A Time of Growth and Evolution for the Oakley Police Department In recent months, the Oakley Police Department has continued to grow and evolve under the guidance of Chief Paul Beard. Logan Cartwright and Robert Roberts have been promoted to the rank of Lieutenant and Dallas Collier and Casey Minister have been promoted to Sergeant. And the OPD has grown to 50 officers with the hiring of eight new officers to serve the Oakley community- Rebecca Schiff, Freddie Williams, Joseph Canady, Tyler Burton, Zach Fielding, Ryan Arcaina, Ricardo Hernandez and Malik Jackson.
