The High Court in Cape Town began hearing arguments on 1 and 2 September from legal representatives of five groups seeking to oppose a landmark bid to decriminalise prostitution in South Africa Sixteen prospective amici curiae, or friends of the court, also made submissions to join the case, with 14 supporting the decriminalisation effort and two opposing it

On Monday 1 September after hearing the two counsel for the five intervening respondents - Cause for Justice and a coalition of four organisations - the court ruled that it was satisfied that the intervenor applicants made out a case for intervention and they are allowed to intervene as respondents in the case

The court’s decision regarding the admission of the 16 amici stood over to Tuesday 2 September, with the judge, on Monday, indicating his inclination to whittle down the number of amici However, in delivering its judgement on Tuesday, the learned judge admitted all 16 amici to the case, quoting the Constitutional Court’s judgment in Koyabe v Minister of Home Affairs

“Amici curiae have made and continue to make an invaluable contribution to

“CauseforJusticewillnowbegin withthemammothtaskof representingthepublic ” - Spokesperson

this court’s jurisprudence Most, if not all constitutional matters present issues, the resolution of which will invariably have an impact beyond the parties directly litigating before the court Constitutional litigation by its very nature requires the determination of issues squarely in the public interest, and in so far as amici introduce additional, new and relevant perspectives, leading to more nuanced judicial decisions, their participation in litigation is to be welcomed and encouraged,” the court held "In consequence of the court’s rulings, Cause for Justice will now begin with the mammoth task of representing the public interest in the retention of the criminal ban on prostitution, by preparing its opposing papers to the applicants’ case, in order to meet the filing deadline of 13 October," says a spokesperson for the organisation

ARO aims for GunRun

KEANANHARMSE

A group of animal activists are gearing up to tackle the GunRun pet walk to help raise funds for their third mobile clinic

The group will take part in the 5km Pet Walk category in this year's OUTsurance Gun Run at Fritz Sonnenberg Road, Green Point on Saturday 13 September

The walk will start on Fritz Sonnenberg Road in Green Point, and finish on the Green Point Common, opposite the Green Point Cricket Club All races finish on the Green Point Common, opposite the Green Point Cricket Club

RAISINGFUNDS

The runners represent the Animal Rescue Organisation (ARO) and are raising funds for their brand-new mobile clinic, said head of fundraising, Lindsey Concer

"This service is a lifeline for pets in need, and as a team, we're ready to put in the miles (and the sore feet!) to help make Mobile Clinic number three a reality

"Help us help the doggies and kitties who need us most," she said

The ARO team is making its debut in this year's Pet Walk with 25 team

members, including their families

The animal rescue organisation has been appealing for funds to help cover their costs to build another mobile clinic since July and launched a fundraising drive Concer hopes the new clinic can expand their services and allow them to support more communities where animals need vaccinations and sterilisations

"A third clinic is an urgent need that we identified during our recent outreach efforts in communities like Jim se Bos, Lekkerwater, Egoli, Phumlani, Siqalo, and most recently, Smallville," said Concer So far they have received some donations

“This is hugely frustrating because it plays into the very narrative that spreads through our gang-infested communities - that police protect gangsters instead of standing with the people The reason given was that the motorcade was seen as a 'gathering' But let’s be clear, a motorcade is not a gathering It is a collection of vehicles driving in tandem from road to road, raising awareness and showing unity

"It is deeply disappointing that the police chose this path Actions like this erode trust instead of building it, and they weaken the partnerships that could exist between police and communities who are desperate to see gangsterism and drugs defeated," says McKenzie Police spokesperson Sgt Wesley Twigg said the motorcade was stopped because the organisers did not have authorisation for the event “The marchers dispersed peacefully,” he says

BRENDENRUITER

The family of a young rugby player from Blue Downs are over the moon after she was chosen to represent her country in the South African youth Springbok Squad

Tamryn Booysen, a Grade 11 learner at Tygerberg High School, who is also a sprint star, only started playing rugby last year and since then her rise has been rapid

Father Paul says it feels like only yesterday when she first hopped her way to victory in the Grade R bag race "Even then, we could see the spark the determination and spirit that set her apart From that day forward her athletic

pursued her for a year to join their rugby club At first, we hesitated especially my wife, who wasn’t thrilled about such a tough and wild sport But eventually, we gave in, and she jumped headfirst into her very first rugby game no trials, no training, just pure courage

"I’ll never forget that day My wife, too nervous to watch, retreated to the car My other daughter and I stood at the sideline, hearts racing cheering her on And she

played for Western Province under 16 and 18 Her journey even took her overseas, where she proudly competed at the Rosslyn Park 7s Rugby in the UK, helping her team secure the Silver Plate

APROUDMOMENT

Paul says it is not only the accolades that make them proud "It’s the way she carries herself humble, grounded, and still unaware of just how extraordinary she really is As parents and as a family, we couldn’t be more proud She is an inspiration, a role model, and a reminder of what hard work, faith, and passion can achieve The future is wide open, and we are so excited to see where her incredible

FAS statistics brings sobering reminder

Globally, the rate of Foetal Alcohol Spectrum Disorder (FASD) is eight out of every 1 000 live births

In the Western Cape it is as high as 310 of every 1 000 live births

No amount of alcohol is safe during pregnancy, and City Health has services for women who are struggling to cope without alcohol

The City of Cape Town is calling for urgent action this International Foetal Alcohol Spectrum Disorder Day, observed on 9 September, as South Africa continues to face some of the highest reported rates in the world

This year's theme is "Supporting bumps without booze – coping without alcohol"

CONDITIONS

FASD refers to a range of preventable conditions that occurs in someone whose mother drank alcohol during her pregnancy with them

These govern physical, cognitive and behavioural development, with effects ranging from mild to severe and lasting a lifetime

"No amount of alcohol is safe during pregnancy," said Mayco member for community services and health Francine Higham, "and while we speak often of the need to stop drinking during pregnancy

and, in some instances, it is easier said than done Our City Health clinics and substanceabuse treatment sites are there to help

“I encourage mothers to be to enrol for basic antenatal care at their local clinic as soon as possible If, for whatever reason, you are struggling with alcohol or other substances our Matrix programme offers outpatient assistance and support to women, also their families "

RAISINGAWARENESS

The City's Community, Arts and Culture Development Department reached 4 601 people through its Substance Abuse Prevention Programme in the previous financial year, which includes the Driving My Future Programme

This focuses on raising awareness, preventing risky behaviours and advocating for responsible decision-making

It also teaches children and adults about the harm associated with substance abuse, particularly FASD

A distinctive aspect of the programme is the use of realistic simulators to illustrate the desired outcomes

"While the responsibility starts with pregnant women we all have a role to play in supporting them and their unborn babies," Higham pointed out

Localchefshinesin culinarycompetition

Maxine Maart from Elsies River may only be in her first year of culinary school but she is already making waves on the culinary scene

Maart, who is currently doing the foundational cookery programme at the Cape Town campus of Capsicum Culinary Studio (CCS), took part in her first ever cookery competition and was awarded second place in the Young Chefs Challenge 2025 and received R40 000 for her efforts The top spot went to another CCS student, Johannesburg’s Unami Binda, who won R80 000

“Growing up I enjoyed helping my mother run her fast-food business and this sparked a curiosity that evolved into a love for cooking and sharing delicious food with others I began experimenting in the kitchen, trying out different recipes and exploring different flavours,” says Maart

STUDIES

She said she decided to enrol at Capsicum because of its industry reputation: “What I am studying is the perfect starter stepping stone for me, but I don’t believe that my studies with the school will end with this programme ”

Maart said she was both nervous and excited to take part in the contest

“I grew up watching cookery shows and competitions, so this was a dream come true I was determined not to overthink it and become overwhelmed, but rather to

dishes in the competition: “For the starter round, I prepared a samosa stuffed with sweet potatoes and spinach and served on a pea purée My main course was a sautéed chicken breast on a bed of potato mash and served with a mushroom sauce I had to pivot and change my main course on the day due to a shortage of ingredients, but I still it work because that is what do and I was proud of what I d the judges in the end It was redible learning experience

I was speechless when I heard my name announced as first runnerup I only wished that my parents could have been there to see me but I know they were incredibly proud I would like to study further and also plan to travel and learn more about different cultures and cuisines In five years’ time I would love to run my own food business It’s a big dream but I believe that if you work hard enough at something, dreams do come true ”

Drilling contest marches on

LAURENO’CONNOR-MAY LAUREN OCONNOR-MAY@NOVUSMEDIA CO ZA

A drilling competition that started in Mitchell’s Plain has become interprovincial, despite still not being recognised as an official sport

On Saturday 18 October the second interprovincial drilling and marching competition for the year will take place at the Jan Burger Sports Complex in Parow and teams from the Eastern and Northern Cape will be taking part

The drilling and marching competition was started by then Mitchell’s Plain station commander, Maj Gen Jeremy Vearey in 2007 in response to a sharp decline in discipline at schools

“He realised that an activity was needed that would teach youth discipline, respect for authority and encourage

leadership skills,” said Cornelia Louw, the local organising committee (LOC) chair

“Marching and drilling was introduced as a diversion programme ” Louw has worked in policing since 2006 She was the sports administrator at Mitchells Plain Police Station but left for Pretoria in 2010 after she was promoted to the Hawks She returned to Cape Town in 2014 to work in the Hawks’ provincial cyber crime investigation unit

Her main role as LOC chair is also finding partners and funding

Despite the scale and scope of the competition changing, investment remains a challenge Many schools are also unable to secure coaches

MontanaPrimarygetsnewlibrary

What began as a single library has now grown into 100; but for The Bookery, the true milestone is not in the number, but in the countless minds opened, imaginations sparked, and futures shaped through the power of reading.

Montana Primary School became the home of The Bookery’s 100th school library, a tranquil space filled with over 3 000 carefully chosen books, ready to ignite the joy and power of reading for every learner who walks through its doors

The opening marks a significant step in The Bookery’s mission to ensure that every child in South Africa has access to a well-resourced school library and the transforming opportunities that come with it

“This milestone is a powerful reminder of what is possible when we come together and rally behind literacy,” said Shelley de Wet, managing director at The Bookery

“Each of our 100 libraries is a promise to children – that their stories matter, and that they deserve the tools to write their own With 81% of Grade 4 learners unable to read for meaning, South Africa faces a national crisis This is compounded by the reality that 43% of households do not own a single book, and only 35% of adults with children read to them How do we expect learners to thrive when they cannot understand what they read, or when they grow up without access to stories that spark imagination and build knowledge?"

“We believe every child deserves to experience the joy and power of reading Access to books is one vital step, but it is only the beginning Ongoing support and strong partnerships are essential to sustain this work The Bookery cannot do it alone

– together, with partners who share our passion for systemic change, we can build a future where every learner has the chance to succeed,” says Mary Baartman, acting principal at Montana Primary

“Monty, as our school is affectionately known, suffered some setbacks and challenges, but we choose to be positive and we as school leadership, educators and learners have adapted well with the resources we have Today we see another door being opened leading to growth for our learners We are so excited about our new chapter that the beautiful new library brings Monty’s Book Bungalow will give learners access to books that don’t only hold information, it will spark brighter futures for our learners "

PARTNERSHIPS

Provincial minister of education David Maynier agrees on working together: “The scale of the early-grade literacy problem requires a massive and coordinated effort from all stakeholders This is why partnerships with organisations like The Bookery are so valuable to us, we are all pulling in the same direction, and together we can improve learning outcomes for every learner, in every classroom, in every school in the Western Cape,” says Maynier

“For The Bookery, reaching this milestone is not the finish line, but a renewed commitment to action Each library we create and support is a cocoon for change, a safe space where children can dream beyond their circumstances, discover new worlds, and build the

literacy skills they need to thrive in all subjects, in order to break the barriers of disadvantage,” said Jacki Sands, Fundraising and Communications Officer at The Bookery

The journey to Montana’s library was made possible through remarkable generosity by the MacFarlane Family Foundation, a long-time partner of The

Bookery, who provided anchor funding for the 100th library installation; SALI Trust sponsored books gifted to learners at the launch; and The Silent Book Club Cape Town, led by founder Shawn Buck, raised an additional R100 000, inspiring the Sygnia Asset Management book club, led by Juliette Bendix, to contribute the final amount and bring the vision to life

New amendments to a City by-law gives several reprieves to small rental unit owners in townships

This is according to the Development Action Group (DAG) which hosted an information session on the changes in the municipal planning by-law at the Lentegeur Police Station boardroom on Saturday September 6

The session was facilitated by the Mitchell’s Plain United Residents’ Association (Mura)

Despite strong opposition to the most recent amendments, DAG, a non-profit that supports micro-developers, said the changes are a help to backyarder landlords

DAG’s Zama Mgwotyu said there had been a lot of push back by opposition parties who challenged the amendments, saying it was reminiscent of Apartheid spatial planning

“But these developments are already happening on the ground and we have been advocating for these changes for some time,” Mgwotyu said

He said that without the proper support, dense backyard property developments put a strain on infrastructure

DAG’s project coordinator Kamogelo Shika led the workshop

“Government alone cannot meet the demand for housing,” Shika said, adding that the private sector is providing housing faster than the government

She said the demand for housing has caused communities to subdivide their properties to create rental incomes but this was mostly done without the proper consultations, permissions or planning

She told the group of residents,

KiteFestivaltakesflightagain

The Cape Town International Kite Festival will return in 2025 with renewed spirit and a powerful theme, #CourageToFly.

Now in its 31st year, the festival has become a symbol of hope, resilience and unity, and this year it celebrates the bravery it takes to face life's challenges, particularly in relation to mental health

For the first time since the COVID-19 pandemic, the festival will once again take place over two full days – on Saturday 25th and Sunday 26th October

The festival will also be hosted at a new venue, the Youngsfield Military Base in Ottery

MENTALHEALTHAWARENESS

Since 1994, the Cape Town International Kite Festival has been organised annually by Cape Mental Health as part of its mission to raise awareness of mental health and promote resilience

Each kite that rises into the air serves as a reminder of freedom, creativity and the courage it takes to seek help, speak openly, and support those on their mental health journeys

This year's theme was chosen against the backdrop of recent global challenges – from political and social instability to the lingering effects of the pandemic – all of which have contributed to rising rates of anxiety, depression and other mental health conditions

In South Africa, an estimated 16 5% of the population lives with a mental disorder, and the stigma attached to these conditions remains a significant barrier to treatment and recovery

Cape Mental Health CEO, Professor Ingrid Daniels, emphasises that it takes remarkable courage to live with a mental health condition, to rise above stigma,

25-26OCT

The festival will take place over two full days at a new venue, the Youngsfield Military Base in Ottery

and to continue along a recovery journey despite the inevitable challenges

"Like a kite soaring against strong winds, people living with mental health conditions inspire us all to hold on, rise above, and find strength to persevere," says Daniels

ASPECTACULARSHOWCASE

This year's festival will feature a spectacular showcase of kites from both local and international participants, alongside entertainment for all ages, kitemaking workshops, food vendors and an amusement park for children

The festival continues to expand its reach beyond the two-day celebration through initiatives such as the EduKite competition for schools, community fly events like the Heideveld Community Fly, and a variety of inclusive activities that ensure children and adults of all abilities can participate

For those unable to attend in person, Cape Mental Health encourages support through its BackaBuddy campaign, with all funds raised going directly to its essential free services across the Western Cape These services enable individuals and families affected by mental health conditions to access the care and assistance they need, ensuring that the festival's impact extends far beyond the colourful skies of October . For more information, follow @CTKiteFest on social media.

THINKING OUT LOUD

Health is wealth

I was fine one day The next, I was struggling to breathe, fighting for every inhalation and placed on oxygen in the ICU

Two weeks ago, I experienced what I now call a life quake If you've never heard the term, it's a powerful disruption that shakes your life, shifts your direction, and demands transformation It doesn't arrive politely, and it rarely feels convenient, but it comes with purpose Your life is calling for change

For me, that quake lasted seven days

In those ICU hours, time slowed Even a glimpse of an airplane outside my hospital window, its roar and motion from the seventh floor, gave me hope That small sight became a beacon, I waited for it, letting it remind me that I would get out In that space, I wasn't just Namhla Monakali I was "a slip-and-fall risk", a clinical classification meant to protect fragile patients At first, the label felt cold and impersonal, but it forced me to confront my vulnerability and reflect on how easily life can shift Every breath felt monumental Every heartbeat reminded me how fragile life truly is It forced me to face how I had been living, long hours at work, skipped meals, skipped workouts, stress carried like a badge of honour, rest ignored I had been

LIFEQUAKESAREPAINFUL,BUT THEYARECLARIFYING.THEY STRIPAWAYDISTRACTIONS, FORCINGUSTOCONFRONT WHATWE’VEIGNORED.

investing in everything but my most precious asset, my health That's when it hit me, health is wealth

No promotion, no car, no social accolade can replace the value of being alive and well Health is the foundation of everything else Yet, we often wait for a crisis to force us to notice I don't want to wait anymore

Since that life quake, I've committed to caring for myself differently, physically, mentally, and emotionally

I've learned to listen to my body, to prioritise well-being and to make conscious choices each day that protect and nurture my health

Last week was Kidney Awareness Week, and I couldn't help but think of Asanda Hlamandana, a young skilled, passionate and dedicated teacher with a Master's degree (yes, she would want me to mention that she has Masters), whose passion for teaching has always inspired her learners I've watched her create an inclusive learner-focused learning environment, celebrate their journeys, and helping them reach not only their academic goals

Life quakes are painful, but they are clarifying They strip away distractions, forcing us to confront what we've ignored They challenge us to grow, to change, and to emerge stronger My ICU stay was not just a brush with mortality, it was a chance to redefine priorities, appreciate the little things, and embrace life fully Health is freedom For me? It's freedom to breathe without struggle, to move without pain, to pursue dreams, to nurture relationships, and to experience joy

So, take this as my reminder to you, and to myself, cherish your health Protect it Honour it Don't wait for a life quake to shake you awake Make time for rest Eat mindfully Move your body

If you're in the middle of a life quake, whether through illness, loss, transition, relocation, grief, new opportunities, or the unpredictable road of entrepreneurship, I see you I pray you move through the shock and embrace the beauty trying to break through I hope, and I live, to reap the rewards of allowing growth to visit, shake me, and usher me into one of the most beautiful seasons of my life -NAMHLA MONAKALI

BRIEWE|LETTERS

Turns out the grass is not greener in Oakdale

My wife and I recently moved from Parow to Oakdale in Bellville Our primary motivation was the safety, security and relative tranquility in the area

Imagine our shock when we discovered that prostitutes are plying their trade in broad daylight literally next to our complex on the corner of Sydney and Kingsmead Streets

Needless to say, we were shocked to the core! We felt horribly betrayed since nobody ever alerted us to this scourge

This, despite the fact that two primary schools surround us and small innocent children are exposed to this dehumanising practice I understand that numerous complaints were already lodged with the relevant authorities but to no avail

Police simply drive past the prostitutes as if its the right thing to do When confronted, they just return without a care the next day All this happen in broad daylight as if they know

Recycling efforts under threat

The waste diversion initiative by the Cape Peninsula University of Technology ( CPUT goes green , TygerBurger 27 August) is indeed a noble environmental sustainable project If only Grant Twigg Mayco member for urban waste management, quietly rightly praised the zero-waste project Yet, the question remains: is it going to remain sustainable?

Take for instance the projects promoted by the City over the years! When wheelie bins were introduced, residents received pamphlets as to what could, or could not, be dumped in them It even provided special bins in certain areas for recyclable materials

There was a time when recycling was the in-thing when many businesses venues allowed drop-off points for certain items - including fluorescent tubes, batteries, etc

No longer! And in the interim, as society finds the pleasures of life more attractive, we now even dump highly toxic items of all sorts in the convenient wheelie bin Even asbestos

Which may only be dumped at a site at Bellville South It is so much more convenient to just dump (all

sorts of items/cuttings) in the cover of darkness at some convenient spot No wonder the City has waste trucks on the roads seven days a week!

While the drom-krappers are the curse of numerous residents it is unbelievable the number of sugar/maize bags they fill on many days of recyclable items For which they are paid by recycling depots Yes some litter the pavements and streets, but there is a way the culprits can be stopped Without force

Which brings me to the outcry from residents surrounding the Goodwood dump site Over a decade ago, the City eventually found a suitable site amidst much fanfare; until after further investigation, it was rejected due to water level issues

As usual, the issue was swept under the foundations of City's sacred headquarters! I mean, the wagon moves on

The very same scenario applies to what gets dumped into waste water outlets in numerous buildings Or down manholes Or anywhere else! Oh well, ratepayers can pay JBeelders,VASCO PRAGTIGEGESIGVANDIELENTE:

Potholes becoming craters

There is a significant increase in potholes in the Goodwood area Many potholes are resembling craters, that will do damage to vehicles, and will evidently cause incidents

The quick "fixing" with gravel is definitely not suitable, as can be observed The question is, when will the road surfaces be a top priority? TessaLuck,GOODWOOD

they have protection! From early morning to late at night we are forced to watch this spectacle This cannot be correct and tolerated Something must be done and fast

We regret everyday the decision to move into this neighbourhood We feel trapped and terribly betrayed! How can this be allowed in this day and age?

I would like to appeal to the authorities to intervene with urgency We do not deserve this Frustrated Citizen, BELLVILLE

Cape Town Opera brings a magical Mozart adventure

Cape Town Opera (CTO) is set to enchant young audiences this September with a vibrant new production of The Magic Flute, tailored specifically for primary and high school learners.

This lively adaptation of Mozart's beloved opera will run from 16 to 20 September at the Joseph Stone Auditorium in Athlone, offering two performances daily at 10:00 and 13:00

Directed by Elizma Badenhorst, with imaginative designs by Frankie van Straten and lighting by Kieran McGregor, this playful version blends live performance with engaging puppetry Music direction is by Jan Hugo, recently seen onstage as Rossini in CTO's acclaimed The Barber of Seville

Designed with accessibility and education in mind, The Magic Flute has been adapted into two unique versions—one for primary and one for high school learners—making it an ideal cultural outing for schools.

With multilingual narration in English, Afrikaans and isiXhosa, and opera sung in the original German, the production ensures inclusivity while supporting curriculum-linked learning, particularly for high school music learners

The opera follows the young Prince Tamino on a fantastical quest to rescue Princess Pamina. Along the way, he's aided by a magic flute and the quirky bird-catcher Papageno, embarking on a journey filled with humour, wisdom and wonder

A stellar cast from CTO's Judith Neilson Young Artist Programme brings the tale to life, including Alida Scheepers as the Queen of the Night and Khayakazi Madlala as Pamina. Mongezi Mosoaka, Sisikelelwe Mngenela, Nathan Lewis, and guest
