The latest crime statistics for 2024-'25 reveal a mixed picture of safety and criminal activity in the Table View and Milnerton areas

While some categories of crime have seen slight declines, others – particularly contact crimes and property-related offences – continue to pose significant challenges to both residents and law enforcement

To provide further rates relief to Cape Town’s struggling middle class, additional tariff adjustments were tabled at City Council last week

According to Mayor Geordin Hill-Lewis these changes will result in smaller increases to municipal bills compared to those proposed in the March budget

Extra relief measures include a reduction in the new fixed city-wide cleaning charge introduced in March for properties valued under R20 million

Additionally, a new pensioner rebate will offer up to 100% off this charge

Furthermore, fixed water charges have been reduced for properties valued between R1 million and R25 million, relative to the rates proposed in the March budget draft

In his speech at a council sitting on 28 May he stated that the March budget was designed to protect families living in lower-value homes, and deliberately designed to cross-subsidise this protection from higher value homes

These new amendments according to the mayor will preserve that protection for poorer families while at the same time softening tariffs for the middle class whose feedback was carefully considered

"We have examined the budget to find ways to achieve this without compromising the critical and urgent investments required for infrastructure, and without punishing the whole city in years to come by kicking the can down the road instead of doing what is needed now," said Hill-Lewis about the record-breaking R36,8 billion capital budget

According to Hill-Lewis, based on average consumption patterns a R1,2 million home's bill will be up to 15% lower; a R2 million home, up to 24% lower; R3 million to R4 million homes up to 33% lower, and R5 to R7 million homes up to 40% lower

"Following the relief measures we are tabling today, 97% of ratepayers won’t experience the often-repeated +20% increase in monthly bills, and virtually no one will experience a 30% increase on any reasonable household consumption scenario

“The 3% of cases where this year’s tariff reforms may lead to an unusually steep increase of over 20% relate to homes of high value with very low electricity and water usage well below the average household, likely due to large solar and borehole investments," he said

ELECTRICITY

The City will continue with electricity price relief for residential customers, which will benefit households across the property value spectrum

"From July, the per unit electricity charge for customers on the Home User and Domestic tariffs is going down This is made possible by discontinuing the 10% cost embedded in electricity prices that previously paid for city-wide cleaning The reduction in the per unit cost of electricity

Property-related crime saw an increase in Table View, experiencing a jump from 295 in January-March 2024 to 309 reported cases between January and March this year

Regarding theft from motor vehicles, Table View ranked fifth in the province for this crime, with a 38% increase

Other serious crimes in the area ranked third in the province, with shoplifting seeing an increase of 13% However, commercial crimes experienced a slight decrease to 202 cases reported between January and March

"Municipal infrastructure must be available for everyone, and must always work To achieve this, costs must be borne by all ratepayers, and not only those who can’t afford to invest in alternative water and electricity sources

“Cape Town would not have a working electricity or water service to speak of if the City only charged people for consumption

“Many costs are fixed in nature, such as pipelines, trucks, chemicals, cables and staff to service it all These costs remain no matter how much people consume, and so fixed costs must be met with a portion of fixed revenue "

He emphasised that Cape Town cannot sustainably fund infrastructure with lower-income and affluent households making equal contributions

"Hundreds of thousands of households between R500 000 and R1,5 million do make meaningful fixed contributions within their means But we cannot sustainably run a city where a R50 million household makes the same fixed contribution to water and sanitation infrastructure as a R500 000 household

"Cross-subsidising where the better off among us help to fund services for the less fortunate is the only sustainable way to ensure a working city All households, whether low-income or affluent, also contribute 15 cents in every rand of rates paid towards free and basic services to indigent households valued under R500 000 ”

Residents and stakeholders gathered for a crucial community feedback meeting to discuss the status and future of the Bayside Canal upgrade project, one of Cape Town’s most significant infrastructure interventions in recent years.

Initiated in November 2023, the R87,5 million project is a key response to growing environmental and urban challenges in the Table View and Rietvlei area

Rapid urban development within the canal’s catchment has increased the volume and velocity of stormwater runoff during peak rainfall, placing pressure on the existing infrastructure The upgraded canal aims to manage this stormwater, reduce localised flooding better and limit the flow of polluted water into the Rietvlei, a sensitive and ecologically-vital wetland system

However, progress hit a hurdle when the appointed civil contractor formally notified the City of their decision to suspend operations at the end of November 2024 due to contractual matters Despite this, the City confirmed that more than half of the project had already been completed before the interruption Speaking at the meeting, Mayco member for Water and Sanitation Zahid Badroodien reassured the community of the City’s ongoing commitment to the project’s completion

“Careful consideration was taken for the natural environment when the Water and Sanitation Directorate embarked on this R87 million upgrade,” said Badroodien “I am excited about the significant advantages it will provide for the community, not only in preventing future flooding but also in enhancing the quality of the stormwater that enters the Rietvlei ”

The Bayside Canal project has been widely welcomed by environmental groups and local civic organisations since its announcement

In early 2024, prior to the start of construction, environmental specialists conducted a search-and-rescue operation to collect rare and endangered plant species from the site, which were earmarked for both on-site rehabilitation and off-site conservation efforts

In March 2024 Badroodien also noted the project’s broader environmental goal of “supporting Cape Town’s transition into a more water-sensitive city ” He added that restoring natural water systems like Rietvlei was a long-term commitment requiring both robust infrastructure and strong community involvement

Bayside Mall played host to the Table View Police Station and the Community Intervention Centre (CIC) in an awareness campaign focused on crime prevention last week, with a special emphasis on gender-based violence (GBV).

The event, which forms part of continued efforts to inform and empower the public, offered crucial information on pressing issues such as extortion, substance abuse, robberies and human trafficking In support of National Child Protection Week, the team also shared guidance on children’s rights, anti-bullying strategies, drug prevention and child safety, particularly targeting parents visiting the mall

“This kind of public engagement is essential,” said Table View Police spokesperson Capt Adriana Chandler “It gives us the opportunity to speak directly to our community, raise awareness of the realities of gender-based violence, and offer support to those who may be affected ”

Volunteers from the CIC, a registered non-profit organisation based at Table View Police Station, were on hand to engage with the public They shared valuable insights into GBV and distributed free Power to You shopping bags generously provided by the Kolisi Foundation as a reminder that support is always within reach

The initiative was well-received by mall visitors, many of whom expressed appreciation for the police and stakeholders’ efforts to bring these

difficult but vital conversations into public spaces

“Awareness is the first step to change,” added Chandler “When the community, police and organisations such as CIC work together we stand a stronger chance of breaking cycles of violence and protecting the most vulnerable ”

The Milnerton Lagoon sewage crisis took centre stage in a recent address to the City of Cape Town Council, as councillor Karl Bodin of the Cape Independence Party (CAPEXIT) delivered a scathing critique of the City’s inaction and the devastating impact on local residents

This after the provincial government had granted the City up to three more years to address the long-overdue pollution upgrades needed to combat the environmental degradation of the lagoon Bodin’s speech, heavy with emotion and urgency, painted a grim picture of a community in distress, plagued by environmental degradation and mounting health issues “I commend the City’s efforts to fund vital infrastructure projects,” he began, “but today I address you with a heavy heart, representing the anguish of Milnerton residents who have endured a toxic nightmare for over five years ”

He said the ongoing sewage crisis had not only ravaged the lagoon’s ecosystem but has also become a serious publichealth threat

Bodin highlighted the cases of residents such as Terri van Squa, a heart patient who “vomits regularly, plagued by respiratory disorders, burning lungs, continuous nausea, flu-like symptoms, gagging and relentless migraines” and Michaela Gabriel, who suffered from “respiratory issues, vomiting, coughing, red eyes, headaches and constant exhaustion ”

These, he said, were not isolated incidents but representative of widespread suffering among those living within a 1,5 km radius of the lagoon

AIR-QUALITYSTATION

Bodin slammed the City’s response, describing it as delayed and disrespectful He criticised what he called a “planned photo opportunity to unveil the air quality station,” saying it “reeks of disrespect for the local residents and should be cancelled immediately ”

Bodin also cited alarming data, including E coli levels at Woodbridge Island that reached 1,3 million CFU, 1 300 times above the safe limit

The lagoon, he said, continues to be flooded with sewage from the Potsdam Wastewater Treatment Works and the Koeberg Pump Station, the City having been granted extensions on compliance directives to 2027 and 2028

“Extensions mock the pain of Milnerton communities Where are the health warning signs promised to protect them? Where are the air-quality test results pledged at public meetings?”

Bodin criticised the City’s 2023 remediation plan, calling it ineffective and stalled

“The plan has done little while raw sewage continues to flow This crisis is more than environmental, it’s personal Families watch helplessly as property values plummet, unable to find tenants or buyers for their homes tainted by the lagoon stench ”

He ended his address with a call for urgent action

“Accelerate the Potsdam and Koeberg upgrades with round-the-clock work Stop the sewage inflows immediately Erect health warning signs and release the air quality data Every day of delay poisons our people and their hope Milnerton deserves a city that fights for its residents, not one that leaves them gasping for air and justice Act now and show that you care The stench of elections looms ”

ADDITIONALTIME

In 2021, the provincial Department of Local Government, Environmental Affairs and Development Planning (DEA and DP) issued a directive with strict deadlines for the City of Cape Town to upgrade infrastructure and address pollution in the Milnerton Lagoon and lower Diep River These deadlines were meant to be final, with further extensions possible only through a High Court appeal

However, in a surprising move, MEC for the Environment Anton Bredell granted the City additional time, citing various challenges in the construction process as reasons for the delay

Last week TygerBurger reported the City, however, maintained that the deadlines were never entirely realistic

TygerBurger asked the City for comment on the speech made by Bodin

“The City acknowledges the frustration experienced by residents living near the Milnerton lagoon and is making every effort to find solutions for the negative impact on quality of life

“Some interventions are already being implemented, while others are being investigated or are in the planning stage as we explore all viable mitigation options

At Koeberg Pump Station, maintenance now includes manual screen cleaning done to remove debris weekly Daily checks are also in place to monitor pumps to ensure that they are in working order

In addition, the Water Pollution Control team has conducted surveys to identify illegal sewer-to-storm water connections in Joe Slovo and Dunoon, which contribute to water pollution,” said City’s Mayco member for water and sanitation, Zahid Badroodien

The next community update will take play on Tuesday,10 June at 18:00, however, the venue is still to be confirmed

Objecting against filling station in D’Urbanvale

As a homeowner in D’Urbanvale I oppose the Engen fuel station development

It is a breach in the spatial planning framework The D’Urbanvale spatial framework is defined as a mixture of standalone houses, retirement and townhouse complexes, gentleman estates, apartment blocks and a primary school settled within a mixture of open spaces parks and wetlands to create a rural atmosphere

The proposed development of an industrial, petrochemical facility is in stark contrast to the rural, suburban atmosphere that makes D’Urbanvale that very special place it is today

There will be significant disruption during the construction phase as heavy earth-moving machinery are required to excavate underground storage facilities

D’Urbanvale is characterised by open spaces, leafy sidewalks and wetlands The Engen fuel station, with its neon-lit forecourt and towering white and blue neon signage monstrosity, will create a visual disturbance that is in stark contrast with the rural atmosphere that makes D’Urbanvale the appealing suburb that it is today

D’Urbanvale is a quiet suburb, but the increased traffic trucks delivery (often done at odd hours) idling engines, operating equipment, compressors and cooling systems, interaction between staff and customers at all hours day and night, will create noise Petrochemical vapour will be constantly released into the atmosphere

There are already seven fuel stations within 3km to this proposed Engen fuel station Surely we do not need another one

There will be health and safety risks as apartment blocks, houses and a primary school around the proposed Engen development will be exposed to significant risks Additionally, gasoline that drips from

a fuel pump and potential underground storage tank leakage will ultimately contaminate boreholes and the Uitkamp wetland

The Uitkamp wetland with its 279 different plants species (of which 30 are threatened), 67 bird species, mammals and reptiles will be irreversibly exposed and threatened by gasoline, oil and other contaminating pollutants that will enter this 32ha of highly vulnerable nature reserve through the runoff of storm water

Property values and a higher risk profile may negatively impact property owners within the immediate proximity of the proposed fuel station – resale value may decrease while the cost of property insurance may increase

Traffic congestion is already an issue during peak school hours, making Mosselbank River Avenue impassable The fuel station will just exacerbate an already untenable situation

D’Urbanvale residential roads have a weight restriction of 3,5 tons and were not designed to support heavy vehicles A fuel tanker truck can weigh up to 44 tons and with no heavy truck turning circle trucks will have to exit down Falcon Street, turn right into Muisvoël and Heron street, back into Mosselbankriver Avenue to exit D’Urbanvale This will have disastrous long-term consequences for the road surfaces and high risk of structural vibration damage to houses, swimming pools and boundary walls

As a D’Urbanvale homeowner I would have expected that the City of Cape Town would have formally sent each impacted homeowner a notice of this intended development Public participation is a fundamental element of the required Environmental Impact Assessment process Why was this not done –this “under the public radar” ploy is of grave concern to myself as a homeowner CONCERNED RESIDENT, D'Urbanvale
