GREETING FROM MR. TAVIO, MINISTER FOR FOREIGN TRADE AND DEVELOPMENT I am delighted to see the wide participation and interest in the ReBuild Ukraine exhibition, and in what Finland can offer to Ukraine’s reconstruction. At the same time, my feelings are controversial. Ukraine and Ukrainians should be living in peace, without fear of Russia’s brutal assault on the country. Finland’s participation at the ReBuild Ukraine fair is a strong signal of our solidarity. Finland stands with Ukraine. Finland strongly condemns Russia’s war of aggression in Ukraine. It is a blatant violation of international law and the Charter of the United Nations. Finland firmly supports Ukraine’s independence, sovereignty and territorial integrity. Also, we will continue our comprehensive support to Ukraine as long as needed. Ukraine’s reconstruction will be a substantial effort by the international community. At present, focus is on immediate repair needs. However, much of the long-term reconstruction is currently being planned. Already now, it is important to map needs, investigate planned projects, and find local partners. Ukraine’s acute needs cover energy infrastructure, demining, social infrastructure and private sector support.

Finland and Finnish companies have a lot to contribute. We aim to offer the best of our expertise for the benefit – and for the needs of Ukrainians. Finnish expertise is in high demand, particularly in supporting clean transition, digitalisation, energy and power networks, project management and governance expertise. Private sector involvement in reconstruction is crucial. I am delighted to see how many Finnish companies have already shown their support for Ukraine and their interest in contributing to the reconstruction. I am pleased to bring such an extensive and distinguished group of Finnish companies with me to the Warsaw exhibition & conference.

Ukraine currently works with the EU on a National Recovery and Reconstruction Plan, which will provide the basis for prioritizing projects funded by the EU and other international financers. The plan focuses on Ukraine’s modernization and boosting economic growth. Particular attention will be paid to strengthening the rule of law and governance, as well as to fighting corruption. Finland is also preparing a national plan for our participation in the reconstruction. We will focus on helping businesses with advisory and financial tools. As a part of comprehensive participation in reconstruction, we will also continue our long-term development cooperation with Ukraine, which has focused on improving the quality of education, strengthening the rule of law and increasing energy security. 3
