HE simmering row in the Coalition Government over the inclusion of capital assets such as farms in the means test for third level student grants reached a new level early this week when Junior Minister of State for Tourism and Sport, Michael Ring, said that such a change would discriminate against farmers.

The row threatens to open up another rift in the Coalition after Education Minister Ruairi Quinn announced he is reviewing the system which awards grants based on parents’ income. It is also an issue which will come sharply into focus for parents from all sections of the community now that Leaving Cert results are known and students will be focusing on their third level options.

Mr. Ring’s views are also shared by a large number of his Fine Gael colleagues, including (fellow Mayo deputies) John O’Mahony and Michelle Mulherin, Patrick O’Donovan, Pat Deering, Tom Hayes and Andrew Doyle, who have said that farmland should be excluded from the measures.

Senior Labour figures claim farmers and those who are self-employed can "manipulate their income" so that their children are eligible for grants. The clash is set to provoke strong debate when the Cabinet next meets on Sept 4th.Mr. Ring insisted the reform would hit farming families disproportionately.

College grants asset test for Coalition Continued from the Front Page "I think it would be very unfair if you had assets taken in. I mean it is only 6% of farming families who are actually getting the third- level grant, and I don’t think that you could take assets — it would have to be income and I think that is the fairest system," he said.

A group examining whether capital assets such as farms should be included in the means test will not report back to Education Minister Ruairi Quinn until September. The Department of Education said early this week that since no proposals or recommendations had been made by the group it was premature for a public debate on the issue.

“No decision has been taken . . . and any proposals arising from the group’s recommendations will require further Government agreement and will also necessitate legislative amendment”, a spokesperson said this week.

However, the debate rumbles on. Fianna Fail’s agriculture spokesman, Eamon O’Cuiv, and Donegal North East TD Charlie McConalogue came out strongly against the proposals this week. Mr. McConalogue called on Mr. Quinn to clarify the situation and to assuage the concerns of farming families. “The Minister previously con-

firmed that plans to include capital assets in the means-testing process are at an advanced stage. We have heard nothing since May and the Minister’s silence is deafening”.

Irish Farmers’ Association president John Bryan said the farming community would not tolerate any changes which would exclude children from low-income farm families from getting student grants.

The latest figures from the Higher Education Authority reveal that farmers and the self-employed are more than twice as likely to get college grants for their children as PAYE workers. According to the report more than 40 per cent of farmers and close to 50 per cent of all self-employed people secure a college grant for their sons or daughters.

By contrast, only 17 per cent of those from families headed by a “lower professional” can expect to be grant-aided in college. The percentage is also relatively low for a range of other groups, including non-manual workers (27 per cent) and “higher professionals” (10 per cent). The figures for 2010/2011 also show that 17 per cent of those from an employer/manager background secured a grant.

Reform of the student grant scheme has been on the education agenda for

more than 20 years but successive ministers have been reluctant to overhaul it. Change has been demanded since the 1997 de Buitleir report concluded that the means test “is defective in that it fails to take full account of ability to pay – particularly since it ignores the accumulated wealth of individuals. Some people with clearly expensive lifestyles obtain grants while others, who are very hardpressed, lose out.”

The report revealed how one farmer had 122 acres and net assets of £215,000, but his income for grant purposes was only £15,000. The PAYE sector was treated harshly as a disproportionate number of grants flowed to the self-employed and farmers, the report concluded.

On the other hand, however, it must be conceded that asset values such as land may not be a fair barometer of income levels and less wealthy farmers with poor cash-flows may not be able to secure loans against these assets to provide for their childrens’ third level education.

So, as students examine their CAO offers, and parents contemplate the funding options for their education, the asset debate is set to continue and may dominate proceedings when the Dail resumes in September.

No closures of respite services planned – HSE USERS of respite services in Sligo might breathe a sigh of relief following the Health Service Executive’s rejection of claims that there are some planned closures of the services in the county.

Concerns had been raised that respite services provided at Mulholland House, Tubbercurry, Solas House in Sligo town and the Suaimhneas Respite House on the Pearse Road in Sligo could be axed as parts of HSE cutbacks.

But the HSE says while there are no planned closures it is looking at the way respite services are delivered and

are considering alternative ways of providing support.

A spokesperson says the staffing numbers have reduced due to retirements and the ongoing recruitment moratorium and they are exploring all options to continue to safely provide a service while also minimising the impact on users.

Consultation with unions and staff representatives on potential changes to the service is currently underway according to the HSE. As part of this process, the HSE says it will engage with service users and

families prior to any public statement on changes.

Meanwhile it says the Aoibhneas Day Centre in Ballymote will be relocated as the current lease agreement has been terminated by the landlord and an alternative day service is being sought in consultation with the service users. Despite the “assurances” given by the HSE not everybody is convinced there will be no cutbacks. North Leitrim Sinn Fein Deputy Michael Colreavy says he has been informed that cutbacks to respite services will come into effect in late September.

Galway sports scientist praises Irish athletes

A

Galway sports scientist – who is at the cut and thrust of elite sport and has worked with such sporting legends as three-time 3,000m steeplechase World champion, Moses Kiptanui – believes Ireland’s athletes do continually well to punch above their weight at international level.

With the Olympics now behind us, the usual post mortem will take place concerning our performance and since this was probably the best performance ever by our athletes, particularly in boxing, strategies to improve our medal haul in future games will be put forward. However, Dr Moore says that for an athlete to qualify for the Games is a phenomenal achievement in itself.

“I think, in Ireland, we are massively punching above our weight, yet we have athletes who are working at the very highest level of world sport and have an opportunity to compete,” says Renmore native Moore, who is founder of ORRECO, an IT Sligobased sports company that helps athletes to reach peak performance.

“These guys train phenomenally hard for four or eight years. So, I think anyone who gets a personal best at the games, that has to be their first marker. Then, it (second marker) would be a top 10 finish, and the next goal is to reach a final.

And once you are in a final, who knows?” says Dr. Moore.

Indeed, the 36-year-old has a unique insight in this respect, having worked with many of the top sportspeople and athletes over the last decade. These include Kiptanui, our own Sonia O’Sullivan, recent Olympian and reigning European cross country champion Fionnuala Britton and the British Olympics sailing squad.

In addition, members of ORRECO have also worked – and, in some cases, continue to work with – the likes of golfer Padraig Harrington, renowned British athletes Paula Radcliffe and Mo Farah, and the Nike Oregon Track Club (USA), which had five athletes competing at the Olympic Games in London.

Also, ORRECO recently signed a significant two-year contract with

the Irish Institute of Sport.

The credentials of ORRECO’s staff are almost as impressive as those they work for. They include former first team physiologist for Real Madrid, Dr. Carlos Gonzalez; former speed and power consultant to the New Zealand All-Blacks, Dr. Christian Cook; and the performance nutritionist for Great Britain’s Olympic teams, Nathan Lewis.

What Moore and his impressive team has done through ORRECO, is develop a high tech blood and saliva testing technique that helps athletes reach peak performance, protects sports men and women from overtraining syndrome and helps reduce the number of training days lost to illness and infection.

Fine performance for Leitrim’s Laura in Olympic race walk final

L

aura Reynolds, from Eslin in Leitrim, is celebrating this week after she finished in the top 20 in the women's 20k race walk in London at the weekend.

Laura, who was competing in the Games for the first time, finished in 20th place with a time of 1:31.02. She started off at the back of the pack, but made steady progress throughout the race to reach the top 20 and set a personal best in the process.

The gold went to Russia's Elena Lashmanova in a world record time of 1:25.02. Olive Loughnane, Galway, finished in 13th position with a time of 1:29.30 There was disappointment, though, for Laura's trainer and fellow Leitrim athlete Colin Griffin. He was disqualified from the men's 50k race yesterday morning just after the midway section of the

event due to technical issues.

At just 23, Laura is looking forward to participating in further Olympic games in the future and will be working to improve her performance. She admits it’s been a tough year with injuries and illness. She even had a few niggles in recent weeks. She was concerned with the blistering pace at the start of the walk, but was gradually able to pick them off one by one.

“When London were bidding for the games and I was in secondary school, I thought I’d love to make that, it would be kind of a home Olympics for us. Obviously it was a far off dream at that stage but I had made World Youths back in transition year and I always had that in the back of my mind.”

If her own understated reaction to achieving the Olympic qualifying time

last June was one of quiet delight, the reaction from the public, both at home and in Dublin where she has completed her studies in DCU, had been incredible.

“It was announced from the altar in Eslin and Mohill. I didn’t realise how delighted everyone was for me. Everyone wants to have a connection with the Olympics.”

Laura’s massive breakthrough this year came as she took nearly three minutes off her personal best, a feat which attributes both to the incentive of the Olympics and getting stronger in the gym. “Think it is a bit of both, I’m getting a lot stronger, I’m working a lot more in the gym, my training is a lot more consistent. I’m managing my injuries a lot better now. In the gym, I’m lifting a lot more weights, squatting and dead-lifting, even this time last year I never thought I’d be able to do anything like that so I’m a lot stronger in the gym.”Walking is not the most glamorous sport but Laura was always drawn to the event - “I would always have done a bit of running and I wasn’t too bad at the running, my best place was the All-Ireland Schools Intermediate 3k. I came fourth after doing the walk, but I was always better at the walking; I just liked it more.” Achieving 20th position is a tremendous achievement for this young athlete on her first Olympics outing.

After all, she was just six minutes away from gold . . . and has a number of years to make up this gap. It seems we haven’t yet seen the best of Laura Reynolds.

It’s back to normality, however, for the Eslin girl as she seeks a job as a PE or geography teacher.

Long wait is over for Leaving Cert students

UESDAY night must have been a sleepless one for more than fifty-thousand students who sat the Leaving Cert this year as they awaited the results for the crucial exam on Wednesday morning.

Reports from across the NorthWest indicate higher performances from students all round.

In Ballina, St. Mary’s Secondary school principal, Patsy Sweeney, told North West Express that one student, Eimear Flanagan, from Ardagh, achieved 7 A1s, an amazing performance. Elsewhere, top marks were achieved in geography, music, biology, business studies and chemistry. There were also big scores in Maths, though unlike elsewhere, there wasn’t a significant increase in the numbers sitting Higher Level Maths. Ms. Sweeney was over the moon with the results all round.

Across the River Moy at St. Muredach’s College, principal Leo Golden said he was absolutely delighted with the results achieved.

Speaking to our newspaper at 10 a.m. on Wednesday he said it was smiling faces all round with pupils generally having 20 to 30 points to spare in terms of their expectations.

A high proportion of students achieved 590+. Each year a high proportion of students sit for the Maths and Science subjects, so there wouldn’t be a noticeable increase in the uptake on Higher Level Maths from previous years.

Reports from St. Nathy’s College, Ballaghaderren and Ursuline College, Sligo, indicate similar trends. Sr. Mary Kelly of Jesus and Mary Secondary School, Enniscrone, was delighted with the excellent results all round, particularly with the proportion of A1s, and paid tribute to the teachers, pupils and parents for their efforts.

The major story at national level was the 35% increase in students sitting for Higher Level Maths and 98% of those achieving a pass result, thus obtaining the additional 25 points awarded. This will, no doubt, impact on the points requirement for some courses, particularly engineering.

Many of the students will now face into the increasingly tough battle for college places but they have been reminded that they have other options if things did not go plan and they didn’t achieve the result they desired when they opened the envelope.

Students who are unhappy with their results tomorrow can ask for their papers to be re-checked.

As we went to press on Wednesday

it wasn’t absolutely clear whether points for courses would increase or decrease (though points requirements for courses with a high Maths base are expected to surge) but the trend from previous years show that courses linked to sectors which have been badly affected by the downturn will see a decrease.

The National Parents Council has launched a helpline manned by experienced guidance counsellors with advice and information on all third level courses, the points system, rechecks, repeats, CAO procedures, apprenticeships and further training. The Council helpline was open to deal with thousands of queries on 1800 265 165 from yesterday (Wednesday) morning at 10 am and will remain open over the coming days.

Rose Tully, helpline co-ordinator, urged students to remember that if they do not get their first college choice there are other options.

Mental health experts have advised students that exams are only one avenue to further education and employment. As stress, anxiety and pressure built up ahead of results day on Wednesday, Rehab's mental health promotion project HeadsUp urged teenagers to talk through their worries.The Rehab project is running HeadsUp Text, a free 24-hour service with details of student supports. By texting the word HEADSUP to 50424, a student will get a message with a list of different categories including student services, mental health and crisis. We can only extend every good wish to all students in their course and career choices.

‘Too soft’ on anti-social behaviour A Mayo town councillor has called for tenants who engage or allow visitors to engage in anti-social behaviour to be evicted.

Councillor Christy Hyland said that Westport Town Council have gone “soft” on such behaviour in local housing estates. He said that “gurriers” were putting fear into ordinary members of the community and were also engaged in criminal activity.

The Councillor told a meeting of Westport’s Joint Policing Committee that local authority tenants should sign agreements on their behaviour and if they engage in anti-social behaviour they should be evicted. People were coming into Westport and committing crime while staying with families in local authority houses and leaving again.

“That should be a breach of a tenancy agreement”, the councillor said. “We have gone soft in my opinion . . . and they are involved in criminality and we must call a spade a spade”.

He was supported by Independent Councillor Martin Keane who said that people were living in fear in some estates and there was a perception that nothing was being done about it.

Supt. Aidan Foley refuted suggestions that nobody was being taken to task regarding incidents, saying the courts were full and there were a lot of arrests since his arrival in February.

Manchester Irish Festival & Tourism Minister to receive Diaspora Awards in Mayo

he Manchester Irish Festival committee and the Minister for Tourism – Michael Ring TD, are amongst the recipients for 2012 Irish Diasopra Mayo Awards, which take place on Saturday 15th September at a presentation dinner at the ‘Welcome Inn’, in Castlebar. Members of the

committee have also been invited to attend the ‘John Kennedy Lecture’ on Friday 14th September which is being presented by An Taoiseach – Enda Kenny TD. Kevin Bourke one of co-ordinators of the awards said “We selected the festival, because of all the work that they do for the Di-

aspora in Manchester and the work they have done to develop links between Mayo and Manchester.”

One of the festival co-chairs – Kevin Fitzpatrick commented “We are delighted to have been selected for this prestigious award, a number of our committee members have links to Mayo, in fact I think there is only a couple of us who do not come from the County. It is a real honour to receive the award alongside the Minister for Tourism – Michael Ring TD. He came over to Manchester to launch the 2013 Gathering Tourism project and it will be great to meet up with him again.”

The Festival is Europe’s biggest Irish Festival outside of the Emerald Isle, its nearest rival is New York, but even America cannot match its two week festival featuring over 200 events involving eighty different venues. Last year Tony and Lawrence Hennigan whose parents come from Attymass in Mayo formed the Manchester-Mayo Tourism and Business group. They formed links with Knock Airport, Flybe, Mayo.ie, Achill Tourism, Mulranny Tourism, the Ballina Salmon Festival, Attymass Heritage Group and the Mayo North Tourism group.

Nash loses High Court bid to prevent further murder charges THE man convicted of the murders of a young couple in Co Roscommon 15 years ago has failed in a High Court bid to stop the DPP from charging him with another double murder of two elderly women.

Mark Nash is serving a life sentence for what a judge described as the brutal killing of Karl and Catherine Doyle in August of 1997, and for a hammer assault on Catherine’s sister who was his then Rejecting Nash's girlfriend. application yesterday, Judge Michael Moriarty said the Grangegorman murders of Sylvia Sheils and Mary Callinan, who were formerly inpatients of nearby St Brendan’s hospital were as horrific as virtually any in living memory.

The two brothers are planning to help stage a Manchester-Mayo event as part of the Mayo North Gathering which takes place from the 1-8 August with festival hubs in Attymass, Ballina and Bonniconlon already confirmed.

The awards are being presented by the ‘Mayo Emigrant Liaison Committee’, along with the Lord Mayor of Manchester – Cllr Elaine Boyes, who is the special guest on the night.

Other award recipients include the Addergoole Titanic Committee, the institute of Irish Studies at Liverpool University, Jim and Andrea McKenna (former Lord & Lady Mayoress of Leeds) and Brenda Mulvey from Birmingham.

The awards have been going since 1999 and the purpose of the committee is to reconnect with the Diaspora around the world.

They pay tribute to people who have made a vital contribution to promoting Irish Culture in their community and are being sponsored this year by Ireland West Airport.

Speculation that O’Mahony may run in Galway next time THE re-organising of constituencies is posing problems for some sitting T.Ds., including Mayo’s Claremorris-based Fine Gael Deputy John O’Mahony, resulting in some speculation that he may seek a nomination to run in Galway West in the next General Election.

However, the former Galway gaelic football manager has said that it’s simply too soon to say what decision he will make in this regard. Mayo has been reduced to a 4 seater constituency from the next General election.

At the moment Fine Gael hold four of the five seats in Mayo, but

in a four seat scenario, John O’Mahony is considered the most vulnerable and that is why, according to local reports, he might turn his attention towards Galway where he is still highly regarded.

He brought Galway football out of the doldrums and ended up guiding them to two All-Ireland titles in 1998 and 2001 and for this alone he has maintained huge respect among the GAA fraternity.

There is no possibility of Fine Gael taking all four seats in Mayo, which has fuelled speculation that O’Mahony may turn his attention to Galway West, which now includes around 10,000 Mayo votes

in the Ballinrobe area.

Deputy O’Mahony says years before a General Election is due is not the time to decide on this matter.

Sponsored bed push in aid of Crumlin Children’s Hospital will take place on Saturday 18th August, starting from the Gulf Filling Station in Collooney, Co. Sligo at 12 midday.

They will be heading into Sligo Town along the by pass; once they reach the town they will spend about two hours to collect donations in Sligo Car Park, before pushing the bed along the old Dublin Road through Ballisodare and then back to Collooney. There will be 12-15 men taking part on the day and all of them will be dressed as nurses!

TEARS, screams, whoops of delight and smiles have echoed throughout London the past sixteen days- initiated with a spectacular opening ceremony and concluded with a breathtakingly perfect closing ceremony. The many years ago following hours, days, weeks and months of discussions, planning and negotiations when it was announced that London had indeed been announced as the chosen venue for the 2012 Olympics few could have imagined the worldwide success that was set to unfold.

The Olympic Committee cannot be praised highly enough for their dedication and diligence in ensuring the Olympics 2012 were hailed as ‘the Olympics of all time.’ Millions of UK residents were forced to alter their daily living routines for the past weeks and indeed months before as final preparations were made. Yet the atmosphere was second to none. Babies were decked out in tri-colours, elderly residents donned flags from their balconies and the streets of London were lined with enthusiastic cheers for the full distance of the marathon.

London’s economy has also benefitted beyond measure from the Olympics influence. While many questioned the viability of a country who was in such extreme financial situations in hosting such a dramatic and demanding array of events, there was no evidence of monetary struggles throughout the celebration of sport.

All the people involved on the day will have given up their time and day for this event - and for this we can’t thank them enough. All the money raised from this event goes to Crumlin’s Children Hospital as they are in desperate need of funding for equipment etc, They do fantastic work as we have seen first hand, and this is why we have been planning this day for sometime and hope we can raise as much money as we possibly can. The Olympics London now boasts some of the finest stadiums, state of the art aquatic facilities and athletic institutions in the world and have ceased to collapse into the financial ruin that so many predicted. The economy has enjoyed a cash injection that has in turn created employment although mostly seasonal and secured work for so many unemployed labourers in the creation of the Olympic village.

Ireland has as a nation benefitted immensely from the Olympics. Economically the overflow of people who chose to stay in Ireland and the teams in attempts to overcome climate variations have provided the struggling hospitality sector with some much needed revenue.

But undoubtedly the primary success of the Olympics has been the community spirit and nation pride that it has instilled in the world. Among the rising unemployment, increased working hours and advancing globalisation, the world appears to be losing its sense of individuality and pride. However, as Ireland’s hero, Katie Taylor has illustrated, a medal can mean so much more than success. To the competitor it represents ample rewards for the many gruelling hours of early morning training and frustrating injuries overcome, to coaches, it is a welcome recognition of their leadership and for a country it develops a sense of pride.

Of a nation of four million people Thursday saw the entire country come to a

halt. Canteens were filled with employees glued to the radio, bars enjoyed a bustling afternoon and TV schedules became irrelevant as Ireland became a nation based on boxing. People who previously were unable to watch a boxing match without flinching cheered her on breath by breath, Katie Taylor like her fellow Irish Olympians brought a country hope, inspiration and some much needed encouragement.

There are few words to express the beauty that was the closing and opening ceremonies, performances were simply heroic and prize-givings emotional.

The 2012 Olympics were picture perfect.

105 sheep taken from Co Sligo farm at the weekend A battoirs and livestock markets across Ireland have been put on alert after rustlers stole over 100 sheep in Co Sligo at the weekend.

The flock was taken in a truck from a field on a rented farm at Grayfield near Gurteen.

The owner, who lives in Grange, has offered €1,000 for information leading to the recovery of the sheep.

The rustlers broke the lock of the gate from the road and took 105 animals, leaving 180 behind. They then replaced the damaged lock before they left.

The stolen sheep were marked with three red spots on their left – one across the shoulder, one in the middle rib cage and the third on the hip. They also had a red stroke down the front shoulder on the right.

Galway unlikely to make bid to host next Volvo Ocean Race stopover THE organisers of the Galway stopover for the Volvo Ocean Race say they are “unlikely” to make a bid to host the next event in 2014-15.

Managing Director of Let’s Do It Global Micheline McNamara confirmed that no application was being prepared by the company for the next round-world race – such an application would have to be lodged by next month.

Galway has hosted the prestigious international Volvo Ocean race twice – becoming the first Irish port to do so.

However, Micheline McNamara has told the Irish Times that the current not-for-profit funding structure would have to change before Let’s Do It Global could consider running it again.

Retrospective Action on Disadvantaged Areas Scheme Wrong - Harkin

The decision of the European Commission to approve changes prepared by the Department of Agriculture under the 2012 Disadvantaged Area Scheme (DAS) has been described as most disappointing

by Independent MEP Marian Harkin.

In a statement Marian Harkin called

for the new requirements for payments under the DAS to be interpreted in the most flexible way by the Department of Agriculture. She said, "I am astounded that the European Commission has approved retrospective changes to this scheme which will exclude deserving farmers who for a number of reasons related to personal circumstances, land conditions and climate conditions fail to meet stocking rate requirements of the new scheme.

"If farmers had been informed in time of the requirements for payment under the 2012 scheme there could be much less complaint but to introduce and have approved retrospective conditions, is in my view a dangerous precedent which could in principle have very significant implications for other farmers in the future. Having already made clear to the European Commission my opposition to retrospective action being used, I will be seeking a full explanation as to the rationale of this decision," concluded the Sligo MEP.

Fisherman drowns off Mayo island ... the fourth in three days A THIRD coastal community is in mourning this week following the death of a fisherman off the coast of Mayo.

Martin Byrnes, who was in his late 50s and from Clare Island, had been out fishing in his Curragh when he got into trouble on Tuesday afternoon.

A family member raised the alarm when Mr Byrnes failed to return home by 6.30pm that evening. The Malin Head coast guard co-ordinated a search for the man, and the Sligo coastguard helicopter was sent to the scene. It was assisted by the Achill coastguard and Achill lifeboat. Local fishermen from the island also helped in the search. Mr Byrnes' boat was found floating upside down not far from the island.

His remains were recovered by the Achill life boat at 7.35pm. Mr Byrne's three children, who no longer live on the island, made their way

home yesterday evening. Sadly they were met with the news that their father had drowned.

His wife and children were comforted by relatives.

Conditions were calm when the tragedy occurred, leaving locals baffled as to what could have happened to the experienced fisherman.

“We believe he had been out fishing in his curragh on his own when something went wrong.

His boat was found upside down so they knew it didn't look good,” said a spokesperson for the coastguard.

Mr Byrne’s death follows those on Monday of Noel Dickinson and Michael Galvin, from the small fishing village Quilty, Co Clare. Their bodies were recovered from the sea near Spanish Point, less than 12 hours after the body of farmer and poet John O'Leary was found off Cod's Head, on the Beara peninsula in west Cork.

The Food Safety Authority of Ireland are advising the public not to gather or eat shellfish growing on the coast of Sligo.

The warning has also been issued to the West and South-West coast of Ireland following reports where approximately ten people in Sligo, Mayo and Galway have become ill with suspected symptoms of shellfish poisoning.

The FSAI believes there is a possible link to algal blooms that are naturally occurring along the west.

Review of Domiciliary allowance criticised A Donegal South-West Senator is criticising the government's review of the Domiciliary Care Allowance, stating it targets families most in need of assistance.

Brian O' Domhnaill says between last year and the end of June, 281 families in receipt of the DCA have now been refused the allowance with only 262 still eligible.

While, 366 families are still awaiting a decision.

The Fianna Fail Senator has major concern over The Minister for Social Protection, Joan Burton considering a second review.

Senator Ó Domhnaill says the review is very distressing on families with disabled children.

Kindle overtakes print at Amazon INTERNET retailer Amazon.co.uk now sells more Kindle books than printed books, according to figures released by the company.

The firm, which started selling the downloadable books in the UK in August 2010, said this year it has sold 114 Kindle titles for every 100 print books.

That includes both hardback and paperback but does not include Kindle titles that are available free.

"Customers in the UK are now choosing Kindle books more often than print books, even as our print business continues to grow. "We hit this milestone in the United States less than four years after introducing Kindle, so to reach this landmark after just two years in the UK is remarkable and shows how quickly UK readers are embracing Kindle," said Jorrit Van der Meulen, vice president of Kindle EU. "As a result of the success of Kindle, we're selling more books than ever before on behalf of authors and publishers. And thanks to Kindle Direct Publishing, thousands of self-published authors have also been given an outlet to share their work with the millions of Kindle readers worldwide." The most popular author in the Kindle store so far this year is Fifty Shades of Grey writer EL James who has sold more than two million of the digital books in four months.

Mars rover sends back colour photo

NASA's new Mars rover has beamed back its first colour photo from the ancient crater where it landed.

The image shows a pebbly landscape and the rim of Gale Crater off in the distance.

Curiosity snapped the photo on its first day on the surface after touching down after a dramatic descent Sunday night.

The rover took the shot with a camera at the end of its robotic arm. The landscape looks fuzzy because the camera's removable cover was coated with dust that kicked up during its descent.

Since landing, Curiosity has sent back several black-and-white images of its surroundings, including a mountain view. It is expected to send back sharper pictures of its landing site.

New 'controversial' Facebook gambling app launched

he first Facebook gambling app has been launched but has received criticism because of its 'child friendly' cartoon images.

The gambling app is the first real money game released on the

social network and will only be available to UK customers.

Bingo Friendzy has been developed by British company Gamesys and users will be able to place bets in both bingo and slot machine games.

A Facebook spokeswoman said the app was solely Gamesys' venture and did not involve them directly.

'Real money gaming is a popular and well-regulated activity in the UK, and we are allowing a

partner to offer their games to adult users on the Facebook platform in a safe and controlled manner,' she told the BBC. However, this has not been enough to convince those who see it as a danger to children.

Some Christian groups argue the game breaks rules designed to protect youngsters because of the cartoons featured and have urged the Advertising Standards Authority (ASA) to do something.

'Gambling is age-restricted for a reason: children are excluded because they are vulnerable,' said Toby Scott, communications director for the Methodist Church.

'It is especially concerning that Bingo Friendzy’s visual marketing is the kind that you see in children’s games, with bright colours and friendly characters.'

Although users have to be registered as over 18 to play the game, Facebook does not verify this information so under-age people could access the content.

Wikipedia goes down after data cables are accidentally cut in Florida WIKIPEDIA was unavailable or running sluggishly on Monday after cables near a data centre in Florida were cut by accident.

The online encyclopaedia's main site and other services linked to it were not available from around 14:30 local time, with a status webpage showing there was a problem.

Wikipedia spokesman David Gerard told the BBC services had now returned.

'Things appear to have been patched up, services are being brought back and things are getting to OK now,' he said. 'Someone cut the cables going to the Tampa, Florida data centre. 'We have two big [centres], one in Florida and one in Virginia, and some network proxies in Amsterdam.

'Everyone in that data centre was affected.'

Mr Gerard said he was not sure how the cables had been cut but the company dismissed any possibility the wires were severed maliciously.

The two cables, which lie between Tampa and Virginia, were damaged for just over an hour before they were repaired.

It took another 60 minutes for the service to be restored on the website.

In January, the site went 'dark' in the UK on purpose for 24 hours in protest over proposed new anti-piracy laws in the US.

Underage drinker caught using Rodney Trotter fake ID card

Daredevil cliff divers take the plunge at Red Bull event

It was a flawed plan that would have Del Boy screaming 'You plonker!' after an underage drinker attempted to enter a pub using a Rodney Trotter fake ID.

he drunken youngster was barred from entering the the Newquay Arms, after he pulled out the suspect driving licence last Saturday.

Lyndhurst, who played Rodney in Only Fools and Horses, the card quickly aroused suspicions among amused door staff.

If Rodney's instantly recognisable face wasn't enough of a giveaway, then the ad-

dress on the card, listed as Nelson Mandela House in Peckham, certainly was.

Another clue was the age listed on the comical ID which claimed the teenager was 52.

'I was there when he turned up,' explained the pub's manager, who didn't want to be named.

'He was a bit drunk, he handed over the ID and I looked at it and then scanned it to double check it was fake and then I noticed the picture. 'It had Rodney Trotter's picture and I said to him "so this is you?" and he just said "yeah yeah yeah".

'Then I asked him his date of birth and he said it. Then I told him it didn't match the one that was on the ID. 'I made the doormen UV the ID just to wind him up really and they started giggling and playing along with him.'

Local police Inspector Ian DrummondSmith said the fake ID, which can be bought online for £2.99, could have landed him in jail. He said: 'Lucky for him he'd left before police arrived, as possessing a forged driving licence can attract two years' imprisonment.

'We have seized 13 forged IDs so far this season but even we saw the funny side of this one. I don't think it would ever have worked.'

NERVES of steel were on display at a recent world cliff diving championship event as international thrill-seekers took it in turns to take one giant leap of faith.

Jumping from a dizzying height of 28 metres into a tiny blowhole below, competitors pulled out all the stops at the Red Bull competition, impressing crowds with a series of sensational dives.

Hundreds of spectators headed to Ireland's Serpent's Lair on the island of Inis Mor to witness the fourth round event.

It was won by Russian Artem Silchenko, who received a standing ovation from his fellow divers for his efforts.

The 28-year-old was on top form, impressing judges with the difficult nature and perfect execution of his dives.

'You know it’s a good dive only when you’re underwater,' he explained after.

'You’re travelling so fast it’s impossible to take it all in. Only after the entry can you say "yes, it’s a great dive".'

Almost 12 months of meticulous planning went into the event, with its dangerous nature leaving 'no room for mistakes'.

'It was certainly a challenge,' explained event organiser Susie Dardis.

'Everything had to be airlifited or freighted on to the island in advance so there was no room for mistakes, because if you forget a vital piece of the puzzle it has a knock-on effect on everything.'

Competitors will now head to Boston for the next round of the competition.

Newspapers A good place to start looking for a flat or house is the accommodation section of local and evening papers. Try to buy the paper as soon as it comes out.

Accommodation Agencies Accommodation agencies are commercial organisations that may charge a fee for helping you find private rented accommodation. They normally deal with more expensive accommodation than newspapers. Before you register with the agency and pay a fee, you should get answers to the following questions: Is the agency licensed?

What services are offered for the fee?

In what circumstances will you be entitled to a refund?

How many landlords who accept rent supplements does the agency have on its list?

If you decide to register, make sure you get a receipt for any money you pay.

All About Rent Books Who is entitled to a rent book?

Every tenant paying rent is legally entitled to have a rent book supplied by the landlord.

This applies to houses rented by private landlords, voluntary bodies, local authorities or employers, if a rent is payable. A rent book is not needed for a holiday letting.

When must the rent book be supplied?

The rent book must be supplied to the tenant by the landlord at the commencement of the tenancy.

What is a rent book?

Basically, a rent book is a record of rent and other payments made by a tenant to the landlord. However by law, a rent book must also contain other information related to the tenancy. Usually, a rent book will be in booklet form but it may be in another form provided it contains all the necessary details.

What information must be included in the rent book?

The rent book must include: the address of the house the name and address of the landlord and of the landlord's agent (if any) the tenant's name the term (i.e. period) of the tenancy the amount of the rent and when and how it is to be paid particulars of any payments, other than rent, to be made by the tenant to the landlord for services, e.g. for heating or piped television the amount and purpose of any deposit paid by the tenant and the conditions under which it will be refunded by the landlord a statement of information which advises tenants of their basic rights the date of commencement of the tenancy an inventory of furnishings and appliances

Who makes the entries in the rent book?

The landlord must enter the information relating to an individual tenancy in the rent book when it is being given to the tenant.

Any subsequent changes in this information must be entered in the rent book by the landlord within one month of the change.

This would happen if, for example, there was a rent increase or if the landlord appointed a new agent. The landlord is also responsible for recording the rent and other payments that may be needed if any query arises.

How are rent and other payments recorded?

Where rent or other payments for services are made in person by the tenant (or by a person acting for the tenant) to the landlord, the landlord must, at that time either: record the payment and sign for it in the rent book, or provide a signed receipt containing full details of the payment. Where payments are made other than in person (e.g. by standing order, bank giro, etc.) the landlord must, within three months, either record and sign for the payment in the rent book or give the tenant a written statement of the payment.
