The city is governed by a council-manager form of government where the City Council sets city policy, and the City Manager is responsible for city operations. The council consists of a mayor and six council members. All council members are elected for one three-year term, up to three consecutive terms.
Elected officials are under a mixed system of single-member districts and at-large seats.
At-large candidates may reside in any area of the city and are elected to represent the whole city. All voters can vote for candidates running for an at-large seat.
A single-member district is a geographically defined voter district represented by a single elected official. Only registered voters that live within the specified district's boundaries can vote for candidates who run for a seat in the district. Candidates must live in the single-member district in which they run.
Day meetings take place on their scheduled dates at 9:30 a.m. in the City Hall Council Chambers. The chambers are located on the fifth floor of Port Arthur City Hall, which is located at 444 4th Street.
The Groves City Council is composed of a mayor and four council members elected at-large. Other than the mayor, not more than one council mem ber can be a resident of the same ward. City Council Meetings are open to the public and ar e held in the City Council Chambers at the Groves Municipal Building, 3947 Lincoln Avenue. Mee tings are held on alternate Mondays at 5:00 p.m.
Duties of the Council include appointing a city man ager, setting the tax rate, approving the budget, planning for capital improvements, adopting all City ordinances, selecting citizens to serve on boards and commissions, appointing the city atto rney, city clerk, and municipal court judge, and approving major land transactions, purchases, a nd contracts.
The mayor, who serves as one member of the Council, acts as the official head of the city government, however, the mayor does not serve in th is capacity full time.
Port Neches operates under the Council-Manager form of government. Under this system, the City Council appoints the City Manager who serves as the Chief Executive Officer of the government.
The City Manager is responsible for the daily administration of the City, implementation of policies established by the City Council, preparation and administration of the annual budget, and development of long-range goals and objectives.
Port Neches is located in Southeast Texas alongside the scenic Neches River.
