THE long-awaited reconstruction of the Seekoei Estuary Causeway is progressing toward completion, with access across the causeway expected to be established by 30 September and full project completion scheduled for 15 October
The causeway, originally constructed in 1973 and upgraded in 1994, suffered significant damage during the severe weather events of September 2023
Kouga Executive Mayor, Hattingh Bornman, said that the September 2023 storm was subsequently classified as a National Disaster, enabling the municipality to access emergency funding from the Municipal Disaster Response Grant “The causeway has unfortunately earned the reputation as the most dangerous road in the Eastern Cape,” said Bornman
Following the devastating storm damage in September 2023, they secured R10,55 million for storm damage intervention measures

KOUGA Local Municipality has announced the appointment of Bonga Mpongwana as its new Manager: Electrical Services, a role he takes on with over a decade of diverse experience in the energy sector and a vision to modernise and strengthen the municipality’s electricity network.
Mpongwana’s professional journey began in 2013, shortly after completing his in-service training with consulting engineers in East London. Since then, he has built 12 years of experience across both the private and public sectors, including roles at MBSA Consulting, the Department of Employment and Labour, state-owned entities PRASA and Transnet, and Ngqushwa Local Municipality.
Alongside his career, he has pursued extensive academic achievements. He holds a National Diploma and B. Tech in Electrical Engineering from Walter Sisulu University, a Master of Engineering from Cape Peninsula University of Technology (CPUT) and is currently pursuing his Doctor of Engineering at CPUT. He is also professionally registered with the Engineering Council of South Africa (ECSA) as a Professional Engineering Technologist and holds the highly regarded Government Certificate of Competency (GCC).
“Coming to Kouga Local Municipality felt like the right step,” says Mpongwana “My qualifications and experience align with the unique challenges and opportunities within Kouga’s electrical network I believe I can contribute meaningfully to strengthening service delivery for our residents and businesses.”
Inspired by problem-solving Mpongwana’s passion for electricity and energy can be traced back to his school days at Mount Frere High School, where he excelled in Mathematics and Physical Science.
Selected as one of his district’s top science students, he attended a Science Exhibition in Grahamstown that exposed him to engineering and career possibilities.
“What inspired me was the idea of solving complex problems in a field where you cannot see current or voltage, but you can imagine and work with it,” he explains “Later, the challenges of load shedding and the emergence of renewable energy inspired me to specialise further in energy solutions.”
Priorities for Kouga
In his new role, Mpongwana will be responsible for overseeing technical operations, contractor management, site inspections, and compliance with policies and safety regulations.
Among his immediate priorities are:
• Rolling out renewable energy projects
• Driving loss-reduction strategies Implementing smart metering
• Strengthening occupational health and safety compliance
• Introducing preventative maintenance strategies.
Looking ahead, his five-year vision is to deliver reliable, affordable, and sustainable electricity for all Kouga residents, reduce reliance on Eskom, modernise infrastructure, and enhance efficiency in service delivery.
Upcoming projects include smart metering initiatives, small-scale embedded generation (SSEG), solar PV with battery storage, and the implementation of a SCADA system to improve monitoring and control.

For Mpongwana, community engagement is as important as technical innovation He plans to launch awareness campaigns, strengthen partnerships with local stakeholders, and encourage residents and businesses to adopt energy-efficient practices

Outside of work, Mpongwana enjoys watching action movies and football, proudly supporting Orlando Pirates and Manchester United. Colleagues describe him as a clear communicator, an inclusive leader, and an innovative problem-solver – qualities he is eager to bring to his leadership role at Kouga.

AT just 24 years old, Lyné van der Sand from Louterwater has already undergone more medical procedures than most people face in a lifetime, yet as she prepares for her wedding in June 2026, she continues to fight for the treatment she needs to live pain-free
Born with a dislocated hip that went undetected until she started walking, Van der Sand’s medical journey began early
She had three hip surgeries at just two years old and has had yearly follow-up medical checks since then
Unfortunately, Van der Sand’s hip problems didn’t end there
In 2012, her hip began dislocating again, leading to another surgery to turn her pelvis upright, a procedure that was initially successful
However, by 2019, the problems returned
Now facing the prospect of hip replacement surgery, Van der Sand finds herself in a difficult position
She said that her doctor has advised waiting until she is 32 years old for the procedure, as patients can only have two hip replacements per hip in their lifetime
“Because of my age, the road to hip surgery is complicated and long,”said Van der Sand
Sadly, her challenges extend beyond her hip problems
Van der Sand said that she was diagnosed with congenital severe asymmetry, a condition sometimes linked to a mild form of Poland syndrome, which affects the left side of her body
“They discovered that my left side did not develop correctly,”said

She said that when she was younger, her paediatrician indicated to her parents that it was a miracle that her brain worked perfectly since she had various disabilities on her left side
“I only have 5% vision in my left eye, my little finger on my left hand cannot be stretched out, and I have no toenails on my left foot
Additionally, my left breast never developed properly,” said Van der Sand
Referring to her breast size, she said that the size difference is extreme, with her right breast at least 1 5kg heavier than her left breast, which has affected her balance
Van der Sand said that the physical impact is substantial
“It causes daily pain in my back
and neck, makes simple things like finding a bra impossible, and leaves me struggling with basic activities,” said Van der Sand
“Psychologically, it’s been devastating It’s hard to feel ‘normal’ when your body doesn’t match what you see in the mirror ”
Since she’s too young for hip replacement surgery, Van der Sand is focusing on addressing her breast asymmetry, hoping it will relieve pressure on her hips
The recommended treatment is to reduce her right breast to match the left, but her medical aid won’t cover the procedure
“This isn’t about vanity It’s about being able to move, dress, and live without pain or shame,” said Van der Sand
To raise the necessary funds for the surgery, which requires a general anaesthetic and a short hospital stay, she has launched a BackaBuddy campaign titled “Surgery for symmetry”
“Every donation, no matter the size, will bring me closer to the day I can finally feel comfortable in my own skin,” said Van der Sand
Despite her challenges, she remains optimistic about the future, particularly her upcoming wedding in June 2026
