As I write in 2022, it is clear that our organisational resilience will be tested further, following the challenges of the fifth wave of the pandemic and its impacts across Hong Kong. Yet despite the enforced shutdown and inevitable financial challenges that this presents, we have much to look forward to. The silver-lining of the difficulties of 2021 is that we have ensured we are ready to meet the increased demand from schools by developing our fundraising capacity, continuing our staff development and reviewing our critical systems and processes. As Hong Kong bounces back, and shows its own resilience, Outward Bound Hong Kong is well-placed to contribute to that recovery.

As the year progressed, we were allowed to slowly restart our operations and life returned to our various bases. Our past experience made us a little cautious not to expect a full-blown recovery immediately, and indeed that proved to be the case. Nevertheless, we did experience a trajectory of improving utilization and income in the second half of the year.
My thanks go to the OBHK community at large as well as the many individuals who supported us during the year. Staff and supporters have shown me that what we do at OBHK is important for the future of our society. This gives me great hope that, as we embark on our next 50 years in Hong Kong, OBHK will continue to thrive and flourish.

The reserves we had relied upon the year before were largely depleted and fresh funds were therefore required. We reached out to our friends and supporters and were overwhelmed by the support shown. Within two months of starting the fundraising we had received commitments for the HK$ 15 million we had targeted. My sincere thanks go to all those who contributed, and their names can be found in this annual report, as well as to those who made the ask. As we were competing for funds with many other organizations who found themselves in similar positions, it was extremely gratifying to see the level of support for the work of OBHK and the understanding of the difference we can make for the youth of Hong Kong. This is the result of many years of work by our leadership and fundraising teams at OBHK.
The team at OBHK was never idle during the months of relative quiet. Improvements to our facilities and training of staff were always on the agenda. The most visible project being the refurbishment of our sailing vessel Spirit of OBHK. Funded by a very generous donation, our new skipper managed a virtual rebuild of the boat and then set about training staff to maximize her use.

The year had been difficult but it’s also full of opportunities for us to discover a wealth of support within our community. We were truly grateful for the help we were given during this critical time. Without it OBHK would not have been able to weather the storm as well as it has.
Theindividuals.financial contribution at this critical time allowed us to contribute significantly to Hong Kong’s post-pandemic recovery, enabling us to continue to deliver our transformative courses to those Hong Kong young people in need.
2021 was another tumultuous year filled with challenges, causing many local NGOs to struggle with the impacts of the ongoing COVID-19 pandemic. After surviving the challenges of 2020, the cancellation of fundraising events and 85% of our courses due to the government mandated discontinuation of operations, resulted in an unsustainable operating deficit of HK$15 million. After consultation and consideration, the Executive Committee decided to launch the “SAVE OBHK” Campaign for 6 months from Jan 2021 until 30th June 2021.

10 OUTWARD BOUND HONG KONG
This was the first large-scale one-off fundraising campaign OBHK has ever launched. Under the leadership of the Exco Chair and Vice-Chair and through the connections of our trust members, longstanding supporters and fellow foundations, we succeeded in raising HK$15.35 million in 6 months from over 60 partners and events which allowed OBHK to continue contributing to society and to thrive in decades to come.
The main aim of the luncheons was for our guests to get to know each other better and to understand the many ways OBHK had been contributing to the community.

To express our appreciation to our supporters and introduce OBHK to new friends, two luncheons were sponsored by Craig Chapman, Chairman of OBHK’s Advancement Committee on 9th & 16th June at the Hong Kong Club, at which 40 trustees and supporters were in attendance.


OBHK celebrated the generosity of Dr Roy Chung Chi-ping, BBS, JP, Chairman of the Bright Future Charitable Foundation with a naming ceremony on 18th August. Roy created the Bright Future Charitable Foundation to nurture and foster youth’s holistic development, helping them to unleash their potential to serve our society and build a better future for Hong Kong, a vision shared by OBHK.

Roy has a long-standing relationship with OBHK since 1991 and his dedication to the Outward Bound values is distinguished and whole-hearted. We are deeply grateful for the tremendous support Roy has given to OBHK over the past decades.


Opening Ceremony of the Bright Future Hall
Built in 1985, the Bright Future Hall is a central location for participant and staff activities including course opening and closing with parents and teachers attending, staff morning meetings, and assemblies.
The 4 elite teams stepped on the machines, pressed the START button at 9:30 am and competed against each other’s side. The event was supported by crowds of fans and loud cheers, as well as numerous digital companions on Zwift.
This ultimate challenge was organised by “Run for Good”, a social enterprise aiming to connect people with sports. OBHK was lucky to be selected as the sole beneficiary with a net donation of HK$200,000.

People who took part, including Hong Kong marathon champions, trail running champions, triathlete and long distance running Olympian, are regular competitors in Hong Kong’s notable races.


“Run for Good” 100KM Treadmill Charity Challenge
This wasn’t about breaking records. This was about doing something we love and helping people in need. And maybe... just maybe, in the process achieving something incredible.
One hundred kilometers is an unimaginable and exhausting distance for many people, running on a machine is probably even more monotonous. On 11th April, 17 of Hong Kong’s greatest athletes gathered early in a shopping mall with an incredible goal to run 100km on the treadmills, with the key purpose of helping the local community and creating opportunities for young people.
Apart from the 100KM, on 10th April, the event also brought together 27 public, corporate, media, celebrity teams to take on the 10KM challenge in a relay within a time frame of 60 minutes between 4 members.

REFIT PROJECT
Spirit of Outward Bound Hong Kong (“Spirit”) began its refit in June 2021, and she has been serving Hong Kong youth with OBHK since 2004. The multimillion-dollar refit project was led by Skipper Amelia Ralphs, and supported by a generous donor. It was completed in mid-November, 2021.

Apart from the refit project, Amelia and Rihannon have worked with OBHK delivering the first ever batch of First Mate Trainee Programme (FMTP) at OBHK, training 4 trainees to become the First Mate on Spirit. The trainees have been learning everything from navigation and boat handling to safety procedures and completing maintenance on board too. They have had the opportunity to learn on the job by completing some of their training whilst also assisting in the running of OBHK Spirit courses. Each trainee has been working incredibly hard to learn all the theoretical and practical knowledge required of them to become a well-rounded and successful First Mate. After the 10-months training programme onboard Spirit, they will be able to deliver transformational learning experiences in any OBHK environment.

The special connection she has with Hong Kong goes back to 1985 when her father served as a volunteer on OBHK’s Ji Fung sailing ship at the age of 18. Throughout her childhood, she heard of the amazing life-changing stories that happen at OBHK and that imprinted in her heart.

Once Amelia became a Skipper, she started emailing OBHK for any job openings. In 6 years, she only received emails replying “Sorry, we are not currently hiring. Please check with us later,” so she Finally,did.she
Amelia is the first female Skipper at OBHK. At the age of 14, she was fortunate to benefit from a funded sail training programme which ignited her life-long passion for sailing. After that, sailing provided her a new perspective and opportunity in life. She started volunteering at the oldest and largest sail training charity in the UK, Tall Ship Youth Trust, and obtained all her sailing qualifications in just 4 years.
“I began sailing aged 7 in dinghies and quickly fell in love with the sport. I raced in Optimists, Toppers and Laser Radials growing up and was fortunate enough to represent GBR internationally in Laser Radials. I was selected as a member of the British Keelboat Academy in 2016 which helped the progress from dinghy racing and move into offshore yacht sailing. This made me realise I wanted to gain a career within the yacht industry so after completing university I gained my Yachtmaster Offshore qualification and have been working in yachting ever since.”
Since then, Amelia has sailed 60,000nm+ and became a Skipper at the age of 18 in 2015. She is dedicated to providing the same lifechanging opportunity for young people through OBHK’s work.

Looking Forward
In the next five years, and Covid restrictions permitting, Spirit will be serving over 700 young people with funding support. While serving the community, Amelia also plans to achieve two key milestones: first is to train more instructors to become First Mates and eventually becoming Skipper. The second is to recreate an all-female sailing journey in 1983 from Hong Kong to Japan by 2023. Stay tuned for our latest updates.
The Spirit of Outward Bound Hong Kong measures 67 feet overall and was acquired by OBHK in 2004. It has 5 cabins and can carry 16 people. Previous destinations include Macau, Taiwan, Philippines and other ports in Southeast Asia, and two circumnavigations (1992-3 and 1995-96) when operated by the Challenge Business.

2021 was exciting because we welcomed youth from diverse backgrounds to participate in Peacebuilding Leadership Outward Bound 8 Day journeys, funded by the Swire Group Charitable Trust as part of their TrustTomorrow initiative marking 150 years of their commitment to Hong Kong.

OBHK uses funds from our fundraising events and grants to sponsor courses designed for our partner community organisations, e.g., disabled, substance abuse recovery, youth-at-risk etc., to encourage and empower participants who would not otherwise be able to attend OBHK courses.

I want to know more about myself. Just like I didn’t know that I could hike for 40km or take this challenge in the outward bound. But then I try it then I got to know it. I still can’t believe that I’ve hiked in the tallest mountain in Hong Kong.
Unlike the majority of OBHK courses, beneficiaries were tested in the beautiful environment of Lantau Island, rather than our usual location of Sai Kung, The intensive adventure provided a chance to equip themselves with skills that will help them meet future challenges with confidence, and to return to daily life with an appreciation of different viewpoints and a willingness to contribute to building more effective communities.

The night sail from Lantau to Double Haven Island is undoubtedly an epic achievement. We showed a brilliant team work to overcome the obstacles, the lowest annual temperature, extreme weather, total blindness on the sea. The OBHK crew’s profession and compassion pacify our mind and enlighten everyone to open themselves to the adventure.

Motivated by the innovative low-carbon ideas, OBHK has partnered with CarbonCare InnoLab by joining the “Jockey Club SolarCare Programme” which helped to provide a free service in building the solar panels on the rooftop of 5 of our buildings.

OBHK is committed to reserving a green and healthy future for the next generations.
When we have the solar energy system implemented and have them connected to the Feed-in Tariff (FiT) Scheme by the two power companies, we will reduce carbon emissions and help mitigate the climate change crisis.

OBHK continued its talent acquisition through Outdoor Instructor Training Programme (OITP) . The OITP is an intake pathway for individuals who are passionate about the outdoors and want to start their careers in the industry. It is a rigorous training process that develops the critical technical and educational skills required to give our new instructors a solid base for continued growth. For 2021 we had 2 successful OITPs, adding 8 welltrained instructors to the operational pool.

2021 was a strong year for the team both in outdoor experiential education technical and facilitation skills. Growing positively in culture and expanding with experienced individuals from Zimbabwe, Singapore, England, South Africa, Sri Lanka, Israel, Canada and USA makes us very proud of the unique staffing team that consistently run high impact developmental courses for the people of Hong Kong. An objective of the OBHK Strategic Vision 20202025 is to provide meaningful career development opportunities for our staff. In order to have a more comprehensive approach to this objective, OBHK went through a restructuring process and decided to create a new position at the end of 2021, the Operations Staff Development Manager, who is specifically responsible for the staff career development in OBHK.
have started the process to accredit our unique Outdoor Instructor Training Programme into the Hong Kong SAR Qualification Framework so that it becomes a recognised qualification in Hong Kong. Our vision is to become the benchmark programme in outdoor experiential education in Hong Kong.

FUTURE CHALLENGES
As society begins to fully understand the negative impacts of the pandemic, OBHK has a critical role to play in Hong Kong’s rebuilding. We therefore must be able to accurately communicate the impact we have on our participants. Implementation of the Outward Bound Outcomes Survey will provide that critical evidence and support more academic research we will be conducting with academic
challenges remain, but so does our organisational resilience. There is growing evidence of the benefits of our work at a time when society also recognises the desperate need among our young people after the past few years. With our network of Alumni, Trustees, supporters and staff we are well placed to look forward with great confidence – and excitement!

It is easy to dwell on the difficulties of the past few years, but as we look forward there is a great deal to be excited about. Our Strategic Plan was devised to ensure we deliver on our vision of building a Stronger Hong Kong, and as conditions begin to normalise, this will once again become our focus.
Our facilities are the springboard for our courses and we will be working to ensure that they meet the needs of all of our participants so that they create optimal conditions for learning and development. This includes our incredible location at Wong Wan Chau. We will also be working to provide enhanced professional development for our dedicated staff so that they can achieve their own goals and provide the best possible participant experiences, but also continue to lead the development of the outdoor industry in Hong Kong.

Principal activities
The principal activities of the Trust are the provision of education and personal development training for people of all nationalities and in particular people from the Hong Kong Special Administrative Region.

Income for the year ended 31 December 2021 was HK$19,814,655 reflecting an increase of 302% over the prior year, and the Trust recorded a surplus for the year of HK$5,440,014.

For the year ended 31 December 2021 and the first half of 2022, an aggregate sum of HK$1,337,500 donation was contributed by the Executive Committee Members.
Business PerformancereviewReview
Despite the first half of the year being significantly impacted by the pandemic and associated operating restrictions, the Trust ended the year in a relatively strong financial position.
Executive Committee Members’ material interests in transactions, arrangements and contracts that are significant in relation to the Trust’s business
No contracts concerning the management and administration of the whole or any substantial part of the business of the Trust were entered into or existed during the year.
In response to the social distancing restrictions and school closures, and the inevitable impact on revenue which came on the back of the operating challenges of 2020, the Executive Committee committed to a fundraising campaign with the aim of raising $15 million. This resulted in extensive support from a range of donors, enabling us to maintain our operations through the most challenging period perhaps and meet demand later in the year as restrictions eased. We also took this opportunity to ensure that, in consultation with the respective donors, historic designated funds continued to be utilized to best support the activities of the Trust. Of particular note is the donation of $3.5 million specifically for the required refit of the Spirit of Outward Bound, allowing the vessel to meet regulatory requirements and serve participants for the foreseeable future.
As pandemic restrictions eased, demand for outdoor learning was strong and participation in our courses rebounded quickly, limited only by our staff headcount.
Government subsidies
Business subsidies of HK$300,000 were granted from the Hong Kong SAR government under Sports and Recreational Sites Scheme. The Trust has complied with all relevant regulation and conditions in relation to these subsidies, which are recognised in the statement of comprehensive income for the year ended 31st December 2021.
At no time during the year was the Trust a party to any arrangement to enable the Executive Committee Members to hold any interests in the shares, or debentures of, the Trust or its specified undertakings.
The model of operations was amended to ensure compliance with both government regulations and social expectations, with the duration of some courses reduced and the number of participants staying overnight reduced in line with relevant policies.
Management contracts
Other than the donation listed above, there are no transactions, arrangements and contracts of significance in relation to the Trust’s business to which the Trust was a party and in which an Executive Committee Member had a material interest, whether directly or indirectly, subsisted at the end of the year or at any time during the year.

Environmental Protection
As with all organisations, the risk of covid infections among the operations staff, who live on site in shared accommodation, also presents a potential risk to operations given the required isolation period. Any such significant loss of staff capacity might impact delivery and revenue. Policies have been introduced to manage the potential of such an incident.
The Trust is committed to making every effort to comply with all relevant laws and regulations. The Executive Committee Members are not aware of any non-compliance with the relevant laws and regulations which may have a significant impact on the Trust.

The financial statements have been audited by PricewaterhouseCoopers who retire and, being eligible, offer themselves for re-appointment.

During the year more PV solar panels were installed on Bradbury House.
A not-for-profit organisation liability insurance policy was in place during the year to protect the Executive Committee members of the Trust (whether made by the Trust or otherwise) or an associated company (if made by the Trust) against potential costs and liabilities arising from claims brought against the Executive Committee members.
During the year an Environmental Working Party was convened in order to identify specific actions to implement the Outward Bound International Environmental Charter. This has resulted in enhanced recycling processes, allowing a wider range of items to be collected for recycling, and the quantities reported and monitored more accurately. This group has also laid foundations for the incorporation of further environmental education activities within program delivery, in line with the OBHK Educational Framework and expected guidance from Outward Bound International. OBHK continues to measure the impact of our work on participant awareness and connection to the environment through the Outward Bound Outcome Survey, the results of which will be available as operations return to capacity.
Auditor
Despite the impacts of the pandemic being diminished and the relaxation of social restrictions, ongoing uncertainty regarding rebound in case numbers and government response remain a risk to return to full operations. As such, management continue to closely manage headcount to meet potential course demand while maintaining focused on the risks associated with increased expenditure while the risk of forced closure remains.
