MISSION
Working together with Hawaii’s children, individuals, and families to create safe and promising futures.
VISION
Hawaii is a peaceful, safe, and vibrant community with opportunities for all to fulfill their dreams.
We believe when family bonds are strengthened and people feel connected communities thrive. Who We Are
1
What We Do
We serve more than 13,000 local residents and families in need each year through our statewide programs in five core areas of focus.
2
Parents And Children
Together (PACT) has grown over the past five decades from a grassroots effort into a multi-faceted social services agency, helping families and individuals in Hawaiiʻs most challenged and impoverished communities across the state.
We believe in bright futures made possible by meaningful, caring relationships. Our services guide the development and strengthening of those relationships to create safe and promising futures through support networks, resources, and education.
1
EARLY CHILDHOOD EDUCATION
Early Head Start and Head Start provide early childhood education and family support services for low-income families with children on Oahu and Hawaii Island. Early Head Start offers daily care services to prenatal parents and infants from birth to three years. Head Start serves families with children ages three to five years.
2
DOMESTIC VIOLENCE PREVENTION & INTERVENTION
Family Peace Centers teach non-violent problem-solving skills for families struggling with adult aggression and behavioral dysfunction, emphasizing partnership, equality, and respect among families.
Ohia and Hale Ola Domestic Violence Shelters offer a safe and confidential emergency and temporary home for family members and children who are victims of domestic violence.
Lehua Transition House provides transitional housing for up to one year for women without children who are victims of domestic violence.
Family Visitation Centers provide a safe and neutral setting for children to visit with their noncustodial parent, or to transition from one parent to the other when family court is involved or joint parenting is not possible.
Trafficking Victim Assistance Programs offer victim-centered case management services for survivors of human trafficking referred to PACT through State adult and child welfare (offices)..
HEART & Soul supports child victims and nonoffending family members impacted by child sex abuse through group therapies and activities to reduce the impacts of trauma to families.
3
BEHAVIORAL HEALTH SUPPORT
Intensive Support Services, specifically Multi Systemic Therapy and Functional Family Therapy, are provided for families facing challenges with youth who exhibit serious behavioral, social and emotional challenges. Therapies consist of in-home solutions and must be pre approved by a Family Guidance Center in the State of Hawaii.
FAMILY STRENGTHENING SERVICES
Early Intervention Family Strengthening encompasses multiple state-sponsored programs to assist families who are involved with Hawaii Child Welfare Services. Staff in these programs work to improve child/parent relationships in families where parents have been reported to need assistance with nurturing and protecting their children. PACT mitigates the risk of abuse via a range of activities including monitoring and educational services for parents.

Kalaulanilawapuni
A Permanent Home for Bright Futures
There’s No Place Like Home
PACT’s annual gala, themed “There’s No Place Like Home,” inspired by the timeless classic, The Wizard of Oz returned once again in the fall of 2022. Last held in 2019, attendees came together in person at the historic Royal Hawaiian Hotel in celebration and support of PACT’s new permanent home.
In 2020, PACT was honored to be selected to steward Queen Liliuokalani’s land for future generations. The estate name, Kalaulanilawapuni, was carefully selected by Kahu David Kaupu.

Visual representation was inspired by renowned local designer, Sig Zane, creating an exclusive artwork that embodies the meaning of Kalaulanilawapuni and PACT’s commitment to Hawaii. To view a video about the new design unveiled at the gala, scan the QR code to the right.
Mahalo to the organizations, businesses, sponsors, supporters, and volunteers for making the 2022 gala a huge success!

Following a three-year hiatus, Keiki Day 2023 returned in a big way on May 9 with a special edition newspaper featuring original artwork and stories from student winners of the Keiki Day Creativity Contest themed “Inspire Hawaii’s Future.”
To celebrate the return, PACT and its generous sponsors distributed free Keiki Day newspapers in select areas of downtown Honolulu. The special edition newspapers, filled with games and activities for keiki and community resources for families, were also distributed to schools across Oahu.
