to encourage members of my Tu Salud Si Cuenta Program.”
Tu Salud Si Cuenta offers free exercise classes and educational health events at the Endowment Center.
Edinburg resident, Leticia Hernandez, was the grand prize winner of the challenge. She lost 14% of body fat and lost a total of 38 pounds.
“I am so proud of Leticia, she never misses a class.” said Parra.

Hidalgo County Public Health Lab cuts ribbon as a Bio Safety Level 3 Laboratory
As dignitaries from federal, state and local governments gathered for a ribbon cutting ceremony to open the Hidalgo County’s Public Health Facility, they received word that officials had awarded the laboratory its BSL3 certification to provide advanced lab healthcare services.
“We had to go through a rigorous testing process in order to receive this certification so this is a significant first step in the process of providing healthcare services out of this laboratory,” said Eduardo Olivarez, Chief Administrative Officer for the Department of Health and Human Services.
The $8 million lab is a collaborative effort, funded by the United States Department of Housing and Urban Development (HUD) in partnership with the Hidalgo County Urban County Program.
The state-of-the-art, 10,000 square-foot laboratory was constructed within Precinct 4 and is located directly adjacent to the Hidalgo County Health & Human Services Department. The standards that the lab met fulfilled criteria set by the World Health Organization and the Biosafety in Microbiological and Biomedical Laboratories.
The facility also incorporates a medical clinic, curbside testing and office space tailored to accommodate laboratory staff and specialists.
“Precinct 4 is proud to have worked closely with federal and state officials, as well as our Health Department to make this lab a reality for our constituents,” said Precinct 4 Commissioner Ellie Torres.
Equipped with cutting-edge technology, the facility shall include a SARS-CoV2 testing and testing of other virology diseases through the use of nucleic acid assay (i.e. PCR machine). The lab will also include bacteriology testing equipment with capabilities to identify and report susceptibilities of organisms, as well as serology testing capabilities and other

Amidst major residential expansion in the eastern area of Precinct 4, a beacon of community need emerges in the area. Plans for a new community resource center promises to be the heartbeat of this evolving landscape. With the influx of new residents, the need for centralized services and support has never been more pressing. This center aims to fill that void, offering a wide array of resources from job training programs to health and wellness initiatives and educational programing for children and adults. It’s not merely a building; it’s a symbol of resilience and progress. Residents eagerly anticipate the opportunities for connection, education, and empowerment it will bring to the flourishing community.

The dedication and ribbon cutting ceremony of the Rumaldo Cerda, JR. Precinct 4 Justice Center, was of great significance, not only for the community but also for the principles of justice, fairness and unity that binds everyone together.
The Justice Center was named in honor of a man who left an enduring mark in the community. Constable Cerda was a public servant who dedicated his life to the principles of justice.
“It was a day of celebration, family, friends, community members and many elected officials were present to celebrate and honor Constable Cerda’s commitment to our community,” said Commissioner Ellie Torres.
The Justice Center is home to our Hidago County Precinct 4 Constable’s Office and our Precinct 4 Justice of the Peace Offices for Place 1 and Place 2.
