Workforce Development Takes Center Stage at the Oceanside Chamber

At the Oceanside Chamber of Commerce, workforce development is not just a priority—it is a cornerstone of our mission. As our region continues to evolve, so do the needs of our local employers. That’s why the Chamber has made strategic investments in programs that address both immediate workforce gaps and long-term career readiness.

One of our flagship initiatives is SOCAL Workforce, a regional career awareness campaign developed through a partnership among the Oceanside, Vista, Carlsbad, San Marcos, and Encinitas Chambers of Commerce, along with the San Diego North Economic Development Council. The program introduces students and young adults to the wide range of high-demand, high-wage career pathways available right here in North County, using engaging videos to showcase local industries and career opportunities. We’re also committed to supporting the current workforce. Through the Employment Training Panel (ETP), a state-funded initiative, the Chamber has been instrumental in helping local manufacturers upskill their employees. This means businesses can invest in their teams, retain talent, and stay competitive in an ever-changing economic landscape. We are on track to have provided training for more than 100 local manufacturing employees by the end of this summer. From advanced machinery instruction to leadership development, ETP funding empowers companies to continuously invest in the growth and advancement of their workforce.

Looking toward our future workforce, our Rising Star Scholarship Program invests in students who exemplify character, leadership, and community spirit. Each month during the school year, we honor outstanding high school seniors in Oceanside and recognize their potential as future leaders. The program culminates in a scholarship ceremony that helps fund their continued education and inspires peers to reach higher.

Through programs like SOCAL Workforce, ETP, and Rising Star, the Oceanside Chamber is helping to build a resilient, future-ready workforce that will sustain our community for generations to come.

COASTAL ACADEMY HIGH SCHOOL Community Renewal in Oceanside

A dynamic transformation has taken place in Oceanside by a public charter high school with a bold vision. Coastal Academy High School, part of The Classical Academies organization, has breathed new life into a once-vacant office complex at 1305-1320 Union Plaza Court. What was once an abandoned corner of the city is now a thriving educational hub, bringing opportunity and revitalization to the neighborhood.

A STRATEGIC INVESTMENT IN EDUCATION

In July 2022, The Classical Academies acquired a six-acre, four-building office park for $11.8 million. Spanning nearly 100,000 square feet, the former San Diego County complex had fallen into disrepair and become a safety and security concern for the community. Renovations included a comprehensive transformation focused on creating modern, studentcentered learning environments. Upgrades included ADA compliance, seismic retrofitting, infrastructure modernization, and purposeful design elements to support student success, bringing the total investment to $48 million.

In fall 2024, the remodeled campus welcomed students for the first time. Now home to nearly 750 students in grades 9-12, Coastal Academy High

School offers flexible hybrid programs that empower students to take ownership of their learning through classroom instruction and independent study.

“This campus represents more than bricks and mortar; it reflects our commitment to investing in students and the communities they live in,” said Kurtis Indorf, Chief Executive Officer of The Classical Academies. “Coastal Academy High School is shaping lives and revitalizing the area around it.”

PREPARING STUDENTS FOR THE FUTURE

Accredited by the Western Association of Schools and Colleges (WASC) and a designated Purple Heart School, Coastal Academy High School has become a leader in college and career readiness.

The programming is designed to meet the needs of students by blending academic rigor with real-world skills. Students also benefit from a low student-toteacher ratio, small-group mentoring, and access to mental health and educational support services.

“Our goal is to prepare students not just for graduation, but for a meaningful future,” shared Principal Samantha Martinez. “Whether they’re headed to a four-year university, a trade program, or launching their own business, we want them to feel confident, capable, and connected to their community.”

STRONG SCHOOL SPIRIT

Coastal Academy High School is also gaining a reputation for its competitive athletics and vibrant student life. Student-athletes participate in CIF sports, including cross country, volleyball, basketball, football, wrestling, and track and field. Several teams have made it to the regional playoffs. Students have a variety of clubs and extracurricular activities to choose from, from robotics and culinary competitions to leadership, drama, and community service. The campus culture values respect, responsibility, and positive character development.

CLEANING UP AND REVITALIZING HE NEIGHBORHOOD

One of the most profound impacts of the new campus is how it has changed the surrounding area. Where there were once concerns about public safety, vagrancy, and lack of activity, there is now a consistent and positive daily presence. Local retailers are seeing more foot traffic from students and staff. The Sprinter station allows for sustainable student transportation and expands access to internships, job shadowing, and college classes throughout North County.

“Since the school opened, the entire area has changed,” said a neighboring business owner. “It feels safer, cleaner, and more alive. You can tell something good is happening here.”

This transformation aligns with the City of Oceanside’s mission to reduce homelessness and reimagine underutilized spaces through thoughtful, communitydriven redevelopment. Coastal Academy High School proves what’s possible when innovation, education, and civic vision converge.

AWARDS $50,000 IN SCHOLARSHIPS

TO RESILIENT LOCAL STUDENTS

The Oceanside Chamber of Commerce is incredibly proud to have hosted our Rising Star Scholarship Breakfast on April 29, 2025, where we awarded $50,000 in scholarships to local high school students who have shown extraordinary resilience in the face of personal and academic challenges.

This year marked a major milestone for our Rising Star Program, with the largest single-year scholarship distribution in the program’s history. When we first launched the program in the fall of 2021, we awarded $23,000 in scholarships during its inaugural year. Thanks to the generous support of our sponsors and the community, we’ve been able to increase that amount significantly, more than doubling our impact.

The Rising Star Student of the Month Program was created to honor high school seniors who have overcome substantial life challenges while continuing to pursue their education. From September through March, one senior from Oceanside’s five participating high schools was selected as their school’s “Rising Star of the Month.” These students were invited to

share their personal stories at our monthly breakfast events, which brought together educators, business leaders, elected officials, and community supporters.

The students’ stories were incredibly moving. Many have faced hardships such as loss of a parent, health issues, or economic instability, but each of them has demonstrated remarkable perseverance. Their courage and determination are truly inspiring, and hearing their journeys firsthand at these breakfast events is always a powerful experience for everyone in the room.

This year’s scholarship celebration was no different. Oceanside Mayor Esther Sanchez, along with Councilmembers Rick Robinson and Jimmy Figueroa, were among the many local leaders who attended, showing their strong support for the students. Oceanside Unified School District Superintendent Dr. Julie Vitale also offered some heartfelt remarks, encouraging the students to take a moment to notice how well they are supported by their community leaders. Her message was a powerful reminder that

these young people are not only supported by their families and schools but also by a broad network of community leaders who believe in their potential.

The Rising Star Program has truly become a catalyst for unity within the City of Oceanside. It has brought together the business community, elected officials, civic leaders, local families, and school district leadership in a way that transcends individual roles and responsibilities. Together, we’ve built a collaborative effort to support our youth, fostering a sense of shared purpose and commitment to ensure these students have the resources and opportunities they need to succeed.

As part of the Rising Star program, scholarships are made available each spring through the Oceanside Chamber Foundation, and all students recognized throughout the year are invited to apply.

We are incredibly proud of these students and deeply grateful to our sponsors for investing in their futures.

In our first year, about half of the Rising Star students applied for scholarships. This year, we saw a significant increase in participation, with 30 out of 35 students submitting applications. That growth in applications speaks to the growing awareness of the program and the value the students place on the

opportunity to receive this financial support. The administrators and educators at the participating high schools have been instrumental in this increase, providing strong encouragement and support to the students throughout the scholarship application process. Their involvement has been key in helping the students recognize the importance of this opportunity and ensuring they take full advantage of it.

Over the first three years of the program, we awarded $94,000 in scholarships to 51 students. With this year’s additional $50,000, the total amount awarded is now $144,000, benefiting more than 80 students since the program began.

We would like to express our deepest gratitude to the generous sponsors who make these scholarships possible. Genentech has been the backbone of our scholarship program for the past four years, and without their steadfast support, we would not be able to provide the same level of financial assistance to our students. We are also incredibly thankful for the contributions of Frontwave Foundation, The Olson Group, Cal State San Marcos, PEO, Cox Communications, Cabana Concepts, MAAS, H.G. Fenton Company, Pacific Coast Wealth Strategies, F3 Law, and Sizzler—each of whom has played a critical role in helping us reach this new milestone.

The Rising Star Program has become more than just a scholarship opportunity—it’s a powerful reminder of the strength and resilience within our youth, and a testament to the unwavering support of our community.

Our Rising Star Program is part of a larger movement across North County. It was originally brought to the region over a decade ago by the Vista Chamber of Commerce, and today, five different Chambers in North County run their own Rising Star programs. Each program serves as a testament to how much we value and support our young people.

When we started this program, we knew it was about more than just awarding scholarships. It’s about

providing encouragement, recognition, and a clear signal to our youth that the community is behind them—ready to help them succeed. As the program continues to grow, we welcome support from sponsors, businesses, and individuals who believe in the power of investing in young people.

Whether through financial contributions, mentorship, or simply attending events like our Rising Star Breakfast, the community plays a vital role in ensuring that these students have the resources they need to thrive.

Will Oceanside Fund It’s Future –or Let It Wash Away?

Oceanside has a once-in-a-generation opportunity to restore its beaches — but only if it commits to funding the work ahead. While some progress has been made, a looming budget gap threatens to delay or derail two of the most important coastal projects in the City’s history.

A Win for Beaches: Classified as Infrastructure

Last year, Save Oceanside Sand (SOS) successfully advocated for the City of Oceanside to classify its beaches as infrastructure. This classification prompted the City to include beach and habitat restoration in the ballot language for the Measure X Extension. It also triggered a key change: infrastructure requires budgeting for ongoing maintenance and capital improvement planning.

As a result, the City began including beach restoration in its FY 2024/25 budget and continues to do so in the proposed FY 2025/26 budget, scheduled for approval on June 4. This is a major step forward — but not enough.

The Budget Gap: What’s Missing

Despite this progress, current budget allocations fall far short of what’s needed to support two large, nearfuture restoration efforts: the RE:BEACH pilot project (targeted for 2027) and SANDAG’s Regional Beach Sand Project III (RBSP III, estimated 2030). Both will require cost-sharing from the City.

At the upcoming Council meeting on June 4, SOS is urging the City Council to formally request a staff report outlining how these projects will be funded. Existing revenue sources and committed funds through 2030 simply don’t cover the projected costs.

The RE:BEACH pilot project is estimated at $55 million. A pending state grant could provide $21.5 million, but would still leave a $30 million gap — even after a required $3.5 million local match.

RBSP III is expected to cost Oceanside approximately $26 million, plus a share of $6 million in design and permitting costs. A grant could reduce construction costs but would still require a local match of about $3.9 million

Without a clear and timely funding plan, these projects — and the shoreline protection they offer — are at risk of delay or cancellation.

Why Invest? The ROI Is Clear

According to SANDAG, beach restoration projects can deliver up to an 8:1 return on investment in San Diego County. These returns come from increased tourism, higher tax revenues, and greater economic activity.

In Oceanside, where projected FY 2025/26 budget surpluses exceed $3 million, it’s worth asking: are we spending our surplus where it matters most?

SOS believes investing in our beaches offers longterm economic vitality — supporting local businesses,

keeping residents employed, and helping fund other priorities across the City.

Community Support Is Strong — and Growing

The people of Oceanside have made their priorities clear.

Two independent polls conducted last year — one commissioned by SOS, the other by the City — found overwhelming support for beach restoration.

In the City’s poll, beach use far outpaced park use, surprising even City officials. In the SOS poll, residents supported restoration efforts even when informed of the potential costs. Oceansiders want their beach — and they’re willing to back it.

What Happens Next

SOS is now building a coalition of local organizations and associations to advocate for beach restoration and funding transparency. These are generational projects that demand forward-thinking investment and clear communication.

Oceanside’s beaches are more than sand — they’re a public good, an economic driver, and a cornerstone of community identity. Now is the time for Oceanside to put its budget where its beach is. The community has spoken—will the City listen?

CHAMBER’S OPERATION APPRECIATION HONORED BY COUNTY BOARD OF SUPERVISORS

On May 19th the Oceanside Chamber was honored to receive a proclamation from San Diego County Supervisor Jim Desmond in recognition of Operation Appreciation and in celebration of Military Appreciation Month. Our annual Armed Forces Day event honors the service and sacrifices of active-duty military and their families through a vibrant, familyfriendly celebration featuring live entertainment, engaging activities, and a welcoming atmosphere. Thank you to Supervisor Desmond and the County Board of Supervisors for acknowledging this meaningful tradition and our ongoing commitment to supporting those who serve.

The following are some of the key items that the Board of Supervisors included in the proclamation…

 Established in 2002 by the Oceanside Chamber of

Commerce, Operation Appreciation was launched in honor of Camp Pendleton’s 60th anniversary. Since its inception, this beloved annual tradition has brought the community together in support of our military, with the exception of a brief pause in 2020 due to the COVID-19 pandemic.

 This vibrant, family-friendly celebration is dedicated to honoring the invaluable service and sacrifices of active-duty military personnel and their families. With live entertainment, engaging activities, and a welcoming atmosphere, Operation Appreciation offers a meaningful opportunity for service members to relax, connect, and feel the gratitude of the community they serve.

 Held annually on Armed Forces Day, the event takes place at the iconic Junior Seau

Pier Amphitheater in Oceanside, providing a picturesque coastal backdrop for a day of recognition and celebration.

 The event opens with a special ceremony featuring remarks from local elected officials, community leaders, and representatives from Camp Pendleton—each offering heartfelt messages of appreciation and solidarity with military families.

 The Chamber has proudly maintained a tradition in recent years of partnering with Oceanside Unified School District to rent school buses and transport nearly 300 young Marines from the School of Infantry to the event—ensuring they are warmly welcomed and able to participate in the festivities.

 The success of Operation Appreciation is made possible through the generous support of dozens of local businesses, sponsors, and community partners who come together each year to ensure the event remains a meaningful tribute to those who serve.

Oceanside Honors Military Community at Annual Operation Appreciation

Oceanside’s deep military roots were proudly on display Saturday, May 17th, 2025, as the Oceanside Chamber of Commerce hosted its annual Operation Appreciation in celebration of Armed Forces Day. Created by the Chamber in 2002, this beloved event continues to serve as a heartfelt tribute to the brave men and women serving in our nation’s armed forces. Held at the scenic Junior Seau Pier Amphitheater, this year’s Operation Appreciation brought thousands of active-duty service members and their families together for a day of gratitude, recognition, and celebration. Attendees were treated to free food, live entertainment, and a lively kids’ fun zone, all designed to honor those stationed at Marine Corps Base Camp Pendleton and nearby military installations.

The festivities kicked off at 11 AM with an opening ceremony featuring remarks from distinguished guests including Congressman Mike Levin, Senator

Catherine Blakespear, Supervisor Jim Desmond, and Deputy Mayor Eric Joyce. Their words of appreciation set the tone for a day filled with community connection and appreciation.

This year saw a record number of sponsors, with major support from Genentech, First Command, Walmart, Oceanside Therapy Group, Premier Chevrolet of Carlsbad, 8 to 8 Urgent Care, and Marine Corps Community Services. The Chamber also thanks its generous food and beverage sponsors, including Buffalo Wild Wings, Pick Up Stix, Jersey Mike’s, Frazier Farms, Ocean’s Eleven Casino, and Urbane Cafe, who ensured our military families were well fed throughout the day.

How Does the City’s Economic Development Division Support Small Businesses?

Small businesses make up the majority of the region’s economy. According to the San Diego Regional Economic Development Corporation, 98% of the businesses in the region are small businesses, and those small businesses account for 59% of the region’s employment. Nowhere in the region are small businesses more prominent or more revered than here in Oceanside. Small businesses drive innovation, create jobs and add vibrancy to our community. Here at City Hall, the Economic Development Division is dedicated to helping our local businesses not just survive but thrive. Whether it’s launching a new venture, looking for a larger space in which to expand, or navigating challenges, we offer a range of services designed to support local entrepreneurs every step of the way.

The Economic Development Division is a small but mighty team made up of myself, and Patty Mosher, our Economic Development Specialist. One of our most important roles is connecting small businesses with valuable resources, including guidance on permitting, licensing, zoning, and local regulations. For startups or businesses relocating to Oceanside, or existing businesses looking to expand, we offer site selection assistance through a tool called Costar, helping owners identify the best locations to fit their needs and budget.

Access to capital is critical for small business success. We can help businesses identify available grants, loans, and state or federal incentive programs, such as the Cal Competes tax credit and local community bank lenders.

Helping small businesses get noticed is another key focus. Patty does a great job on our marketing efforts — including social media, newsletters, and small

business spotlights — celebrating our businesses’ contributions to the community and getting new businesses front of mind for their customers.

We also partner with local workforce development agencies, educational institutions, and training providers to connect businesses with skilled workers, apprenticeships, and internship programs. These partnerships help businesses build strong teams while supporting local employment.

Perhaps most importantly, we serve as an advocate for small businesses, helping owners navigate challenges and demystifying processes. By working closely with other agencies and city departments, we work to get small business voices heard so solutions are found quickly when issues arise. And if businesses need assistance and are just not sure where to go, we are always here to do the detective work and get resolution to even the most complicated situations.

From a solo entrepreneur launching a passion project to an established local establishment expanding to a second location, our division is a ready and enthusiastic partner. By providing guidance, connections, and hands-on support, we help ensure that Oceanside’s small businesses can flourish — strengthening the local economy and enhancing the unique character of our city.

The Employment Training Panel (ETP) provides funding to employers to assist in upgrading the skills of their workers through training that leads to good paying, long-term jobs. The ETP was created in 1982 by the California State Legislature and is funded by California employers through a special payroll tax. ETP has a tripartite governing structure, with appointed Panel members representing business, unions, and state government. The ETP is a funding agency, not a training agency. Businesses determine their own training needs and how to provide training. ETP staff is available to assist in applying for funds and other aspects of participation.

Chamber Recognizes Flip Flop Shop at Mayor’s Business Spotlight

During the Mayor’s Business Spotlight segment of the April 23rd Oceanside City Council meeting, the Chamber had the opportunity to recognize the owners of Oceanside’s Flip Flop Shop.

Roma and Shelby are the husband-and-wife team behind this small, meaningful beachside shop. Roma is a fulltime public servant, but she’s always carried a dream in her heart—owning a little shop by the ocean.

With the support and encouragement of her husband Shelby, that dream came true, opening their doors in March 2023. Today, Shelby runs the shop full time, bringing their shared vision to life. Together, they’ve created a welcoming space where locals and visitors can connect, discover, and feel at home.

But for Roma and Shelby, the shop is more than just a business—Flip Flop Shop Oceanside is a platform. It is a place to build lasting relationships with other local businesses and contribute to their community through events, collaborations, and charitable efforts.

CAREER PATHWAYS: Building Oceanside’s Future Workforce

At the Oceanside Unified School District, we believe preparing students for life after high school means offering more than just a diploma. Through innovative career pathway programs, we are helping students explore high-demand fields, gain realworld experience, and even graduate with college credentials in hand. These efforts are not only transforming individual student futures—they’re shaping the future workforce of our region.

One of the most exciting developments is launching in the 2025-26 school year at Oceanside High School: a new biomanufacturing pathway that allows students to earn an Associate of Science degree while still in high school. Offered through our Dual Enrollment partnership with MiraCosta College, this groundbreaking program is completely free to students and families. Participants will graduate with both a high school diploma and a college degree—an opportunity that opens doors to in-demand careers in biotechnology and beyond. We are proud to be one of the only districts in San Diego County offering such an advanced pathway.

This new program is part of a broader vision we’ve embraced across OUSD: creating clear, supported pathways from education to employment. In our rapidly changing economy, students need more than general knowledge—they need marketable skills and industry certifications that align with workforce needs. Our Career Technical Education (CTE) programs are designed to do just that.

Next school year, both Oceanside and El Camino high schools will debut a three-year cybersecurity pathway.

Students will dive into topics like information security, network defense, and ethical hacking—gaining hands-on skills that align with industry standards. Upon completion, students will earn a certificate of competency that prepares them to pursue the globally recognized Security+ certification. This industry credential can lead directly to employment or serve as a stepping stone to further education in cybersecurity, one of the fastest-growing sectors in today’s job market.

We’ve already seen strong outcomes from our CTE and early college credit programs. In the last school year alone, 252 students successfully completed a sequence of CTE courses and earned a certificate of completion in a career pathway. These certificates signal to colleges and employers that our students are career-ready, with both the technical and soft skills needed to succeed.

Workforce development starts with education, and Oceanside Unified is leading the way. By aligning our high school programs with college and industry expectations, we’re helping students discover their passions and graduate with purpose. Whether they choose to enter the workforce, continue their studies, or do both, our students are leaving high school better prepared for the real world.

Thanks to Community Support, MiraCosta Opens New State-of-the-Art Media Arts and STEM Buildings

At MiraCosta College, our mission is rooted in transforming lives and communities through education. That mission is powerfully reflected in the opening of two dynamic new facilities on our Oceanside Campus: the Media Arts Complex and the Chemistry and Biotechnology Building.

These facilities represent not only a bold investment in the future of education but also a testament to the unwavering dedication of our community. Thanks to the passage of Measure MM in 2016, a $455 million general obligation bond approved by voters in our District, we have been able to modernize our learning environments and expand access to cutting-edge programs that prepare our students for meaningful and rewarding careers.

The Media Arts Complex, a $21 million, 10,471-squarefoot facility, is a new hub for creative exploration and digital innovation. It features a museum-quality art gallery, Media Arts Lab, and flexible spaces for students to collaborate and showcase their work, preparing them for success in one of today’s fastestgrowing industries. The San Diego Workforce Partnership has identified digital media as one of the top career subsectors in San Diego County. The Federal Bureau of Labor Statistics reports that employment in arts and design occupations will grow by four percent through 2030.

Additionally, the $42.5 million Chemistry and Biotechnology Building, which also opened during the spring semester, offers cutting-edge laboratories, modern classrooms, and collaborative areas that enhance our robust STEM programs, especially the Biomanufacturing Bachelor’s Degree program, a statewide model for workforce development. These spaces are already earning national recognition. The Chemistry and Biotechnology Building was honored with the 2025 CMAA Project Achievement Award for Building Renovation and New Construction

($25–$50 million), and our construction partner, Kitchell, was recognized for excellence in project management. Tim Flood, Assistant Superintendent/ Vice President, received the Distinguished Owner Honoree Award for his decades of leadership in facilities planning. The building has also been selected for an upcoming American Institute of Architects (AIA) design award.

MiraCosta’s impact extends beyond campus. In 2021–22, the college contributed $648.4 million to the regional economy, including $490 million generated by alumni in the local workforce. For every dollar invested, Californians receive a $7 return, underscoring MiraCosta’s role in economic mobility and community advancement.

These milestones are far more than construction achievements, they are promises kept to our students and community. They are the result of thoughtful planning, strategic partnerships, and a shared belief that education has the power to change lives. They provide the next generation of leaders, scientists, artists, and innovators with the tools, resources, and inspiration they need to thrive.

I extend my deepest gratitude to the voters of our District, the MiraCosta College Board of Trustees, our design and construction partners, faculty and staff, and all who played a role in making these visions a reality. With these facilities now open, MiraCosta College stands stronger, more innovative, and more accessible than ever.

The Arroyo Verde retail center is a 27,200 sq. ft. development consisting of four buildings, located at the northeast corner of Oceanside Boulevard and Ranch del Oro Road. It is centrally positioned within the Ocean Ranch Business Park and is adjacent to Seagate Business Park. Nearby attractions include The Frontwave Arena, SoCal Sports Complex, William A. Wagner Aquatic Center, and the El Corazon Senior Center. The Courtyard San Diego Oceanside by Marriott and the Oceanside VA Clinic are also nearby, along with the recently completed Luma at El Corazon apartment community, all within walking distance. The retail center has six tenants: Allen Orthodontics, The Habit Burger Grill, West Coast Sourdough, Studio Reform Pilates, Tacos Don Paco, and Dirty Dough.
