WILLIAMS THE NEW ACTING DIRECTOR OF THE BUREAU OF ENGRAVING AND PRINTING (BEP) The Bureau of Engraving and Printing (BEP), the U.S. government agency that is part of the United States Department of the Treasury that designs and prints security products for the American government such as paper money, among others. “According to the BEP’s websise, since couple months ago, “Charlene E.Williams has been the Acting Director of the BEP. She is responsible for strategic oversight of BEP’s manufacturing business, to include the engraving and production operations of United States paper currency for the Federal Reserve Board; currency technology, to include currency design and security features; and, facility project management, to include development of a new Washington, DC facility and expansion of the Fort Worth, Texas, facility. She manages more than 1,500 BEP employees and contractors at facilities located in Washington, DC and Fort Worth.” “Ms. Williams has more than three decades of security printing experience that began at the Washington, DC facility in 1988, as a Systems Accountant.

HARD TIME TOKENS (1714-1832) By Gregg Wagner PRE HARD TIME TOKEN PERIOD (1800-1832) The Tredwell, Kissam & Co. and the rare Wolfe, Spies & Clark pieces were struck by Kettle & Sons of England, but the majority of tokens of this period were manufactured by Richard Trested, Robert Lovett Sr., and Wright & Bale, all of New York. Most pieces have advertising inscriptions and types representative of the issuer's business such as hardware or chairs. It is thought that most of these pieces saw limited circulation as cents. Richard Trested. On or about the early 1820s Richard Trested, an English immigrant, established a die-sinking business at 70 William Street in New York City. For approximately eight years thereafter, Trested operated his die-sinking business at various locations throughout New York City.

PRE HARD TIME TOKEN PERIOD (1800-1832) - LOVETTS Tokens of Robert Lovett Sr and his sons George H. and John D. continued to George’s death in 1894. The Lovett's works span most of the 19th Century; from Robert Sr's early career in New York City with well-known engraver Thomas Brown to the last year of George H's life in 1894. A collection of their works will include medals and tokens in nearly every category of Exonumia with examples being very commonplace to extremely rare or unique. The craftsmanship ranges from the highest quality to what appear to be very hastily engraved and struck pieces. George H. was especially prolific and produced many pieces simply for sale to the public rather than on the orders of an institution or individual. And of course Robert Jr's Confederate Cent is one of their most famous, and controversial, works. Robert Jr. is probably the member of the Lovett family most well known to numismatist for his engraving and striking of the Confederate Cent. Born in Philadelphia in 1818 he moved with his family to New York City in 1824 and at the age of 16 began his apprenticeship with his father. By 1839 he had set up his own shop back in Philadelphia, possibly to avoid competition with family members. Although not nearly as prolific as his brother George his works cover a broad range of types, from merchant tokens, to award medals for schools and institutions, to political medalets. He did work for several prominent numismatists of the time, including Edward Cogan, William Idler, and Montroville Dickinson. A few of his dies were used after his death in 1879 by his George H. and others.

FOCUS ON LATIN AMERICA THE LATIN INSCRIPTIONS ON THE COLONIAL COINS OF POTOSI PART II By Ariel Kwacz
COBS OR MACUQUINAS Thus, in 1767 coins began to be minted, more perfect, on round planchets and with a complete change of design and legends; the so-called Pillars coins or “worlds and seas”, by the figures represented on them. On the obverse of the coin you can find two crowned worlds, flanked by the crowned Pillars of Hercules, on waves of the sea and the inscription "PLUS ULTRA" on them. In the upper arch, the legend "VTRA QUE VNUM" appears, - both are one -, alluding to the worlds. On the reverse is the crowned Coat of Arms of Castile and León and the circumference of the piece is bordered by the legend "CAROLUS III D.G. HISPAN ET IND REX" like the inscriptions on the cobs. These pieces were minted for only four years, from 1767 to 1770, although some authors, such as Asbún, include 1771, 1772, and 1773.

Charles IV, son of Charles III, ascended the throne upon the death of his father. During this period, mints in the Americas struck coins in greater numbers than in any previous reign. Although the design and inscriptions are similar to the bust coins of Charles III, two variants can be distinguished in the numeral qualifier that follows the name of the King. The first, the "fourth", with the sign "IV' and the variant "IIII”. In the same way, gold coins were struck with characteristics identical to those described for the coins of Charles III in gold.
Charles IV abdicates in 1808 in favor of his son Ferdinand VII. From that same year Potosi begins the coinage with the new effigy of the king. As in the previous cases, the designs and legends are maintained, changing only the name of the monarch, “FERDIN VII”. Gold was also coined with the same characteristics described above.
By Royal Order of May 29, 1772, issued in Aranjuez, the end of the columnary coins was ordered, and even more perfect pieces and with new designs were issued. This marks the appearance of the Bust coins, so called because on the obverse is the bust of the monarch, which appears next to the inscription "CAROLUS III (IIII and IV) and later (FERDIN VII) DEI GRATIA". The reverse shows the Coat of Arms of Castile and León with the fleur-de-lis, symbol of the House of Bourbon, and on both sides of the Pillars of Hercules is the inscription "PLUS ULTRA" with the legend "HISPAN ET IND REX" King of Spain and the Indies. Another innovation introduced in the Mint of Potosi was the authorization given in March 1777, to strike gold coins, these being the first known for this Mint; there are no known gold cobs of macuquinas minted in Potosi. The design is similar to the bust coins, only that in these, the King appears in military uniform and not in Roman tunics as in the silver pieces. The obverse shows the inscription "CAROL III D.G. HISP ET IND REX". The reverse, on the other hand, shows the Coat of Arms of Spain surrounded by the Golden Fleece Necklace with the Fleece and the legend “IN UTROQ. FELIX AUSPICE DEO” Happy in both with the Grace of God.
A very important fact must be noted, one of great importance in Spanish history and therefore in the coins of Potosi. Spain was in full war with Napoleon’s French army, who after capturing Ferdinand VII imposes his brother, Joseph Bonaparte, on the throne of Spain. During 1810, 1811 and 1812 it is believed that no coins were struck in Potosi with the effigy of Fernando, since he no longer reigned Spain. However, all the pieces of eight reales that are known from these years could have been struck using the existing dies and 6 numbers. [TO BE CONTINUED]
