The City of Cape town’s recreation and parks department is urging residents to assist in the control and containment of Hedera species (specifically Hedera canariensis and Hedera helix), commonly known as English ivy or ivy – a creeping and climbing invasive plant that poses a serious threat to the local environment Ivy, native to Europe, was originally introduced to South Africa as a groundcover and ornamental climber However, in Cape Town its rapid spread has made it a growing problem in both public and private spaces

INVASIVESPECIES

The City is actively managing ivy infestations in public spaces, but community awareness and action remain critical to ensuring successful control, according to a media release issued by the City

Ivy is listed as a category three invasive species under the National Environmental Management: Biodiversity Act regulations and must be managed accordingly In sensitive or riparian areas, its status escalates to category 1b, requiring control "If left unmanaged, ivy can smother and cause dieback, blocking the sunlight and subsequently adding weight to the distressed tree This often results in collapse and increase wind damage risk in open areas Ivy also outcompetes and displaces local plants, damaging biodiversity," according to the media release

CONTROLIVYINWINTER

The City encourages residents to use the winter season, which is ivy’s dormant phase, as a strategic opportunity to control or remove this plant

"Manually pull out the ivy stems and roots The stems can be removed from the ground of a standing tree Upper vines can be left to rot since they will die if they are not rooted Follow up regularly to remove

This deal, Hill-Lewis said, has further improved following the second round of public participation

A 100% pensioner rebate on rates and city-wide cleaning charges will now be available up to R10 000 monthly income, up from R7 500, and a 50% rebate will be available up to R20 000 income Discounts of 20% are also available up to R24 000 income, and 10% up to the R27 000 max threshold

"This all ensures that 97% of ratepayers won't experience an increase over 20%, and the 3% that might are generally those with solar installations who can sell power back to us for municipal bill credits, and even cash," Hill-Lewis said Fixed charges linked to property value will remain in tact, with Hill-Lewis saying the City had elected to retain the crosssubsidisation principles at the heart of the original budget draft, in the form of fixed charges linked to property value

"The only other alternative to property value determining your fixed contribution to infrastructure and fixed service costs is for everyone to pay a flat charge regardless of whether you are low-income or affluent We must be clear that lowerincome and wealthy households cannot make equal contributions to infrastructure and fixed service costs," he said

Ivy’s rapid spread has made it a growing problem in both public and private spaces

any new growth," the City advises Residents are urged to dispose responsibly of trimmings

"Never dump trimmings in natural areas where ivy can reroot and spread A good option is to dry the vine clippings on a tarp (plastic or canvas sheet) or on a paved surface, then shred them Another method is to put the vines in black trash bags and leave them in the sun for several weeks, until it has become non-viable

"Help the City beautify its parks and public open spaces by removing ivy from your garden and reporting it where it grows in public open spaces We urge residents to take action this winter while the plant is dormant If we all do our part, we can protect our urban forests and biodiversity Let’s work together to stop the spread," says Francine Higham, Mayco member for community services and health

. Report overgrowth in public spaces by logging a service request via the City’s C3 system or on the iNaturalist app and website to help the City track infestations.

"Electricity price relief will see thousands of households pay less to consume electricity from 1 July Likewise getting rid of the former 'pipe levy' based on pipe size, and basing it now on property value, means that all homes under R2,5 million will pay less for their fixed water charges than they would have on the pipe-size system for 25/26 Even when adding the new sanitation charge, 200 000 families in homes under R2,5 million will pay less fixed charges for water and sanitation together this year, compared to what they would have paid on the pipe-size system "

SELLINGDREAMS

Opposition parties were on the same page, making their stance against the budget strong and united

Paul Jacobson from the Freedom Front Plus said everyone understands that Cape Town must grow to allow economic development, but the administration has become over zealous trying to convert Cape Town into Hong Kong overnight According to Jacobson, investigation into the budget revisions shows that the middle-class rate payer will still be hit hard

Also from the Freedom Front Plus, Emre Uygen said the "unfair" budget was voted in by single party dominance and further expressed his hope that rate-payers will see in this the need for a coalition government to come forth in next year's election The DA holds 135 seats in council out of a total of 231

In his turn leader of the ANC in council Xolaine Sotashe referred back to the 2022-'23 budget presented by Hill-Lewis in January 2022, saying the "Mayor sold us dreams" Founder of civic organisation STOP CoCt Sandra Dickson in a statement to the media said the approved budget still contains the original fixed charges of which will see increases to most municipal bills in multiples of the current inflation rate

Blow the whistle on misinformation

The City of Cape Town's ethics and forensics department issued a call to residents particularly the youth to help combat fraud, corruption, online misinformation, and scams by reporting suspicious activities to the City’s Fraud Hotline

"Our world is rapidly changing and technological advances bring opportunities and challenges," said the City's Mayco member for finance, Siseko Mbandezi

“One clear trend is the rise in online fake news and fraud, particularly involving scammers who falsely claim to offer City services or who threaten residents with consequences unless they make payments We’re also seeing a significant spread of misinformation whether by fraudsters, those with certain agendas, or via AI-generated content ” Mbandezi further highlighted the danger of information overload

Always pause, assess, and verify before forwarding social media posts Check the source, scrutinise branding and email addresses, and search for individuals mentioned to see whether the information can be substantiated

The City continues to face a high number of both in-person and online scams, particularly related to housing, where individuals solicit payments from residents in exchange for placement on the housing waiting list

The City will never request payment to secure a place on the housing waiting list

There have been cases of individuals "selling" City services such as water and electricity,” Mbandezi advised

The City has appealed to the younger, more digital-savvy generation to lead the fight against scams and misinformation

. Call the City's Fraud Hotline on 0800 32 31 30 or the call centre on 0860 103 089

More than 100 retailers turned out for the highly anticipated leasing launch of the upcoming GrandWest Mall, a new niche community shopping centre being developed at GrandWest Casino and Entertainment World in Goodwood

The launch, hosted on Thursday 19 June by developers Flanagan & Gerard in partnership with Sun International, marks a major milestone in bringing convenience retail to one of the Western Cape’s most iconic entertainment destinations

Set to be a bespoke 22 000m² single-level retail hub, GrandWest Mall will blend everyday shopping needs with lifestyle and entertainment, creating a holistic experience for both locals and regional visitors The project is backed by a R600 million investment, with Flanagan & Gerard holding a two-thirds stake and Sun International the remaining third

2,000M²GYM

The new shopping centre will connect directly to GrandWest’s redeveloped children’s entertainment zone, enhancing its appeal to families Once complete, the mall will feature two anchor supermarkets, two pharmacies, a variety of food and speciality retailers, health and beauty outlets, fashion, homeware, a 2 000m² gym, and numerous eateries

Paul Gerard, Managing Director of Flanagan and Gerard, says the decision to develop a retail centre at GrandWest was based on clear market needs: “Our demographic research shows there is a very real need to create a retail centre that answers the everyday shopping needs in this community GrandWest Mall is being

carefully designed to satisfy its immediate market and regional entertainment customer ”

TRAFFICANDJOBOPPORTUNITIES

The mall’s location, situated between the N1 and N2 along the M7, makes it easily accessible for surrounding suburbs and commuters

The design includes convenient ongrade parking, a dedicated delivery road for back-of-house efficiency, and a strong emphasis on sustainability through energy-efficient design, indigenous landscaping, waste recycling and full backup power

Mervyn Naidoo, General Manager at GrandWest, says the development responds directly to years of community

feedback “We run a 24/7 operation averaging over 16 000 visitors a day, so we have been regularly asked to add a retail element for the convenience of our surrounding communities Now I am delighted that we can finally give them what they have long asked us for – the high-end GrandWest Mall shopping experience ”

Construction on GrandWest Mall is expected to begin in the third quarter of this year (September) and will create approximately 2 500 jobs during construction and 2 000 permanent positions thereafter

The developers are committed to supporting local economic growth by using local contractors and materials where possible

Cape Town’s Metro Police are reminding parents and children to prioritise safety – both at home and when out and about –this school holiday “Based on the principles of community policing,” said metro police spokesperson Ruth Solomons, “the department continues to engage in social responsibility initiatives aimed at empowering children and raising awareness about their rights and how to protect themselves ” Here are some practical safety tips the metro police are sharing to help keep children safe during the holidays:

TIPSFORCHILDREN

. Always tell your parents or a trusted adult where you’re going and who you'll be with

. Walk in a group to and from school or other outings

. Say no and run if a stranger offers you a lift or tries to follow you

. Avoid going anywhere with someone who makes you feel uncomfortable

. Don’t go to the shop alone or wander off without telling an adult

. If someone follows you on foot or by car, change direction, run, and find help

. Memorise your full name, your parents’ names, your home address and phone number

. Always share if something or someone makes you feel scared, sad or uncomfortable

. Understand the difference between a good secret (such

as a surprise party) and a bad secret that makes you uneasy

. Use the buddy system, never walk or play alone

. If in danger scream “No!”, run and tell a safe adult what happened

. Stay at least three armlengths away from strangers and their cars If grabbed, fight back, kick, scream, bite, anything to break free and get attention

. Keep doors and windows locked when home alone

. Never open the door unless your parents have told you someone is coming

. Don’t tell strangers on the phone that you’re alone Say your parent is busy and offer to take a message

TIPSFORPARENTS

. Make sure your child knows their full name, age, address, and contact number

. Teach them how to reach you, another relative, or the police in an emergency

. When they’re home alone, advise them to never reveal they’re alone, whether in person or on the phone

. Teach them to avoid conversations with strangers at the door and to inform visitors to come back later

. Remind them to hang up immediately on suspicious phone calls “Our goal is to help children understand how to stay safe ” said Solomons

While winter in Cape Town often brings gloomy skies and chilly days, the City’s library and recreation and parks departments are turning the season into one of learning, laughter and lively activity through their annual winter school holiday programme “This holiday is often not seen as fun, because it tends to be cold and wet Our departments have it covered and many of the programmes are indoors In addition, there are hundreds of activities guaranteed to chase the winter blues away,” said the City’s Mayco member for community services and health, Francine Higham

Across the metro, libraries and recreational facilities are rolling out a jam-packed line-up designed to keep children mentally and physically active all in a safe and stimulating environment

TRANSFORMEDINHUBSOFCREATIVITY ANDCURIOSITY

"The City’s libraries will once again be transformed into hubs of creativity and curiosity Alongside indoor board-game corners, chess tournaments and colourful arts and crafts stations, this year brings fresh, hands-on experiences to the mix Young minds can learn to draw anime with local illustrators, explore basic coding by building simple games, and get up close with dazzling experiments in pop-up science labs hosted by the Mobile Science Centre Storytelling sessions also double as awareness talks, offering life lessons in a fun,

imaginative format," says Higham Meanwhile, the City’s recreation and parks department will host hundreds of activities aimed at helping children develop vital social skills From gaming tournaments and dance-offs to sports and teamwork challenges, the goal is to encourage leadership, communication and problemsolving in a dynamic, engaging way

SAFESPACE

“The programmes also provide a safe space for children to participate in social activities and enhance their cultural awareness,” added Higham “It’s more than just keeping children busy our staff put a lot of time and effort into the holiday calendar I want to encourage parents and guardians to send their children, as it’s an opportunity to help them continue learning in a fun way ”

Each library and recreational facility offers its own tailor-made schedule One such example is Goodwood Library, which has pulled out all the stops to host an exciting programme for local youngsters from 10:00 to 12:30 on selected days throughout the holidays Goodwood LIBRARYHOLIDAYPROGRAMME: .30 June – Games; . 2 July – Arts and Crafts; . 4 July – Chess Tournament; . 7 July – Games; . 9 July – Entrepreneur's Day; . 11 July – K9 Dog Show; . 14 July – Games; . 16 July – Arts and Crafts; . 18 July – Coding Tournament For more information, contact Goodwood Library on 021 444 7330 or 064 548 6532, or visit their Facebook page . Report missing manholes to City

With winter upon us, the City of Cape Town’s Water and Sanitation directorate is urging residents to help prevent sewer overflows by reporting missing or damaged manhole covers These covers are a vital part of the sewer infrastructure and help keep the system functioning properly

Stolen or broken manhole covers put both infrastructure and public safety at risk Open drains allow rainwater to enter the sewer system, especially during heavy rains, and contribute to overflows Rain water should flow into the stormwater network, not the sewer system Illegal stormwaterto-sewer connections and the dumping of foreign objects into the sewer network further worsen the problem by blocking pipes

The result is overflowing sewers, damaged infrastructure such as pump stations and sewer collapses

Open manholes also pose a serious safety hazard for motorists and pedestrians, particularly when filled with rainwater, and are not easily visible

Each year, the City spends millions of rand to replace missing manhole covers across the metro A pilot project testing lockable manhole covers has been implemented to determine if stronger locking mechanisms can reduce theft and vandalism

"The Directorate has spent about R2,4 million on replacing 2

824 sewer drain manhole covers across Cape Town between July 2024 and May 2025 This figure has decreased compared to the 4 468 manhole covers reported missing or stolen in the 2023-'24 financial year

"This is a preventable issue that requires everyone’s help By reporting missing or damaged covers, residents can help us protect our sewer infrastructure and prevent costly and dangerous overflows," said the City’s Mayco member for water and sanitation, Zahid Badroodien

HOWRESIDENTSCANHELP

My vrou haal 'n stukkie "lilac"lappie uit haar handsak "Do you have this colour material?" vra sy "Of cause we have madam," antwoord hy "And how long will it take for the suite to be finished if we decide on you as the tailor?" vra my vrou "About 13 to 14 days, madam," antwoord hy Ek hou die hele petalje dop, want soos ek nou al deur hierdie hele proses geleer het, die "punchline" lê gewoonlik in die prys

"Ok thank you And what will it cost to make the suite for my son?" vra my vrou

"For you, only R5500," sê die ordentlike mannetjie

..GEEOUERSDIESELFDE HOEVEELHEIDAANDAG AANDIELEERDERSSE SKOOLWERKASWATHULLE RONDSKARRELOMSEKER TEMAAKASPOESTERTJIE SKITTERBYDIEBAL?

Nou wil ek vra of die skoolpunte ook so blink?

Goodwood roads crumble in rain

The City of Cape Town's appeal to residents to report potholes arrived as the winter rains set in, so Goodwoods' horrific state of roads worsened

Admittedly a small number of minor potholes were fixed - in a host of variations, but worse followed

The City embarked on angle grinding large areas around potholes, then disting out all the tar, etc within the cut area Depths ranged from 19 to 37 cm No cones were placed around the area, so motorists’ fate was sealed

However, in Vasco at an extremely busy

four-way stop, an area (1 7M x 1 2m) at one stop street has resulted in the gravel degenerating into two holes about 7mm deep

Motorists use the one half of the road to avoid the holes From all four sides! This has been ongoing for over a month These cut-out areas have continued, the latest in Murray Street, until 23 Junenotwithstanding the danger it poses like all others but damage to vehicles Winter madness, replica of township streets, or just residents' lot?

Home Affairs launch disappoints

Home Affairs Tygervalley Mall - I was so pleased to see the announcement for this government department to be located in a safe environment, close to where I live Unfortunately it is very disappointing Firstly, you can only apply for a passport online The form keeps hanging so you cancel it

Why doesn’t

and retry Still no details are displayed but it says it has been submitted Then you try to book an appointment There are no slots available, and the advice given is ‘‘get up at midnight and try then’’ They do not entertain walk-ins even though it is not busy Completely pointless

Strandfontein have more neighbourhood watches?

It seems like people are resting on their laurels because the crime stats says that Strandfontein precinct does not have a crime problem but word on the street is different to the stats

I have had several of my neighbours tell me that they have been mugged or robbed one even at gunpoint, so are the stats accurate?

Even if they are, this is actually besides the point since the muggings, robberies and burglaries are a reality for Villagers

My friend lives in Rondebosch and she was surprised to hear that Strandfontein does not have more neighbourhood watches

She said that where she lives, the

private security companies and neighbourhood watches work together

This should be a reality in our area too

I pay a fortune of private security and I frequently see some of their vans parking along Spine Road so why can they not patrol more and be another set of eyes and ears for the community like the residents in other more affluent areas have challenged them to do

There is so many vagabonds loitering around Strandfontein

Surely they report what they see to the narcotic forces in the area Why can't the forces for good do the same?
