2015 commemorates the 30th year of passionate relationships at Boulder County AIDS Project As I reflect on the past, I flash back to moments of profound sadness for the hundreds of cherished people who have died of AIDS here.

We witnessed lives cut devastatingly short and shared in the heartbreak of unrealized dreams.

We were bound together by shared trauma and intense relationship.

Today, we are living in a phenomenal new era of HIV treatment and prevention. It reminds me of how I felt when the Berlin Wall fell. With the advent of treatment as prevention, the biomedical promise of Truvada® as PreExposure Prophylaxis (PrEP) to prevent new infections, relentless outreach and cutting edge education to reach those who can benefit, we now have a powerful three-pronged attack to end HIV transmission. “We are talking about ending AIDS by 2050,” says Dr. Mark Thrun, director of HIV/STD Prevention and Control at Denver Public Health. “We’ll never get rid of it [HIV] completely, but we’ll have a handle on it.”

With the promise of a brighter future, BCAP remains dedicated to those who still need us.

New HIV positive individuals come through our doors each week. Over half of those we serve live in poverty. Many are in need of essentials like food and a dry, safe place to sleep. Managing a complex chronic disease like HIV can be daunting for someone who is newly diagnosed. Our staff operates in the spirit of Kofi Annan’s statement, “Knowledge is power.

Information is liberating.” On-going support, confidence-building and empowerment allow our clients to stand tall.

There are true superheroes involved in this work.

BCAP’s Donors. You who provide financial support so we may continue our work are our front-line superheroes. Without your support we cannot sustain our vital programs. We are indebted to our donor partners who help create a world where HIV transmission is rare.

BCAP’s Staff. Our Case Managers work closely with each individual to create avenues to health. Our Insurance Staff makes certain a person living with HIV is not turned away at the pharmacy. Our Prevention Staff reaches out to the community with accurate information, tests individuals at risk of acquiring HIV and provides education and support needed to remain healthy.

BCAP’s Volunteers. Our volunteers provide support across the entire organization – from HIV testing to helping clients shop at two food pantries – to running a fun BCAP event!

Our dedicated volunteer Board of Directors works countless hours to passionately support the organization.

For the first time in history we have the chance to end AIDS together.

The estimated lifetime cost of HIV care and treatment for one person living with HIV is $380,000. The impact to our local community is over $87 million dollars. It makes sense to stop an infection before it begins. Ending HIV infection is the right thing to do, it is the sustainable thing to do and we have never been so close to victory. As we touch the past, live the present and anticipate the future, we have the possibility to stop the spread of HIV in its tracks.

Pre-Exposure Prophylaxis (PrEP) is more than just a vital resource in the HIV prevention toolkit. It is a game-changer in much the same way that anti-retroviral medications have been in the treatment of HIV and AIDS. The advent of PrEP represents the removal of the final obstacle to eliminating HIV infection in the community. With the arrival of PrEP, BCAP is further shifting the conversation about HIV and AIDS to a public health focus that everyone can champion.

PrEP is an oral medication called Truvada® that can protect an HIV-negative person from becoming infected with HIV when the medication is taken daily. A study done by the National Institute of Health found the drug to be 92 percent effective when taken as prescribed.

PrEP, along with safer sex practices such as condom use, is a critical component of the prevention of HIV. In 2015, BCAP will begin a campaign to inform the local community about PrEP and assist people interested in acquiring PrEP to navigate their individual healthcare systems. BCAP will provide counseling to HIV-negative partners of BCAP clients, provide them with HIV testing and counseling, and advise them on which care providers and insurance plans are most knowledgeable about PrEP. It’s also important to remember that condoms are still an important tool in the fight to reduce sexually transmitted infections. “Though an incredibly promising drug, PrEP does not stop the transmission of other STDs,” says Dr. Thrun. BCAP is committed to providing accurate information about the efficacy, availability and resources necessary to maximize the use of PrEP and remains sensitive and responsive to any hurdles or barriers that may arise for anyone at risk of acquiring HIV.

Treatment as Prevention Another powerful tool in BCAP’s kit is the use of HIV treatment to prevent the spread of HIV. HIV treatment that includes the use of potent anti-retroviral medications has been shown to significantly reduce the amount of HIV virus in the blood and can lead to a 96 percent reduction in the risk of HIV transmission. Atlas Heroes BCAP’s Atlas Prevention Program is the only community-based HIV prevention program serving men who have sex with men (MSM) in Boulder, Broomfield, Gilpin and Clear Creek, CO counties. Atlas combines behavioral intervention with evidencebased approaches to reduce the transmission of HIV. Frank O’Caña, Atlas’ Program Coordinator, works with volunteers to promote HIV awareness, social awareness, peer education, and service learning to teach skills to affirm safe and healthy behaviors.

Frank and the Atlas program volunteers are truly superheroes in the quest to “create a world where HIV transmission is rare.” Under Frank’s leadership, Atlas members grow through service, build personal and community awareness, and learn together.

While the focus of HIV care used to be on preparing those suffering with HIV and/or AIDS for the untimely end of their lives, today care providers help clients maximize their quality of life and confront the challenges of aging with HIV and/or AIDS. As a result, client needs have become more complex. In response to these complexities and to help clients stay adherent to their medications, BCAP has developed many collaborative relationships with other community providers devoted to addressing the housing, mental health, transportation, nutrition and substance abuse needs of our clients.

BCAP’s own 2014 evaluation demonstrated that of those participating in HIV treatment and case management designed to eliminate roadblocks to treatment adherence, 75 percent achieved an undetectable viral load, compared to just 28 percent nationwide.

While treatment is not being called a cure, it offers authentic hope to the over 600 people living with HIV and/or AIDS in BCAP’s service area. .

“I had been here in Boulder for just six months when I found out that I was HIV positive. I was clueless. I did not know many people, I did not have any support system that could help me understand and cope with my new status. BCAP provided me with the support that I needed and more. My case manager helped me receive medications, dental care and eye care that were not covered by my insurance. BCAP met my basic needs and provided a community, enabling me to be where I am right now. And for that, I am grateful.”

Community Outreach BCAP’s “boots on the ground” in the fight against HIV has been and will continue to be multipronged, comprehensive community outreach. Through forged alliances with schools, community organizations, churches, city governments and public health departments, BCAP brings information and HIV testing and counseling to the public to increase knowledge of HIV and participation in testing, which is still the only method for diagnosing HIV.

Powerful, scientifically relevant information and heroic first-hand accounts of living with HIV and AIDS are delivered throughout the year in both formal and informal settings while peer groups of young people and adults carry the message of empowerment and HIV prevention through group support, prevention-focused social activities, and positive peer leadership. In 2014, BCAP provided 228 educational presentations reaching 4,846 youth participants, empowering them to become heroes in the creation of the first AIDS-free generation.

BCAP’S EVERY DAY SUPERHEROES Celeste LeBlanc is BCAP’s Care Services Director. Every day, Celeste leads the charge with her powerful team of four -- three medical case managers and one insurance assistance coordinator. One of Celeste’s roles at BCAP is to take the phone calls of persons newly diagnosed with HIV, or from family members who need help supporting a loved one who is living with HIV. Celeste uses compassionate listening skills to understand the unique struggles of those seeking information, support and guidance. She then uses her carefully honed superpowers to match newly diagnosed individuals with a skilled case manager, our insurance specialist and a medical provider.
