PUBLIC CONSULTATION ON PLANS FOR POK FU LAM AND CYBERPORT EXPANSION The revised Pok Fu Lam Outline Zoning Plan has been published for your comments. Deadline is 27 November 2019. Key changes include: Removing coastal highway route 7 from the plans; rezoning the waterfront park formally as open space; and designating 1.63ha of waterfront for Cyberport 5. Government allocated HK$5.5billion for this expansion of Cyberport in February 2019. The proposed development is a 11-storey office building on the park in front of the Arcade with a gross floor area of 66,000 square metres.

公眾諮詢 : 薄扶林大綱草圖及數碼港擴建 城市規劃委員會現正就修訂後的「薄扶林分區計劃大綱草圖」進行公眾諮 詢 ,截止日期為2019年11月27日。修改項目主要包括刪除沿海的7號幹 線、將海濱公園正式劃為休憩用地,以及將1.63公頃的沿海地段預留給數 碼港發展第五期寫字樓。政府於2019年2月宣布計劃動用55億元擴建數碼 港,樓高11層的大樓將提供6萬6千平方米的總樓面面積,選址為商場前 方的一部分公園用地。 Questions or comments 查詢或意見:

REDUCE THE VISUAL IMPACT FOR RESIDENTS Residents will be impacted by a 61mPD tall building in front of the 37mPD Arcade. This is in conflict with Hong Kong’s Urban Design Guidelines which encourage descending building height - taller inland and lower on waterfronts. The new building also breaches commitments made: “... the Administration had reconsidered the owners' concern and accordingly reduced the approved building heights of the Cyberport development...” Urban Design Guidelines 城市設計指引: (LegCo, 8 May 2000). Descending and varying building height profile Cyberport should stick to this along the waterfront is encouraged. 鼓勵沿海旁發展一個遞降並高低有致的建築物高度輪廓 promise.

DETAILS OF BUDGET FOR PARK IMPROVEMENT ABSENT We support formalizing 4.53 ha of the Cyberport Waterfront Park as Open Space. As compensation for taking 25% of the park for Cyberport 5, the Hong Kong Cyberport Management Company Limited further proposes to enhance and maintain the park. However, there has been no consultation on the design, and the program and budget for enhancement, maintenance and operation of the park are absent.

未有交代改善公園的預算方案 我們贊成將4.53公頃的海濱公園正式改劃為「休憩用地」。擴建 數碼港會令公園面積縮減四分之一,香港數碼港管理有限公司表 示會改善公園的設施及做好公園的管理工作以彌補對居民造成的 損失,卻未有就公園設計等諮詢社區,有關規劃文件亦未有列出 相 關 方 案 、 預 算 和落實時間表等。

海濱長廊 分區計劃大綱草圖的修訂包括建議設置 海濱長廊。實現此計劃需要政府先撥款 興建連接鋼線灣至大口環的一段長廊( 圖中虛線),再將香港大學運動場前的 海濱長廊及通往域多利道的樓梯改劃為 「休憩用地」(圖中實線)。

WATERFRONT PROMENADE The revised outline zoning plan includes recommendations for a continuous promenade along the coast. Two commitments are needed to make this happen. First, it requires funding for the section between Telegraph Bay and Sandy Bay (dotted line). Secondly, the promenade in front of the sports complex should be designated open space and extended to the stairs up to Victoria Road (solid line).

PUT ALL PARKING AND ROADS UNDERGROUND Cyberport took our advice to open the ground floor for the public and to offer outdoor food & beverage services which improve the park experience. What we are now concerned over is the space allocated for roads and parking at ground level in the plans submitted to the Town Planning Board. To minimize impact of traffic on the enjoyment of the park, all parking and drop-off areas are best put underground. Ideally the basement is accessed via the existing basement of the Arcade. BEL-AIR PHASE 6 BUS STOP CYBERPORT ROAD 數碼港道近貝沙灣6期巴士站 The bus stop along Cyberport Road near Bel-Air phase 6 is a bottleneck. Long queues regularly form. To cope with the increase in traffic we need to make sure vehicles can overtake the buses. Cyberport’s traffic assessment is silent on this. We reiterate our 2015 proposal to cut back the slope for a bus lay-by and to change the road markings to allow vehicles to bypass stationary buses on both sides of the road (drawing below). 數碼港道貝沙灣6期巴士站於繁忙時段經常成為樽頸位,車龍可長達 500米。為應付未來交通需求,我們需要修改現時巴士站的設計,遺 憾地數碼港的交通評估報告未有提及這個路段。我們重申2015年的建 議:進行斜坡工程,建設避車處以重置落山方向的巴士站,同時修改 路面標記,以容許上山及落山方向的車輛爬越停站中的巴士或小巴。

JUNCTION CYBERPORT ROAD/VICTORIA ROAD 數碼港道與域多利道交界 We urge Cyberport to improve this busy junction. We reiterate our 2015 proposal to cut back the slope so that Victoria Road can be widened for an additional traffic island. This will increase ‘green time’ for traffic in both directions along Victoria Road. 我們呼籲數碼港改善這個繁忙路口的設計,並重申2015年的要求:削 減域多利道的斜坡、擴闊路面及增設安全島,從而讓域多利道北行及 南行車輛同時行駛,縮短交通燈的等候時間。


JUNCTION SHA WAN DRIVE/VICTORIA ROAD There are concerns with Cyberport’s proposal for a signalized junction (below). First, the capacity of the exit from Sha Wan Drive onto Victoria Road is limited. The uphill queue is often long especially during the morning peak. Secondly, the proposal to change the bus stop from a layby to a roadside stop will impact traffic along Victoria Road. Thirdly, there is no provision for a pedestrian crossing. The Transport Department and our office previously proposed to widen Sha Wan Drive to two lanes at the exit onto Victoria Road (drawing on the right). This was shelved for budget reasons. Now with the foresight of the expansion of Cyberport and the planned redevelopment of Wah Fu there is ample reason for implementation. Separate consideration can be given to adding traffic signals. 沙灣徑與域多利道交界 我們認為數碼港提出的交通燈方案(圖左)有多個問題。第一,此方案 未能提升沙灣徑出域多利道的路口容車量,早上繁忙時段上山方向經常 排長龍。第二,將現有巴士站以路邊站的型式遷移至近碧荔道的位置會 影響域多利道南行的車流。第三,方案未有包括設置行人過路處。 2013年,我們與運輸署商議將沙灣徑出域多利道的路口擴闊,為路口提 供一條轉左及一條轉右的行車線,詳情請見上圖。項目最終因為斜坡工 程的費用問題而暫緩。隨着華富邨重建及數碼港擴建等項目即將展開, 現在有足夠理據重啟原方案。加設交通燈與否可於稍後時間再作研究。


The 2019 proposal by Cyberport offers a marginal improvement at this known bottleneck. We recommend the road widening proposal made by the Transport Department in 2013 (on the right). This plan offers one additional lane to improve this junction for all traffic. Critical is the shortcoming of Cyberport’s Traffic Impact Assessment. It fails to look beyond the year 2027. The population, economic activity and traffic will significantly increase after 2030 when Wah Fu redevelopment is completed. 大口環道 道/ 域多利 休憩處

大口環道與域多利道交界 我們建議用運輸署2013年的方案(下圖),於域多利道南行線近燈位的 一段增加一條行車線。此設計比起數碼港的方案能更有效地改善這個樽 頸位的交通流。 數碼港的交通評估研究其中一個缺憾是未有考慮到2027年後的發展參數 及交通流。隨着華富邨重建項目分階段完成,區內於2030年後的人口、 經濟活動、交通和道路需求將會明顯地增加。

SASSOON ROAD 沙宣道 The proposal by Cyberport increases the junction capacity at the top of Sassoon Road by providing a flare lane. However, it does not provide the missing pavement and crossing. PROPOSED INTERNATIONAL SCHOOL AT SANDY BAY

大口環擬新增一所國際學校 Planning Department revealed they are reserving a piece of land at Sandy Bay as a potential site for an international school. We object to such allocation as Pokfulam already faces traffic and transport difficulties during school start and dismissal hours from the existing local and international schools. 規劃署於大口環預留了一幅地作國際學校用途。薄扶林已設有多所本地 及國際學校,區內的道路於上學及放學的時段已經非常擠塞,我們反對 此項修訂。
