Meet the New Community Development Director
Josh McMurray has been with the City of Oakley for over a decade and he stepped into the newlycreated Community Development Director role.
One exciting development at Oakley City Hall during these past few months was the designation of long-time City employee Joshua McMurray to the position of Community Development Director. McMurray has been a valuable member of Team Oakley for over a decade and has proven himself to be an exemplary leader in our Planning Division. With his new role, he now also oversees management of the City’s Code Enforcement and Building Divisions. As the Community Development Director, McMurray and his team are responsible for the management of long-range planning, zoning, housing, project planning, permitting, building, and code en-
forcement here in Oakley. McMurray said one of the most important and challenging aspects of his job is finding a balance between managing growth and maintaining a tight -knit community feel. “I think Oakley has done a really good job of staying small with all the growth we’ve seen in the past two decades- there’s still a great small town feel,” said McMurray. McMurray has over 15 years of experience and began his career with the City of San Diego before coming to Oakley in 2008. He graduated from San Diego State University with a Bachelor’s degree in Public Administration with an emphasis in city planning and also has his Master’s degree in Public Administration from (Continued on Page 3)
City Wins Finance Award for the 19th Year in a Row Recently, the Oakley City Council accepted the City of Oakley’s Comprehensive Annual Financial Report (CAFR) for Fiscal Year 2018/2019. A CAFR requires more effort to prepare than basic financial statements do, and the City of Oakley has a long record of preparing award-winning CAFRs. The Government Finance Officers Association of the United States and Canada (GFOA) awarded a Certificate of Achievement for Excellence in Financial Reporting—which was the nineteenth consecutive year that the City of Oakley achieved the award! To receive the award, a government must publish an easily readable and efficiently organized comprehensive annual financial report. This report must satisfy both generally accepted accounting principles and applicable legal requirements. For the current year, we believe that our comprehensive annual financial report continues to meet the Certificate of Achieve-

McMurray: Guiding Oakley’s Growth that same school. Helping McMurray with all of this, is a talented department of staff members and McMurray says he can’t wait to see what they accomplish together in the future. “We’re all working hard to maintain high quality development and a clean and attractive community,” said McMurray. McMurray says serving his community is important to him even outside of his job and so he ran and was elected as a Trustee of the Byron Union School District in 2018. “Serving the public means a lot to me,”

said McMurray. “I felt it was important to bring a new point of view to the district where my kids go to school. I think introducing a diverse range of views is beneficial to any group.” In his spare time, McMurray enjoys cooking, as well as camping along the coast and at Lake Tahoe. Aside from his new positon with the City, McMurray had an even more exciting development recently: he and his wife of 16 years welcomed a daughter this summer! The fivemonth-old adds to their family which also includes a 12-year-old son and 10-year-old daughter.

Expedited service, which requires additional fees, assures receipt of a passport within three weeks. Participate in the U.S Census
Citizenship Drives
The Census process is mandated in the U.S. Constitution to be conducted every decade in order to count every person living in the U.S. in order to ensure proper representation in Congress, redistribution of districts, and directing funding for state, county and community-wide services. Census data is used by all levels of government for planning for urban and rural land use, housing and public transportation decisions, making business decisions, and research purposes. Between Thursday, March 12th and Friday, March 20th, Oakley residents will be asked to respond to the Census online, by phone, or by mail using their Census ID which will be mailed to every address. Anyone that doesn’t respond by Monday, April 27th will receive a final reminder before someone stops by in-person to collect data.
Are you eligible to apply to become a naturalized citizen of the United States? You, Me, We Oakley! will be hosting Citizenship Drives on Saturday, February 22nd and Saturday, May 2nd at 9:00 am. The drives will take place in the City Council Chambers, 3231 Main Street. Meeting: Help Plan Oakley’s Bright Future mences with a citizen satisfaction survey. The survey is mailed out to a softwareselected, random sample of 500 households, subscribed to garbage service in Oakley. The purpose of the survey is to measure our residents’ satisfaction with our overall performance and satisfaction with specific services, as well as the quality of life. If you are among the 500 to receive our survey, please return it in the stamped envelope provided. If you’re not among the 500, don’t worry, as the same survey is made available online for the broader community to participate through our website. The survey will be available in late January. We’ll also ask residents to visit Engage in Oakley, our online engagement forum (accessible through the City’s website), to prioritize the areas of focus and to provide feedback regarding the goals. Please join us for this meeting which will take place in April. After that, the Council weighs all the input received during a City Council work session. The work session allows yet another opportunity for residents to provide new input or comments in reaction to the notes from the community-wide Strategic Planning Meeting. If you are too busy to engage otherwise, this process is your chance to shape the activities to be accomplished in the next two years. “I understand residents are busy carrying out their own lives that compete with City affairs, however, if there’s ever a key time to voice ideas, this would certainly be it. Laurel Road Traffic Improvements are Complete The Capital Improvement Projects along Laurel Road were recently completed in the fall of 2019 providing a safer intersection, better traffic flows, and reduced congestion. Laurel Road between Cloverbrook Avenue and Mellowood Drive was a narrow two lane road with an un-signalized intersection at Rose Avenue. This section of Laurel Road could not accommodate the traffic demands of the community. The roadway had not been widened and improved due to the lack of right of way coupled by the need to relocate the PG&E and Western Area Power Administration (WAPA) overhead Laurel Road improvements were completed in the fall, resulting in better power lines. Businesses Thrive at the Entrepreneur Center More small businesses are moving into the Oakley Entrepreneur Center, located at 3330 Main Street, across from the Civic Center Plaza. The Entrepreneur Center is now home to five Oakley businesses, with room for 8 to 10 more. Tenants include a graphic design and advertising company, an e-commerce company, a solar company, a healthcare consultant and a restaurant consultant. “We are excited that the word is getting out in the Oakley small business community about the advantages of the Entrepreneur Center”, said Dwayne Dalman, Oakley’s Economic Development Manager. Oakley has a high percentage of home-based business entrepreneurs. As these home-based businesses grow, they often need to find suitable office space outside of the home. The Entrepreneur Center was established to help meet the needs and challenges of Oakley’s entrepreneurs. March 10 & 12: Oakleyʹs Got Talent Auditions Auditions for Oakley’s Got Talent will take place beginning at 5:00 p.m. on April 10th and 12th at the Oakley Recreation Center, 1250 O’Hara Avenue. If you sing, dance, play an instrument, or have a special hidden talent then check it out! Individuals and groups are welcome. April 4 through 11: Oakley Science Week The fun and educational annual Oakley Science Week is April 4th through 11th. This week long program of science activities and exploration will be held daily. These free interactive workshops are geared toward elementary school-aged children, but all ages are welcome. Participants will receive a “Passport to Science” and those who attend a minimum of five workshops and have their passports stamped will receive a special prize at the conclusion of the program. The Youth Employment Fair is Saturday, April 18th from noon to 2:00 p.m. at the Oakley City Council Chambers. Come dressed to impress to meet potential employers. Road. Currently, the site has been under active remediation which has been overseen by the State Department of Toxic Substances Control. Although portions of the site have been clean and ready for development, the entire site will be fully remediated by the end of 2020. The City’s General Plan has envisioned development on this site since 2002, which has been earmarked as a site that will generate higher wage jobs. At buildout, the campus is expected to generate approximately 1,890 on-site jobs with approximately $475.4 million in total economic activity estimated to be generated in the County annually. This exciting project broke ground in late January!

Al igual, el censo determina como se distribuyen a estados y comunidades más de $675 mil millones de fondos federales. Al ser contados ayudas a que por los siguientes 10 años nuestra comunidad reciba lo que nos corresponde según nuestra población. Esta simple acción ayudara a nuestras escuelas, infraestructura, programas de salud y más. Cuando reciba tu hogar el formulario, complétalo (por teléfono, correo, o en línea), asegurándote que todos en el hogar sean incluidos. Esto incluye bebes recién nacidos, el tio recién llegado del extranjero, la tia en en el hospital... todos cuentan! En conformidad con el Título 13 del Código de los EE. UU., la Oficina del Censo no puede divulgar ninguna información identificable sobre individuos, hogares o empresas, ni siquiera a agencias encargadas de hacer cumplir la ley.
