Commercial development drives growth

The town has begun revaluation of all taxable properties.
The town’s taxable grand list grew by 2.8 percent from last year, largely thanks to Amazon’s fulfillment center and other new commercial construction.
Jay Cembruch, of Waterburybased eQuality Valuation Services and supervisor of the revaluation, said the company started residential inspections about a month ago. He said only a small number of homes have been visited so far, since the weather has been so cold.
“That is a very large increase for municipal government,” First Selectman Michael Freda said. “And it's really part of a larger initiative that I've had down through the years and that involves, of course, economic development.”
Amazon’s construction ranks third among top tax payers before the facility is even open, contributing around $40 million in tax revenue, according to Tax Assessor Gary Johns. Slate School contributed to a $5 million increase. “Commercial properties have been healthy this year,” Johns said. “There is a lot of new construction in town.” The grand list includes all residential, commercial, industrial and personal property and motor vehicles.

The assessor’s office reports the grand list total is $3,017,224,735, up about $81 million from last year. In 2017, the grand list, which totaled $2,936,123,943, had only increased about half a percent from 2016’s total.
Personal property saw a growth of 3.4 percent. Johns said Medtronics, the town’s top taxpayer, was the largest contributor.
This year’s tax-exempt real estate comes in at $312,025,420, and total exemptions, which includes veterans, elderly and disabled residents, comes to $130,637,420. The taxable amount is $2,886,387,315, which is up 2.85 percent from 2017, when it was $2,806,432,275.
Freda said the grand list increase will represent approximately $2.3 million worth of new incremental revenue for the town starting July 1, which will be a good “cushion” while state funding in this year’s budget process is uncertain.
Residential real estate and motor vehicle taxes increased slightly, with motor vehicles reaching $234,791,410.
“It's good to see that they're investing in this location,” Johns said.
“I can guarantee that the grand list will continue to grow with new businesses coming in, because I'm involved with every single economic development project within the town,” Freda said.
The town is required by state statutes to complete a partial revaluation every five years and full revaluation every 10 years. Real estate values in town are currently set at the 2014 level, after the last partial revaluation. Data collected in this revaluation process is used to produce the next year’s grand list in an effort to secure a more equitable distribution of the tax burden. This year’s revaluation means residents should expect to see inspectors measuring the exterior of homes and knocking on doors, asking to do an interior inspection as well. “We’re making a first attempt to go to every house (now) — it’s not scheduled, they go from door to door,” Assessor Gary Johns said. “If the homeowner allows them in the house, then they will look around the house for any changes to the information we already have.” See Revaluation, A7

Filomena Fraschilla DURHAMFilomena (Parente) Fraschilla, 81, of Durham, formerly of Wallingford and Cheshire, died Thursday, Feb. 7, 2019 at the Masonicare Health Center. She was the beloved wife of the late Rodolfo “Rudy” Fraschilla. Born in Cerreto Sannita in the province of Benevento, Italy, Dec. 8, 1937, a daughter of the late, Ciro and Maria (Fiorito) Parente. She was a devoted wife, a proud mother and grandmother, who loved to cook, spend time with the family and travel to her beloved country Italy. A fabulous baker, her tarallis - a common staple at every family event, along with her Easter pies and sweets were legendary. Filomena also had a passion for Italian contemporary Italian music, often singing along like a young teenager, especially during the annual Sanremo Italian Music Festival. Perhaps, it’s no coincidence that it was streaming live in her room that same day she left us. She will always be remembered as a loving and caring person that put the lives of others before hers. Nothing seemed to give her greater happiness than bringing the entire family together to celebrate holidays and family events. Junior Gardening Club The North Haven Garden Club has announced the start of a Junior Gardening Club for area youth. The working club is scheduled to begin in late March or early April and is open to all children. The program plans to engage children in a “hands-on” group learning experience that will promote a love of gardening, develop an appreciation for the environment and cultivate minds. Garden club members plan to teach methods and techniques for gardening, what it takes to maintain a garden, how to identify plants vs. weeds, how to attract pollinators to the garden, how to plant and maintain a vegetable and/or herb garden, and much more.
Inspections are expected to continue until some time in July. Homeowners can expect to receive a notice
of their proposed valuation around the time of the state’s Oct. 1 deadline. The valuations will not be final at that time, as residents will have multiple opportunities to appeal the assessment. If a homeowner has a question or concern about the proposed valuation, they can call eQuality Valuation Services and arrange for a meeting, after which a hearing officer will determine if a review of the property is necessary. The revaluation and updated assessments won’t affect tax bills until 2020. After the revaluation, all properties will continue to be assessed at 70 percent of fair market value.

Coalition protests marijuana billboard By Jeniece Roman Record-Journal staff
NORTH HAVEN — Members of the Coalition for a Better Wallingford gathered on Route 5 Saturday to protest a billboard on Interstate 91 that advertises legal marijuana. The billboard reads “Weed is legal in 60 miles,” which refers to the distance from the sign to Massachusetts, where recreational marijuana is legally sold. The billboard is funded by Weedmaps, a mobile app that allows users to identify locations where marijuana is legally sold. Ken Welch, president of the Coalition for a Better Wallingford, said he believes that the sign will entice Connecticut residents to buy the substance in another state and bring it across state lines. “The inference is that they’re going to buy this stuff and bring it back,” Welch said. About 15 coalition members and supporters stood outside 355 Washington Ave., the location of the billboard company Outfront Media, waving signs with a message against advertising marijuana, which is illegal in Connecticut except for medical use. Throughout the protest, passing cars honked
their horns in support. Welch said information about the protest was posted on the coalition’s Facebook page, spurring negative and positive comments. He said while protesting he witnessed a man drive up, roll down his window and yell expletives at the group. “I don’t understand the anger,” Welch said. Seymour resident Cody Roberts and two others staged a small counter protest on behalf of Connecticut Normal, a local group dedicated to the legalization of marijuana.

“We’re going to have legalization (in Connecticut), it’s inevitable,” Roberts said. “We just need to make sure we have equity involved, that’s why I’m here trying to get the word out.” Welch said he believes more research is needed before recreational marijuana is made legal in Connecticut. Many companies get the water from municipal supplies and springs, but these springs are beginning to dry out, and will not last forever. Many companies are also collecting water from places like California, which are famous for heavy droughts. This could have a serious impact on the environment in the very near future, as fewer and fewer water supplies will be able to provide sufficient amounts of liquid for locals, and environments around the world will become dryer and dryer. This not only affects humans, but also many ecosystems around the world that depend on this water for life to thrive.
Bottling water is endangering water itself. Along with drying out drought-ridden places like California, bottled water may be affecting the water cycle. This cycle requires the precipitation and evaporation of water from the atmosphere, to the ground, and back into the atmosphere. Bottling water, however, could interrupt this integral and irreplaceable cycle. After water is taken and bottled, there is no way to return it to the cycle. This interruption effects varying environments and ecosystems, as water is needed for agriculture, drinking and living conditions for plants and animals, especially those such as fish or some types of frogs which reside primarily in and around water sources. Bottling and preventing the evaporation of groundwater means that when it's time to rain or renew water supplies, there may not be enough, which could easily lead to unusable
and dying crops, sick and thirsty livestock, and destroyed ecosystems. Bottled water negatively impacts the global environments as well as its water supply. Bottles use non-renewable fossil fuels, many of which are thrown away or down-cycled without a second thought. Compounds in the water have the potential to diminish human health, as well as chemicals given off by plastic bottles themselves. Areas all around the world are drying up as companies take increasing amounts of water, and interrupt necessities of ecosystems like the water cycle. Bottling water is a serious problem all around the world, but humans can begin to take steps toward reducing its harmful impacts. Though bottled water can have disastrous effects, there is still hope for the earth’s en-
vironment and water supplies.
