Marina Committee Report

Summary

Anyone that has visited the club in the past 2 months would have noticed the work within the marina on the land reclamation stage. The area directly to the south east of the club is the area allocated for the ORSSC and Marine Rescue Whitfords sites. The area to the north is the foundation area for the northern foreshore and commercial areas. Once the reclaimed land is roughly formed the revetment walls will be built around the perimeter, the work on the outer wall continues and is due to be completed mid to late 2023.

Recently there has been significant amount of sand and dust blown over the club, hardstand and boats. Ken Wood informed development WA of the impact to the club and members and within the last couple of weeks the works accelerated to finalise the removal of the hill to the south of the club and hydro mulching the area. The ORSSC and MRW buildings are in a concept design stage. The ORSSC building has been draft to optimise hospitality efficiency by the consultant company Executive Compass and is currently being reviewed for compliance of Australian, State and Local Government regulatory requirements and structural engineering design. At this stage the Bar, Kitchen and Serving areas are approaching a finalised design. The Facilities Working Group are currently review the serving area designs with staff. The Working Group is also engaged with sections and staff to audit equipment and requirements of items planned to be relocated into the new building from Televisions, Playground equipment to the Dive compressor.

Carabiner recently presented a concept design for the office and administration area and landscaping designs for ORSSC to review and comment. Detailed design of the building internal plan and external design is scheduled to start in early 2023.

The ORSSC building concept is slowly becoming a reality and the work is just beginning for the hardstand development. The proposed ORSSC hardstand location has not changed much in the past months but the dimensions and adjacent land allocations has been changing with planning development discussions between state and local government. The Hardstand Working Group are now evaluating the current allocations and dimensions to optimise the layout and cost the site development.

The Community Engagement Working Group has been working on a Memorandum of Understanding to support the local Mullaloo Sea Scout group and the Working Group has recently engaged local government with a proposal to support recreational community sports such as paddle boards and other paddle craft. The current development plans do not show the safe launching and retrieval area for paddle craft. The previous marina had approximately 200m of safe launching and retrieval beach for paddle craft and we are looking to ensure there is responsible safe planning to retain these facilities in the future development.
