Proposed police budget includes $1.1M increase By Ken Liebeskind Citizen staff
A North Haven police budget of $5,626,677 for 20172018, a $1.1 million increase over the current budget, was presented to the Board of Finance at its meeting Wednesday, Feb. 15. “The building and radio were taken care of with the bond package, so there wasn’t a lot,” said police chief Thomas
McLoughlin, who made the presentation. “Just a few minor things.” On Oct. 25, 2016, the town passed a referendum for a $18 million bond that will pay for renovations to police headquarters and upgrades to the communication system. The new budget calls for $48,500 to be used for the purchase and maintenance of body cameras. “The cameras cost $1,500 each, all
officers have them and they are being used every day,” McLoughlin said. “They will have to be replaced in two and a half years so this will be a continual line item. Body cameras have become a way of life, it’s an industry standard. That’s the world we live in.” Capital expenditures include four police vehicles that will cost $140,000, three laptop computers for $12,000, 10

‘Legally Blonde’ to hit the high school stage in March By Ken Liebeskind Citizen staff
By Ken Liebeskind Citizen staff
The musical Legally Blonde, based on the 2001 film, will be performed at North Haven High School March 2, 3 and 4 at the Patricia K. Brozek Theater.
At his State of the Town address on Friday, Feb. 17, Mike Freda addressed the budget woes North Haven faces in light of proposed sharp decreases in state aid and assured the audience gathered at the Quinnipiac Chamber of Commerce luncheon at Fantasia of a bright economic future for the town.
The musical tells the story of Elle Woods, a sorority girl from Los Angeles who enrolls in Harvard Law School to win back her ex-boyfriend and ends up successfully defending an exercise queen in a murder trial. The action-packed musical, which explodes on the stage with memorable songs and dynamic dance numbers, “is a hysterical show that will make audience members jump out of their seats,” said Jacqlyn Giordano, the director of the NHHS show.

“It’s also about stereotypes and how we should embrace differences,” said Giordano, who

Freda’s State of the Town addresses are normally upbeat and full of positive economic development news, but he was forced to begin this year’s speech with details on the budget crisis. He discussed the $7.4 million in state aid North Haven would lose from the state budget plan recently announced by Gov. Dannel Malloy. “We were forecasting a 0 percent tax increase, but the cut in state aid equates to 2.6 See Town, A4

Haven Middle School. The cast of 40 stars Jane Kos as Elle Woods and Bilaal Butt as Emmett Forrest, Woods’ Harvard classmate who advises her on her dealings at school before they develop a close personal relationship. Kos has performed in previous high school musicals, including The Addams Family and Chicago. The senior said she was drawn to the role of Elle. “She is such a special character – optimistic, driven and animated – but still a real person, so it’s fun to bring her to life and get the realness of the character, Kos said. “The music is fun and there’s so much dancing, it’s very modern.
Butt said Emmett “is a real nerd, so it was hard adapting to him. I’ve never acted before so it’s hard being somebody I’m not, but he’s part of me now. I’m happy I’m doing this musical. I have two songs myself and others with Jane, who’s really great. Giordano praised the entire cast, the students who built the set and the musicians in the pit, who are led by music director Ken Tedeschi and vocal director Sarah Gothers, who plays keyboards.

The first selectman discussed new developments on State Street, Universal Drive and Washington Avenue, and provided details on the Pratt & Whitney site that will be “a gamechanger for the town and region.” The 1.5 millionsquare-foot distribution
facility that may add up to 3,000 jobs is on the verge of finalization. Freda said an announcement is coming in early March.
The North Haven Ski Club is accepting membership applications for the 2017 ski season.
“As we move forward with dark clouds across the state I’m optimistic about the future,” Freda concluded. “We know the grand list will grow with projects in the pipeline that will materialize and we’ll develop land we have that is an asset for us. Hope, optimism and strength are the key ingredients in today’s tough times and the future is very bright for North Haven.”
New members can join on the bus or at any time to take advantage of planned ski trips.
The club has scheduled bus trips for Sunday, Feb. 26 to Stratton Mountain and Sunday, March 19 to Okemo Mountain. A fee is charged. Reservations are required.
