urbanville will be awarded a total of 25 metro police officers by the end of the first week in September.This is part of a citywide project in which each of 93 of the 116 municipal wards in the City of Cape Town will be awarded five metro police officers
This was shared by Petrus Robberts, director for policing and enforcement of the City, at the monthly meeting of Durbanville Community Police Forum (DCPF) last Thursday
"By 4 September Durbanville are getting five metro police officers per ward, which are 25 officers that will be allocated to Durbanville where they are going to be responsible to be visible, to mingle with the community and to get information from the community," Robberts said
The other 23 wards in the City will get Law Enforcement Advancement Plan (LEAP) officers, or already have LEAP officers, he said According to Robberts extortion is currently the worst problem

A huge achievement was when the police very recently started to make crime statistics available to the City's law enforcement department on a day-to-day basis, Robberts said " I want to know what happened to my community last week What was the crime there last week The problem was always that the police cannot make the statistics available, because it is only done once a quarter Or once a year I hate to be reactive You need to plan proactively and know what is happening in your area," he said
"So now, with 7 000 members, I can plan We can plan together We can deploy where I previously did not know how many murders were committed, how many robberies there were I think it is a step in the right direction," he said
"If I am looking at various other departments, like correctional services, I want to know who and where are the people on parole in this area So with regard to our operational approach we are really working well with the police On the ground level we fight crime together We need to sort out the differences between us, because we cannot work apart from each other," he said
"We are recycling criminals on a daily basis, because there is no space in prisons The court roles are too full at the moment The best option is just to postpone the case to another day Do you think I am not getting sick and tired of recycling the same person every day - arresting him every second week with a firearm, going to court and try to oppose bail - then just to find out we cannot detain him," he said
"There is room for improvement to get people convicted to not sit with repeated offenders that you recycle on a day-to-day basis," he said
"I am here tonight to communicate to you I am really standing here as a proud member of safety and security I am coordinating our VIP unit, our SWAT unit and also our operational coordination Then we have disaster management in the safety side, the fire emergency services, one of seven call taking events, and then also our support office

"Technology wise we are supporting the City with drones We are operating our own drones You cannot police anymore in the same way as 10 or 20 years ago," he said
"We are working in terms of a six pillar approach Pillar one is our information gathering or crime intelligence I need the community's information I need their eyes and your ears I cannot plan if you don't report a crime - if you just give over and hand over and say nothing is going to happen to my case You are going to be pulling at the short end and suffer the most if you don't report that particular crime," he said
"I need to know where do I need to deploy my 7 000 members on a daily basis
“Where do I deploy them tonight? Is Durbanville a hotspot area, yes or no? Is it in Durbanville, is it Goedemoed, is it Aurora, is it the CBD - which of the areas do really need police attention? If you do not have this information, you cannot actually activate Pillar two, the operational approach where we sit together with the police and doing joint operations within this area
“That is the police, metro police, traffic, law enforcement, all our units, including the departments of education, home affairs, correctional services, any provincial department - should it be parks or social development," he said
"The City is there for you; safety and security is there for you Yes, we have problems, I do not hve thousands of people but I'm trying my utmost best to serve every single community in this area From our side I want to assure you we are there to support you as a community and we are there to do our utmost best to keep you safe and secure
“And it is not just for you, because your children in five or ten years, they are going to sit here I want to urge you to take hands with the police and with safety and security and let us work together "

Years of hard work by local community organisations and other volunteers to uplift the Morningstar community in Durbanville have been given a severe blow with a burglary at the community hall and reading centre last night
The burglary was discovered when the doors were unlocked this morning and the reading centre was found in chaos About eight computers that were donated by the Rotary Club of Tygerberg, as well as a microwave oven and two bicycles - still in their boxes - were stolen The bicycles were earmarked to be used by the local neighbourhood watch
According to Lynne Louw, who discovered the burglary, she is heartbroken
Louw built up the reading centre after it was closed during the Covid-19 pandemic "I am so upset; my heart is really sore I have worked so hard to build this up Tomorrow the schools are reopening and how are we going to assist our children?" she asks
According to her one of the emergency doors at the back of the hall were forced open
The Rotary Club of Tygerberg expressed its disappointment in a statement to TygerBurger

The final Environmental Impact Assessment (EIA) report and supporting documentation was submitted to the department of environmental affairs and development planning (DEA and DP) on 11 July, concluding the public participation period
This came after the fourth and intended final round of public consultation regarding the proposed expansion of the Cape Winelands Airport was held in May Cape Winelands Airport, formerly known as Fisantekraal Airfield, was acquired in November 2020 by the applicant, who since established Cape Winelands Airport
The site is located
approximately 10,5km northeast of Durbanville on the R312 and approximately 6km north of Joostenberg Vlakte on the R304
The current airport site is 155ha in size
The proposed project entails the expansion of the existing Cape Winelands Airport in a phased development approach, which will include the realignment of a primary runway with a length of 3,5km, according to an executive summary for the final EIA report
Landside and airside infrastructure will also be phased based on market demand
Landside infrastructure will include, but not be limited to, passenger and cargo terminals, hotel, aircraft hangers and services, airport facilities, a bulk
fuel storage facility, internal and external road infrastructure, potable water and sewage treatment infrastructure, a petrol filling station, a biodigester, solar PV and stormwater management infrastructure
INFRASTRUCTURE
Airside infrastructure will include, but not be limited to, runways, taxiways, taxilanes, aircraft parking aprons, service roads as well as approach lights and navigational aids needed for safe operations in all weather conditions The runway solution also includes
drainage, pavement structures, paint markings and earthworks along with considerations for aircraft tracking, jetblast impact mitigation and hydroseeding requirements, according to the executive summary
In the first phase the airport will comprise of one runway, which will be at an orientation of 01-19 and a length of 3,5km and will be constructed to serve up to Code 4F instrument operations
This runway will be shared by all operators, including scheduled commercial, as well as general aviation, where intersection takeoff points will be introduced on
the runway to improve efficiency for general aviation operations
In the second phase the airport development strategy is based on the continued development of the various precincts with the main runway shared by all operators, including scheduled commercial, as well as general aviation After the implementation of the first phase, the second phase will evolve based on market demand . After installing new cameras and replacing the fencing in the Triangle Industrial City Improvement District (TICID) crime is minimal in the area and properties are scarce and in huge demand in the Triangle Farm area in Bellville
The TICID was established in 2008 and has had numerous successful achievements At inception a once-off clean-up of the whole area was conducted and fencing was installed on
both sides of Triangle Farm that borders two railway lines, Prasa on the one side and Transnet on the other Thereafter fencing was installed at the entrance to secure the whole area

In the article “Road markings missing” of 16 July, one is not sure what the City means by “capacity constraints”, but whatever it means, it reflects on service delivery As missing road markings creates a safety risk, it can be seen as an essential service which the City must deliver and of course, also maintain We are however of the opinion that there is also a problem with the service providers who delivers an inferior service If they add too much water with the paint it does not last long enough and there are no consequences and responsibility, they are paid as if it was a job well done
In the article “Safety audit suggested on dangerous road” also of 16 July we totally agree with Cllr Bresler “due to a shortage of manpower there is a general lack of visible traffic police on neighbourhood roads” However we are of the opinion it is more a lack of effective policing!
Maybe it is time for a Local Dialogue on these issues as well as others, and it does not have to cost R700 million NORTHERN DISTRICT COMMUNITY FORUM
In response to "Calls grow to fix crumbling Goodwood roads" (TygerBurger 16 July) and "Goodwood roads crumble in rain" (2 July)
Since the upgrade work on Jake's Gerwel Drive, which has stalled, these two roads are taking a beating
Concentrate on monitoring the state of the wear and tear on the roads, before the now visible potholes cause unnecessary incidents
