If the draft budget passes at the end of May, the City of Cape Town will launch a game-changing crime-fighting plan by deploying 500 new metro police officers - five in each of the city's 116 wards
It's a first for the City and marks a major shift in how municipal law enforcement operates This rollout will double the number of new officers added since the current administration took office, bringing the total to 1000 Mayco member for safety JP Smith told TygerBurger the new recruits will hit the streets after completing training in September Backed by a R6,7 billion safety and security allocation in the 2025- 26 draft budget, Smith says the City finally has the resources to make this kind of proactive, ward-based policing possible

It will allow for faster response times and better insights to unique issues within the ward, according to Smith "Officers won't have to travel 20 minutes to get to your area, and spend time looking for streets And they will have knowledge of the issue referred to, as they will be working in the ward every day," he says "What is important is their ability to return to existing problems without being called upon They will be in a position to form relationships with local bodies such as the CPF, neighbourhood watches and private security companies to supplement existing crime prevention efforts " He pointed out that the current system, that deals with about 2200 incidents per day, is largely complaint driven due to limited resources JP Smith. A total of 10 local non-profit shelters qualified for the provision of goods and services valued at R1,2 million by the City’s community, arts and culture development (CACD) department to help them cope with the increased demand for their services this winter. The R1 million budget will go towards acquiring and distributing essentials like blankets, mattresses, food items, hygiene items and cleaning aids to qualifying shelters An additional allocation of nearly R230 000 has been made through the Expanded Public Works Programme to assist shelters with temporary staffing, operational support and administrative tasks over the period. The programme started on Thursday 8 May and will conclude on 30 October At the launch of the Winter Readiness Programme were from left Jean Ray Knighton Fitt (CEO of U-Turn Homeless Ministries),Shadrick Valayadum (CEO of The Haven Night Shelter),Bijou Bakole (COO from Elthios Centre),Francine Higham (Mayco member for community services and health),Megan Pangeni (community, arts and culture department),Erefaan Jacobs (client at Oasis Reach for your dreams Safe Space),Perpetua Mamvura (Programme Co-ordinator at the Tygerberg Association for Street People),and Zodwa Mbontsi (CACD).In front on the bed is Ilse Maartens (Branch manager for Mould Empower Serve).
The Western Cape Government welcomes return of licence card printing machine
The Western Cape Government (WCG) on Friday welcomed the news that the national driving licence card printing machine is finally back online Spokesperson Muneera Allie says this will bring much needed relief to thousands of motorists across the Western Cape who have been waiting patiently for their cards.
"The WCG is hopeful that this marks the start of real progress But the national department of transport has its work cut out for it as it works in easing the massive backlog in printing new cards."
According to Allie, the Western Cape as of 2 May had a backlog of 108 402 outstanding driving licence cards, which formed part of the national total of 747 748 that built up during the three-month period that the machine was out of order "We trust that the national department will now move swiftly and efficiently to clear the backlog without any further issues. The provincial government remains committed to advocating for efficient, accountable service delivery that empowers residents and strengthens mobility across the province."

We’ve come a long way, but are we truly free?
What is freedom if truth can t move freely? What is democracy if storytellers live in fear,or worse, disappear without a trace?
As a journalist, I understand both the power and the price of truth I've seen how communities open up when someone truly listens, and how quickly fear can shut that down
With World Press Freedom Day commemorated recently, on 3 May, I've been reflecting deeply on what media freedom really means in South Africa today We've come a long way, but are we truly free?
In 1994, our country turned the page on a dark chapter of state controlled media and silenced voices Our Constitution gave birth to a bold vision of freedom of expression, protected not just for journalists, but for every citizen The press was meant to be a bridge between people and power, a watchdog for democracy But rights on paper don't always reflect the reality on the ground
Today, threats to media freedom don't always come dressed in uniform They arrive masked, as crime, intimidation, digital manipulation, and economic pressure Community journalists are particularly vulnerable Often, the newsroom isn't four walls, it's a backpack, a microphone, and the courage to ask the hard questions others won't Sometimes, that courage costs lives
.. WHENJOURNALISTSGO MISSING,WEMUSTASK,WHO BENEFITSFROMTHEIRSILENCE?
In February this year, community radio journalist Aserie Sibusiso Ndlovu and his partner Zodwa Precious Mdhluli from Mpumalanga vanished No ransom No goodbye No answers The silence that followed was deafening Their families, their listeners, and the broader media fraternity were left in limbo, haunted by their absence and by the growing pattern it represents
This past week, a flicker of progress emerged, four suspects were arrested But that doesn't bring them back Their bodies were found in a field, cold and lifeless It doesn't undo the fear that's taken root in many reporters It doesn't erase the growing despondency within the media fraternity, myself included
Because when journalists go missing, we must ask, who benefits from their silence? What stories were they chasing that someone wanted buried? And what does it say about the state of our democracy if the messengers disappear, and the message dies with them?
Their disappearance reminds us that censorship isn't always a law or court order Sometimes, it's a gunshot in the night, a threatening phone call, or an unspoken rule not to cover certain topics In some communities, crime has become the editor, deciding what can and cannot be reported
That, too, is censorship It is silent, insidious, and effective
So again, I ask: Are we truly free when fear does the editing?
As a female journalist in this country, I ve felt that tension, balancing truth with safety, duty with fear And I know many of my colleagues continue to push forward
Not because it's safe But because someone must Because without media, there is no accountability Without community voices, there is no full picture And without truth, we live in shadow But we cannot do it alone
Media freedom relies on a society that values it That's why media literacy matters
As we move forward, let's remember, the media is not just a profession, it is a public service It is the pulse of democracy -NAMHLAMONAKALI

Furious over rising City tariffs
The City of Cape Towns's ridiculous tariff hikes refers I entirely agree with Jo Roberts (“Elderley crushed by tariffs , TygerBurger 30 April)
The City of Cape Town bases tariffs on the value of your property and do not take into consideration that your income has not kept up with this pace
Property value does play a role but be reasonable as we cannot be held to ransom because prices have escalated disproportionately to the rest of the country I too am a pensioner and my income does not increase by the 20 odd percent that the City are proposing Electricity prices soon to be increased are also based on property value - Western Cape is the only province using this insane methodology
‘Kaaps’ deserves respect, not ridicule
I'd like to address the person who berated Kaaps as a language ("Ek hou nie van Kaaps", TygerBurger 23 April)
Many people are unaware, and perhaps even purposefully disregard the fact, that Afrikaans is a creole language that developed in the Cape It was spoken by indigenous and enslaved people among themselves Afrikaans is not the creation of European settlers The "suiwer" Afrikaans was purposefully developed by a task group in Stellenbosch to disassociate from the creole language being spoken
If you know and understand history, it is not surprising that many still have that view of Kaaps as inferior, the language of the less intelligent The attempts to erase culture has been a decades long process in South Africa, and the legacy of that process remains DEAN, Uitzicht
Then they want to increase the basic electricity service by another ridiculous amount
This to subsidise the millions of non-paying squatters that are erecting camps all over They are the ones that are putting strain on infrastructure and somebody else must foot the bill
City of Cape Town seems to just encourage more illegal settlements developing and expanding – more crime, no contribution to the economy, more costs
The DA made a huge sing and dance about the 0 5% VAT and then cripple people with these rates
Gordon Hill-Lewis keeps spinning and not listening to the people STOP THE CRAZY, Brackenfell
Suburbs disrupted by race day noise
It’s one thing when 10 000 want to “Run the City”, but it’s quite another when the organisers of the event wake the residents of surrounding suburbs within kilometres with blaring loudspeaker music and announcements at 06:00 on a Sunday morning
Thank you, it’s a reminder never to bank with the name sponsor and thanks the City for giving permission for this totally unacceptable disruption, seemingly without any limitations
This was bullying of residents in the first degree!
Surely we have by-laws that govern noise levels, even for events such as this
Strangely, by about 7:30 when most of the competitors must have been at the start the noise level reduced significantly and not much of the loud music and screaming over the mike was heard PETER SMULIK, Rugby

“The communities we work with are hungry for change. They just need the skills and space to find it ”
These words from Lene November capture the heart of her work across the Western Cape As a facilitator of the Brightstar Lifestyle Programme - an interactive personal development course that builds emotional resilience, self-awareness, and practical life skills for both adults and children - November is helping ignite transformation in communities across the region
The programme forms part of Badisa’s broader network of support and intervention strategies, offered through the community care package under the Kuumba Care initiative
CHANGEHAPPENSFROMINSIDEOUT
“The Brightstar programme gives people a mirror,” says November “It helps them pause, look inward, and realise that they are capable of more ” Whether she’s helping a withdrawn child speak up for the first time or supporting an overwhelmed parent through the parenting skills programmes to recognise their own worth, Lene believes
deeply in the transformative potential of the work
“One session I’ll never forget involved a young boy who was very quiet and shy,” says Lene “He hardly spoke during the first few activities, but then, unexpectedly, he opened up and shared something deeply personal You could see the change in him immediately And what was beautiful was how the other children followed his lead "Sometimes, all it takes is one person being vulnerable to break the silence For me, these moments are more than emotional, they’re intentional Every time someone opens up, it chips away at the stigma around issues like emotional well-being, family struggles, and mental health The creative activities we use are designed to spark those conversations in a safe and accessible manner It helps people reframe the stories they’ve been telling themselves for years, and to start writing new ones ”
HEARTFORPEOPLE,COMMUNITIES
Her journey started in Calitzdorp, a quiet little town in the Klein Karoo where she was raised with a strong sense of "ubuntu" “I finished school in Oudtshoorn and moved to Cape
Town in 1990 Delft became our home, and after more than 30 years, it still is It’s in Delft that I’ve really come to understand how much family dynamics shape us, not just as individuals, but as communities My husband, Bart, and I have built a life here, and our three children, CherryLynn, Heinrich, and Anasstasia, have been my anchor through everything Their love and support are what allow me to give so much of myself to others,” she says
Her professional journey has always followed her heart After years of volunteer work with the Labour Ministry, she joined full-time in 2010, combining her spiritual values with social action Just two months after being retrenched in 2021, she joined Badisa Tygerberg, completed her training in social auxiliary work, and discovered the Brightstar programme Since then, she’s visited countless Badisa programmes
“We want to see families grow, not fall apart You don’t always see the change immediately Sometimes it’s just a shift in someone’s body language, a little spark in their eyes, or the quiet one suddenly raising their hand during a group discussion
Healing takes time But I’ve seen it enough to know that the communities we work with are hungry for change They just need the skills and the space to find it It’s not just about the children,” she adds “So many parents are carrying their own pain When they haven’t had the chance to heal, that pain gets passed down If we can help the adults heal, then we’re already helping to break the cycle of trauma for the next generation That’s why I believe so strongly in the Parenting Skills programme Empowerment has to include the whole family ” November's work is deeply rooted in her faith “I always remind people that they are important to God We need to go back to the Bible to gain perspective That’s where our strength comes from People have the perception that social workers come into your home to break families apart, but that’s not true We’re here to plant seeds of healing We want to see families grow, not fall apart ” . Contact 021 939 9120 or email reception@badisatygerberg.org. za for more information about the Brightstar Lifestyle programme or to get in touch with someone at Badisa Tygerberg.
