R I M E M I N I S T E R Shehbaz Sharif ’s visit to China which started on Tuesday in Shenzhen is his first since his government returned to office after the February election It began with the investment conference in Shenzhen, attended by a large number of potential investors from China It was an indication that Mr Sharif wants to replicate the example of Saudi Arabia and the UAE, where instead of loans, they are now providing foreign exchange by investment Therefore, Mr Sharif will measure the visit s success not by the loans China will give, but by the loans it will make He seems especially interested by Shenzhen, which was China s first Special Economic Zone it thus represents the next stage of the China-Pakistan Economic Corridor where such SEZs will proliferate and will rely on business-tobusiness (B2B) rather than government-to-government (G2G) synergy to prosper It is an important part of the China-Pakistan Economic Corridor which is the G2G basis on which the development will be B2B-driven Of course, with the CPEC, other considerations enter, such as the fact that it is incomplete One of the main components is the $6 8 billion ML1 rail project, involving the upgradation of the track between Peshawar and Karachi Then Mr Sharif will ask the Chinese leadership, when he meets it in Beijing, for the inclusion of the Diamer Bhasha Dam project, in the CPEC framework The Dam cannot get funding from traditional developmentfinance institutions at this point leaving in the lurch about midway through China has already suffered terrorism by the inclusion of the Sau Hydropower Project in CPEC leaving Pakistan still trying to explain away the attack both to the Chinese government and Chinese investors who must have taken away the impression that Pakistan is not just hostile but unsafe

time, something which only Pandit Jawaharlal Nehru of his predecessors, managed to achieve Admittedly there was a difference Nehru engaged in trying to build a modern nation complete with a space programme and multiple Institutes of technology that helped India adjust to the modern era Nuclear testing was a privilege reserved for his daughter, but he laid the foundations He initiated many of the programmes from which the BJP has benefited as it has spent the last decade trying to build not just a Hindu rashtra but a powerful one well able to throw its weight about especially against Pakistan which it perceives as a fly in the ointment The election result is thus clearly one of approval for what the BJP has done in its decade in office: bashing minorities It cannot escape notice that there was no ‘stunt’ this time like Pulwama, no sending of the message that the BJP is best able to defend the country The resentment over the Agniveer scheme all over the country should have persuaded the BJP to try something that would establish its patriotic credentials but it didn t As a sort of substitute, there was Modi using anti-Muslim rhetoric, which as noted by some, was something of a departure, because in previous elections he had taken the high ground and left the bulk of the anti-minority message to party minions
Therefore it should be realised that Modi has attempted to win support by modifying Nehru s consensus, which he had established as the basis for his decades in office When one looks at the essentials, there is little difference between Nehru’s superpower and Modi’s Hindu Rashtra One reason is that Nehru had to obtain the support of the devout Hindus who nowadays flood the BJP he RSSS and the rest of the Sangh Parivar Nehru did not really like the devout whom he drifted away from in the course of an English education, at Harrow and Cambridge, into the Fabian socialism he took India into when he became PM It cannot be overemphasised that one of the major differences between Nehru and Modi is that the former wanted a dirigiste state the latter to give rein to free enterprise The Congress relationship with Hindu extremism goes back to Jawaharlal s father, Motilal, who was
the first of the dynasty to become Congress President Essentially for reasons of Allahabad district politics he allied with the Mahasabha Though Rajiv Gandhi was hardly an orthodox Hindu being the son of a Parsi father and Brahmin mother and himself married to an Italian wife, used the Ram Rajya slogan in the 1989 election He lost the election badly, going down from 414 seats to 197, but the correctness of his basic premise was shown by how the BJP went from two seats to 85 The BJP as its name indicates was born out of the break-up of the Janata Party after it lost office in 1979 If a single party is to be named which became the BJP after it backed out of the Janata Party mix, it would be the Jan Sangh, which had positioned itself to the right of Congress The Congress did not stick to the Ram Rajya slogan (which was somewhat like Imran Khan’s Riasate-Madina slogan in Pakistan in that it promised a religiously defined Golden Age while being coy about details) but it clearly has not switched entirely to small-caste politics The BJP has grown, and grown, to the point where it has won a mandate for a third term It opponents are not accepting that the mandate is as unlimited, and the result as a rejection of the BJP’s communalist programme True the BJP has lost the ability to form a government on its own but that was something it had only in the last Parliament In Modi s first term it needed the support of the allies to survive With the allies, it should have a comfortable majority The Congressled INDIA coalition will form a strong opposition The minorities seem to be coalescing and strategic voting by Muslims and Other Backward Castres (OBCs) and Dalits appear to have had an effect However the BJP may well double down decide to emphasize its majoritarian credentials by going for the passage of Uniform Civil Code, the real purpose of which is to abolish all the minority ‘personal

thus do not give space to corruption and other malpractices These countries have educated populace who ensure their participation in the political systems They do not play confrontational politics as the case has always been in Pakistan They have higher respect for women and thus utilize their potential in the development of the country Third World countries need to adopt developed these countries’ models
every country has some core industries in need to be prioritized and revolutionized Pakistan must spend on the agriculture sector promoting organic farming expanding cultivated land an efficient irrigation system and of course fostering research and innovation in agricultural universities are what set the country on the route to self-sufficiency and long term economic growth Agriculture sector as according to the World Bank contributes 18-25 percent to the GDP However this could be multiplied manifold with expansion and development of the industry The Agri-based products can abundantly enhance the exports of the country Education system, tourism industry and a friendly environment for FDIs will substantially play part in economic development However security and political stability still remains to be a key focus And that has yet to be seen The writer is a freelance columnist

economic times I N our tough economic times, with prices going through the roof, especially for electricity, it’s getting harder for regular folks to manage their bills At the same time tons of solar companies are popping up trying hard to sell us on the idea of clean and affordable energy Sure using solar panels can save money in the long run but the upfront cost is no joke Only rich folks can really afford it and it s the same deal for community welfare groups Plus, there s a worry about all those solar panels becoming big environmental problems down the line, with not enough ways to recycle them Even if we’re not hitting the waste levels of big countries, our trash is still adding up adding to our carbon footprint With all this in mind the solar companies in Pakistan need to think about who can actually afford their stuff Instead of spending big bucks on fancy ads and celebrity endorsements they could focus on helping out the community Donating solar panels to schools, hospitals, and other non-profits could be a win-win It helps these groups keep doing their good work, and it gives the solar companies a good name Maybe it’s smarter for these companies to show they care about the community, rather than just trying to be the flashiest in town That way they can build a positive image and get more support in the long run Going heavy on Corporate Social Responsibility (CSR) might just be the way to go rather than going all out on flashy ads MOBASHIR SANDILA KARACHI

There is a considerable discourse on this in the academic sphere At the grassroots even the daily working hours of a country does matter in its economic growth and industrialization One can notice significant vacant hours in countries like Pakistan, half Friday, Sunday, Iqbal Day, Labour Day, etc All of these have significant value in the overall growth However Third World countries are in the pit of poverty In the course of time their miserable condition instead of improving has worsened Reasons for their economic backwardness are many, ranging from political instability, lack of industrialization, illiteracy, overly religiosity, extremism, terrorism, corruption, bad governance, and institutional crisis, to the lack of participation in the political process by the larger part of the citizenry There could be consensus on some of these issues that they are prevalent in almost all Third World countries but still some problems vary in their degree and nature and some of these are not found at all in some of the developing world As far as Pakistan Afghanistan Iran and some of the west Middle East countries are concerned they have extremism terrorism illiteracy bad governance political instability and corruption in intense magnitude but still there are other countries who have got rid of such evils like Sri Lanka, whose literacy rate is above 90 percent Bangladesh and India have overcome political instability and bad governance Afghanistan Iran and Pakistan have no female labour force The contribution of working women to the GDP of these countries is very less Whereas other countries, especially Bangladesh, Turkey, and India, have improved their economy through involving women in the developmental areas In 2023 women comprised 23 18 percent of the total labour force participation in Pakistan In the same year women comprised 46 percent of the labour force in Guermany In 2018 Malaysia, women s labour force participation consisted of 55 percent which has significantly risen after 2010 Pakistan has a low productivity due to which it suffers from a fiscal deficit It has an abundance of natural resources but due to its numerous structural and functional flaws fails to extract and exploit those resources Moreover some men and families have monopolized the power corridors, and their corruption and other evil practices have made them richer while the rest of the nation has been drowned in poverty Conversely in a generation or two some countries have developed at a very fast pace For instance Japan was totally destroyed in the mid-1950s but she managed to emerge as a smart power Now Japan has a strong economy and a strong political system Germany was also divided and shattered in the aftermath of World War Two, but they too have overcome all the flaws and now enjoy a mature political system China is another example and has overcome poverty and her economy is getting stronger Factors behind their rapid economic growth and development are political stability, mature political systems, adherence to democratic norms and values industrialization education research and innovations technology-oriented attitudes participation in the political process especially in the democracies whereas the case is different with China as she has a single ruling socialist party and does not practise democracy in its true spirit Germany on the other hand is a true democratic country and

Mexico’s election: A victory for organised crime
in the area whose operations the mayor was apparently endeavouring to obstruct I left Zipolite in April but recently phoned a Mexican friend there to inquire about candidates for the mayor ’s replacement His response: “No one wants the job ”
ON June 2 Mexico elected Claudia Sheinbaum as its first woman president The 61-year-old scientist served as mayor of Mexico City from 2018 until 2023 and is the protégée of outgoing President Andrés Manuel López Obrador (AMLO), to whose Morena party she belongs and in whose shadow she will now govern
In the largest election in Mexico s history Sheinbaum faced off against ex-senator Xóchitl Gálvez head of a conservative coalition In addition to the presidential race Mexicans also voted for candidates contesting more than 20,700 federal and local positions countrywide
In the run-up to the election, observers relentlessly cast the prospect of an impending female head of state in Mexico as a victory for women’s empowerment although a glance at facts on the ground suggests the prematurity of any such celebration
Back in 2019, Sheinbaum, the first female mayor of Mexico City, promised to eradicate violence against women During her tenure, however, the femicide epidemic in the Mexican capital – and the rest of the country – continued to rage Mexico currently sees at least 10 women and girls killed on a daily basis with tens of thousands of women missing The vast majority of femicides go unprosecuted
Of course, the surge in femicides occurs within a general context of violence; in the first four and a half years of AMLO’s term, Mexico registered 160,594 homicides, while the estimated number of missing people has now surpassed 111 000 – a figure AMLO has preferred to drastically lowball The outgoing president has also found it prudent to accuse people overly concerned with the search for the missing of suffering from delirium of necrophilia The violence extends to the political realm, too More than two dozen candidates were assassinated ahead of the June 2 polls, and hundreds more dropped out of their races In April two mayoral contenders were found dead on a single day Some might go as far as to call it a delirium of necrophilia The pre-electoral spike in political killings is attributed primarily to cartels and other organised crime outfits conducting their own form of elections – if you will –by eliminating unfriendly candidates After all,
Multiply the case of Zipolite across the entire expanse of Mexico and you get an idea perhaps of just how free Sunday s election really was And while the United States prefers to categorically blame Mexico s violence on drug cartels and end the discussion there, the truth of the matter is that the US itself plays an outsize role in maintaining the violent landscape south of the border For one thing the simultaneous demand for and criminalisation of drugs in the US is what spawned the whole cartel business in the first place
Add to that the US demand for undocumented labour and criminalisation of migration, on which front AMLO has been only too eager to do the gringos dirty work – a pattern Sheinbaum will no doubt continue As unprecedented numbers of asylum seekers now traverse Mexico to reach the US drug trafficking outfits have expanded their services to include people smuggling as well People on the move are abused and extorted at every turn by agents of the state and organised crime groups alike, often working in cahoots I had the opportunity to experience such collaborative efforts firsthand when in March I drove from Oaxaca to the neighbouring state of Chiapas to pick up two young Venezuelan friends of mine who had just crossed into Mexico from Guatemala I had initially offered to pay acquaintances in Chiapas to retrieve them from the border but had been politely informed: If we pick up migrants, the cartels will kill us
Our ensuing daylong odyssey entailed extortion by every possible branch of the Mexican immigration and security apparatus including AMLO’s beloved National Guard three members of which cornered us in a car park with their pick-up truck after having been tipped off by migrant smugglers that I was interfering with business
Disgruntled to hear that all of my pesos had already been distributed to other Mexican officials, the National Guard officers suggested that I proceed to a nearby petrol station to conduct a hefty payment on my credit card which the station attendant would then pass along to the officers in cash
Created in 2019 the National Guard has been accused of torture, extrajudicial killings, forced disappearances and sexual violence against asylum seekers Now, Sheinbaum has optimistically expressed her hope that the National Guard will “be closer to the public act like a local police really become the first responders”
Speaking of criminal actors Sheinbaum also hopes to boost cooperation with the US in the realm of so-called free trade despite the concept s rather sordid history in Mexico Recall that the implementation of the US-imposed North American Free Trade Agreement (NAFTA) in 1994 destroyed millions of livelihoods in the country while fuelling poverty and forcing countless Mexicans into narcotrafficking-related jobs in order to survive That is when lethal violence against women soared Anyway what is US-imposed capitalism if not very organised crime?
As Mexico now prepares for a new administration, it is safe to assume that violence, official corruption, and impunity will remain the name of the game A woman may have won the Mexican election but the real winner is organised crime – in every sense of the term

IT has not been easy being a Muslim in Narendra Modi s India With the ruling Bharatiya Janata Party (BJP) steadfastly refusing to allow my community even a token representation in corridors of power India’s largest minority the third largest Muslim population in the world is left voiceless For the first time since India s Independence in 1947, the ruling party did not have a single Muslim Member of Parliament Tuesday’s election results, in which Prime Minister Modi sealed a rare third term, only enhance the sense of gloom and doom for Indian Muslims like me My community may once again not have an MP in the government With the BJP back in power – albeit without the supermajority it had vowed – my only hope lies in a politically weakened Modi now A weakened Modi shall, hopefully, translate into a more robust India and more secure minorities It may still be a long haul though After the recently concluded hate-driven campaign led by Modi himself things may only get worse As it was before the vote India is poised to continue transforming itself from a secular democratic republic into possibly a Hindu majoritarian state, with reduced rights and presence of minorities in general – and of Muslims in particular If after Modi’s first victory in 2014 there was a sense of cautious hope 10 years later my Muslim community stands orphaned not just jettisoned by the ruling BJP but repeatedly marked out as the group responsible for the supposed ills of the nation There is an overriding feeling of belonging to a group under siege The prime minister kickstarted the invidious campaign by calling India’s 200 million Muslims “infiltrators” in one of his early election speeches His vitriol was to put it mildly unprovoked; the state of Rajasthan where he delivered his divisive speech has a strongly guarded border with Muslimmajority Pakistan The state has only sent one Muslim candidate to the Lok Sabha – the Lower House of Parliament – since the first election back in 1952
In this year ’s election the two leading political parties the BJP and the Indian National Congress (INC or simply Congress ) did not give a ticket to a single Muslim to contest the elections in Rajasthan Yet the invisible Muslim ghost was punched with relish by Modi It s worth remembering this is the man who, back in 2002, was the Chief Minister of the state of Gujarat when large-scale violence claimed over 1 000 lives a vast majority of them Muslims (Modi denied any wrongdoing and the Supreme Court cleared him of complicity) But let us return to 2024 As the 6-week-long election wore on, Modi mocked the Muslim community s supposed high fertility rate and repeatedly targeted the community using the opposition – especially Congress – as a mere pretext accusing it of reserving

A spokesperson for the Balochistan government stated that the government had repeatedly attempted to resolve the issue through dialogue Chief Minister Balochistan, Sarfraz Bugti, instructed ministers and the speaker to visit Chaman and engage with the protesters However the protesters remained unwilling to negotiate creating a stalemate
The spokesperson further stated that the protesters had repeatedly challenged the law and the authority of the state over the past month, including attacks on the FC fort, polio teams, and the Deputy Commissioner ’s complex

The Lahore High Court (LHC) on Thursday reserved its decision on a petition challenging the amendment to the National Accountability Bureau (NAB) law through a presidential ordinance
The petition was heard by Justice Shujaat Ali Khan after being filed by citizen Munir Ahmed During the hearing, the Deputy Attorney General Rauf Atta clarified that no similar petition is currently pending in the Supreme Court
The court questioned the necessity of the presidential ordinance asking whether an emergency situation had warranted it being issued
Why was there a need to issue a presidential ordinance in the presence of Parliament? the court further remarked Advocate Azhar Siddique argued for an injunction against the presidential ordinance
The lawyer argued that the president exceeded his authority by making amendments through an ordinance, which was issued by the acting president
The lawyer requested that the amendments to the NAB law made through the presidential ordinance be declared null and void
The petition specifically challenges the increase in the physical remand period under the NAB law from 14 days to 40 days Subsequently, the court reserved its decision
Previously, after more than six months, the Supreme Court had fixed the federal government’s intra-court appeal (ICA) against the majority judgement declaring the amendments to the National Accountability Ordinance (NAO) 2002 as illegal
The larger bench in its Oct 31 order asked the accountability courts to proceed with trials but refrained them from announcing the final judgment
Former prime minister Imran Khan had also challenged the amendments to the National Accountability Bureau (NAB) law
