Fire gear replacement costly By Bailey Wright The Citizen

It will cost the town approximately $570,000 to replace fire department gear contaminated in a chemical fire at Defco Industrial Park last month.

The Board of Education voted unanimously Thursday, Dec. 13 to enact a new policy that will charge usage fees for the schools’ turf and athletic complex fields.

“We’re really operating on a shoestring when it comes to gear,” Januszewski said. The contaminated equipment includes about 40 sets of personal protective gear, including helmets, gloves, Fire Chief Paul Januszewski expects most of the equipment contaminated in a jackets and pants. chemical fire will be replaced by the end of the year, for about $600,000. Parkside improvements celebrated State and town officials gathered with some senior citizens this week to celebrate recent exterior improvements made to the Parkside Manor Housing complex with a $800,000 Small Cities Program grant. “We were very focused on this grant because we wanted to improve the safety of the residents here,” First Selectman Michael Freda said during the Monday, Dec. 17 ceremony at Parkside Manor, 191 Pool Road.

Fire Chief Paul Januszewski said all the equipment used by the 42 firefighters who responded was contaminated.

Parkside Manor is one of two public housing complexes in town for seniors. Temple Pines, at 555 Pool Road, is also open to those 62 years and older that fall within income guidelines. The improvements included freshly paved roads, repaired sidewalks, lighting, relocation of a dumpster and removal of some trees. New handicap-accessible ramps were also added. The new policy requires a flat usage fee of $10 per person, per season, and per sport. There will be no extra charges for having the field lights on, a custodian present, or certain additional requests, at this time. ”Up until now, the Board of Education has never charged any organization to use any of our fields or facilities despite the cost to the Board of Education budget,” said Randi Petersen, board member and chair of the ad hoc committee that put the proposal together. “We budget for the use and maintenance of our fields for our North Haven public school athletes, we do not budget for outside organizations.” She said during a presentation to the board last week that given the tight state and local funding situation, the board can no longer afford the public costs, especially considering interest in the use of the fields and facilities has recently increased. The only exception to having no usage fees in the past has See Field, A10

been North Haven Youth Basketball, because it uses multiple schools on weekends, which requires custodial overtime pay. The fees will apply to North Haven town departments, town government, parent organizations, or other town governmental or not-for-

profit organizations, which are considered “Group 2” in the board’s facility usage policies. Students associated only with school district sports will not pay the usage fee. “From the very beginning, when we voted at the high school auditorium to include in our budget the turf fields, we said that we would be charging for the use of the fields for people outside of the North Haven public

school system,” Petersen said at the meeting. “We have not changed our plan, it has just come to fruition at this point.” Out-of-town field users would front the same $10 fee, but Petersen said she would be open to raising that fee if a shortage in funds is determined. “We do not want to make money on North Haven residents,” Petersen said. “I per-

sonally, if we need to adjust, would rather adjust the prices for the outside-North Haven teams.” Use of the baseball and softball fields will have a $20 fee based per-person, per-season, per-sport. Petersen said the higher rate is because the softball fields are rarely used and only American Legion teams use the baseball fields in the summer and fall.

“So when they want to use the fields, they will be available for them, and they will get much more use out of them,” Petersen said. The usage fees will go directly to the costs of maintenance and preparation required for the fields. “We're not looking to make money, we're really just looking to cover our expenses,” Petersen said. According to school officials, the synthetic turf field needs to be maintained every 100 hours, for about $1,000 each time. The cost is largely labor fees for two men to work for two days. The baseball and softball fields require preparation such as tamping of the infield, lining the field and mowing the grass. Other maintenance costs include custodial fees, both straight and overtime, and materials. A cost for lighting the field has yet to be determined, but isn’t considered a significant cost.

Petersen said a new line item has been added to the education budget to keep track of incoming and outgoing expenses related to the fields. “I think it’ll be very transparent from this point forward because of the new line item,” said board member Amanda Gabriele. The board was expected to vote on the usage fees at its regular November meeting, but the presentation was delayed due to scheduling conflicts. The committee was also charged with determining a way to raise funds to assist in replacement costs for the turf fields in about 10 years, but the study was tabled for now. Anyone wishing to use the fields should contact Athletic Director Steven Blumenthal. bwright@record-journal.com 203-317-2316 Twitter: @baileyfaywright

The chemical fire at ParkerHannifin Corp., 33 Defco Park Road, started in the early morning hours of Nov. 24. It was called in by a police officer who noticed smoke. The building’s alarm did not sound.

At a fire commissioner’s meeting Tuesday, Januszewski said the final number for the cost for replacing all the equipment is expected to be close to $574,305.

The original estimation for replacement was $800,000 last week. Januszewski said the decrease was largely due to being able to decontaminate the radios that were on scene, instead of demolish them as originally anticipated. The fire department’s yearly budget is around $4.5 million. Januszewski said town officials, including First Selectman Michael Freda, have been very supportive. “Our goal is to replace the equipment as quickly as possible, front the money and then hopefully get reimbursed after the fact,” Freda said during the Dec. 6 Board of Selectmen meeting.

Last week, the Wallingford Town Council allocated $46,836 to replace firefighter gear also contaminated in the fire. Wallingford Fire Chief Richard Heidgerd said he anticipates the town’s insurance to reimburse the majority of the funds. Reporter Lauren Takores contributed to this story.

“During the construction, we realized that the fire chief sent us a letter that indicated we needed to do (the fire system update) sooner than later and not wait for the next round (of funding),” LoPresti said. “Laydon did such a great job that we had some extra funding, so we're using that extra funding.” The town was awarded the $800,000 grant from the U.S. Department of Housing and Urban Development through the state Department of Housing, Small Cities Program. “(This is what happens) when you get federal, state, and local government working together, where local government determines how to best use the money in an area of their community,” State Sen. Len Fasano said.
