When Cheshire resident Russell Johnson heard a loud bang just after midnight Sunday, he thought his roof had caved in.

Local man Caesar Rondina has published three books this year, inspired by his career as a first responder, and has three more scheduled for next year. The prolific author styles himself as a nonfiction narrative writer. His most recent Rondina book was released in October, called “Balancing the Scale.” It’s a sequel to his first book, “The Soul in Our Hearts,” which was released in May. Both are about his philosophical take on concepts like time, life and balance. In July came “Who Are the Heroes,” a book profiling first responders, from local police officers and firefighters to paramedics to members of the military. “What I do for a living, it’s not hard to come up with ideas to write about,” Rondina said. Rondina sold his two-way radio communication business in West Haven in the mid-1980s to become a fulltime firefighter. He also started as an American Medical Response paramedic. He was on the job for 13 years when, in October 1999, See Author, A7

Johnson, who lives at 88 Country Club Road, not far from Route 10, went outside and saw a large tree had fallen. While some of the limbs struck the home, the trunk came to a rest just before crashing into the house, avoiding significant damage. The home never lost power and no one was hurt.

High School to present Agatha Christie drama By Lauren Takores The Citizen

North Haven High School’s annual fall play opens this weekend, featuring a cast and crew of students who took on multiple jobs onstage and offstage. “And Then There Were None” is a murder-mystery based on one of Agatha Christie's best-known books. Fall productions alternate every year between comedies and dramas, and this year landed on drama, said director Kevin Liftig, a math teacher and adviser of the improv and drama clubs. “I wanted to change things

up,” Liftig said. “I wanted to do a mystery,” adding that a new film adaptation of the Christie classic “Murder on the Orient Express,” which was recently released, inspired the choice. Staff members choose the play based on anticipated student participation, and with a large turnout this year, most of the cast are juniors and seniors, he said. There are 13 students in cast, 10 in the crew. With larger shows coming up, more students will be cast in upcoming productions, slated to include “Les Misérables” and the spring production of one-acts and shorts.

The Town of North Haven has scheduled a ground breaking ceremony for the new post-Vietnam Soldiers’ Monument on the Town Green for Veteran’s Day, Nov. 11, 11 a.m.

The tavern will be decorated for the holidays, with different rooms representing the various centuries of the home's existence. Volunteers from the historical society will be available to answer questions and share stories about the tavern's history. The tavern is not handicapped accessible, and does have some steps leading to the front entrance.

Malloy signs budget despite concerns By Mike Savino Record-Journal staff

Gov. Dannel P. Malloy Tuesday signed the legislature’s budget, but not without airing concerns that it could be out of balance. He also used his line-item veto to block supplemental payments to hospitals as part of a hospital tax change, expressing concerns that language in the budget could actually result in a deficit for the state. Despite his concerns, Malloy, a Democrat who isn’t seeking reelection, felt the budget included several positive elements and, perhaps more importantly, ended the longest budget stalemate in state history. Malloy’s signature came on the 123rd day of the fiscal year.

Malloy’s announcement drew praise from legislative leaders. “The governor made the right decision to sign the budget into law, thus assuring that critical funding, particularly for our schools as well as important services and programs will now be in place,” House Speaker Joe Aresimowicz, D-Berlin, said in a statement. Malloy praised several policy changes within the budget, including the creation of a municipal accountability board to monitor towns that receive additional aid, restoration of higher education compared to the GOP-

ACA open enrollment is on, not advertised much The Health and Human Services department cut the Affordable Care Act’s adver-

tising budget by 90 percent, to $10 million, which is preventing the word from getting out about open enrollment as robustly as it should be. And there’s more. The administration cut the open enrollment period in half and spending on in-person enrollment assistance (known as the Navigator system) was sliced 41 percent from 2016 levels. Big changes are coming to the Affordable Care Act federal exchange website, as well. HHS will shut down the site -- healthcare.gov -overnight on the first day of

open enrollment, Nov. 1, and for 12 hours during all but one Sunday during the open enrollment season. Why all these changes? One could be forgiven for coming to the conclusion that President Trump is attempting to sabotage Obamacare, the signature legislative accomplishment of his predecessor. Signed into law in 2010, the Affordable Care Act has expanded health care coverage to some 20 million Americans and the uninsured rate has fallen to an all-time low of around 10 percent.

The future of Obamacare is very much in doubt though. Republicans in Washington are determined to repeal the law, which they paint as big government run amuck, and Trump has threatened to stop federal payments to insurers, which help subsidize copays and deductibles. At the moment, however, the Affordable Care Act is intact, and Connecticut’s health insurance exchange, Access Health CT, wants state residents to know that it’s time to enroll. "We know that now, more than ever, people are confused with the mixed messages," said Andrea Ravitz, Access Health CT's marketing director. Said Yolanda Bowes, community outreach director at United Community and Family Services, "We've been just reinforcing with people the Affordable Care Act is still the law and so far nothing has changed," she said.

Police: Man posted about poisoning candy

A local man faces charges after police say he posted, on social media, about lacing candy for trick-ortreaters with rat poison.

Ronald Przybylo, 57, of 93 Saint John St., was charged Tuesday with second-degree breach of peace and seven counts of animal cruelty. His bond was set at $10,000. Maryellen Przybylo was also charged with seven counts of animal cruelty and released on $2,500 bond. She is scheduled to appear in Meriden Superior Court on Nov. 9. Police received an anonymous tip about “alarming statements made by a Saint John Street man on his Facebook account,” Captain Kevin Glenn said. Police found “disturbing” videos and other posts by Ronald Przybylo. Some implied he planned to give out candy laced with rat poison to trick-or-treaters. Przybylo also mentioned several mass killings and “dubbed himself the Halloween Lunatic,” Glenn said.

Rondina retired from firefighting and after recovering from his injuries began working full time with AMR, a job he continues to perform today. He said he got the writing bug a couple years ago, and decided to reignite his writing career after watching events unfold during the presidential election.

He moved to North Haven five years ago. “It’s halfway between my boat and work,” he said.

“At the time it went over pretty well,” he said, adding that he’s also published more than 200 medical PowerPoint presentations.

“People were so separated, upset, in turmoil,” he said. “I wanted to bring a book to the world for people to see what real problems were about.” He said that throughout his career, he’s delivered 13 babies and has served more than 76,000 patients. After seeing “just about everything medical,” he said, he had plenty of real-life stories to

Thousands of people across Connecticut have joined together for one giant community initiative, rock painting. Yes, you read that right, and more than 10,000 people have joined a Facebook group dedicated to the craze.

Everyone who wanted to paint a rock at the Apple Harvest Festival was welcome and they got to paint two rocks. One of the rocks they got to keep so they could hide it somewhere in their neighborhood, and the other one went into SoCCA’s new rock garden.

Meriden police and fire crews responded to multiple storm-related calls Monday. A tree damaged the bandshell in Hubbard Park. Meriden parks director Chris Bourdon said it took crews about six hours to remove the tree. “There’s so much weight resting on the bandshell,” Bourdon said. “There’s a lot of small cuts that need to go in to safely get that down.” A carpenter will assess the damage. In the meantime, the parks department has been tasked with removing fallen trees from roads and lawns. “We’re just trying to keep up with multiple trees coming down,” Bourdon said.

He was the beloved husband of 65 years to Lorraine Miranda Guglielmo. Richard was born in West Haven on April 16, 1926, and was the son of the late Frank and Velia Guiliano Guglielmo. Senior Isabella DeGregorio took on the role of student director. She said she did a little bit of everything, from blocking a few scenes to lugging costumes up and down the stairs. “We make sure that everything is moving smoothly,” DeGregorio said. Her experience gave her a lesson in teamwork, she

DeGregorio also has a small part in the play. In the past, she said, most of her time was spent onstage. “This year I’m trying something different,” she said. “It’s senior year. Why not?”

She brought together her interests in makeup and the theater to learn about theatrical makeup. For past productions, she’s created horns and other prosthetics and this year she’s branching out into wounds. “It’s a lot easier and a lot more enjoyable to do the makeup with people that you’re friends with,” she said.
