Hoops game to benefit schools By Bailey Wright The Citizen

Dunks, spin moves, and “Fortnite” were all part of the Harlem Wizards’ preview assembly touring town schools on Tuesday. Students of every age were given a special sneak peek of the Harlem Wizard’s performance that will come to the high school next month, on Saturday, Oct. 6 at 6:30 p.m.

A Special Town Meeting will be held Tuesday, Oct. 9 to act upon appropriation and bond authorization for the acquisition of multiple open space properties and for milling and paving throughout town.

Two Wizards toured through each school to hype up the kids for the upcoming show, giving them a taste of the tricks and antics they should expect and giving out some free tickets too. The Wizards even involved a few teachers, having students teach them dances from the popular video game “Fortnite,” much to the students’ delight. On Oct. 6, the Harlem Wizards will See Hoops, A5

Work on police station is delayed By Bailey Wright The Citizen

Completion of the police station’s renovations and 10,000-square-foot addition has been delayed more than two months, according to Police Chief Tom McLoughlin. “Essentially, we have been pushed back from an anticipated completion date of late February 2019 to late April or early May,” McLoughlin said in an email.

Construction crews work on renovating the North Haven police station at 8 Linsley St. on Sept. 20. The construction’s completion date has been pushed back more than two months, to late April 2019. Bailey Wright, The Citizen

McLoughlin said the renovations have fallen behind because of a delay in the delivery of steel needed for constructing the new west wing. He said that delivery is now expected by the end of the month, and a crane is scheduled to be on-site Oct. 1 to begin steel erection. See Station, A2

The meeting will begin at 6 p.m. in the upstairs conference room at Town Hall, 18 Church St. Those eligible to vote will be able to decide to appropriate $500,000 to the acquisition and improvements of at least one, possibly two, parcels of land to be designated as open space. First Selectman Michael Freda said, “About 3 years ago, we recommissioned the open space to do an analysis on the town and come back to us and recommend properties that they thought the town should consider buying as open space as part of a strategic plan to try to prevent intrusive development in the residential neighborhoods. In the last few years we've purchased at least two properties and made offers on others.” The town is looking at two properties, including a 14.7 acre parcel on Ridge Road that was independently appraised for $400,000. Voter correction session slated The North Haven Registrar of Voters has scheduled a correction session to complete preliminary voter registry lists for Tuesday, Oct. 2, 10 a.m. to noon, at the Registrar of Voters office. COMMENTARY

Let’s take a closer look at our finances

I was just thinking about how quickly the summer went by. Pretty hot and rainy, wasn’t it? Now it’s September, and in my mind, it is the start of a new year. Although my

school days and nine years of college are decades behind me, I still think of September as the start of the year. First, I want to wish all the school kids and teachers a wonderful year of fun and learning. I’m looking for-

ward to the high school football season – you should come out and enjoy a game.

Next, I want to congratulate the North Haven Fair Association for another great fair. I know the weather was not ideal, but there was a decent turnout just the same. As usual, I was there every day, and I won my share of blue ribbons – although nothing for my blueberry muffins. But at least I had a higher score than my brother! (There’s always next year, Mike.) And finally, let’s talk about town government. At the August Board of Finance meeting, we learned that there was a surplus for the 17/18 Fiscal Year Budget that ended on June 30. The surplus, the real surplus, was $1.7 million. At the Sept. 6, Board of Selectmen meeting, Mr. Freda was asked about the amount of the surplus. He answered that it is $367,000. This is misleading. Quite frankly, it’s wrong. I reminded Mr. Freda that

the Board of Finance reported a $1.7 million surplus, and I explained that several revenue sources came in much higher than anticipated. Although Mr. Freda agreed with my assessment of these revenue sources, he maintained that the surplus was only $367,000. Mr. Freda suggested that the Finance Director should be contacted to verify the surplus. And even though I knew the surplus was $1.7 million, I called the Finance Director and he confirmed that the surplus for the 17/ 18 Fiscal Year is, in fact, $1.7 million. The surplus goes into the fund balance, which is like our savings account. So why did Mr. Freda say it is only $367,000? And more importantly, why would Mr. Freda want you guys to think the surplus was lower than it actually was? Basically, Mr. Freda subtracted from the $1.7 million, the $1.05 million that we used from the fund balance as revenue for the 18/

But I’m still not sure how he came up with $367,000. But let me explain something, folks. The fund balance is a regular line item in all of our yearly revenue budgets. The amounts vary from year to year, but we almost always use some of the fund balance as a revenue source. But in order to use fund balance money, you must have it in the first place – and that is where the $1.7 million surplus comes in. In the 17/18 fiscal year, our expenditure budget was $205,000 under budget and our revenue budget was $1.5 million over budget. So guess what, folks? That means we had a $1.7 million surplus. Period. End of stor y. So why would the first selectman say the surplus was only $367,000? I don’t know, but maybe some folks would question why our mill rate went up for the 18/19 fiscal year if they knew the surplus was $1.7 million. We have a healthy fund balance – over 8 percent of our total budget – which is crucial to maintain our AAA rating for bonding.

NORTH HAVEN — Cheshire lost its third straight game on Friday, falling 34-21 to the North Haven Indians in a SCC Tier 1 game at Mike Vanacore Field. The loss puts the Rams at 03 on the season. North Haven stayed unbeaten, improving to 3-0. Cheshire got on the board early in this one, taking their opening drive 76 yards for a touchdown. North Haven answered with five touchdowns to build a 34-7 lead, then withstood a pair of fourth-quarter scores by the Rams. Cheshire quarterback Jason Shumilla passed for two touchdowns and ran for one. The latter play, from 2 yards out, opened the scoring. The biggest play of that opening drive was a 22-yard run by freshman wide receiver Christian Russo. Russo took the ball off an end around and scampered up the right sideline getting the Rams into the red zone.

North Haven answered with a long drive of its own to tie the game on the first play of the second quarter. Shamus Meehan found Devan Brockamer down the left sideline for a 26-yard touchdown on a fourth-down play.

Meehan decided to do it himself, scrambling to his left and taking it all the way for a 21-yard run and 13-7 lead. Brockamer continued his big game with an interception later in the half. Another
