We BELIEVE that every child deserves bright and healthy futures. Early education plays a critical role during the important developmental period, especially among disadvantaged children. Investing in early education will have a tremendous impact on life outcomes and provide thriving futures for Hawaii’s young minds.

Federally funded initiatives provide early childhood education and related comprehensive services for low-income parents and children and children with special needs. Early Head Start provides services in centers and in homes to prenatal parents and parents with infants and toddlers. Head Start serves children ages three through five and their parents to provide a head start for school success.

Program Mission

To assist families to be the best they can be by providing a safe, healthy, and nurturing environment where both parents and children can continue to grow.

Financial Audit

PACT’s most recent audit covered the fiscal year 2022 (July 1, 2021 – June 30, 2022). The audit expressed an unqualified opinion with no findings.

HHS Monitoring Review

PACT Early Head Start and Head Start Program’s most recent federal review occurred from January 22, 2018 to January 26, 2018. Based on the information gathered, no areas of non-compliance were found during the course of the review.

2021 – 2022 EHS/HS/EHS-CCP PROGRAM YEAR EFFORTS TO PREPARE CHILDREN FOR PRESCHOOL AND KINDERGARTEN

PACT Early Head Start / Head Start curriculum aligns with the Head Start Early Learning Outcomes Framework (HSELOF, 2015), which consists of five broad areas of early learning, referred to as central domains. These domains reflect research-based expectations for learning and development. The HSELOF emphasizes the key skills, behaviors, and knowledge that the program must foster in children ages birth to 5 to help them be successful in school and life.

• National Center for Quality Teaching and Learning (NCQTL) In-Service Suites

• Participation in STEPS (Sequenced Transition to Education into the Public Schools) meetings/activities
