Several tributes honours passionate lawman
Respected legal legend dies

“Passion for justice, eccentric charisma and unyielding love for his family, friends, colleagues and the broader community whom he tirelessly represented.”
This, according to a relative, is the legacy one of the Helderberg’s most respected attorneys, Lawrence Moffitt, leaves behind following a valiant battle with colon cancer.
He died in the presence of his loved ones last Tuesday (8 October), exactly a week after his 67th birthday.
“It is with immense sorrow that we reflect on the passing of Lawrence Shaw Moffitt, whose presence loomed large within the legal profession and the lives of those around him,” the relative said in a heart-warming tribute shared with the publication.
“Moffitt was a man of many facets. To some, he was a steadfast attorney, fiercely defending their innocence and often affectionately referred to as ‘Pa’, ‘Prokureur Moffitt’ or ‘Judge Moffitt’ by his clients of diverse backgrounds.”
Among the tributes paid were fond memories shared by
Alderman Stuart Pringle, a longstanding councillor and chairperson of the City of Cape Town’s Subcouncil 5, who remembered Moffitt as a very direct guiding figure from their first meeting at the law firm Morkel and De Villiers.
Pringle honoured the law firm’s former director for his commanding and almost theatrical presence in court, which made him a legendary figure especially admired by candidate attorneys.
Known for his eccentricities, such as an untucked shirt, wild hair and occasionally borrowed ties, Moffitt was unapologetically himself. His passion for justice and fairness drove him to work tirelessly for his clients. “Moffitt didn’t just walk into a room. He swaggered, leaving a trail of anecdotes and the faint smell of cigarettes in his wake. He tackled complex cases with the enthusiasm of a man who saw the law not merely as a profession but a calling.”
Moffitt joined the provincial Attorneys General, predecessor of the National Prosecuting Authority, in the 1980s, his first prosecuting post at the Somerset West Magistrates’ Court. Afterwards, he served the
Attorney General’s Office (now Director of Public Prosecutions) as a High Court advocate until he left the Department of Justice to join the Western Cape Law Society in 1995.
He practised as a defence attorney from 1995 until he was diagnosed with cancer in June 2022. Afterwards he made the odd appearance in court to assist, but never returned to work full-time.
According to Moffitt’s daughter Tara, who followed in her father’s footsteps, he lived for his work and his children, the latter his foremost priority. “The general person does not know this, but he raised two children as a single father from the year 2000 and still never missed one sports match of either mine or my brother’s.”
Tara inherently shares her father’s passion for the legal field, and as a young child she would ask many questions about his cases. He, however, did not want her to pursue a career in the legal field, and encouraged her to complete her BComm Honours at Stellenbosch University.
However, determined not to give up on her legal dream, Tara went against his wishes and

acquired her law degree through the University of South Africa part-time. She then commenced serving her articles in January 2017 under his guidance at Moffitt Attorneys, which he operated as a sole proprietor.
“It quickly became a forgone conclusion that at some point I would succeed him at the practice. Moffitt Attorneys Incorporated was established by me as sole director and shareholder in July 2022, following his diagnosis to ensure practice continuity.”
Tara paid tribute to her
father’s hard and somewhat abrasive personality, which often masked his compassion and sympathy, and guarded his heart, which was one of gold. This was evident in the way he conducted himself, especially in court. “He was one of the rare attorneys who practised with heart, irrespective of the circumstances.”
She said he was a larger-thanlife legal professional who dedicated his life to serving others and was a devoted father.

Possible lifeline for the homeless

The local subcouncil has submitted a motion to transform two buildings on Victoria Street into a safe space for the homeless, pending approval by the City of Cape Town.
The proposal aims to repurpose the Somerset West Driving Licence Testing Centre (DLTC) and Tereo Community School buildings for the “holistic rehabilitation” of street people.
This initiative, led by Ward 15 councillor Gregory Peck through Subcouncil 8, follows a streetpeople workshop held in August.
The public was informed about the proposal in a September edition of the Ward 15 newsletter, which also mentioned a follow-up workshop in November to consolidate decisions and plan cooperation among organisations as well as municipal and provincial departments working with street people.
PROPOSED SAFE SPACE
On further enquiry, Peck expressed hopes for the motion’s swift approval and implementation to counter homelessness and reduce crime.
The proposed safe space was prompted by the workshop at Life Church on Tuesday 27 August, which highlighted the need to address social factors contributing to homelessness, such as substance abuse and mental health issues. The workshop also identified a lack
of shelter space, especially subsidised shelters for families, and the need for assessment centres to monitor progress.
Peck aims to replicate successful models like the Culemborg and Bellville safe spaces, aligning with community organisations, mobilising resources and focusing on a system offering comprehensive support to rehabilitate the homeless. “With facilities such as the Somerset West Night Shelter and Family Shelter at full capacity, the need for a safe space is urgent,” said Peck.
“At the proposed safe space, social workers will guide street people, offering training sessions to help them learn skills and earn opportunities. It’s not just housing; it’s about restoring dignity and providing a path to a better life.”
CONCERNS ADDRESSED
Peck addressed concerns about using the two buildings, explaining that the realignment of the N2 highway and the relocation of the testing centre and school will leave the buildings vacant. These are not in a residential area and be used instead of being demolished.
The site will be isolated from residential areas by the new highway, Victoria Street, canals, and an electric substation, and will be managed by staff, including social workers.
Peck emphasised that most street people are battling mental health, addiction problems and poverty. “We can reduce the number of people living on the
street with good planning and a place for rehabilitation. This requires getting them off the street, rehabilitated, employed through training, and back to functioning in society. The story changes when they are offered shelter and meals.”
The next step is for the motion to go through City departments to determine if they have any use for the buildings. If not, the Property Directorate will assess costs for the budget allocation process to start. Peck has prioritised getting community organisations, neighbourhood watches and churches to collaborate for the safe space.
REPURPOSING CITY BUILDINGS
Ward 83 councillor Carl Punt expressed his support for the proposal of a “safe space” for street people to have a central place where they can sleep in safety with the necessary facilities and services offered from relevant organisations and social services. “The idea to use the test centre and school buildings for such a possible safe haven for homeless people is a proposal that should be investigated, as it is centrally located and because the need in the Helderberg for this service is growing,” he said.
Estelle Joubert, principal of Tereo Community School, confirmed the imminent relocation of the school, which celebrates its silver jubilee this year. She divulged that an alternative property has been purchased, and the school is awaiting zoning permits, with a

view to moving from the current school building, occupied since 1999, next year.
Joubert confirmed she is aware of the motion and possible fate of the City-owned buildings considering the highway’s realignment, a matter that is sparking debate among community members – some advocating for demolition to prevent potential hazards, while others suggest repurposing the buildings to provide safe spaces for people in need, particularly those without homes.
“If managed effectively, I am in support of the buildings being used constructively,” said Joubert, highlighting the facilities available in the current location, such as classrooms, bathrooms and a kitchen. “If not, where else would the homeless go?”
SERVICES FOR DRIVERS
The Somerset West DLTC closed due to storm damage in April and has been operational since Saturday 5 October. However, the facility has moved to a temporary location at the Strand Municipal Building, on the corner of Main and Fagan streets.
Residents can apply for learner and driving license tests, renew drivers’ licenses, submit PRDP applications, and collect licence cards at the new facility.
The test track at Somerset West DLTC is still used for Code B and motorcycle driving tests. The operating hours are from 08:00 to 15:30 on weekdays, and 08:00 to 11:00 on Saturdays.

Tara shared that her father was also a classic car and Mini Cooper enthusiast, as well as an avid Arsenal supporter – a true “Gunner”.
Asked to share her most cherished memory of him, Tara considered it an impossible task to single out one of the many endearing memories she dearly treasures.
A decorated detective stationed at Macassar Police Station, Sergeant Norman Ngonelo, shared he had met Moffitt as a legendary lawman known as “Mr Moffit” when he joined the force as a police officer two decades ago.
He helped mould Ngonelo into the seasoned investigating officer he is today.
“We would argue and go to war like arch enemies in court, but be the best of friends outside of the ‘legal arena’. He was a good man and respected law professional,” Ngonelo related.
“He will be sorely missed by members of the police and the broader community. May his soul rest in peace.”
Moffitt is survived by his daughter Tara, son Nicholas, daughter-in-law Cassandra, partner of 13 years Ursula von Zweel, two brothers and their extended families.
A memorial service in honour of Moffitt and his life, memory and contribution to justice will be held on Saturday 16 November.
The venue for the service will be confirmed at a later stage.
Attending police officers are requested to be dressed in full uniform, with legal professionals in full court attire.

Die dorre perseel langs Laer Gordonsbaaiweg in Strand waar slegs onkruid in plaas van ’n nuwe biblioteek uit die fondasie spruit, sal vir langer as ’n jaar nog die hartseer herinnering wees aan die baken van hoop wat voorheen die gemeenskap gedien het.
Die Suiderstrand-biblioteek het drie en ’n half jaar gelede in al sy erfenisryke glorie afgebrand (“Geskiedenis, nie net boeke vernietig,” DistriksPos, 4 Maart 2021).
Die voorval het Saterdag 27 Februarie 2021 in die vroeë oggendure plaasgevind en was die eerste brand in onlangse jare waarin ’n stadsbiblioteek heeltemal vernietig is. Slegs die buitemure het bly staan.
Die voorval het skokgolwe deur die gemeenskap gestuur, wat nou nog treur oor die vier dekades oue gemeenskapsbaken wat vir talle jeugdiges as veilige hawe gedien het, weergalm het met gemeenskapsbetrokkenheid en opvoedkundige bronne aan die massas beskikbaar gestel het. Nou – presies twee jaar nadat afbreekwerk aan die biblioteekgebou in Oktober 2022 voortgesit is om plek te maak vir ’n nuwe biblioteek – is bevestig dat die gemeenskap nog langer aan hul reeds dowwe hoop moet klou.

Patricia van der Ross, burgemeesterskomiteelid vir gemeenskapsdienste en gesondheid, het by navraag oor die feit dat geen ontwikkeling vanjaar voortgesit is nie, bevestig dat die verwagte tydraamwerk vir die herbou 2026 is. “Die beplande aanvangsdatum is Januarie 2026, met ’n konstruksietydperk van 12 maande,” het Van der Ross gesê.
Volgens Van der Ross is ’n duidelike dryfkrag van die Stad om die biblioteek te vervang. Sy het verduidelik dat die Stad verskeie terreine in Strand ondersoek en geëvalueer het om die beste ligging vir die heropbou van die nuwe biblioteek te bepaal; die gevolg is dat die bestaande terrein as die optimale ligging gekies is.
“Om dienslewering aan die plaaslike gemeenskap te verbeter, is op ’n geïntegreerde fasiliteit ooreengekom, met die
biblioteek as die hoofgebruiker. Die projek is tans in die konsepfase van die ontwerp,” het sy gesê. By verdere navraag oor die projek, wat langer as ’n jaar gelede in die konsepfase was, het Van der Ross verduidelik die Stad het aanvanklik aan ’n ontwerp vir ’n selfstandige biblioteek gewerk, maar toe is versoek dat ’n geïntegreerde fasiliteit oorweeg word (“Wanneer kom die nuwe biblioteek?”, 22 Maart 2023).
Laasgenoemde moes saam met die verskillende departemente werk, en diegene wat belangstelling getoon het, moes bydra tot die bedryfs- en kapitaalbegroting vir die ontwikkeling van die fasiliteit.

. Onderwysers het projekte begin om leerders met leesvaardighede en wiskunde te help, en hierdie gemeenskapsbetrokkenheid duur voort.

Vanuit ’n opvoeder se standpunt is die biblioteek noodsaaklik as ons kinders se houding teenoor onderrig en lees positief wil verander,” het Fanie gesê. “Kinders in die onmiddellike omgewing het na die biblioteek gegaan vir hulp met projekte, studiemateriaal en leesboeke en allerhande leerhulpbronne. Met die biblioteek as gemeenskapsbaken en toevlugsoord was die akademiese resultate baie beter. ’n Liefde vir lees en leer ontbreek aansienlik. Die bewys is daar. Ons kinders word van ’n blink toekoms beroof. Die skool het sy eie biblioteek, maar dit is nie voldoende nie.”
Die twaalfjarige Shadick Thomas het trots gesê hy het sy leesvaardighede by die biblioteek opgeskerp en gesê hy mis die boeke. Hy moet nou op sy ouers staat maak om hom na die Strand-biblioteek te neem.



































































































































































































Adding their voices to call for eradication of illegal firearms
Organisations forming part of the Khayelitsha Community Policing Forum’s (CPF) sub-district held a march calling for communities to raise their voice about the use of illegal guns. The march, entitled “Silence the Gun”, took place on Saturday 12 October, with the group starting in Khayelitsha and proceeding through the sub-district. There are nine police stations in the sub-district, including five in the Helderberg: Macassar, Lwandle, Strand, Somerset West and Gordon’s Bay. The march was also supported by local police after a call by the Khayelitsha Sub-district police commander Brigadier Mnoneleli Magobiyane. Along with police, various organisations in the Helderberg calling for safety also joined the action. “We are doing this to make people aware of the illegal guns in the sub-district,” said Fumela Soldaat, chairperson of the Khayelitsha CPF’s sub-district. She hoped that by breaking the silence on illegal guns, the youth in the policing precincts could be afforded more prosperous futures.

Crime fighters gearing-up for holidays

Somerset West’s crime is on the decline, which offers a glimmer of hope to the community about their ongoing security concerns. This was presented to stakeholders gathered in the Somerset West Library Hall at a meeting hosted by the Community Policing Forum (CPF) on Wednesday 9 October.
Vispol commander for Somerset West, Lieutenant Colonel JP du Toit, spoke on

behalf of the police and unveiled Somerset West’s recent crime report for the previous semester, which spans April to September, this year.
He stated that contact crimes were down by 11% and noncontact crimes by 16,15%.
Property crimes were down by 4,7% and the biggest decrease seen by the police were of robbery, which had fallen by 58%, successes attributed to the impact of neighbourhood watches as well as the various security companies operating in the area.
Other crimes, such as fraud
where criminals targeted pensioners, had risen by 0,5%.
Du Toit also mentioned an increase in motor-vehicle thefts (“Motor-vehicle thefts spike”, DistrictMail & Helderberg Gazette, 18 September) and the murder of a Lesotho foreign national (“Killed in broad daylight”, 9 October) as notable incidents.
The meeting not only focused on the past crime prevention methods, but included showcasing the police strategy to curb crime in the future, such as the Community in Blue members who were recently

trained by the station commander of Sir Lowry’s Pass, Captain Charles Riffel, in anticipation of the festive season that is fast approaching (“Patrollers train”, DistrictMail & Helderberg, 9 October).
Llewellyn Pistorius, one of the CPF’s Victim Support members, wrapped things up by thanking the police for their service and reminded the other stakeholders of their responsibilities, particularly of being the police’s information gatherers, their eyes and ears.

Police probe murders
Lwandle police are calling on the community’s assistance to aid the manhunt launched following a double murder at the weekend.
Anyone with information that could aid in an arrest after the lifeless bodies of two men were found on Saturday night (12 October) is asked to come forward.
According to Sergeant Mthokozisi Gama, spokesperson for the Lwandle police, officers on duty followed-up on a complaint of fighting on the corner of Swaja and Nombula Street, at 23:47. “On arrival the respondents found two

male bodies lying in a pool of blood, with visible stab wounds. The body of a 22year-old man was discovered on the scene where the alleged fighting had occurred, while the body of a 34-year-old man was found in the vicinity of the Siyanyanzela informal settlement. The motive for the killing is unknown at this stage. Police have opened a double murder case docket for investigation.”
The suspect(s) remain at large and anyone with information that could lead to an arrest is urged to contact Detective Sergeant Mfundo Soyiyo at the Lwandle Police Station on 021 845 2060.

A cuppa for a worthy cause
The third annual Cup for Cancer was held at the hall of Dr GJ Joubert Primary School in Strand on Sunday (13 October).
In all, 400 people attended the event and the community of Strand raised R25 000 for the oncology departments of Red Cross War Memorial Children’s Hospital and Tygerberg Hospital. In addition to the funds raised through the event, Strand Moslem Primary School asked its learners to donate R5 to the cause, and raised R2 300. The Khan family, proprietors of the local Planet Food chain, also donated R6 000 in memory of a family member who lost the fight to cancer. Pictured are the organisers of Cup for Cancer

Daar sal ook ’n veiling wees met wegbreekvakansies en sportmemorabilia vir die hoogste bieër.
Al die opbrengste wat ingesamel word, gaan vir Duane se stryd teen akute limfoblastiese leukemie by kinders.

Sy ouers, Pieter (46) en René Wagenaar (37), kon eers drie dae ná Daune se eerste verjaardag ’n definitiewe antwoord by dokters kry. Dit was toe kanker by hom gediagnoseer is en hy dadelik intensiewe behandeling begin ontvang het.























“Hoewel hy dit nie in woorde kon uitdruk nie, kon ek sien dit was baie traumaties vir hom,” het sy ma, René, gesê.
Buiten die emosionele onstuimigheid om hul seun in ’n hospitaalbed te sien, moet die Wagenaars hulle ook oor hul geldsake bekommer. Een van die ouers moet voltyds by Duane wees. Dit beperk die aantal ure wat hulle kan werk.






Duane moes die volgende twee jaar diep delf. Hy het 799 dosisse chemoterapie ontvang, 16 bloedoortappings, 12 lumbale punksies en uiteindelik sewe operasies ondergaan.
“Geen ouer wil sy kind in hierdie situasie sien nie. Dit is ontsettend moeilik en hartverskeurend om te aanskou,” het Pieter gesê.
Duane se dapperheid het op 1 Desember 2023 uiteindelik vrugte afgewerp toe hy kankervry verklaar is. Duane het sy ouers verras deur vinnig sy verlore kinderjare in te

Voetgangers getref
’n Voetganger wat verlede Donderdag (10 Oktober) in Hoofweg, Strand, raakgery is, is met beserings in die hospitaal opgeneem. Volgens adjudant-offisier Nico Beukes, ’n woordvoerder van die Strandpolisie, het beamptes omstreeks 08:30 op die voorval onder die brug gereageer. Besonderhede rakende die omstandighede wat tot die voorval gelei het, is steeds onbekend. Die vermoede, volgens Beukes, is dat die slagoffer (26) glo die pad oorgesteek het toe hy deur ’n wit Volkswagen Polo getref is. Die beseerde voetganger is per ambulans na die hospitaal vervoer. Die polisie het voorlopig ’n ongeluksverslag saamgestel. Die voorval was een van twee wat in die bestek van dae in Hoofweg afgespeel het. ’n Tienjarige seun het met geringe beserings oorleef nadat hy deur ’n Hyundai-motorvoertuig in die omgewing van Market-weg getref is. Die ongeluk het om 17:03 op Maandag 7 Oktober gebeur. Die jong slagoffer is deur nooddienste na die hospitaal vervoer.

Gemeenskapslede van Casablanca in Strand is erg onthuts oor die storting van vullis by die aangrensende Rusthof-begraafplaas.
Die jare lange probleem het vandeesweek opnuut die kop uitgesteek nadat ’n video wat die prentjie skets, wyd en syd op sosiale media versprei is. Die beeldmateriaal, wat verlede Maandag (7 Oktober) deur die inwoner Brent Louis opgeneem en op openbare platforms gedeel is, wys hoe rommel, insluitend babadoeke, verskeie huishoudelike produkte en afval, kledingstukke en skoene en sakkies vol gemors oor die begraafplaas gestrooi lê en ’n groot vullishoop gevorm het. Nog meer beeld die opname wielspore van vermeende swaarvoertuie uit, wat glo op die terrein was tydens vermeende skoonmaakoptredes wat deur die Stad Kaapstad voortgesit is en moontlik die oorsaak van grafskending was.
“Dit is die eerste grafte van ons ou [grootouers] en dis hoe dit lyk,” word Louis in die video gehoor.

(8 Oktober) was ’n hoop vullis agter die mure van Petunia-rylaan sigbaar. Die rommelhoop was langs ’n graf en vullis het teen die mure gestrooi gelê. Die wielspore van swaarvoertuie was sigbaar tussen grafte wat ouer as 45 jaar is.
“Wat doen hulle daai kant van die begraafplaas? Dit is ou grafte daar,” het Louis in ’n onderhoud aan die koerant gesê.
Die gemeenskapsaktivis en voormalige hoërskoolhoof Godfrey Julies meen die Stad kon handearbeiders gebruik het in plaas van laaigrawe wat glo die skending van grafte veroorsaak net.
“Ons mense en woonbuurt word nagelaat; dit sou nie by ander begraafplase gebeur het nie,” het Julies, wie se ouers ook in die begraafplaas ter ruste gelê is, gesê.
By navraag het die Stad bevestig dat

die verwydering van vullis langs die begraafplaas se grensmuur deel van algemene instandhouding gedoen is in ooreenstemming met die standaardonderhoudsrooster. Die instandhouding het die sny van gras en snoei van bome, onkruidbeheer en verwydering van rommel ingesluit.
“Verskillende soorte afval word deur inwoners en agterplaas-inwoners oor die grensmuur in die begraafplaas gestort,” het die Stad genoem.
“Aangesien die aard van die afval as gevaarlik beskou word, was die gebruik van ’n laaigraaf nodig. Dit is wat die bande-merke op die terrein veroorsaak het.”
Volgens die Stad het werkers die laaigraaf gebruik om die afval op ’n hoop te stoot. Die Stad beweer ook die rommel was langs die pad opgehoop en nie langs enige grafte nie.
Die vullis is glo langs die pad geplaas omdat dit die verwydering van die rommel vergemaklik het en só werkers makliker toegang tot die rommel gegee het om dan na die munisipale stortingsterrein te verwyder.
Die Stad voer aan, ten spyte van mense se bewerings, dat geen grafte tydens die skoonmaakaksie beskadig is nie.

A talent shining brightly

At the fresh-faced age of 20 Tyler Williams is already juggling the demands of academic life at the University of the Western Cape (UWC) with a burning passion for cricket.
This BCom General student thrives in the pursuit of excellence, both in the classroom and on the pitch.
Cricket wasn’t a formal introduction for Williams. It began in his Raithby backyard where his father and aunt would throw balls for him to chase and knock around. This casual backyard game soon blossomed into a fullyfledged passion. From under-7 at Somerset West Primary School and through to various age groups at Wynberg Boys’ High School, Williams honed his skills, eventually representing the Western Province at under-11, under-13 and under-19 level.
“And, to think, it all started in the

backyard, just messing around,” he laughed. “Then it got serious in primary school, playing from under-7 all the way up to under-19.”
Williams’ talent shone brightly, not just at provincial level. He participated in the prestigious Cricket South Africa Coca-Cola Khaya Majola under-19 week and the equally high-profile Cubs Week in 2022. These high-school tournaments served as a stepping stone, leading him to be selected for the WP Academy.
UWC, impressed by his talent, offered Williams a bursary. Since then he has been a vital part of their cricket team, also representing the WP Colts team and even making it to the pre-season squad of the professional side for the past two seasons.
About his bowling performance, Williams shared his philosophy: “As a bowler you can go for boundaries. But I try to keep calm, think positive and visualise what I want to do. Ultimately, I just enjoy my time on the field.”
His efforts paid off last season. Williams not only achieved his first five-wicket haul in a league match against Claremont Cricket Club, but also followed up with another stellar
bowling performance when he picked up six wickets in a match against Boland. “It feels good to see my hard work pay off. The goal is to become a professional cricketer. Being a part of the WP Colts team is a great opportunity to pursue that dream.”
His talent extends beyond bowling. Last year, batting at number 7 and 8, Williams averaged a commendable 70, even scoring a couple of 50s. He considers himself an all-rounder, comfortable using both bat and ball. Beyond his own success, he wants to inspire others. Williams’ message for aspiring young cricketers? “Work hard, never give up, persevere through tough times. Question yourself, but also believe in yourself.”
He acknowledged the unwavering support of his parents, Tyrone and Anne, and his sister Andrea. “Thanks to them for all the sacrifices,” Williams said with gratitude. “Their support has been instrumental in getting me where I am today.”
