The Western Cape Government is deeply alarmed by the recent spike in pedestrian fatalities and drunk driving arrests From 30 June to 6 July, a tragic 23 people lost their lives in 23 separate crashes on Western Cape roads
These include:
. 15 pedestrians;
. four drivers;
. three passengers and . one motorcyclist
"These figures serve as a sobering reminder that reckless behaviour on our roads continues to have devastating consequences, particularly for our most vulnerable road users
“The loss of lives on our roads is avoidable and requires collective action Too many innocent lives are impacted and altered by the poor judgment and decisions of road users,” said Western Cape Mobility Minister, Isaac Sileku
“Most alarming is the 57 people arrested on suspicion of driving under the influence of alcohol during a week marked by heavy rain across the province Driving while under the influence, no matter how small the amount, will not be tolerated Drivers are urged to prioritise safety at all times,” added Sileku
WINTERSEASON
The winter season brings added challenges for all road users Shorter days, poor visibility, wet roads, and adverse weather conditions increase the risk of incidents, especially for pedestrians
Driving under the influence remains one of the leading causes of road crashes and fatalities
If you plan to drink:
. Arrange for a sober driver, taxi, or e-hailing service
. Never let a friend drive under the influence
. Be part of the solution, report reckless
Having witnessed many near headon collisions on this very section of the road, frustrated by the City’s lack of response, members of the Bracken Heights Neighbourhood Watch turned to TygerBurger for help after reporting the issue more than two months ago, with no action taken
According to Buks Smuts who uses the road daily he has observed several near accidents on the sections of the road where road markings are "non-existent"
"As motorists cross the N1 bridge and attempt to turn onto the highway, they face oncoming traffic from the opposite direction, creating a serious risk of headon collisions as the traffic is not regulated into channels due to there being no road markings The same applies at the turnoff into Marigold Road, as well as the crossing at Stanley Street At the Stanley Street crossing, Brackenfell Boulevard splits into three lanes - to turn left right and continue straight, a situation that poses danger in the absence of clear road
drivers when it is safe to do so
Pedestrians are urged to take personal responsibility when heading out:
. Wear bright or reflective clothing, especially in poor light conditions
. Cross only at designated crossings or intersections where drivers expect to see pedestrians
. Avoid distractions such as cellphones and headphones when walking near or across roads
. Do not walk under the influence of alcohol
. Stay alert, always assume drivers cannot see you
To improve safety and visibility on our roads, The Western Cape’s Provincial Traffic Services conducted 213 integrated roadblocks, vehicle checkpoints, and speed control operations across the province during the past week Over 27 000 vehicles were stopped and checked, resulting in just over 4 000 fines issued for various traffic violations A total of 78 arrests were made for the following offences:
. 57 driving under the influence of alcohol;
. four reckless and negligent driving;
. one speed-related arrest; . three overloaded goods vehicles; . 11 possession of fraudulent documentation and . two failure to furnish information
The Western Cape Government continues to urge all road users to act responsibly, especially during adverse weather conditions
“We all have a role to play in protecting lives on our roads, let’s drive, walk, and act with care,” said Sileku
markings,” says Smuts
To compound the problem taxis pass by on emergency lanes and buses rank in the same emergency lanes just pass the Gene Louw Traffic College
"Brackenfell Boulevard is a major road that carries a lot of traffic throughout the day," he says
"This crossing is of grave concern due to faded road markings, which will worsen as the winter sets in," he wrote in his complaint to the City
Quintas did not provide specific details on the nature of these capacity constraints to complete the work, but TygerBurger has it on good authority that the delay was largely due to a shortage of available contractors to carry out the work during the previous financial year
"The road markings will be done as part of this current 2025-'26 financial year programme," he says in response to questions posed by the newspaper
"These were scheduled last year but due to capacity constraints the City was unable to do these markings in the previous financial year "

Community involvement is key to making Brackenfell a safer place, and the CPF needs the support of local residents to strengthen its efforts in fighting crime more effectively in the area
Every police station in South Africa has
heard," says Landry
"The CPF relies on active participation to identify challenges to implement practical responses By attending, you’re not just observing but you’re contributing to a safer Brackenfell "
Legislated functions of the CPF include promoting accountability of the local police to the community in addition to monitoring the effectiveness of the police, and to advise on local policing priorities
This entails making recommendations to the station commanders, the provincial commissioner and the MEC
Moreover, word of mouth is an effective tool in spreading a message and informed CPF members can empower their communities to have a say in their own safety and to eradicate crime and criminals from their area
A general meeting of Brackenfell Community Policing (CPF) Forum is scheduled to take place on 21 July at Heidekoppie church at 19:00
Residents are urged to attend the meeting to bolster the CPF's workings in the suburb

Now a fixture on Capegate Shopping Centre’s calendar, the event calls on community members, families, schools and corporate teams to roll up their sleeves and give 67 minutes of their time to a cause that brings real relief to dogs in need Participants will paint wooden kennels, sponsored by local businesses, which are then donated to under-resourced animal shelters across the Western Cape “Mandela Day is about making a meaningful impact, and we believe small actions can lead to lasting change,” says Zoë Enslin, marketing manager at Capegate Shopping Centre “This is our way of providing a platform for our community to show compassion, collaboration and creativity, all aimed at giving neglected animals the shelter and dignity they deserve ” The Dogbox Project began in 2012 as
a Mandela Day initiative and has since grown into a year-round drive to support animal shelters Kennels, being one of the most expensive and critical items for shelters, are often in short supply With the help of community-driven initiatives like this, more dogs can stay warm and dry in winter and cool during the hot summer months
This year Pet Shop Science, one of Capegate Shopping Centre’s stores, has raised a paw to make the impact even bigger Pet Shop Science will be donating 67 blankets, 67 dog jerseys and 67 bags of food – totaling R22 000 in sponsorship The event’s format also echoes the Mandela Day principle: 67 teams will paint 67 kennels in 67 minutes
“All you need is a little time and a willingness to get your hands dirty We’ll provide the paint, the brushes and the music You bring the spirit ” . The public can register to take part in the event by signing up on The Dogbox Project’s website: https://www dogboxproject co.za/ events

In recent years, the organisation has proudly expanded its development programmes with the launch of several micro-enterprises:
The Flippen Good Car Wash - A bustling car wash facility providing training in vehicle cleaning, time management, and teamwork
Ability Bites - a tuck shop initiative that teaches food preparation, hospitality, stock control and point-of-sale service
Differently (l)abled - a charity shop where participants learn retail operations, customer service and merchandising
These projects are more than just income generators - they are platforms for personal growth, building confidence and preparing participants for meaningful inclusion in society and the workplace
“Before joining the workshop, I had little confidence in my abilities,” says Sipho, a participant in the Differently (L)abled project “Now, I’ve learned how to work in a team, serve customers, and handle
money I feel proud of what I can do ” Support from the surrounding community has been instrumental to the success of these initiatives
“Our work would not be possible without the community and partners like Triangle Farm CID,” says the general manager, Marlise Esterhuizen “Their contributions allow our participants to grow in real, measurable ways ”
As the organisation continues to grow, its vision is to expand enterprise projects and develop formal job placement opportunities in collaboration with local businesses
Chris Steytler Industries will be joining the nation in commemorating Mandela Day on Friday 18 July embracing the theme “It’s still in our hands to combat poverty and inequity”
Through celebration and service, the day reinforces the workshop’s mission to break barriers and unlock the full potential of people with disabilities
“The community is warmly invited to support these initiatives - whether by donating gently used goods to the shop, booking a car wash, enjoying a light meal at Ability Bites, or offering partnerships and employment pathways Every contribution makes a difference Together, we are creating a more inclusive and empowered future where ability knows no limits,” says Esterhuizen

With a concerning patter of serious vehicle accidents on Darwin that becomes Marlborough road in Kraaifontein, Ward councillor Rhynhard Bresler has suggested to the administration that a safety audit to assess the area and help determine what additional measures may be needed to prevent further incidents in what is believed to be a high-accident zone
Speaking to TygerBurger last week, Bresler said possible interventions could include orange warning lights and extra road signage to alert drivers
Several previous applications brought by Bresler to install traffic calming measures - such as speed humps and raised intersections - were unsuccessful due to the road being categorized as a Class 3 road, albeit that it mainly goes through a residential area
A Class 3 road is a road that distributes traffic between principal residential, industrial, and business districts, acting as a link between the primary network and roads within residential areas, Bresler explains
At any rate, many accidents occur on the single-lane road, according to Bresler Most recently, he says, a taxi crashed
into a house two months ago and a year or what ago, a woman and her child tragically lost their lives in a head-on collision on the stretch of the road between Builders Warehouse and Brighton Road
SHORTAGEOFTRAFFICPOLICE
Due to a shortage of manpower there is a general lack of visible traffic police on neighbourhood roads "It is impossible to have traffic officers on all the roads at all times There is simply not enough traffic officers and everybody knows that, something that does not help curb speeding and reckless driving," says Bresler
"But how we do we solve it?" he asks
An amended policy suggested by the City of Cape town suggest that the regulations be changed to allow traffic calming measures on Class 3 roads
"It is a long process, however, that involves comment by the City s engineering department and subcouncills before it can be passed by Council But should it be passed it will be a sure light in the tunnel for residents in the area "
Bresler says traffic calming measures is a necessity on this dangerous road "I have monitored the road on many occasions and observed how people speed down there, often skipping stop streets, he says

Amidst recent attacks on Durbanville residents and complaints of slow response by Durbanville police, more than 3 740 people have already signed a petition by local Ward 21 councillor Hendri Terblanche to have more police boots on the ground
A highly pregnant mother, her husband and their two-year-old toddler were threatened with a firearm a week ago
After the robber was detained by residents of their complex,
they had to wait an hour and a half for the police to turn up at the crime scene to arrest the robber The police said their slow response was that they did not have a vehicle available to go out to the crime scene
The robbery took place and the robber was detained only 400 metres from the police station
Shocking statistics were shared by Terblanche in his petition, which he plans to hand over to parliament as soon as possible According to Terblanche
there is currently only one police officer to 977 residents in Durbanville - sick and annual leave left out of the calculation "Safety is a constitutional right, not a privilege!" Terblanche says in his petition
"Despite the rising population growth and the increase in demand, the Durbanville police station remains under-resourced due to the failure of the ANC to allocate police capacity where it is needed The centralised control of the police services continues to undermine effective local policing
"However the residents feel unsafe due to the unequal deployment of police resources to Durbanville police station," he says According to Terblanche recent information obtained from the Durbanville police station reveals that the approved staff allocation was reduced by 11 officers in 2022 and a further nine officers in 2024 "Consequently, the officer to population ratio now stands at 1 police officer for every 977 residents This is significantly higher than the national standard of 1:427 ”
UPGRADENEEDED Durbanville Community Police Forum (DCPF) is supporting the petition "as long it is not a party political action", says Louie Storm, chair of the DCPF "Our police station must definitely be upgraded to brigadier status if one considers the massive development that has been approved by the City of Cape Town and on other goverment levels “ Visit https://petitions.da.org. za/p/police-reinforcementsdurbanville to sign the petition.

The pavement outside Durbanville police station - known as a "haven" for street people at night - has been restored and beautified with rocks in an initiative by AfriForum.
Residents constantly complained to TygerBurger that they feel unsafe to visit the police station, especially after hours, and to park their vehicles in Louw Street adjacent to where the street people sleep Residents across the road also complained of being harassed
The project, which commenced recently, aims to re-establish a garden that was initially planted and maintained by AfriForum last year, says Jurie Ferreira, spokesperson for AfriForum
"The garden will undergo a transformation with rocks being packed to a higher density to discourage sleeping in the area
“Signs have been erected on the fence to give notice of the garden refurbishment and inform the public that no loitering or sleeping will be allowed in the flower bed," he says

"Dearly beloved We are gathered here today to get through this thing called life " These ominous words from the late great artist Prince have eerily become prophetic for capturing the anxiety, confusion and uncertainty of our society we face today
Even though these lyrics were birthed in the 80s, some of the same socioeconomic issues that plagued the previous generations have either multiplied or remain largely ignored by our government and municipalities, who are so quick to applaud their own projects on social media and advertise the idea that they're "making a difference" with creating jobs and helping the poor in these impoverished communities
The great irony that haunts our 30-year old democracy is the fact that our bleeding economy keeps spilling over despite how many times our president shuffles his cabinet or launches projects that promise to solve load shedding, corruption and create more jobs
inescapable with many companies now capitalising in its efficiency to streamline and propel their advertising in the hopes of maximising their profits by smothering the market
However, now more than ever our education departments, teachers and tertiary institutions have to swiftly find ways to incorporate this technology into their curriculums for fear of being overtaken by other countries making great strides in training the new generation with Al's benefits However, what should remain an essential factor amidst our rush to understand and incorporate Al in our careers to help society, is our critical thinking, which is more crucial than ever in the fast-paced times we live in Today's students have easier access and methods to plagiarise in their work and essays which are meant to express their unique opinions on important issues
This also makes the work of lecturers and tutors even harder when it comes to marking and identifying patterns of fraud with Chat GPT improving and updating weekly
I refer to the article in the TygerBurger dated 2 July regarding the justification for the rates increase in the Western Cape ("City approves 'unfair' budget")
I live in a small-town Philadelphia very remote, more or less 30 km outside Durbanville
This is where one can see that it does not matter what party rule It is just the same in every party and the rest of South Africa
If you stay outside the Central Business district and lager towns, you are forgotten and not budgeted for
Unless of cause if you are “labelled” as “less fortunate” no matter where you stay Then you can have two properties, one in Easten Cape or elsewhere where you always go at the end of the year, because you do not have to pay for that one either
No rates for the shack you stay in for free nor the house you built in your hometown either Everything is for free Others will pay for what I want
One cannot say that is not the case because the masses that leave in their thousands to their hometown at the end of the year is not to a resort for a vacation
Someone or somebody need to sponsor them, and it is again the soft target us as homeowners
People forgot that we did not get our houses for free We have to work hard for our hard-earned money to stay where we are and to be safe
We become a nation of sponsors for those who “do not have” not only in our personal tax, but now with our rates as well
Our rates increase in such a way that we pay the same as any other house in Durbanville No distinction that we are in a rural area
Just like in Johannesburg we get constant power problems and nowadays water problems as well
We pay hard earned money for a service with the water levy still charges in our municipality bull, but service delivery is out the door
Just because you are a small town with not a lot of people What are you going to do?
Then I do not even want to let you know about the road from Durbanville side
Huge potholes that get patched up only when the sun is shining, but until then you have to doge the holes that just get bigger and bigger
The excuse no budget for calming measures and upgrade of the road
I wonder how the added cost of the cleaning services will work in our town if they cannot even do the basic stuff
People should be aware and understand that whatever party rules they will do what they want, because they have the majority, they can E COETZEE, Philadelphia
With raging wars in Ukraine and Gaza compounded with the fact that President Donald Trump's decision to impose a 30% tax on South African exports, our pockets face another pinch with the current rising price of goods and petrol
In SA, crime, gender-based violence, homelessness and unemployment still haunt our youth who now have to adapt their career choices in the wake of Artificial Intelligence (Al) Al s sudden popularity has become
Even today when you're doom-scrolling you can discover an amazing animation of a podcast showcasing zoo animals discussing their weekend plans and using South African swear words until you realise this content was Al generated This content has become absurdly popular which begs the question, are we starting to use entertainment to numb ourselves to death and become dopamine addicted sheep? Today more than ever, we need critical thinkers, artists, politicians and readers who will lead our country, so that we may thrive and harness the power of Al for our communities in the age of shrinking attention spans -KEANANHARMSE
The letter "Goodwood roads crumble in rain" which appeared in the TygerBurger dated 2 July, refers I would like to agree with D Beelders of Vasco, that the roads in Goodwood are in a shocking state and the rain doesn't help I had occasion to go down Kimberley Street from Milton Road and it was full of potholes from Milton to Carey Slater Milton also had a pothole or two in after Alice Street going towards the M7
The City of Cape Town is quick to present an increased budget and Hoosain Abrahams is on some or other committee that wants to develop Goodwood into a City Improvement District, but I think they should first do something about the state of the roads Townsend Street between Milton and C J Langen-
hoven is a wonderful example of a section that has been standing un-tarred for close on a year already, causing cars, taxis and trucks to try and travel on the wrong side of the road to avoid the huge "donga" that has formed there Of course, because the intersection of Voortrekker Road and Jakes Gerwel Drive is a bit of a conundrum, many motorists, especially taxis, think they can avoid it by going along Townsend Street instead, so I don't expect the road will be pothole free for long
Please repair the roads in Goodwood even the manhole covers, etcetera are lower than the roads, which cause the cars to try and avoid them

For the first time in almost 30 years, South Africa’s leading ballet companies - Cape Town City Ballet (CTCB) and Joburg Ballet - will join forces to present Swan Lake first in Johannesburg and then at the Cape Town International Convention Centre (CTICC) from Friday 25 July to Sunday 27 July
Veronica Paeper oversees this version of Swan Lake that was originally staged in Cape Town in 1971 by French dancer Attilio Labis. Close on 150 years after its first performance in Moscow in 1877, this saga of love and betrayal remains at the pinnacle of classical ballet, performed by ballet companies around the world.
The two companies have a line-up of established stars and exciting newcomers waiting in the wings to dance the leading roles. Alternating with their Joburg Ballet counterparts in both cities as Odette/Odile and Prince Siegfried will be CTCB principals Kirstél Paterson and Hannah Ward, partnered by Leusson Muniz and guest artist Jerome Barnes, recently seen opposite Ward in CTCB’s sell-out season of Giselle at Artscape The role of the evil Von Rothbart will be shared by CTCB’s Axton Green and Joburg Ballet’s Gabriel Fernandes and David Maluleka.
