OPD News: Lieutenants Promoted, New Staff Welcomed The Oakley Police Department has done nothing but grow and develop much needed structure during the first half of 2022!

In March we promoted Robert Roberts and Logan Cartwright to the rank of Lieutenant.

Lieutenant Roberts is the Operations Division Commander and Lieutenant Cartwright is the Support Services Division Commander.

We have also promoted Yvette Fagardo to the role of Police Records Supervisor and Manny Rostran to the role of Property and Evidence Technician.

Oakley Planning Commission Re-established This May, the City of Oakley conducted its first Planning Commission Meeting since 2009. The City Council voted to re-establish the Planning Commission last year following feedback from the community.

The Planning Commission is comprised of five members appointed by the City Council on an at-large basis. All members are residents of the City of Oakley and will serve four-year terms, except for some members who are serving partial terms to have staggered terms and avoid a complete Board turnover in The new Oakley Planning Commissioners were sworn into office in May. a single year.

The Planning Commission will conduct public hearings on all planning land use entitlements, either as the adopting body or an advisory body to the City Council, depending on the type of application. Matters subject to the Planning Commission include tentative parcel maps, conditional use permits, and design reviews.

The current Planning Commissioners are Oleksii Chuiko, Shannon Shaw, and Diego Verduzco, all of whom have four-year terms that expire in October 2025, and Hugh Henderson and Leonard Price, who have two -year terms that expire in October 2023.

A key element of the Planning Commission is creating another forum, in addition to City Council meetings, for inviting civic engagement from the community. As stewards of public service, the Planning Commission and supporting staff aim to gain the public trust through fairness, compassion, and respect for others, and by showing integrity, responsibility, and vision in all advisory and decision-making roles,” said Oakley Planning Manager Ken Strelo.

2022 City Council Election to be Held by District In June, the Oakley City Council approved calling a General Municipal Election to be held Tuesday, November 8th for the following offices: One Council Member from District 2 and one Council Member from District 4, each for a term of four years.

The City of Oakley has five districts as shown on the map at right. Districts allow voters an opportunity to be represented by a City Council Member in their respective district. City Council Adopts Five-Year Strategic Plan Oakley has a vision for its future: Action.

These are the opening lines of the Strategic Plan 2022-2027 (SP 27+) adopted in April 2022. This strategic plan sets a community-centric path for progress while outlining the City’s new mission, vision, and values. It also makes it clear that action and tangible steps for moving the City forward are in store.

Since its incorporation, the City of Oakley has developed and operated under the direction of a Strategic Plan. A Strategic Plan guides governing bodies in making complex decisions, such as resource allocation, and sets the organization’s priorities. Historically, the City’s Strategic Plan has been on a two-year cycle. With SP 27+, the City will move to a five-year plan.

This transition will allow more time and resources to implement City priorities since many of the goals and objectives are long-term, resource-intensive items.

SP 27+ was the cumulation of months of community outreach and workshops where residents shared their ideas and hopes for the City. This effort resulted in a community-driven updated mission statement, vision, and new core values; there are six overarching goals, several sub-goals, and over 100 objectives. City staff is already hard at work implementing the objectives outlined in SP 27+ and plans to report out regularly.

Oakley Launches Accessory Dwelling Unit Program The City of Oakley has launched a Pre-Approved Accessory Dwelling Unit (ADU) Program. The program provides Oakley property owners interested in constructing an ADU on their property a streamlined process through the option of selecting one of several pre-approved ADU plans.

One main goal of the program is to provide an incentive for property owners to use a pre-approved plan to avoid additional costs and time delays of hiring an architect or design professional. Additionally, the program helps ensure homeowners are choosing a plan that has been plan checked for compliance with state and local building code requirements, complies with the City Residential Design Guidelines, and it will reduce the overall time from application submittal to the issuance of a building permit.

ADUs help to provide diversity in housing types, which is encouraged at both state and local levels, and may potentially be counted as affordable units in regards to Oakley’s Housing.

The program includes four sizes of detached ADUs each with three choices of architecture to best match your existing home.

The program also includes a handy City of Oakley ADU Guide that can walk applicants through the various available options, including building a custom ADU or using a different pre-approved unit. Programa de Unidades de Vivienda Accesoria La Ciudad de Oakley ha lanzado un Programa de Unidad de Vivienda Accesoria Preaprobada (ADU).
