The North Haven Trail Association will continue assessing the town’s newest land acquisition on Banton Street, but association president Steve Fontana said the plot’s extensive wetlands will be difficult to work with. “It’s very challenging to do anything with it,” Fontana said. “We’re hoping to do something, if we can.” The town acquired the undeveloped 6.1 acres as a donation from the estate of Nancy Love Leonard, officially approving it through the Board of Selectmen on May 9.

At that meeting, the first selectman and town engineer said the trail association was interested in the 6 Banton St. property. “I think the hope was that the existing trails that are on the state park property would be extended onto this

property as well,” Town Engineer Andrew Bevilacqua said during the meeting. However, Fontana said while the trail association hopes the property can be used for some kind of outdoor recreation, the feasibility of doing anything at all with the land is in question. Fontana said it became apparent during a visit to the site last November that the majority of the property is wet most of the year. The Quinnipiac River travels through the site. “I think we just need to keep an eye on it … and just see if it’s ever at a place where it’s dry enough,” Fontana said. The trail association plans to monitor the area throughout the spring and summer and return in the fall to see if the property has dried up at all. See Banton, A2

‘Pick-up zone’ coming to North Haven Target By Bailey Wright The Citizen

As part of a national rebranding effort, Target will be adding a “pick-up zone” at its Universal Drive store this year. “The idea is that you wouldn’t really have to leave your car. Someone would just be able to come and put this in your car, close the

door, and you can drive away,” said Dean Apostoleris, who was representing the applicant, Target, at the May 6 Planning and Zoning Commission meeting. The 200 Universal Drive North store was approved to convert six current parking spots towards the front of the parking lot into four pick-up zones. The area

will have a beacon sign for customers to identify it. The idea is a customer would make an order online or via the Target app, which would notify the store. The store then notifies the customer when the order is ready, and the employees will get an alert when the customer is at the stall ready for pick-up.

“With increased demands for online shopping, as well as store pick-up, Target wants to stay ahead of the edge of their so called 'retail apocalypse' and bring customers into their stores,” Apostoleris said. Commission members voiced some concerns regarding the safety of employees “scurrying” around

the parking lot to get to the vehicles, and what the beacon sign would look like. Apostoleris said the safety of customers and employees is “first and foremost” on the company’s mind, and proceeded to show the commission a mapped-out potential route an employee would take to deliver the goods. Local man charged with manslaughter, DUI MERIDEN — A North Haven man faces charges of manslaughter and driving under the influence after po-

lice said he drove the wrongway on eastbound Interstate 691 last year and struck a tractor-trailer. A woman in his car died as a result of the crash, police said.

Man charged with stealing rare coins from local church NORTH HAVEN — A local man faces charges after police said evidence led to him being identified as the suspect in the theft of rare coins from the Motowese Baptist Church last year. Matthew Vozza, 30, of North Haven, was arrested on May 6 and charged with third-degree burglary and sixth-degree larceny. During the spring of 2018 North Haven detectives responded to Motowese Baptist Church, 201 Quinnipiac Ave., for a report of a burglary. Police investigating learned rare foreign and domestic coins were stolen

from an office in the church, police said. Police identified Vozza as a suspect after a long investigaVozza tion. Vozza was identified as a suspect based on evidence at the scene that was sent to the state forensics laboratory, police said.

Georgios Kattis, 37, of 18 Chapman Court, North Haven, was arrested Thursday, May 16 and charged with second-degree manslaughter, first-degree reckless endangerment, driving under the influence of drugs and/or alcohol, reckless driving, driving the wrong way on a highway, failure to wear seatbelt and failure to display lights. On May 29, 2018, police responded to a two-vehicle crash on I-691 by exit 5, according to the arrest warrant. Police found a heavily damaged Nissan with Kattis sitting in the driver’s seat, conscious and alert. He complained of pain and got out to lay on the ground, the warrant said.

The manner of death was listed as an accident. The driver of the other vehicle, a tractor-trailer, told police after he passed the exit 5 off-ramp he saw a vehicle on the right shoulder of the road driving the wrong way without its lights on, the warrant said. The truck driver tried to move left to avoid a collision but the car struck the passenger side of his truck, the warrant said.

Kattis told police he drank three alcoholic beverages an hour before the crash, the warrant said. Kattis was arraigned in Meriden Superior Court on May 16. According to statements in court, he has no criminal record and turned himself in on the active warrant. The judge set bond at $50,000 and continued the case to June 20.

Vozza was arraigned in Meriden Superior Court earlier this month and released on a promise to appear. He is due back in court on June 4.

Memorial Day festivities American Legion Post 76 in North Haven is sponsoring the 73rd Memorial Day Parade on Saturday, May 25 at 10:30 a.m. Residents are encouraged to find seating along the route, which starts at the high school, travels east on Bailey Road and north on Maple Avenue. From there, the parade continues along Church Street and ends at the corner of Church and St. John.

The parade grand marshal is Charlie Morrissey, a lifelong town resident, Army veteran and retired North Haven teacher.

The Transfer Station is closed Mondays. The Transfer Station will be open Tuesday through Saturday, 7 a.m. to 12:45 p.m.

The Department of Community Services will be collecting food items for its fourth annual Summer Vacation Food Drive through July 31. The goal is to collect nonperishable, nutritious food and snack items that youngsters can easily prepare for themselves during the summer months. Suggested items include, but are not limited to, pop-top canned items, tuna, soup, Chef Boyardee products, Goldfish crackers, cookies, macaroni and cheese, protein bars, granola bars, trail mix, nuts, jerky, peanut butter crackers, graham crackers, dried fruit, fruit snacks, fruit cups, pudding cups, peanut butter and jelly snacks, snack packs, cereal, oatmeal, squeezable apple sauce and juice boxes. Grill master honored

Club makes timely book donation

North Haven LongHorn Steakhouse Grill Master Christopher Bowman was recently named one of the top steak masters in the country.

As interest in gardening increases, there is increased interest in how to garden without deer eating the beautiful plants and flowers. The North Haven Daytime Gardeners took this into consideration when selecting new books to add to the North Haven Memorial Library gardening collection.

Bowman took home the regional win after competing in the Steak Master Series, a culinary competition where LongHorn Steakhouse’s grilling experts are put to the test.

Bowman, an East Haven native who has worked at LongHorn for 10 years, says his favorite parts of the job are the people and the atmosphere.

Aromatherapy is another type of gardening that is attracting increasing interest. “The Aromatherapy Garden: Growing Fragrant Plants for Happiness and Well-Being,” presents two approaches to aromatherapy. The gardener may design a garden that contains plants that are very fragrant, creating a wonderful outdoor “spa” where one can relax, read or garden, while enjoying the aroma from the various plants and flowers. Another approach is to grow plants with the intention of bringing the aroma indoors. This book includes recipes for restorative aromas, oils, sachets and teas.

Toll bill complexity could delay General Assembly vote

Democratic House Speaker Joe Aresimowicz of Berlin, a toll proponent, suggested

Monday that the General Assembly might return to Hartford for a special legislative session to vote on tolls, considering talks are still going on between lawmakers, Lamont’s administration and the Federal Highway Administration. The regular session ends June 5.

“It is an incredibly complex bill to write,” he said. “This is the type of issue I’d like to get done before we adjourn. But I wouldn’t be opposed to coming back into special session too. It’s that important to the state.”

Connecticut’s approach to resurrecting tolls is relatively unique. Most other states installed tolls years ago for “greenfield projects,” new roads, bridges or tunnels that used the revenue to cover specific costs and later generate additional money for ongoing maintenance. In contrast, Connecticut is looking at tolls on existing highways statewide. “I’m not aware that anybody else has done it this way. It’s a little bit like a unicorn,” said Patrick Jones, a toll supporter and executive director and CEO of the International Bridge, Tunnel and Turnpike Association, referring to Connecticut’s approach to implementing tolls. Federal law over the years has mostly barred the addition of tolls to existing interstates. But Connecticut is seeking to do just that under the FHWA’s Value Pricing Pilot Program, which allows tolling and other pricing mechanisms to manage congestion on highways, typically charging higher rates during busy commuting times in hopes of encouraging drivers to vary their driving times and ultimately ease traffic. Connecticut holds one of the program’s 15 slots. The Highway Administration has been providing technical assistance to the Connecticut Department of Transportation on a proposal that meets the program’s requirements for reducing congestion. “You can’t just build tolls because you want them. You have to provide a justifiable reason. The feds had this value pricing program in their toolbox, so to speak. And that’s the only reason why we can move forward,” said Stamford Sen. Carlo Leone, the Transportation Committee co-chair. “Otherwise, if they didn’t have that, we wouldn’t be talking about tolls.”
