Taxis parking illegally on Monte Vista Boulevard Service Road in Monte Vista has been an ongoing concern and seems to become increasingly worse
Tyrel Painczyk, chair of the Monte Vista Plattekloof Glen Ratepayers' and Residents Association, says the vehicles park along this specific stretch of service road, which runs parallel to the busy Monte Vista Boulevard and is also located near several businesses
Painczyk says over the past several months Monte Vista has seen an increase in taxi’s parking throughout this parking area, as there is an abundance of clients as residents who employ both domestic and garden workers
"The issues around an illegal taxi rank is that it poses a safety risk to shoppers in that precinct with many residents highlighting the safety concerns There are also no ablution facilities, so unfortunately we often see drivers and patrons frequenting the closest tree or bush, which is both unsanitary, in fact, it is an offence in South Africa
"We have also noted that residents are supplying clothes and goods to domestic workers who then in turn lay these out for sale across the parking lots," says Painczyk
He says these issues have been ongoing for many years and that he has mails dating back as far as 2019 regarding the same issue
In January this year we met with the City of Cape Town's economic development for area north regarding the illegal taxi’s and trading, and this matter has now been handed over to Subcouncil 7 for follow through, he says
"We continually urge residents to keep logging these with both traffic as well as law enforcement by calling the City's emergency line However despite hundreds of call logs there has been very little action Signage has also been requested," he explains

BYLAWS
Painczyk says there are currently two informal trading bays for which a lot of money was spent in Monte Vista, and despite the urges of the organisation to not have these bays, they still remain unused a mere 100m away
The City of Cape Town has bylaws which govern the city, and until these bylaws are actively enforced it will be very difficult to eradicate the issue, he says "We will continue to put pressure on law enforcement to enforce the bylaws as we cannot simply accept that a blind eye is turned,” says Painczyk
Visser says she has also encouraged residents to report any illegal parking or traffic related violations; as well as to report informal trading and other problems to the City They are also encouraged to keep record of any reference numbers which can be forwarded to her directly so that she can follow it up with Subcouncil 7
Visser says the traffic department and informal trading unit will have to work together to find solutions "Continuous suggestions from residents remains crucial in order to address these problems," Visser says
