Public access TV channels worried about draft FCC rule By Bailey Wright The Citizen

Community television stations are nervously awaiting the Federal Communication Commission decision on a proposed rule that could, they fear, defund and threaten to completely close public access stations, including in North Haven and Wallingford. The proposed change would cap how much cable companies are required to pay to local regulatory authorities for so-called “franchise fees.”

Global graffiti artist “ARCY,” of North Haven, spray-paints a portrait of Abraham Lincoln on a large canvas outside Lincoln Middle School in Meriden Monday. ARCY is known for his large-scale art. Watch the video, and find more photos at myrecordjournal.com. Dave Zajac, Record-Journal

PZC gives approval for Slate School to add security gate By Bailey Wright The Citizen

Slate School plans to add a security gate to its school protection plan next summer, after gaining approval from the Planning & Zoning Commission for the site plan. “It's not a necessary element

but it's something that we think is cautionary,” said North Haven resident Jennifer Staple Clark, founder of the school. Located at 124 Mansfield Road, Slate School opened this fall and currently has about 16 kindergarten and first grade students.

The school has classrooms for students up to grade 6. Head Teacher and Director of Creative Arts Julie Mountcastle said in this day and age schools need to have “robust” security plans. While Slate School felt confident with the security meaSee Gate, A2

“There is constant access provided no matter the situ-

sures already in place, Mountcastle said the gate seemed like the final element in ensuring safety. “Although lots of schools don't have gates, we feel that it’s an appropriate choice for us and that it's just one additional level of security for our school,” she said.

The gate will span only about the width of the school’s driveway. It will be kept closed except for peak times – before and after school when students are being dropped off or picked up.

The architect on the project, Paolo Campos, of Patriquin Architects, said at the P & Z meeting that the gate is already designed to be hardwired to the emergency call system, which would automatically open it if an emergency call was made.

The Planning & Zoning Commission approved the gate plan at its last meeting, on Nov. 13, specifying the inclusion of a knox box or similar system for fire and police personnel to gain entrance. Fire Chief Paul

Campos said a knox box would be included on the gate as well, similar to one already installed at the school’s main entrance, as a precaution if the system didn’t work. The knox box would either be accessible

sake, Abraham Lincoln, on a 10-foot-by-12-foot canvas. Christenson has been touring with his live art performances throughout the world. Monday’s stop at Lincoln Middle School had been planned for more than a year. ”I’ve never done Lincoln before,” Christenson said. “There is usually a socialcultural significance that reflects the community. It’s whatever resonates. Manchester High School wanted Ella Fitzgerald.” Spray paint has traditionally gotten a bad rap, but Christenson has shown young people through murals and canvases its full range as a medium. Christenson combines photo realism with graffiti art.

Christenson graduated from Sheehan High School in Wallingford and a fellow alum now teaches at Lincoln and recruited him for a project. The school received a $15,000 grant from the Connecticut Office of the Arts to further the Higher Order Thinking approach to learning. Christenson’s work was part of the grant funding, Vumback said.

Email letters to news@ thenorthcitizen.com; mail to 500 South Broad St., Meriden, CT 06450 or fax to 203-639-0210. The Citizen will print only one letter per person each month. Letters should be approximately 300 words.

The students are encouraged to create their own graffiti art, but spray paint is taboo in the classroom. “I better not see this in the bathrooms or you’re in trouble,” Vumback joked with Ash. Vumback and other staffers watched Christenson’s progress throughout Monday as students took out their cameras to get photos.

We reserve the right to edit letters. Letters should be on topics of general interest to the community. We

do not list names of people, organizations and businesses being thanked. Names of businesses are not allowed. Letters must be signed and names will appear in print. Include a phone number so The Citizen can contact you for verification. Letters must be submitted by 5 p.m. on Friday to be considered for publication the following Friday.

Cupcake Decorating – Monday, Dec. 17, 10 a.m. Free, registration is required.

Finding a place to hang the mural is a challenge and Vumback will ask students to make recommendations.

December Make and Take – Thursday, Dec. 20, 10 a.m. Make a holiday saying with cork rounds. A fee is charged. Registration required by Friday, Dec. 14.

Art student Frankie Cortes stepped outside the cafeteria frequently to check ARCY’s progress. “It’s a nice scheme — a lot of blue and black, they contrast nicely,” Cortes said of Christenson’s work. “They all just work very nicely together. It’s kind of cool how he did a modern spray paint style and a more historical figure character. I think it blended perfectly well. Usually, it can’t be done easily.” mgodin@record-journal.com 203-317-2255 Twitter: @Cconnbiz
