For more than five decades, Parents And Children Together (PACT) has worked with Hawai‘i’s children, individuals and families to create safe and promising futures. Deeply rooted in the communities we serve, we work alongside our clients facing poverty, violence, abuse and behavioral health challenges to lead healthier, more rewarding lives so they can realize their fullest potential. We collaborate with public, private and nonprofit partners to address the root causes of poverty to build influence and advocate for long-term change.
We’ve built our reputation as a trusted statewide resource by staying true to our values in addressing the needs of our most challenged communities.
The health of our state can only be measured by the well-being of all, and today, building strong communities has never been more critical.
PACT is embarking on a capital campaign to secure a permanent home in Kapa - lama, creating a central staging point to accelerate its critical work and deepen its statewide impact in perpetuity. We are reaching out to those who care passionately about Hawai‘i to join us in this once-in-a-lifetime philanthropic opportunity that will catapult PACT’s ability to provide critical services for our communities in need. Together, we can elevate the health of our state and ensure bright futures for everyone in Hawai‘i.
We envision a future for Hawai‘i as a peaceful, safe and vibrant community with opportunities for all to fulfill their dreams.
Honoring Queen Lili‘uokalani’s Legacy to Strengthen Communities
In naming orphans and destitute children the primary beneficiaries of her estate, Queen Lili‘uokalani established a legacy of care and compassion that continues to inspire today. She believed in the importance of education as transformative and established a trust to ensure her estate benefitted children and families of Hawai‘i.
PACT shares in the Queen’s unwavering commitment, so when the Lili‘uokalani Trust decided to sell its Halona Street property, members of the Trust formed a well-thought-out plan to lease and eventually transfer ownership of the estate to PACT over the next five years.
To honor the Queen’s place of refuge, protection and rehabilitation, PACT established the name, Kalaulanilawapuni, to represent the historic land and shared belief in serving all people of Hawai‘i. The estate will combine multiple programs that offer supportive opportunities to struggling residents, children, and families, while promoting collaboration with clients and partner agencies to chart a path towards greater community directed well-being.

A PERMANENT HOME FOR BRIGHT FUTURES AND A BETTER HAWAI‘I
PACT is honored to perpetuate the Queen’s legacy by advancing its complementary mission and becoming good stewards of her blessed land. Kaulanilawapuni will serve as PACT’s center of support, education and inspiration to create thriving communities for all people in Hawai‘i.
Establishing a permanent home on an estate of historic significance will create an enduring presence for PACT to deliver on its client-centric work and guide local families on the path to bright futures.
The financial stability and sense of security that comes with ownership of place will enable PACT to pass its values and knowledge from one generation of staff and clients to the next. A permanent headquarters will also be cost-effective in the long-term, allowing PACT to allocate more resources on critical services for the community.
The existing structure on the 95,912 square-foot estate will house PACT’s Family Peace Center, Early Intervention Family Strengthening (child abuse prevention) and Intensive Support Services (mental/behavioral health) programs in addition to its administrative offices. Kalaulanilawapuni will serve as the central staging point for PACT services, allowing the acceleration of our team’s critical work to further its statewide impact for future generations.

Campaign Budget
PACT and its community of supporters are committed to raising $10 million for the purchase and renovation of Kalaulanilawapuni. As the first major capital campaign in the history of PACT, we are reaching out to foundations, corporations and every individual dedicated to Hawai‘i to seize this long-awaited opportunity to establish a permanent home for our clients and team.
The main building was built in 1965 with additional wings constructed in subsequent years on the 2.2-acre campus. Funds raised will be allocated to infrastructure improvements and facility updates to preserve the building's historic character while allowing for the expansion of PACT programs onsite.

PACT WELCOMED MY FAMILY WITH OPEN ARMS WHEN I NEEDED HELP
with my twin girls. Within a week of attending PACT’s Head Start program, they came home singing songs I’ve never heard of and became more interactive by asking so many questions. Through PACT’s guidance, we set goals, reinforced routines/ daily habits and developed into a strong family unit. After COVID-19 hit, we were forced into a virtual setting and teachers would make sure we received packets at our home. There was never a time when we felt alone. PACT was not only invested in my children’s education, but my entire family’s wellbeing. PACT’s connection to the community, commitment to families and their wonderful and compassionate staff have made me a better person and parent.”
I WAS UNEMPLOYED AFTER HAVING MY FIRST CHILD AND STRUGGLED TO FIND WORK. PACT SUPPORTED ME THROUGH MONTHS OF JOB TRAINING. They helped me draft my resume and cover letter, and even followed up on my application status. After my interview, I was hired for an on-call position that eventually became full-time. Seven years later, I am now working on getting my CDA certification as I continue to improve in my profession and life, thanks to PACT!”

I was scared, uncertain and emotional with less than $500 secretly saved. PACT guided me and my children, gave us hope, and most of all, a sense of safety. I was able to rediscover myself, regain my confidence and create a strong and powerful woman within me. Although I am faced with challenges from time to time, it is through PACT’s help that I have been able to get this far. I cannot express how thankful I am to PACT. My children and I drop off donations now and then for the shelter and wish we could do more. If there are other ways that we may help, please keep us in mind.
IT WAS SUCH A FRAGILE TIME OF MY LIFE WHEN I ESCAPED FROM MY THEN HUSBAND.
