Hearing: School spending is focus By Ken Liebeskind The North Haven Citizen

After First Selectman Mike Freda and Superintendent of Schools Robert Cronin outlined the 2014-15 budget at the town budget hearing April 8, residents staunchly criticized the 2.3 percent increase provided to the Board of Education and called on the Board of Finance to raise it to 3.7 percent — the school district’s original request. The total budget proposed is $88,857,841. A number of parents and school personnel spoke out, most calling for providing See Budget / Page 2

Local police, fire team wins first responders tournament Press Release BRIDGEPORT — The North Haven Fire and Police hockey team faced off for disadvantaged children as part of the First Responders Hockey Tournament at Webster Bank Arena, and came out on top, beating the White Plains Fire team 6-3 in the tournament championship game on Sunday, April 6. The tournament weekend – which had 12 local police and fire department teams from Fairfield, New Haven and Westchester counties vying for the championship, and was capped off by the Bridgeport Sound Tigers’ First Responders Night game

against the Hershey Bears – was organized by the Sound Tigers, and raised funds for Save the Children, with $4 from every $20 ticket going to the children’s international relief and development organization. Save the Children gives children in the U.S. and around the world a healthy start, the opportunity to learn, and protection from harm. “This year, we decided to partner with Save the Children, as it is a fantastic organization and a perfect fit,” said John Reis, group sales representative for the Sound Tigers. “Save the Children is always one of the first children’s organizations to be

on the scene to help children when crisis hits. We look forward to growing the tournament even more next season, along with our partnership with Save the Children.” The 12 local police and fire department hockey teams participating in the tournament included: Bridgeport Police Department; Danbury Fire Department; Milford Fire; New Britain Fire; New Haven Police Department; North Haven Fire & Police; Ridgefield Fire Department; Stamford Police Department; Suffolk Corrections; Watertown Fire Department; Westchester Fire Department; and White Plains Fire Department.

Town’s Earth Day celebration a big success By Ken Liebeskind

Earth Day had bipartisan origins

The North Haven Citizen

North Haven demonstrated its dedication to preserving a clean environment at the Earth Day celebration at the middle school April 5. Participants included everyone from elementary students to major corporations. At one end of the auditorium, Letty McPhedran from the North Haven Clean Energy Task Force demonstrated an array of clean products, from a water saving shower head to programmable thermostats and an array of fluorescent LED light bulbs that save energy and are available at reasonable prices. She also encouraged residents to support a state program that provides free solar panels to high schools and municipal buildings, with the high school already benefitting from the program with a few solar panels See Earth / Page 9

(The following is an excerpt from the History of Earth Day at earthday.org.) Earth Day 1970 capitalized on the emerging consciousness, channeling the energy of the anti-war protest movement and putting environmental concerns front and center. The idea came to Earth Day founder Gaylord Nelson, then a U.S. Senator from Wisconsin, after witnessing the ravages of the 1969 massive oil spill in Santa Barbara, California. Inspired by the student anti-war movement, he realized that if he could infuse that energy with an emerging public consciousness about air and water pollution, it would force environmental protection onto the national See Origins / Page 9

Budget schools with a 3.7 percent increase with one calling for an increase of 5.7 percent, which was the school’s original request. High school history teacher Anthony Giordano said, “3.7 percent is maintenance. 2.3 percent is erosion.” His remark characterized the beliefs of many residents that low schools spending will erode the quality of education, which has already seen programs once taken for granted eliminated from the curriculum.

3.7 percent to 5.7, which the schools initially requested. A zero percent tax increase looks good, but if we don’t look forward the best we can hope for is to stand still or lose ground.” North Haven Education Association President Tom Marak said, “North Haven’s education system brought people to town but now it’s forcing people to leave town.” He said a decrease in education spending lowers property values. Freda took the stage after public comments were made and said, “I’m not surprised by what I’ve heard tonight. The proposed budget may not meet all the needs but I’m concerned for the taxpayers.”

Citizen Facebook photo contest Spring is here (hopefully), and The Citizen is getting ready to jump into the season with a photo contest. Send in your best seasonal photo, to be used as the cover photo on our Facebook page. Photos should be horizontal and recognizable as taken in our community. The picture can be outdoors or indoors, with or without people in it, and can be in either color or black and white — use your imagination.

We will collect photos until April 18, when a winner will be selected. Follow us on Facebook to see some of the entries. The winner will receive a notice informing him or her that the winning photo will be featured in the paper as well as on our Facebook page. E-mail (digital format) photos to: Weeklies@RecordJournal.com. State the date, location, and name of any people/event depicted in the photo. Good luck!

Earlier in the evening Freda spoke about the back to back public referendums — the budget one in May and the middle school renovation referendum in June, which prompted the town to issue a scaled-back budget that will require no tax increase. Freda told residents, “We’ll take your feedback under consideration,” which indi-

cates the Board of Finance could make changes to the budget before it is voted on at the May 20 referendum. There is another public budget hearing scheduled for May 12. Giordano said the town should be given the opportunity to vote on a 3.7 percent increase. “If it fails, we can go back to 2.3 percent,” he said.

Board of Education member Alicia Clapp said an increase of 2.3 percent is “totally inadequate.” She mentioned there is no school psychologist available, which could hinder efforts to prevent student suicides. Resident Julie Bossenberry said, “We aren’t dedicating the financial resources that are needed. A 2.3 percent increase with cuts to arts is inadequate. I want more choice on the budget, which should be increased to the 3.7 percent level. Resident Alan Sturtz said, “The Board of Finance and Board of Education should get together and develop a budget the town needs. They should go beyond the

political agenda. Senator Nelson announced the idea for a “national teach-in on the environment” to the national media; persuaded Pete McCloskey, a conservation-minded Republican Congressman, to serve as his co-chair; and recruited Denis Hayes as national coordinator. Hayes built a national staff of 85 to promote events across the land. As a result, on the 22nd of April, 20 million Americans took to the streets, parks, and auditoriums to demonstrate for a healthy, sustainable environment in massive coastto-coast rallies. Thousands of colleges and universities organized protests against

the deterioration of the environment. Groups that had been fighting against oil spills, polluting factories and power plants, raw sewage, toxic dumps, pesticides, freeways, the loss of wilderness, and the extinction of wildlife suddenly realized they shared common values. Earth Day 1970 achieved a rare political alignment, enlisting support from Republicans and Democrats, rich and poor, city slickers and farmers, tycoons and labor leaders. The first Earth Day led to the creation of the United States Environmental Protection Agency and the passage of the Clean Air, Clean Water, and Endangered Species Acts. “It was a gamble,” Gaylord recalled, “but it worked.”

Mike Massimio will donate a four and a half acre wooded area with a brook running through it by the end of April. The property will become one of many in town “that we keep as open space that can’t be developed,” Stetson said. Gerry Giordano, president of the North Haven Garden Club, encouraged residents to have their back yards cer-

tified, which demonstrates it is conducive to protecting birds. She said the Garden Club has recently planted native plants at Todd’s Pond. Pfizer is moving ahead with its remediation project at the Pharmacia & Upjohn site on Stiles Lane. It is cleaning up the industrial site that was heavily polluted and preparing 17 acres for commercial development and 57 acres for an ecological preserve that will be open to the public on a restricted basis. Planting will start at the preserve at the end of April but won’t be available for public use for four to five years, according to Nick Andreopoulos, se-

nior manager at Pfizer Global Engineering. North Haven’s elementary school students also demonstrated their respect for the environment with a group of exhibits, including a collection of recycled object birds made from tin cans and other items by a second grade art class at the Green Acres school. North Haven Earth Day attendees viewed exhibits and demonstrations on environmental products and issues relevant to town residents and also enjoyed live music from a children’s folk singer and face painting from a talented artist.

friends here. A lot of our members have been involved for more than 40 years,” Giordano said. The club also focuses on the gardeners of the future, with a youth centered program, headed by Golia. This spring, the club will work with students to spruce up the courtyard at Green Acres School. “It’s really exciting to get kids involved in gardening at a young age,” Golia said. The clubs annual fundraiser, the May Market, will be held on May 10 on the North Haven green. Plants and flowers grown by the members, as well as baked goods, will be sold. The Garden Club meets the second Thursday of the month at the North Haven Congregational Church on 28 Church Street at 7 p.m. Membership is $25 a year and the club accepts new members year around. Senior shut-ins. In addition to its hands-on work, the club provides education opportunities for its members. “We offer a range of gardening programs as well as the chance for members to learn new things from one another,” said Gerri Giordano, club president. T h e c l u b, o r i g i n a l ly founded in 1954, currently has 30 members. Monthly meetings feature a selected speaker chosen by the Program Committee. “The committee does a great job finding special topics that will be of interest to our members,” Giordano said. As part of their membership with the Federated Garden Clubs, four of their ten programs each year must cover flower design, conservation, birds, and horticulture. The programs are open to the public to attend for a $5 donation. Giordano, a member for nearly 39 years, says she originally joined because of her interest in gardening, but has stayed for more than just the planting tips. “You make long term

me but the manner in which the decision was made last year. Voters were never afforded the opportunity to debate the issue or offer other suggestions.” Town attorney Jennifer Coppola spoke at the meeting, noting that the selectmen had approved the move to a single polling place in 2013, which scaled back the registrars’ role. A number of residents spoke at the meeting, most supporting the move to one polling place. “One district saves workers and saves money,” Fran Bartlett said. First Selectman Mike Freda read a number of emails he received expressing support for one polling place, which was largely made to shield schools from public entry on referendum days in the aftermath of the Sandy Hook

shootings. Ray Fowler, North Haven’s resident of the year for 2013 for his work raising awareness of child abuse, expressed an emphatic opinion about the town voting issue. “The problem isn’t how many polling places we have, but why people don’t come out to vote,” he said. He criticized the seven to 13 percent voter turnout numbers at recent referendums, which the registrars confirmed. Freda said his office was creating an app to address the problem of low voter turnout. The app will send a push notification to residents on referendum days, reminding them to vote. Anyone with a mobile phone will be able to receive the app. He said the app will be ready later this year. Find us on the Web: www.northhavencitizen.com

Mark Zurlo left, will run the Boston Marathon, April 21. The 2014 Boston Marathon will be the first marathon Zurlo completes and he hopes to do it in less than four hours. “Last year I was projected to finish in four hours so I hope to run under four hours this year,” he said. Mark Zurlo, a North Haven native who now lives in Brighton, Mass., is running in the Boston Marathon on April 21. He’s raised more than $5,500, from sponsors supporting him in the race, for the Joe Andruzzi Foundation. That’s a Boston-based charitable organization founded by the former lineman for the New England Patriots who won three Super Bowls. Andruzzi suffered from non-Hodgkin’s Burkitt’s lymphoma cancer and was forced to retire in 2007. Subsequently, he founded JAF, an organization committed to fighting cancer by providing assistance for patients and their families and supporting cancer research at Boston Children’s Hospital. Zurlo raised $6,500 for JAF last year and made it just short of the finish line when he was prevented from proceeding after the marathon bombings took place. Zurlo is one of 12 JAF runners who were not able to complete the race and received “deferment bibs” allowing them to race again this year. Zurlo wasn’t required to raise money again this year, “but I wanted to run for charity again so I signed up for a second year,” he said. He raised money in a variety of ways, from Facebook and Twitter posts to a bowling night and comedy night at Improve Asylum, a Boston comedy club. He’s not worried about the possibility of another terrorist attack this year. “You have so much else to worry about the physical aspect of the raced and you have faith in security procedures and the police did a good job last year,” he said. “It’s not a big concern but there’s an emotional concern about passing the point where I was stopped last year.” That was at the corner of Boylston and Hereford

Opinion On hunger, homelessness and early education Homelessness and hunger are struggles our society deals with every day. While many of us are fortunate to never experience this reality, it is far too conve n i e n t to forget those who do. Out of sight, out State of mind is an Rep. Dave inadequate Yaccarino solution to these probCommentary lems. The truth is, these issues continue to face our community – and in certain situations the problem has increased over the years. I couldn’t help but feel compelled to action after speaking to the Connecticut Coalition to End Homelessness (CCEH) at the Capitol in Hartford, as State Representative for North Haven and the 87th District. The CCEH in partnership with members of the community work to prevent and end homelessness in Connecticut. I spent a lot of my childhood in New Haven visiting

my grandmother and playing in city parks in various impoverished parts of New Haven. While marching in New Haven during the St. Patrick’s Day parade, it saddened me to see that these very same areas along with many others were just as abandoned and neglected as they were before. My experience along with recent statistical findings shows that hunger in America is on the increase in states across the map. In 2012, 8.3 million children lived in food-insecure households, along with 49 million people overall (Governing, March 2014). Although many of us have seen our economic situation improve over the years; poverty has remained a persistent, often silent struggle. These problems persist despite enormous undertakings by the government and nonprofits. Despite this influx of programs and financial resources to aid the fight against poverty, hunger and homelessness; we continue to remain stagnant. Even with an array of resources, laws and devoted organizations working to solve

our poverty crisis, I can’t help but ask myself if we are creating more damage by not addressing the root cause of the problem. Oftentimes I feel that some of the laws we pass are not achieving their goal. We still have too many people living in poverty and too many hungry children. How can we stop it? The most important tool in our arsenal to stem the tide of poverty, homelessness and hunger is education. A strong fundamental education leads to good paying jobs. Enhancing childhood education is done by: employing our best teachers, having a strong curriculum, and supporting teachers with continuous, quality professional development. By doing this, we will give children the resources to develop their intellect at an early age and empower teachers with the tools to give back to our children. This will create the most long-term good for our children as well as society. Another obstacle to educating our young children is hunger. Not only does a hungry child have difficulty learning, the very existence

of this problem is simply immoral. In my opinion, we need an honest and unbiased effort to put more resources into the fight against hunger. I am making a pledge to do my best to fight against it and I urge you all to join me. Let’s unite and together fight homelessness, poverty and hunger; all of which have continued even after President Lyndon Johnson launched the War on Poverty over fifty years ago. While many changes need to happen at the federal level to achieve our goals, I feel there is much we can accomplish in Connecticut, provided we take bipartisan action. We need laws and programs that enhances a strong coordination between the school system and the work force. It is unacceptable for any child to go to school or to sleep hungry. We need to coordinate and create more tailored laws, while also working with local nonprofits and food assistance groups to generate proper resources. It is essential that teachers have a seat at the negotiating table when these programs are

formulated. Lastly, it is imperative that we encourage greater family involvement in making these goals happen. By doing the aforementioned, we ensure that children from low income families have access to breakfast, lunch and dinner – even in the summer months. Ending poverty is a difficult task, but the most important first step is to prevent children from experiencing the effects of homelessness, poverty and hunger. By ensuring that our children are taken care of, have access to the essentials of daily meals and the best education available, we can make strides towards breaking the cycle of poverty for all our children. John F. Kennedy once said, “Children are the world’s most valuable resource and its best hope for the future.” We should all work together to guarantee that more is done to support children in need. We can’t just talk about this; we need to do something about it. Let’s use our resources to provide them with the opportunities that many of us take for granted.

A touch of Teddy Ballgame By Bryant Carpenter Special to The Citizen

PROSPECT — B en Bradlee Jr.’s new book, “The Kid, The Immortal Life of Ted Williams,” checks in, appendices included, at an even 800 pages. It’s as long as the current winter, but far more enjoyable. Nor does a reader want to see it end (knowing, as it were, that Ted’s road leads to that cryonics lab in Arizona). Coinciding with the start of the Major League Baseball season, Bradlee Jr. will be in the neighborhood on April 28, appearing in Prospect to promote his Little, Brown & Co. project, which took over a decade to complete. Thorough? Oh, yeah. Worth the $35? For anyone who takes pride in a quality personal sports library, yes. Bradlee, a reporter and editor at the Globe for 25 years and son of former Washington Post executive editor Ben Bradlee, can tell you more about it on April 28 at the Prospect Fire House on Center Street, right across from the library. “The hall there can easily hold 100 to 150 people, so I am hoping that we can fill the place,” explains Prospect library director John Wiehm, who arranged the event. Prospect is one of those Connecticut towns hard along the Munson-Nixon Line. It’s much closer to New York (76 miles compared to 115 to Beantown), yet is firmly within the orbit of Waterbury, which produced one of Williams’ Red Sox teammates, Jimmy Piersall, and hosted the Splendid Splinter in 1961 (a visit made famous by Joan Joyce striking him out in an exhibition at Municipal Stadium). Wiehm notes that when he had author Tom Clavin appear in Prospect last summer to talk about his book on the DiMaggio brothers, the crowd that packed the senior center

was fairly mixed. “Being that one DiMaggio played with the Yankees and another with the Red Sox, we had a very active discussion that day concerning Yankees versus Red Sox,” Wiehm remarked. “People in this area still talk about the time Ted Williams visited Waterbury back in the 1960s, so we are hoping baseball fans come to hear about his colorful life.” Wiehm had become quite adept at booking the authors of sports books. Prior to arriving at Prospect Library last February, he worked at the Whittemore Library in Naugatuck, and during the last four of the 11 years he was there he launched a sports author series. He brought in 14 different authors with books about the Red Sox, Yogi Berra, Roger Maris, Don Mattingly, the 1942 baseball season, the 1947 Yankees, UConn men’s basketball and Notre Dame football. The last guest drew one of the bigger crowds: Oil Can Boyd. Given the success of the series, Wiehm figured he’d transplant it to Prospect. Clavin, who had visited Naugatuck with his book on Maris, came to town last July with the DiMaggio book. By the fall, Wiehm was contemplating whom he’d bring in next when he read a glowing review on Bradlee Jr.’s book. He got in touch with the author through the Red Sox archives department, which Bradlee Jr. deeply plumbed. “He agreed to come here to Prospect in April of 2014, just when the baseball season was beginning,” the library director said. “For Prospect, Mr. Bradlee is probably our most nationally known name to come here.” No reservations are required for the April 28 event at Prospect Fire House. For information, contact John Wiehm at (203) 758-3001 or libraryprospect@yahoo. com.
